The Real "Roadkill Cafe"
An inspector soon arrived and saw the deer being butchered in the kitchen.
State health laws prohibit butchering an animal inside a restaurant.
Officials don't know whether the deer had been killed by a hunter or a vehicle. They said there was no indication the deer meat was served to any customers.
The message on the restaurant's answering machine Monday says it was closed because of "family emergencies."

Special Bulletin - Off Campus Robbery
On October 26, 2008 at approximately 11:01 pm, Officers of the Salisbury Police Department received a call to respond to an apartment on Seagull Lane for the report of a robbery. Upon arrival, the officers met with two (2) victims who advised the officers that they had been threatened and robbed. The victims advised that as they parked in the parking lot of the apartment complex, the victims observed two (2)
unknown subjects in a vehicle in close proximity. As the victims exited their vehicle, they were approached by the two (2) suspects who threatened the victims with an aluminum baseball bat. The suspects took an amount of U.S. currency and a cellular telephone during the course of the robbery. The suspects fled from the area in a vehicle which was described as an older, black Nissan Sentra. There were no injuries. The suspects as described as:
1. Black male, 5’10”, thin, light complexion, wearing a dark sweatshirt and sweatpants and a blue bandanna on his face
2. Black male, 5’04”, thin, dark complexion, dark eyes, short
hair wearing a dark sweatshirt and sweatpants. This suspect was in possession of a blue and silver baseball bat.

Basic Personal Safety Tips:

2. Trust your instincts. If something or someone makes your feel uneasy, use your cell phone to call 911 for police assistance.
3. Do not walk or jog alone after dark. Walk in groups, there is safety in numbers.
4. Walk in well-lit areas and stay near the curb, away from alleys, entry ways and bushes where someone could be hiding.
5. Avoid short cuts. Walk where there are other people present.
6. Let a family member or friend know your destination and estimated time of arrival.
7. Walk confidently, directly, and at a steady pace. Make eye contact with everyone you pass. Don't talk to strangers.
8. Wear clothing and shoes that give you freedom of movement. Avoid carrying a purse or too many items.
9. If you are being followed when walking, change directions, vary speed. Go to a well-lit area where there are other people. If followed by someone in a car, turn and walk in the other direction. Record the license number.
10. Report any suspicious activity or crimes to your local police department.
Please report any suspicious activity or suspicious person to the police department immediately. If possible, use a cellular phone to call 911 while maintaining visual observation of the subject(s).

Narrative: On 24 October 2008, the Wicomico County Sheriff’s Office investigated reports of thefts from motor vehicles. The thefts occurred in the 4500 block of Pheasant Drive, 29000 block of Ringneck Place and the 4600 block of South Wood Terrace. In every incident investigated, the vehicle was found to have been left unlocked.

Incident: Halloween Patrols

Narrative: On 31 October 2008, the Wicomico County Sheriff’s Office will be augmenting the Patrol Staff during the evening hours. Due to the expected increase in pedestrian traffic on Halloween, extra deputies will be conducting dedicated patrols to ensure that our youth are safe while out Trick or Treating in high traffic areas for children. Sheriff Mike Lewis promotes the use of flashlights, bright costumes and adult supervision will help keep our kids safe.
Incident: Assault
Date of Incident: 25 October 2008
Location: 29000 block of Santa Fe Drive, Salisbury, MD
Suspect: Devon C. Henson, 41, Salisbury, MD
Narrative: On 25 October 2008 at 10:09 PM, deputies from the Wicomico County Sheriff’s Office responded to a residence in the 29000 block of Santa Fe Drive in Salisbury for a reported physical altercation. Upon arrival, the deputies were met by a victim who claimed that Devon Henson assaulted the victim inside the residence. During the investigation, deputies observed signs of injury that coincided with the victim’s allegations. Based on the complaint and those observations, the deputies arrested Henson for assault.
Henson was transported to the Central Booking Unit at the Wicomico County Detention Center where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Henson was held in the Detention Center in lieu of $20,000.00 bond.

Incident: Possession of Marijuana
Date of Incident: 25 October 2008
Location: U.S. 13 S/B at Coulbourn Mill Road, Salisbury, MD
Suspect: Kirk Edward Miller, 23, Eden, MD
Narrative: On 25 October 2008 at 4:27 PM, a deputy from the Wicomico County Sheriff’s Office stopped to investigate a subject who had pulled over on U.S. 13 and was outside of his vehicle engaged in a verbal altercation with another subject. The driver of the vehicle, later identified as Kirk Miller, advised that while driving southbound on U.S. 13, Miller and his passenger became involved in an argument at which time his passenger kicked the windshield of Miller’s vehicle. Miller advised his passenger’s actions caused the glass in the windshield to crack. When the deputy interviewed the passenger, the deputy learned that Miller struck the passenger several times in the face and attempted to hold the passenger in the car prior to the passenger kicking the windshield.
When Miller brought the deputy over to examine the damage to the windshield, the deputy observed what the deputy recognized as marijuana sitting on the passenger seat in plain view. Miller claimed the marijuana was his so the deputy placed him under arrest then located additional marijuana and a smoking device inside the vehicle search incident to arrest.
Miller was transported to the Central Booking Unit at the Wicomico County Detention Center where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Miller was held in the Detention Center in lieu of $20,000.00 bond.

Suspect: Christopher Paul Burkhead, 25, Marion, MD
Narrative: On 25 October 2008 at 10:08 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle driven by Christopher Burkhead for speeding on U.S. 13. The deputy observed that Burkhead appeared extremely nervous with the deputy’s presence. While speaking to Burkhead, the deputy inquired if Burkhead had anything illegal with him, at which point Burkhead stated he had marijuana in his pocket. The deputy recovered the marijuana and placed Burkhead under arrest.
Burkhead was transported to the Central Booking Unit at the Wicomico County Detention Center where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Burkhead was released by the Commissioner on Personal Recognizance.

Incident: Violation of a Peace Order
Date of Incident: 21 October 2008
Location: 900 block of Powhattan Blvd., Salisbury, MD
Suspect: Troy E. Smith, 42, Salisbury, MD
Narrative: On 21 October 2008 at 4:47 PM, a deputy from the WCSO met with a victim who resides in the 900 block of Powhattan Blvd in regards to an individual who has been regularly violating a Peace Order. The victim informed the deputy that on 5 August 2008, the victim had to resort to obtaining a Peace Order in an attempt to keep Troy Smith from bothering the victim. The victim recounted how on 30 August 2008, Smith was arrested for flattening two tires on the victim’s vehicle, trespassing and Failure to Comply with the Peace Order issued on 5 August. Smith was released from the Detention Center on bond on those charges on 20 October 2008 and immediately went over to the victim’s residence and began yelling at the victim from her yard that Smith was out of jail and there was nothing the victim could do.
The deputy obtained a warrant for Smith’s arrest charging him with Harassment and Violation of a Peace Order. Smith was arrested on 23 October 2008 and transported to the Central Booking Unit at the Wicomico County Detention Center. Smith is currently held in WCDC without bond.

Thieves Be Damned
E-mail messages have gone out to neighbors to keep their eyes and ears open for any potential vandalism in their community and as these messages went around, neighbors chose to make donations to replace the items stolen from the Campbell's residence.
I don't know about you but I find it quite interesting how mysterious things like this happen at Mrs. Campbell's home more so than you hear from anyone else in Salisbury. I don't mean to sound paranoid but it is true.

While I have attended most Council Meetings for the past 4 years, or so, I have yet to see Mike attend any of them.
While I'm sure he wants to be taken seriously, I can't. His signs are now popping up in communities quite early along with Presidential Candidates, confusing people along the way.
That being said, this neighborhood obviously isn't having any sign vandalism anywhere that I could tell. Of course, there aren't any Obama Signs and perhaps that's the problem?
I say, (referencing the Mayoral Race) the more the merrier. By the way, is Mike still delivering Pizza's for a living?
1995 Interview Of Barack Obama
It would seem a missing interview with Obama has surfaced. He said that white
people don’t want to pay taxes to help city children. He said that for people to
have good jobs we have to make sure they have child care and housing, and that’s
the responsibility of society. We have to make sacrifices now for a new day and
a new age. The solutions will require an investment of time, energy and money.
He also goes on to say that he compares Bosnia to Los Angeles and blames the
problems on “ONE GROUP” trying to suppress another group. He said that his fate
remains tied up with the fate of the African American community and his own
salvation won’t come about without a “collective salvation for the country.”

Main Street Gym Goes To Baltimore
made Salisbury proud. Here is the run down.
Upton Boxing Gym, Baltimore Md
A contingent of fighter crossed the bay again last Saturday evening to test
themselves against the best that west has to offer. 5 Main St Gym boxer were
matched for the nights big event and they did not disappoint. Cory Moore 12 yr
old at 72lbs led the show off and again fought a well times and close match, but
in the end the decision went to Demetrius Young of Sugar Ray Leonard's Gym .
In Main Street's next bout one of the members of the gym continued to impress
as Andy Quinones won his 3rd straight bout is as many outings. The 18 year old
Quinones who recently joined the gym has proven himself as a hard worker that
takes instruction well. In the first round Quninones stuck to the game plan and
worked his jab until the openings came for the straight right. At one point
his opponent Glen Adams a hometown favorite of Upton Boxing, recieved a standing
8 count as the onslaught of punches proved too much for Adams to withstand.
Quinones won all three round in the unanimous decision.
Alex Guerrero , older brother of local rising star, Fernando Guerrero was
next up and considered the main event of the evening in a 4 round rematch of Sam
Fiatalgalia of Cub One Boxing. In the first outing Guerrero dominated
Fiatalgalia in a one sided bout that gave Guerrero the unanimous decision with
his opponent calling him out in a rematch for this event. The 6'3" Guerrero
fired his long jab which set up clean combination in the first and second. In
the Third Fiatalgalia drew Guerrero into a the ropes where the action went head
to head, punch for punch, until Guerrero connected with a clean right hook
sending Fiatlagalia to canvas and unable to regain his composure. The refferee
stopped the bout when Guerrero opponent was clearly still unable to resemble
and hint of a boxer ready to do battle. Guerrero and his coach Hal Chernoff are
talking now about the moving into the pro ranks. " I have told Alex all along
the when he started sticking to a game plan and listening better we would consider moving on, he has defiantly done that. This was a great fight for Alex and proves that the first bout was no fluke", I am very proud of him" said Coach Chernoff.
In the 4th bout of the evening 9 yr old Titus Murphy stepped through the ropes
and fought up as his opponent had 8 previous fights to Murphy's 1. But in what
was expected to be an easy win for hometown Lorenzo Simpson of Upton Boxing the
scrappy Murphy would not give in to Simpsons onslaught and instead fired back
with each exchange and keeping Simpson from overwhelming Murphy. and keeping the
bout close. But in the end Simpson had landed more punches than Murphy giving
Simpson the win and the crowd a reason to rise to there feet in a show of
appreciation for a bout well fought.
In Main Street's last bout of the night, 11 yr old Anthony Stuckey put on a
show in his debut 70lb division against Harrisburgs Efrain Correa. Stucket came
out strong and caught Correa solid with a right hand that send him sitting
squarely in the middle of the ring. Stuckey continued to use his natural
evasive skills and quickness to out gun and out hustle his debut opponent from
bell to bell. " He did an awesome job for a young guy to go out there and do
what he did and stay so clam was really an indicator to what could be in store
for Stuckey. I liked what saw in the gym and I really liked what I saw tonight.
He impressed a lot of people including me" said Coach Chernoff. This was good
night for us and all the kids did very well, even our losses were close and that
says a lot. We are not putting kids in there getting blown out. Every time we
step in ring ring we have a chance to win and it seems that the kids are just
working harder as time goes on. I think the new gym has them motivated and the idea of fighting in their home town when the gym is done has them pretty fired up. They want to show their friend and family what they can do, because sometimes it's hard for them to travel as much as we do then drive home at 2 or 3 in the morning."

According to the Cato institute report:
• The lowest-scoring governor, Martin O’Malley of Maryland, spearheaded the passage of a $1.4 billion tax increase in 2007, which was unique in its large size and scope. It increased the corporate tax rate, the top personal income tax rate, the sales tax rate, and the cigarette tax rate. It also expanded the sales tax base and raised taxes on vehicles. This enormous increase will hit Marylanders directly in the pocketbook, and indirectly through slower economic growth over time.
More bad news folks, the Tax foundation held a press conference last week along with Maryland Public Policy Institute where they announced that the State of Maryland, under O’Malley, dropped in 1 year, from being the 23rd business friendly to the 45th out of 50. Again we are ranked at the very botom (along with liberal California) because of our Business UN-Friendliness.
I don’t know what that means to you, but to me it means the retention & creation of badly needed JOBS! After the passage of the biggest budget fiasco in the state, it’s the Maryland Taxpayers who are left footing the bill, and the state is still coming short of cash. Sounds familiar? 700+ Billion bailout on the federal level…

Skateboards To Be Outlawed In Pittsville
I'm told there will be a skateboard park built near Pittsville but apparently one man was almost struck on a sidewalk and some how when the two tried to avoid the collision the skateboard flew into the air and struck the woman in the mouth, damaging her false teeth. Hence the ban of skateboards over such an accident. Oh, I was also told someone in a pickup truck almost hit a kid on a skateboard. Well, that's certainly grounds to ban all skateboards.
Here's my prediction. Crime WILL go up in Pittville and Lord knows, I'll probably end up being one of the victims. Not every kid sits inside the home on a computer now a days. Some do get outside for exercise. Will they ban bicycles next. I hear they can tend to cause accidents too.

Well, it turns out, California was the first state to allow Husbands to stay at home after a child was born. Maybe I'm just Old School but to me that's some pansy BS! We all knew what we were getting into when it came to having children and quite frankly, (this is my personal opinion) when you hold a position in a company in which they depend on you, this is not acceptable.
Granted, there are some exceptions. If the Wife becomes ill, had a hard labor/delivery and so forth and can't get around, I can understand that. However, we always depended on loved ones within our Family to visit and help out, like Mom or Dad or both.
Our Government has made it so tough on Families today, Grandparents no longer retire, it's now Great Grandparents that can help and by then they're not too strong anyway.
My point to this article is this. I am told that there are TWO Salisbury Police Officers, (MALE) who are on Family Medical Leave because their Wives delivered babies. Again, there are 12 Officers on Medical Leave right now and now is NOT the time for these Officers to be away from such a responsible job.
Now I may get bashed for this article and that's cool. Perhaps I shouldn't have shared my own personal opinion but like many other article I write, I seem to be one of the very few not afraid to put my name to how I feel, and I feel that many of you feel the same way, you're just afraid to admit it or say it. I'm not always right and I was raised Bronx Style where men are men and we are providers. I'm NOT suggesting a woman's place is at home barefoot and having babies, so don't even go there.
I just wonder how everyone else feels about Police Officers and or other people in responsible positions taking off for such leave. I think our Government has become so soft, the next thing you know Gay Partners will get time off to adapt to their newly adopted children. Uh Oh, maybe that law is already in place, who knows?

SALISBURY — The Maryland Department of Transportation’s State Highway Administration today began a project to resurface nearly four miles along the northbound Route 13 Bypass (Salisbury Bypass) between Route 350 (Mount Harmony Road) and Route 13 Business (Fruitland Boulevard) in Salisbury.Weather permitting, the $1.8 million project will be complete by early December.
SHA crews will patch, mill and resurface the northbound Route 13 Bypass in Salisbury. Single- lane closures are expected between 7 a.m. and 6 p.m., Monday through Friday.
Variable message signs, temporary traffic signs, and drums will guide motorists through the work zone. More than 30,000 vehicles on average travel along the Salisbury Bypass each day, so motorists should plan extra travel time through the construction zone."

Salisbury Fire Department - A Real Need or More Toys for the Boys?
Why does the SFD need to replace these trucks and spend over $2.6 million on new equipment? According to Chief David See, the trucks are having repair issues. Could be. However, we have seen the leadership of the SFD be less than honest about purchasing new equipment in the past. Of course, this is OK because "they need their toys" according to Councilman Gary Comegys.
There's one problem in their explanation. According to Chief See, the truck's manufacturer - American LaFrance - "recently declared Chapter 11 bankruptcy" and this caused a delay in getting parts. It is true that American LaFrance, formerly a unit of Freightliner, did enter Chapter 11 - last January. What Chief See neglects to inform council is that the company emerged from Chapter 11 last July and by all reports is operating smoothly.
Oddly enough, the reason for American LaFrance's need to declare Chapter 11 is directly related to Salisbury's difficulty in receiving parts in a timely manner. In bankruptcy filings American LaFrance cites IBM, its ERP (Enterprise Resource Planning) vendor at the time, with causing severe operational problems both for the company and in the company's ability to meet the needs of its customers. Once these problems were overcome, the company returned to normal operations and was able to emerge from bankrupcy in only six months.
Given that the SFD is not being completely honest with the public (or council) about its need to declare these trucks surplus, we need to ask - Do the taxpayers really need to pony up for these new trucks?
Besides the less than honest reasoning for declaring these trucks surplus, the public also needs to be aware that the purchase of their replacements is not being handled through the normal competetive bidding process. In all fairness, what the SFD is proposing is perfectly legal due to a loophole in the law.
It should also be noted that when a government body is not attempting to act in the best interests of the taxpayers - a valid assumption when dealing with the Tilghman administration - competetive bidding is meaningless anyway. The bidding specifications can easily be drawn up to provide a heavy advantage to favored vendors.
Note that we are not claiming that this is the case here. We have no evidence of this. What we do know is that the reasons given for replacing this equipment now (months prior to municipal elections and probably a new administration) are riddled with holes. This certainly merits a fuller investigation.
Expect to hear the only two fiscally responsible members of council - Councilwomen Debbie Campbell and Terry Cohen -to ask some questions and then be gaveled out of order by Councilwoman Louise Smith. The remaining members will then attempt to justify their actions and immediately do what Mayor Tilghman wants.
Just another council meeting. Spend plenty of money and tell voters that their taxes will have to go up in the spring (after the election, of course).
