U.S. Demands ‘Unfettered Access’ To Nuke Plant
‘Transparency package’ will cover sites, computers, scientists
WASHINGTON - The U.S. and its five partners trying to stop Iran's suspected nuclear weapons program plan to tell Tehran in a key meeting on Thursday that it must provide "unfettered access" to its previously secret Qom enrichment facility within weeks, a senior administration official said.
The U.S., Britain, France, Germany, China and Russia also will present in the Oct. 1 meeting in Geneva a so-called transparency package covering all of Iran's nuclear activities across the country, the official said. The official spoke on condition of anonymity in order to discuss plans that are not yet ready to be announced.
The six countries will demand that Iran prove to the increasingly skeptical group that its intentions with its various sites are peaceful and energy-related, as Iran claims, and not for weapons development, as the West believes, the official said Saturday.

Felton Man Arrested For Felony DUI
Location: SR 1, just south of SR 16, north of Milton
Date of Occurrence: September 26, 2009 at approximately 2:45 a.m.
Suspect(s): Ronnie Leslie JR, age 51, of Felton
Resume: Early this morning, a trooper responded to the area of SR 1, just south of SR 16 for a report of a possible disabled vehicle. The trooper observed the Ford F150 on the shoulder of the roadway. The trooper observed the operator seated in the driver’s seat and approached him to see if he could render assistance.
Upon contacting the operator/ Ronnie Leslie JR, the trooper detected a strong odor of alcoholic beverages coming from the operator’s breath. The trooper conducted a DUI investigation and subsequently arrested Ronnie Leslie on a charge of DUI.
The investigation revealed Leslie was previously convicted of DUI three times, making this arrest a fourth felony offense.
Leslie was arrested on one charge of felony DUI and was committed to Sussex Correctional Institute, after failing to post $4,000 secured bond.
FOUR FOUND DEAD IN FREDERICK CO. HOME
The victims include an adult male, an adult female, a female child and a male child. Positive identification of the victims has not been made at this time. It is possible the four were members of the same family.
The bodies of the victims have been taken to the Office of the Chief Medical Examiner in Baltimore. Autopsies may be conducted later today. Investigators hope to obtain positive identifications and learn the cause and manner of death for each victim from forensic examiners.
At about 5:40 p.m. yesterday, Maryland State Police assigned to the Mt. Airy Resident Trooper Program responded to a 9-1-1 call regarding suspicious circumstances at a single family home in the 300-block of Contour Road in Mt. Airy. The call came from a friend of the family at that address. He had gone to the home because he had not heard from the family and was concerned about their welfare. Receiving no answer at the door, or to repeated phone calls, he went to the rear of the home, looked in a window and saw a body.
Troopers entered the home and found all four victims, who had each sustained obvious trauma. Troopers quickly searched the home and found no one else there. EMS personnel from the Mt. Airy Volunteer Fire Department determined each victim was deceased. Troopers secured the home and called for criminal investigators and crime scene technicians to respond.
Troopers believed the incident was contained to the home and there was no continuing threat to the neighborhood. However, at this stage of the investigation, nothing has been ruled out and all possibilities are being considered.
On the advice of the Frederick County State’s Attorney’s Office, State Police criminal investigators applied for and obtained a search warrant for the residence. Shortly after 9:30 p.m., the search warrant was granted. Investigators and crime scene technicians entered the home and began processing the scene. They are expected to be working at the scene until sometime Saturday morning.
No further information is available at this time. Additional information is expected to be released after the autopsies are conducted, but that is not anticipated until sometime this afternoon.

State Police Are Investigating A Mid-Afternoon Robbery Turned Homicide

Suspect(s): Unknown Black Male
Resume: Delaware State Police Homicide Detectives are investigating an apparent homicide that occurred at approximately 2:53 PM, on the 100 block of Jeffrey Drive in Magnolia.
The victim, age 40, was the front seat passenger in a vehicle parked on the 100 block of Jeffrey Drive. The victim and the driver of the vehicle were stopped on Jeffrey Drive because they had previously made arrangements to purchase a dog at this location.
The victim and the driver made contact with one subject, who got in the back seat of their vehicle. An unknown black male stood outside the passenger’s side window. While discussing the price for the dog, the unknown black male produced a handgun and demanded money from the victim.
As the victim and the driver attempted to drive away, the unknown black male fired the handgun, striking the victim. The male subject in the rear of the vehicle jumped out and fled the scene. The driver called 911 as she drove away from the scene. She was directed to the local Shore Stop, where they were met by EMS.
The victim was transported to Christiana Hospital via helicopter where he later died from an apparent single shot bullet wound. The victim’s name will be released after the victim’s family members have been notified.
This investigation is still on-going. Investigators are seeking the identity of both the shooter and the other subject that were seated in the rear of the victim’s car. Another news release will follow with any updated information.

I was hoping you could post some information for me on your blog. My dog got loose and wondered off last night and I am very worried about her. She is old and can’t see very well and becoming senile. Thank you for contacting me about the affordability of health care reform.
Earlier this year, several Congressional committees began work on legislation to reduce the overall cost of health care for all Americans and expand coverage to the millions who are uninsured. Our overarching goal is to achieve meaningful reforms that will maintain what works in our health care system and fix what is broken. Although the Senate Finance Committee, which has jurisdiction over Medicare, Medicaid, and the financing of health reform, has not yet reported a bill, it is expected to do so shortly. Please be assured that I have read the bills that have been reported so far, and I will carefully read the Senate Finance Committee's bill before its provisions are debated on the Senate floor.
Everyday, more than 14,000 Americans lose their health insurance coverage, and the cost of medical care increases in this country, so the cost of inaction is greater than the cost of reform. Ten years ago, the average cost of a family health insurance policy in Maryland was $7,000, it is now more than $12,000, and if we do nothing, it is projected to be $23,000 by 2016. Providing Americans with a guarantee of stable, comprehensive medical coverage, along with strong insurance regulation will bring down the cost of care. A public option can help bring down the cost of health care. With fewer insurance companies offering coverage, competition is eroded and there is less incentive to control costs. This is apparent in Maryland, where only two companies control 71 percent of the private insurance market. A public plan could save money through lower administrative costs and greater efficiencies, which would in turn incentivize private insurers to be more efficient.
As the Senate continues deliberation, I hope we can agree that the only option that should not be on the table is the status quo. We cannot allow the current state of our health care system, which is too expensive and too fragmented, to continue. My objective is to make health care more affordable for American families' budgets and for our nation's budget. In order to achieve balanced federal budgets again, we must get health care costs under control, and in doing so, we will be able to make America more competitive in the global economy.
In addition, there are more than 46 million Americans who lack health insurance, and that number has grown by 20 percent in the past eight years. In Maryland, 760,000 people are uninsured. Underscoring the need for action is the fact that every day, Americans are filing for personal bankruptcy because they can't pay the health care bills they have incurred. In addition, when the uninsured cannot pay, health care providers shift those costs to those who can. It has been estimated that each American family with health insurance pays an additional $1,100 in premiums each year because of those who are unwilling or unable to get coverage.
I support reform that builds on our current system. I am privileged to represent a state that is home to two great medical centers-Johns Hopkins and the University of Maryland--and to the National Institutes of Health. Marylanders are justifiably proud of our state's tradition of high quality medical care. We want to maintain the ability to choose the doctors and hospitals where we receive care. I want Marylanders and all other Americans to be able to choose the health care plan in which they participate. For these reasons, we need to build on our current system.
As a member of the Senate Budget Committee, I firmly believe that any reform proposals we enact must be fully paid for, and the budget resolution passed by Congress requires that. I will carefully evaluate all options for financing health reform, keeping in mind the disproportionate effect that some provisions under discussion would have on working families. Health care access is an issue that stretches across all communities and many income levels, and it is not limited to members of one political party.
The President has made health care reform a priority for this Administration, and Congress has been striving to achieve workable solutions that can move our nation forward. I will continue to work in a bipartisan manner for solutions that will truly bring down the cost of health care in this country and expand access to quality care for all.

STATE POLICE HELICOPTER CREW IN CUMBERLAND RESCUES INJURED MAN
Shortly after 7:30 p.m. Thursday, Maryland State Police Trooper 5, the helicopter based at the Cumberland Airport, was dispatched to assist with the rescue of an injured man who had fallen onto an abandoned railroad trestle about 100 feet over the Potomac River. The location was extremely dangerous.
Members of the Cumberland Fire Department HEAT team had responded, but only two rescuers were able to reach the victim due to the extremely limited space available where the man had fallen.
State Police Pilot Rick Bartlett and flight paramedic Trooper First Class James Harsh launched in Trooper 5 and surveyed the scene. Despite the trees 50 feet high surrounding the area and the proximity to a 300 foot cliff, the crew decided to attempt the hoist rescue.
Pilot Bartlett maneuvered the helicopter over the scene in the darkness. TFC Harsh attached glow sticks to the hoist line as he lowered equipment and the rescue basket to the fire department rescuers with the victim. In the interim, State Police helicopter Trooper 3 from Frederick arrived and provided backup support in addition to lighting the scene.
Fire department members secured the victim in the basket. TFC Harsh operated the hoist and safely lifted the injured man to the side of the aircraft where he was secured. The helicopter flew the man to a nearby athletic field where he was transferred to a waiting ambulance and transported to Cumberland Memorial Hospital.
"Once again, members of our Aviation Command have proven why this incredible state resource is so valuable to the safety of our citizens," Colonel Terrence Sheridan, Superintendent of the Maryland State Police said. "Our helicopters and the dedicated, professional crews who operate them, combine to save lives and support EMS and police personnel across Maryland everyday."
DelDOT Greets Fans To Dover International Speedway
Dover -- The Delaware Department of Transportation (DelDOT) and Dover International Speedway are pleased to offer race fans a better way to enjoy their stay. If you're looking for a smart way to get to and from the track, consider using the Race Express Bus service. This bus service is only available on Sunday, September 27. In the event of inclement weather, and the race is postponed there will be NO bus service on Monday, September 28.
On race day, payment will only be accepted by exact cash amount, no change will be available.
You can choose to ride from two locations:
* The Race Express from Christiana Mall Park & Ride in northern Delaware, just off I-95 takes NASCAR fans directly to Dover International Speedway. The bus service will begin at 8 AM with 800 seats available on a first come, first serve basis. The cost per person is $12.00 round-trip.

* For $20, NASCAR fans can also park at the State of Delaware Danner Campus located at 800 Bay Road, Dover, Delaware located across from the Blue Hen Corporate Center. Race Express Bus parking will not be available at the Blue Hen Corporate Center. All vehicle occupants can ride the Race Express Bus to and from Dover International Speedway. The Race Express Bus avoids race day traffic congestion by traveling north on Route 1 to an exclusive buses-only exit ramp leading directly to Dover International Speedway, approximately 12 minutes. The service begins at 8 AM and is available to transport passengers back and forth until one (1) hour after the race. NOTE: Because this is a State of Delaware facility, tailgating will not be permitted (No alcoholic beverages or cooking/barbeques) at this location.
* Carry-on items on the buses to the grandstands must conform to Dover International Speedway's Gate Admission Policy, and any and all carry-on items that can be handled by one person are permitted on the buses upon departure after the race.
