Incident: Possession of CDS with the Intent to Distribute
Date of Incident: 11 August 2010
Location: 1000 block of Meadowview Drive, Salisbury, MD
Suspect: Steven Daggs, 38, Salisbury, MD


Narrative: On 11 August 2010 at 10:05 PM, deputies from the Wicomico County Sheriff’s Office were in the 1000 block of Meadowview Drive assisting in the investigation of an earlier incident when the deputies came across Steven Daggs. While speaking with Daggs, the deputies noticed that he was sweating profusely and appeared overly nervous about speaking to law enforcement. During the encounter, one of the deputies developed cause to search Daggs and located a baggie of what the deputy recognized as marijuana and crack cocaine. The cocaine was divided into 12 separate baggies which indicated Daggs’ intent to sell or otherwise distribute the CDS. Upon a further search, the deputy located an additional 10 individually wrapped baggies of crack cocaine in Daggs’ possession.


The deputy arrested Daggs and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Daggs was detained by the Commissioner in the Detention Center in lieu of $50,000.00 bond.

Incident: Assault First Degree
Date of Incident: 14 August 2010
Location: 1300 block of Jersey Road, Salisbury, MD
Suspect: Lawrence D. Mays, 16, Salisbury, MD


Narrative: On 14 August 2010 at 1:47 PM, a deputy from the Wicomico County Sheriff’s Office responded to investigate an altercation with a knife that had occurred in a residence in the 1300 block of Jersey Road. Upon arrival, the deputy met with a male victim who advised that he noticed that his step son, Lawrence Mays, came into the residence wearing his basketball shorts with his permission. When he asked Mays to remove them, he allegedly became defiant and an argument ensued. The victim advised he began to approach Mays when Mays is accused of striking the victim in the head. Mays then allegedly went into the kitchen, retrieved a steak knife and came towards his step father while stating "I am going to kill you." According to the victim, Mays then lunged at him in what he thought was an attempt to stab him.


The investigating deputy arrested Mays on the charge of Assault First Degree which is an automatic waiver to adult status for any juvenile 16 years or older. Mays was transported to the Wicomico County Detention Center where he was processed as an adult and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Mays in the Detention Center in lieu of $75,000.00 bond
