CHARGES FILED AGAINST CARROLL CO MAN IN ASSAULT ON OFFICER


(Taneytown, MD) – Maryland State Police investigators have obtained a warrant for a Carroll County man who was wounded by a police officer after he attempted to run down that officer and the woman he was trying to help last night in Taneytown.

The accused is identified as Gary D. Wolfe, 37, of the 300-block of East Main Street, Westminster, Md. After consultation with the Carroll County State’s Attorney’s Office, Maryland State Police homicide investigators applied for and obtained a warrant charging Wolfe with two counts of first degree assault and two counts of second degree assault. The charges will be served on Wolfe at the R Adams Cowley Shock Trauma Center in Baltimore where he remains a patient.

Taneytown Police Chief William Tyler has identified the officer involved in this shooting as Corporal Brian M. Jestes. Corporal Jestes is an 11-year veteran of the Taneytown Police Department and is assigned to road patrol duties. He is currently on administrative leave, which is procedure, pending the ongoing investigation.

Corporal Jestes responded to a 911 call at about 10:15 p.m. yesterday for a woman in need of assistance in the 400-block of Baltimore Street, Taneytown. Upon checking the area, he found a woman, later identified as Sarah M. Henry, an acquaintance of the accused, lying in the roadway behind a strip shopping center. While trying to assist Henry, the corporal saw a car driven by Wolfe accelerating towards them. The driver, later identified as Wolfe, refused the corporal’s orders to stop.

In fear for his life and the life of Henry, Cpl. Jestes fired his police-issued Glock .40 caliber pistol at the driver. Wolfe was struck in the arm. He is expected to survive.

Witnesses have told investigators they observed Wolfe and Henry involved in a heated argument moments before the shooting occurred. Wolfe was seen pulling Henry out of his car and leaving her in the street.

Chief Tyler requested the Maryland State Police Homicide Unit investigate this incident because it was a police shooting that involved a member of his department.

Narrative: On 9 July 2009
at 3:06 AM, deputies from the Wicomico County Sheriff’s Office responded for a reported home invasion style burglary that had just occurred in the 600 block of S. Westover Drive. The resident told deputies that he had just come home and was in the process of opening the front door when he was attacked by five unknown individuals all either wearing masks or bandannas. The victim also stated that one of the individuals brandished what the victim believed was a handgun. The victim managed to enter the residence at which point one of the suspects struck the victim in the head causing a severe laceration. Another subject inside the residence locked herself in the bathroom and called 911. The attackers left the residence after stealing cash from the victim.

Upon the arrival of both deputies and MSP troopers, the suspects were located travelling in a vehicle on an adjacent street. Upon searching the vehicle, deputies located the masks and bandannas worn by the group along with a pellet gun that closely resembled an authentic handgun.

All five suspects were placed under arrest. The three adults were transported to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After an initial appearance, all three adults were detained by the Commissioner in lieu of $250,000.00 bond each.

The two juveniles were released to parents pending further action by the Department of Juvenile Services.

Narrative: On 8 July 2009
at 11:38 PM, a deputy from the Wicomico County Sheriff’s Office responded to investigate an altercation that reportedly occurred inside a residence in the 1700 block of East Clearlake Drive in Salisbury. Upon the deputy’s arrival, a subject inside the residence was discovered to be bleeding substantially in his facial area and suffering from a possible nose injury. The victim identified the assailant as a co-habitant, Dennis White. Upon interviewing White, the deputy observed that White appeared to be under the influence of alcohol.

The deputy placed White under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, White was detained by the Commissioner in lieu of $3,000.00 bond.

Narrative: On 9 July 2009
at 12:08 AM, a deputy from the Wicomico County Sheriff’s Office stopped a subject later identified as Zachory Huffnell who was riding a bicycle while hanging around a convenience store at midnight. That, along with no appropriate lighting on the bicycle had drawn the deputy’s attention. Upon stopping Huffnell, the deputy discovered a plastic case in Huffnell’s pocket that contained what appeared to be prescription pills. The deputy managed to identify the pills as Hydromorphone, a narcotic based derivative of morphine and also learned that Huffnell had no prescription for the pills. Based on the amount in the container, coupled with the substantial amount of U.S. Currency carried by Huffnell, the deputy believed that Huffnell was selling the pills.

Huffnell was placed under arrest and transported to the Wicomico County Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Huffnell was detained by the Commissioner in lieu of $200,000.00 bond.

This is just a "termite" approach to complete confiscation of guns and disarming of our society to the point we have no defense - chip away a little here and there until the goal is accomplished before anyone realizes it.

Local Salisbury Zoo & Private Veterinarian Dr. Doug Nolte will be in Circuit Court this coming Monday at 9:00 AM. I'm not going to give all the details right now but for those of you who might be interested in going, consider this a heads up article. I wouldn't miss this for the world.

GM Sale Cleared, Path Opens To Exit Chapter 11


DETROIT – The path is now clear for General Motors Corp. to leave bankruptcy protection in record time as a leaner company that is better equipped to compete in a brutal global auto market. On Thursday, a judge's order allowing GM to sell most of its assets to a new company went into effect, despite a last-minute appeal by plaintiffs in a product liability case.

GM spokeswoman Julie Gibson said U.S. Bankruptcy Judge Robert Gerber's order became effective at 12 p.m. EDT. GM lawyers are working on paperwork to close the sale as quickly as possible, after which GM would leave bankruptcy protection.

GM CEO Fritz Henderson will hold a news conference in Detroit Friday morning to explain executive cuts, management changes and the company's plan to make money by emphasizing quality and fuel economy. He will be joined by Edward Whitacre Jr., who will lead the board of GM.

Pelosi: Resolution On Michael Jackson Unnecessary

WASHINGTON – House Speaker Nancy Pelosi shut the door Thursday to a resolution honoring Michael Jackson because debate on the symbolic measure could raise "contrary views" about the pop star's life.

Lawmakers are free to use House speeches "to express their sympathy or their praise any time that they wish," said Pelosi, D-Calif. "I don't think it's necessary for us to have a resolution."

A resolution sponsored by Rep. Sheila Jackson Lee, D-Texas, cites some of the singer's charitable acts and proclaims him an American legend, musical icon and world humanitarian.

Even before Pelosi's comments, some Democrats said privately they did not support the resolution and a divisive debate would hurt House efforts to muster the votes for priorities such as health care and climate change.

Rep. Peter King, R-N.Y., who posted a video on YouTube calling Michael Jackson a "pervert" and a "pedophile," has pledged to do all he could to block the resolution.

Michael Jackson was acquitted in 2005 of charges that he molested a 13-year-old boy. Those allegations, and his admission that children slept in his bed at his home but nothing sexual occurred, have led some members of Congress to put distance between themselves and any formal honor for the entertainer.

Worst Violence Since US Pullback Hits Iraq

BAGHDAD – Bombs killed more than 50 people in Iraq on Thursday in the worst violence since U.S. combat troops withdrew from urban areas last week, and American forces released five Iranian officials suspected of aiding Shiite insurgents.

U.S. officials said they believe the Iranians, detained in northern Iraq in January 2007, had facilitated attacks on American-led forces but handed them over to the Iraqi government at its request because they were obliged to do so under a U.S.-Iraqi security agreement.

The U.S. State Department said it was concerned their release could present a security threat to American troops in Iraq.

Iraq's foreign minister, Hoshyar Zebari, called the release a "good initiative" that could encourage dialogue between Washington and Tehran, which are longtime foes.

The Iranian Embassy said it expected to receive the Iranians, described by their government as diplomats. Washington believes they are associated with the Quds Force, part of Iran's powerful Revolutionary Guard Corps, and that they trained Iraqi militants.

U.S. Seeks "Full Partnership" With Russia On Missiles

WASHINGTON (Reuters) – The Obama administration is seeking "full partnership" with Moscow to bridge ballistic missile-defense differences that have strained U.S.-Russian ties for years, the head of the Pentagon's Missile Defense Agency said Thursday.

He made the comments as President Barack Obama works with Moscow to cut nuclear weapons and weighs whether to go ahead with Bush-era plans to base 10 interceptor missiles in Poland and an advanced radar station in the Czech Republic -- plans strongly opposed by Moscow.

"The (new) approach is to lay out ideas, and not to have a fully developed plan," Army Lieutenant General Patrick O'Reilly told a group of Reuters editors and reporters, referring to missile defense discussions with Russia.

"You need to move forward at a prudent pace so that there are collaborative decisions, intermediate decisions made along the way, so that there is true partnership," he said.

Obama, during a two-day visit to Russia this week, called for a fresh era in bilateral security ties focusing on mutual interests. He and Russian President Dmitri Medvedev agreed to pursue a plan, first floated in the 1990s, to open a joint early-warning center to monitor missile launches worldwide.

Ginsburg: I Thought Roe Was To Rid Undesirables


Justice discusses 'growth in populations that we don't want to have too many of'

In an astonishing admission, U.S. Supreme Court Justice Ruth Bader Ginsburg says she was under the impression that legalizing abortion with the 1973 Roe. v. Wade case would eliminate undesirable members of the populace, or as she put it "populations that we don't want to have too many of."


Her remarks, set to be published in the New York Times Magazine this Sunday but viewable online now, came in an in-depth interview with Emily Bazelon titled, "The Place of Women on the Court."


The 16-year veteran of the high court was asked if she were a lawyer again, what would she "want to accomplish as a future feminist legal agenda."


Ginsburg responded:
Reproductive choice has to be straightened out. There will never be a woman of means without choice anymore. That just seems to me so obvious. The states that had changed their abortion laws before Roe [to make abortion legal] are not going to change back. So we have a policy that affects only poor women, and it can never be otherwise, and I don't know why this hasn't been said more often.


Question: Are you talking about the distances women have to travel because in parts of the country, abortion is essentially unavailable, because there are so few doctors and clinics that do the procedure? And also, the lack of Medicaid for abortions for poor women?


Ginsburg: Yes, the ruling about that surprised me. [Harris v. McRae – in 1980 the court upheld the Hyde Amendment, which forbids the use of Medicaid for abortions.] Frankly I had thought that at the time Roe was decided, there was concern about population growth and particularly growth in populations that we don't want to have too many of. So that Roe was going to be then set up for Medicaid funding for abortion. Which some people felt would risk coercing women into having abortions when they didn't really want them. But when the court decided McRae, the case came out the other way. And then I realized that my perception of it had been altogether wrong.

House Intel Chair: CIA Has Misled Us For Years

WASHINGTON — Democrats are accusing senior CIA officials of repeatedly misleading Congress, but Republicans say the allegations are just political maneuvering to protect House Speaker Nancy Pelosi.

The accusations come as lawmakers prepare to debate intelligence legislation — a bill President Barack Obama has threatened to veto.

Letters by the chairman of the House Intelligence Committee and other members of the panel say CIA Director Leon Panetta told Congress last month that senior CIA officials have concealed significant actions and misled lawmakers repeatedly since 2001.

Exactly what actions Panetta disclosed to the House Intelligence Committee on June 24 is unclear, but committee Chairman Silvestre Reyes, D-Texas, said the CIA outright lied in one case.

"These notifications have led me to conclude that this committee has been misled, has not been provided full and complete notifications, and (in at least one case) was affirmatively lied to," Reyes wrote to Michigan Rep. Peter Hoekstra, the committee's senior Republican. A copy of his letter was obtained by The Associated Press.

Reyes said in the letter that he is considering opening a full investigation.

Hoekstra on Thursday called Reyes' letter "one of the most bizarre episodes in politics that I've seen in my time here in Washington."

FDIC Insurance Fund: It Doesn’t Actually Exist


When FDIC head Shelia Bair says her agency might have to bolster the FDIC’s insurance fund with Treasury borrowings to pay for the new spate of bank failures, a lot of us, this 40-year banking veteran included, assumed there’s an actual FDIC fund in need of bolstering.


We were wrong. As a former FDIC chairman, Bill Isaac, points out here, the FDIC Insurance Fund is an accounting fiction. It takes in premiums from banks, then turns those premiums over to the Treasury, which adds the money to the government’s general coffers for “spending . . . on missiles, school lunches, water projects, and the like.”


The insurance premiums aren’t really premiums at all, therefore. They’re a tax by another name.


Actually, it’s worse than that. The FDIC, persisting in the myth that its fund really is an insurance pool, now proposes to raise the “premiums” it charges banks to make up for the “fund’s” coming shortfall. The financially weakest banks will be hit with the biggest tax hikes.

Resume: Gary R. Walls has been charged with Burglary 2nd, Felony Theft, and Criminal Mischief for an incident that took place on 07/05/09 on Pauls Lane in Seaford Delaware between 1600 and 1800 hours. This incident involved an unknown suspect entering a residence while the owner was out shopping. Once inside the suspect removed items from inside the residence and fled the area. Gary R. Walls was arraigned on the above charges by Justice of the Peace #4 and released. No further information in reference to the case can be released at this time.

SALISBURY MAYOR TO HOLD WASTEWATER TREATMENT PLANT PRESS CONFERENCE FRIDAY


Salisbury Mayor James Ireton, Jr., will hold a press conference tomorrow, Friday, July 10, 2009, at 3:00 p.m., regarding the City’s Wastewater Treatment Plant (WWTP). The press conference will be held at the WWTP, located at 1142 Marine Road, Salisbury.

“The extraordinary cost to taxpayers for our WWTP upgrade makes notifying the public of our course of action important,” said Mayor Ireton. “It would be easy and irresponsible to say this is an inherited problem, but I will not. I am committed, as is our City Council, our plant operators, and our legal department, to repairing what this plant currently cannot do successfully and holding accountable anyone who has contributed to the plant not meeting expectations at this time. We are resolute in our commitment that we spend our rate payer’s dollars wisely and that we advocate for the public that has paid for this new plant.”

BREAKING NEWS! Daily Times Lays Off Employees Today


It has been reported Gannett Publications will lay off some 501 people today. We are still awaiting how this will affect the Daily Times but we do know in the Worcester County Times a photographer and a Receptionist has already been laid off. I received a call telling me that one company that was expecting someone to finish a job today won't be returning, so that may be yet another person in a small office in Worcester County/Ocean City.

I have been told that the top brass here in Salisbury are roaming the building laying off people as they go along. That sure is a crappy way of laying people off. Call a meeting and get it over with right then and there. However, to be sitting there all day long wondering if you have a job or not flat out SUCKS!

The Obama / Kennedy Road to Socialized Medicine

Choice.  That's what we're being promised by Barack Obama.  According to the left, if you go along with their scheme to nationalize health care you'll be able to keep your private insurance and choose your doctor.  Unfortunately, it flies in the face of common sense:



Politicians like Rep. Frank Kratovil (D-MD) try to tell us that the Obama / Kennedy plan won't lead to a single payer system.  Of course it will!  It's basic economics.  If the taxpayer is subsidizing the "public option", how is the private insurance industry expected to compete?  When employers and individuals start flocking to the "public option", because it's the most affordable, what will happen to private health insurance?


In a few years, after we have a single payer plan, what's next?  RATIONING!  Everywhere in world that has adopted single payer has had to ration health care.  Explain that to your parent who can't get heart surgery because they're TOO OLD, or to your child who can't get an MRI because access has been restricted by a "Health Care Authority".

We need only look across the north to see how well this system works:



When we start rationing care in the US, where are we supposed to go? Mexico?

What can you do?  Start by going to Patients First and sign their petition.  Call and email your congressman.  Email your friends and ask them to do the same.  Just remember, the left is organized to win this battle and YOU (and YOUR FAMILY) will be the ones paying the cost.

Signal Improvements Scheduled on Route 13 at Boyd's Corner & Greyland Road Intersections

Middletown
-- The Department of Transportation (DelDOT) announces that traffic signal improvement work will require the temporary outage of the traffic signals at the Route 13 & Boyd's Corner and Route 13 & Greyland Road intersections.

This work will take place on Wednesday, July 15 from 10 p.m. to 5 a.m.

The contractor will be replacing aerial signal span cables and relocating electric lines to new utility poles. During the signal outage, police officers will be on site to control traffic through the intersections. Drivers are advised to use caution when approaching the area.

The contractors for this project are Byers Electrical Construction and DelDOT's Traffic Signal Construction Section.

New iPhone App Translates Palin Speech into English


CUPERTINO (The Borowitz Report) - In what it hopes will be a blockbuster addition to its trove of popular iPhone applications, Apple announced today that it was introducing a new app that can translate the utterances of former Alaska Gov. Sarah Palin into English.

The application, called the iPal, is available for downloading today, the company confirmed.
According to Apple, a user of the iPal app can hold his iPhone up to a television when Ms. Palin is appearing and receive a real-time English translation in text form.

Carol Foyler, 34, an early adopter of the iPal app, said that the application is not without its glitches, however.

"I tried to use it last night during a replay of her resignation speech," she said. "When she got to the part about being a good point guard my phone exploded."

Three Firms To Compete to Build Dover Transit Center

Dover -- Three firms were selected from a list of 13 applicants to submit proposals to build the first phase of a new Dover Transit Center, to be funded through the American Recovery and Reinvestment Act (ARRA). The three shortlisted firms are:

* David A. Bramble, Inc.
* George & Lynch, Inc.
* R. E. Pierson Construction Company, Inc.

This project will be built through a Design-Build procurement process. This process is being utilized to expedite design and construction, which occurs simultaneously. The Design-Build process consists of two phases:

* Request for Qualifications (RFQ). The RFQ was advertised the week of May 4, 2009. This process determined the short-list of up to three teams, based on technical and price scores.

* Request for Proposals (RFP). The RFP is expected to be available in late July, after which the three teams who are short-listed may bid on the project.

Final selection and award of the contract is expected to occur in the summer of 2009.

The $5.7 million project will include a bus loop, parking areas, improved shelters and a stormwater system at Water and Queen Streets in Dover. The larger property size will also accommodate possible DART bus service expansion, taxi services, and private motor coach services. In the future, the site could serve as a home to a new Dover Train Station.

Federal spending allocation restrictions prevent DelDOT from using ARRA funds to also build a 30,000 square foot building at the site, which was part of the original $13.3 million proposal. The current project will prepare the site for a future structure to house DelDOT offices, MPO offices, local emergency service vehicles, retail and possible more amenities for transit riders. DelDOT, the City of Dover and Dover/Kent County MPO continue to explore possible funding options for a building.

DelDOT expects to begin construction in the spring of 2010 with occupancy expected by mid 2011.

Newark Mayor Encourages Snitches To Turn In Gun Owners

The mayor of Newark, New Jersey, is offering $1,000 to anybody who anonymously provides information on “illegal guns” in the city. In a video on posted on the City of Newark web page, the “Honorable” Cory A. Booker declares guns on the streets are unacceptable and he is offering the cash incentive to snitches.

However, there is a very obvious problem with the mayor’s program — how will the snitches tell the difference between an illegal and legal gun? How will the police tell the difference between a gang-banger with an illegal gun and a citizen exercising his or her right under the Second Amendment?

The debate over Palin is sort of ossified.

The Left continues to ridicule her accent, family, and middling roots. The Right enjoys such authenticity — but enjoys even more the hysteria it incurs in liberals.

Will It Be Politics or Money?

But lost in all of this is whether she is up to national politics, or simply wishes to capitalize (an Oprah-like talk show?) on her sizable financial potential. On the one hand, Palin is obviously bright. Few could raise a family without capital in Wasilla, and within a decade end up as Governor of a large state — whose protocols hinged on an old-boy network where politicians accommodated oil and mineral interests.

On the other hand, a mother of five, knee-deep in local politics, without money and leisure, is not going to be reading Gibbon for perspective, or spending the afternoon perusing Foreign Affairs. Nor is she going to remember a quip that her Prof at the Kennedy school once offered years ago. Nor is she going to recall clever repartee at a Georgetown dinner party from one grandee to another.

She has natural gifts — stamina, earthy grit, sensitivity to what most Americans go through raising a family on a limited budget, practicality from working with her hands in a natural world. All that is no small beer. Look at Truman’s various experiences in Missouri.

No Way 2012 — Maybe 2016, 2020?

But if, a big if, she decides to become a national political figure, Palin should use these next few years (in addition to making some money to support her family) to travel and read widely in the manner that a Reagan did in his wilderness period. She has natural intelligence and is curious. I think most would like to see her do another Couric interview five years from now after she had time to size up DC insiders, meet more politicians, lecture in front of hostile audiences — and just read and reflect. At fifty-five she could become a formidable candidate, given her natural charisma and authentic middle-class persona.

They All Resign — One Way or Another

As far as her resignation, it will be forgotten in two years. Politicians like William Weld, Bob Dole, Fred Thompson, and Bill Bradley have done it (to no real advantage). John McCain and Barack Obama essentially resigned from the Senate by campaigning nonstop for two years (but while getting paid). In Obama’s case, it is hard to believe whether he was ever really working as a Senator, but instead almost began prepping for the Presidency (after swearing that he would not) as soon as he was elected.

Urban Salisbury Losing Momentum On Downtown Revitalization


I popped into the second of several meetings Urban Salisbury is holding for their Master Plan for revitalizing Downtown Salisbury. Almost 1/2 of the people there were there from the last meeting and once again Urban Salisbury made no attempt to contact Salisbury News to let us know they'd be holding this meeting, allowing us the opportunity to get more people to visit the meetings and learn what they plan on proposing.

The other main topic I felt more important than anything else was the absolute FACT that Urban Salisbury has yet to invite ANY of the key players, the actual property owners in Downtown Salisbury.

My guess is that we'll not be contacted again because we're not dedicated to Urban Salisbury's Master Plan like they want us to be. However, what they don't realize is, IF they sell us on why it's such a great idea/concept we'd be the #1 seller of the project.

Because they refuse to involve us, we'll continue to challenge their intentions and believe that all their trying to do is save their jobs and A$$E$. Come on Mr. Hope, sell the property owners on why this is such a great idea that you have proposed. We're all ears, unless you're really not interested in what the key players are interested in.

In closing, don't forget. As property owners, IF WE do NOT like the idea, we'll come together and hire lawyers to fight it because WE feel WE'RE not being informed and or represented and it's OUR property, as well as the taxpayers.

The Daily Times Is The "Most Classless Group Of People Ever Assembled"

I wanted to drop you an email inviting you to bust the Daily Times Nuts again. Last night a 9-10yr old little league lost a game to the West Salisbury little league.

The game was competitive for 3 innings and then in the 4th a couple of errors gave them a 10 run lead. They batted in the 4th and were retired 1,2,3. Game over due to the LL slaughter rule of 10 runs after 4 innings. No big deal it happens. They select the team they field from about 100 kids, we have 30. Again no big deal, and not complaining but obviously your best 13 out of 100 should beat the best 13 picked from 30. Again no big deal.

But to run a headline in the paper that says "West Salisbury Whips Willards" is a big deal. These are 9-10yr old kids!!!!! not professionals getting paid to take the press abuse! I think this is a sign that the Daily Times is by far the most classless group of people ever assembled to produce a paper.

"West Salisbury eases past/ beats/ defeats/ ect... Willards" would have been appropriate in this situation. I did place a phone call to the Slime Times to speak with the staff reporter that reported the story only to be told he was not available. His name is Shawn Nisson and yes I think he should be BLOGGED!

To top it off the picture on the website and the brief description under it are not accurate at all and anyone who knows baseball that a slide into home and a catch of a pop fly are not the same. Another example of them being completely incapable of producing anything that even closely resembles news.

CHARGES PENDING AGAINST MAN WHO TRIED TO RUN DOWN POLICE OFFICER AND WOMAN


(Taneytown, MD) – A Carroll County man is under police guard at a hospital where he is being treated for what is believed to be a non-life threatening gunshot wound he sustained when he attempted to run over a police officer and a woman the officer was trying to protect.

Due to the preliminary stage of the investigation, neither the officer nor the suspect is being identified at this time. The officer is an 11-year veteran of the Taneytown Police Department. Criminal charges are pending against the suspect, who is expected to be charged later today.

Shortly before 10:30 p.m. yesterday, an officer from the Taneytown Police Department was dispatched to the 400-block of Baltimore Street, Taneytown, for a report of a woman who needed assistance. When the police officer checked the area, he drove down Break Iron Road, an access road between a grocery store and a strip shopping center.

The officer saw a woman lying in the roadway. He exited his marked patrol car and asked the screaming woman if she needed help.

Within moments, the police officer saw a 1992 Acura Integra, driven by the suspect, accelerating toward him and the woman. The officer, who was in full uniform, ordered the driver to stop. The driver continued to accelerate toward the officer and the woman.

In fear for his life and the life of the woman, the officer fired his police department issued .40 caliber pistol at the driver. The car slowed and the woman and officer were able to avoid being struck.

The car came to rest a short distance away. The officer approached the driver and saw he had been wounded in the arm. EMS units responded and treated the suspect. He was flown by a Maryland State Police helicopter to the R Adams Cowley Shock Trauma Center. He is expected to survive. Neither the police officer nor the woman was injured.

A motive for the incident is unknown. Apparently the suspect and the woman were acquaintances.

Upon being notified of the incident, Taneytown Police Chief William Tyler responded to the scene. Chief Tyler requested the incident be investigated by the Maryland State Police. State Police investigators from the Homicide Unit are conducting the investigation, with assistance from criminal investigators from the Westminster Barracks. Maryland State Police crime scene technicians responded to process the scene.

While conducting the investigation, Maryland State Police arrested a man who arrived at the scene and became disorderly. Police also did a check on the female victim in this case and found that she was wanted on warrants from Harford County. She was also taken into custody.

As per procedure, Chief Tyler placed the officer involved in the shooting on paid administrative leave while the investigation continues. The Taneytown Police Department has 12 sworn officers, including the chief.

Additional information will be released later including identities and charges against the suspect. The investigation is continuing.

Fernando Guerrero Fight Canceled


The camp of Fernando Guerrero (14-0 12kos )regrets to announce that a hand injury sustained in sparring will keep Fernando from fighting a 6 round bout scheduled for July 18th in Tunica MS, against Atwan Echols.(31-11 - 4 27kos) Fernando will continue to train but will not resume sparring until he is cleared by his doctors. The injury is expected to take a few weeks to improve enough to begin sparring again.

Although Fernando is disappointed with situation, he should be back on track for a scheduled bout in August. Injuries of this type are commonplace when training at such a high level.

Salisbury Police Department Press Releases


On July 6, 2009 at approximately 6:44 pm, Officers of the Salisbury Police received a call to respond to the Boscov’s Department Store at the Centre at Salisbury for the report of a shoplifter. Upon arrival the officers met with security personnel who advised that store employees had observed the below listed suspect take clothing from the store without making any attempt at payment. The suspect was stopped and the clothing was recovered and returned to the store.

The investigation of the theft revealed that the suspect took U.S. currency from his employer, a property rental company.

The suspect had also trespassed on Staples property after a previous warning to stay off of the property. The suspect was taken into custody and fought with the arresting officers.

We've Suffered A Great Loss

With no disrespect intended to the Jackson family, this sure does reveal the shallowness of the value system in this country.

While the focus today, tomorrow and for the next God-knows-how-many-days will be the death of a pop culture icon Michael Jackson. While many will mourn, wail and quite literally make fools of themselves over it, and while as many will speak endlessly about it, allow me, if only for a moment, to remind us all that others have died this month. Others, whose lives were cut short, others, who leave behind loved ones and whose families will dearly miss them. Families who'll suffer with much more dignity and honor than we'll be exposed to on the tube in the coming days.

Yes... it's true... we've suffered a great loss... but forgive me while I tell you that I'm not talking about the king of pop music. Michael is dead. That, in and of itself, is a GREAT loss. Michael was a very talented man. He brought an entirely new music to America . He also brought many other things, all of which will be discussed ad-nausium for the next eternity.

But what about the others;

Children 18 and under are encouraged to enter their dogs, cats and other miscellaneous pets into the fun competition, which will begin at 10:00am. Trophies and ribbons will be awarded to the top four-legged friends and other furry creatures in either the dog or miscellaneous pet categories.

Frank White Filing Suit Against Daily Times





In a brief Press Conference held yesterday, Council President Frank White stated he has spoken to his personal attorney and will be filing suit against the Daily Times Reporters and Editors.

"Poor journalism" was his first remark while looking directly at TWO of the Daily Times Reporters. WBOC, WMDT & two Reporters from the Daily Times were present and admitted they had learned of the Press Conference from reading the Post on Salisbury News.

In a direct Memo from Brenda Benton, Interim Town Manager of Princess Anne Mr. White read, Article In Newspaper concerning Town Credit Card use.....

"After reading the articles in the Daily Times today I felt that some feedback on this article may be necessary. No Town procedures have been breached. If there is a problem with any of the Town's internal controls the annual audit will report it and give recommendations for correcting or tightening those controls through the audit letter. At that time the Commissioners as a body would decide what if any procedures to change or implement."

Mr. White refused to comment to the Daily Times directly and quite frankly I cannot say as I blame him. Debbie Gates, (pictured above) flat out asked Mr. White, "Do you plan on resigning as President?" Mr. White simply responded, I have 3 years left and I plan on running again for Office. He then left the room and the Press Conference was over.

Vandyke Road, School Bell Road, And Route 40 Intersection Project Workshop

Bear -- The Delaware Department of Transportation and property owner, Route 40 LLC, are holding a joint public workshop as required by Delaware Code to present to the public proposed road improvements and subsequent private property impacts required for the proposed School Bell Crossing Shopping Center.

In accordance with 29 Delaware Code subsection 9505(15) b, a public workshop has been scheduled from 4-7 p.m. on July 14, 2009 at the Bear Library, Community Room 1 at 101 Governors Place in Bear to address the Delaware Administrative Code Title 2 Transportation, 2300 Division of Planning and Policy and 2308 Development Related Improvements Requiring New Rights-of-Way. Information will be presented at the meeting to discuss the improvements and impacts. Representatives of the developer, Harvey Hanna & Associates, Inc., and DelDOT will be in attendance to answer questions and take comments.

The improvements and acquisitions will be done at the expense of the developer.

Generally, the proposed transportation improvements will be located adjacent to Route 40, starting at the intersection of Route 40 and VanDyke Road, New Castle County, and will generally consist of an intersection upgrade (including, but not limited to, new signals), roadway alignment and widening to accommodate left turns, right turns and through traffic entering and exiting the proposed shopping center. These improvements will also include a new service road connected to the improved intersection and running parallel to Route 40 to allow, among other things, various properties bordering Route 40 to access a signalized intersection. The project duration is expected to be no longer than one (1) year from start to finish with construction expected to begin in the year 2010.

The construction of a public service road would further allow for the closure or consolidation in the future of several access points to properties that have direct access to Route 40 today. This improvement will greatly enhance safety by giving those properties access at a signalized intersection. Also included will be a DART Bus stop with designated parking along the service road.

As noted, the acquisition of some private property located at the intersection of Route 40 and Van Dyke Road will be required to accomplish these safety improvements. DelDOT's Real Estate Section has been and will continue to negotiate to acquire the necessary private property with the intention to exercise its power of eminent domain should good faith negotiations fail. In that case, eminent domain proceedings would be initiated no earlier than 6 months from the date of the workshop.

DelDOT has determined that it is appropriate to utilize the provisions of 17 Delaware Code Subsection 507 to facilitate the construction of road improvements which will support the proposed increase of traffic expected to frequent the area as a result of the shopping center and other future development.

As part of the plan review, a transportation operation analysis was completed which demonstrated that a realignment of Vandyke Road at Route 40 would be beneficial. For example, improvements at this intersection would minimize the high number of projected U-turns and the weaving associated with the projected U-turns benefitting the overall traffic operations along that stretch of Route 40. The closure or consolidation in the future of several access points to properties that have direct access to Route 40 today will greatly enhance safety by giving those properties access at a signalized intersection.

More detailed information, including but not limited to drawings, will be presented at the public workshop. The public workshop is intended to, among other things, also provide the opportunity to discuss to what extent the public will be affected by the project.

I-95 Widening Earns Best Regional Transportation Project

Project Completed in Half the Time and Under Cost

Wilmington -- The I-95 Mainline Widening Project won the Regional America's Transportation Award (ATA) for an on-time, medium-sized project. The project added a fifth lane in both the northbound and southbound directions in the Churchmans Marsh area, and was completed between May 2007 and October 2008.

The Delaware Department of Transportation (DelDOT) demonstrated innovation in utilizing a cost-plus-time bid, finishing 18 months ahead of schedule and $8 million under the engineer's original estimate.

The Northeastern Association of State Transportation Officials (NASTO) announced the winner in late June, and presented it to DelDOT Secretary Carolann Wicks, then President of NASTO. The winning project was selected based upon achievement of process management, quality assurance, effective schedule management, community involvement and outreach, and improved traffic movement to users. The I-95 Mainline Widening Project topped projects submitted by Washington, DC, New Jersey, Connecticut, and Rhode Island. NASTO falls under the American Association of State Highway and Transportation Officials (AASHTO), which will announce the national winners in October. Winning the regional award qualifies the I-95 project to compete for the national award.

"Traffic volumes on I-95 are exceeding our wildest predictions: 2010 estimates were reached by 1995. Despite the challenges, DelDOT staff and the contractors made a tough widening project appear easy with a very cost competitive bid. We also created 6 acres of new wetlands along the Christiana River, where bald eagles have since nested," said DelDOT Secretary Carolann Wicks, P.E.

"Every year in the United States, countless time and billions of gallons of fuel are wasted as Americans sit in traffic," Sen. Tom Carper (D-Del.) said. "Traffic congestion increases air pollution that damages our environment and endangers our health. Delaware's I-95 Mainline Widening Project is helping to fix this problem. The Churchmans Marsh area was one of the most backed-up areas in the state until the completion of the widening project in 2008. We benefit from this project every day - especially during rush hour - when traffic is freely moving on I-95. Some might call it a miracle, but I know it is a combination of committed efforts on a state and federal level that completed this project in half the time and at under the original estimate."

"Delaware is a small state and I-95 is one of our most important assets. With 230,000 vehicles traversing this stretch of highway every day, eliminating congestion is not just of local concern but also of national interest," Congressman Michael N. Castle (R-Del.) said. "When it works well, I-95 helps people get to work and school and is crucial to our economic productivity. Delaware's I-95 Mainline Widening Project is a vital step forward that will greatly improve business efficiency and cut fuel consumption for those who commute along the corridor daily. I had the fortune of visiting this project in the midst of construction and after its completion. Richard E. Pierson Construction Company, Inc. of Swedesboro, N.J. executed the $57 million I-95 Mainline Widening project. The widening project is part of a multi-year, multi-project Interstate Improvement Program that has included work at the Churchmans Road/Route 7 intersection and the Churchmans Road Bridge over I-95; and will also include the upcoming work at the Route 1/I-95 interchange. RKK, DMJM Harris, Century Engineering, and KCI Technologies also worked on the project.
