My name is Sandra and I was told that you could help me by posting my missing dogs on your site. They are 2 Shih Tzu brothers. They were lost sometime in the very early morning on Tuesday, Oct 27. They are only about 4mons old and I am worried about them. Their nicknames are Chewy and Hans. I don’t have any current pictures of them, only their baby pictures which are attached. How The Salisbury Fire Department Heads Lied To The Mayor, Council & Public


Chief Hoppes and Deputy Chief Gordy have found a new way to cost the taxpayers money....

They have officially changed the way SFD is allowed to respond to calls. No matter what the call no matter what the station Tower 16 hits the streets if there is any assistance needed while the company whose district the actual emergency is in can only send the engine to the scene and anyone who doesn't get out on that piece has to sit there and watch "The Bad Boys of Metro" roll by their station. No matter where or what the call is.

What a morale booster for the Volunteers, huh? This Tower only gets 4 or 5 miles per gallon if that and they have to drive all the way across town to get to a call.

While the actual apparatus that is closer and gets better gas mileage cant got to the call, what a waste!!! This is also there way to try to increase the call volume for 16 and there "paid" members.

This City was founded by Volunteers and yet the Volunteers keep getting the short end of the stick. I think the Volunteers need to get together and get rid of their representation and put someone in that Chiefs chair who will stand up for them and help to start saving the taxpayers of Salisbury some money. Because the more the Volunteers have to do with the Fire Department the less the paid do which if any taxpayer wants to know why I say this remember - Volunteer means FREE.

Before the Tower Truck was purchased it was promised by the SFD Management that this piece would only be running on special request or special operation type calls because it was so expensive to maintain. We see where that went, straight to the trash. But as long as Bill Gordy has anything to do with this his little pride and joy Jeremy will be driving this machine to every car wreck, medical assist and whatever else he wants to drive it to. And no one in the Fire Department can say anything about it. Someone should look into the numerous and repetitive repairs that have already been made on this machine because it is too big for most to handle.

Are you listening Mayor Ireton? I believe Gary Comegys is well aware of this new change in protocol as well. If he isn't, well, then he should make this new change come to an immediate stop. The SFD has been spoiled enough and clearly they have forgotten where they came from. There seems to always be a motive behind what they do and it's never a good result on the taxpayers.

Let this Post stand as an official request to ALL Council Members that we the public/taxpayers want to know what the cost of repairs and the list of repairs to this vehicle have been since it arrived. The comments should stand as a public request to stop this action and park that vehicle just as it was intended to be used for. In other words, leave it parked until there's a NEED for it.

Bank Robbery Reported In Pike Creek


Pike Creek Bank Robbery

Location: Wachovia, 5801 Limestone Road, Wilmington, Delaware, New Castle
Delaware

Date of Occurrence: Wednesday, October 28, 2009, at approximately 12:40 p.m.

Suspect(s): Male subject, 5'09", average build, masked and wearing all dark
clothing. This subject was armed with handgun. He was described as having a
Spanish accent.

Resume: At approximately 12:40 p.m. today, a Wachovia Bank customer had called
the Pike Creek branch and was speaking with a bank representative on the phone
when she heard some comotion in the background. It soon became apparent that she
was listening to a robbery in progress. This subject then called 911 to report
the incident. Troopers were dispatched and soon arrived on the scene.

This investigation revealed a masked male subject entered the bank and was armed
with a handgun. He ordered several subjects to the ground and demanded cash.
The tellers complied and the bandit was last seen running out of the front door.


About 6 customers were in the bank at the time of the robbery.

Surveillance video is currently being reviewed, however, it is unavailable at
this time.

I was playing around with Site Meter to see how we're doing today, (we're kicking ask, by the way) and look what I fell upon. Mr. Fisher, (Daily Times/Worcester County Times Editor) sure does like Salisbury News. Then again, where would they get all their information if it wasn't for Salisbury News.

Mind you, James is a good guy and truly takes his profession very seriously. He is based out of their Ocean City Office and we do like to agree to disagree on many issues but in the end we simply have different styles and ideas.

If I had one wish I'd like to get the Daily Times to understand is that I am NOT a Journalist, I'm a Blogger. While some at the Daily Times do their job really well, (journalistic wise) some tend to not understand that a Blog is more about getting people involved. Mind you, GA Harrison is a journalistic blogger, as is Michael. However, they rarely get any comments on their articles on their own Blogs. This is one reason I'm sure GA enjoys cross posting on Salisbury News.

All too often Bloggers try to tell me how I should do things, including James Fisher, who owns his own Blog. However, when it comes to Blogging, (please don't take this wrong) no one does it better than Salisbury News. Yet they all want to say, do this or you should do that. Yeah, this coming from people who get 25 to 50 hits/visits per day, if they're lucky.

Nevertheless, we hope you're enjoying more "real time news" and learning something new while you're here.

At a recent Law Enforcement Seminar, held at several different locations around the state, the key note speaker asked each Officer there how they feel Law Enforcement could disseminate information to the public quicker and more efficiently.

Several hands immediately went up and they chose one Officer from the Delaware State Police first and his response was, contact Joe Albero at Salisbury News. He went on to explain how we get their information up immediately and we help solve crimes.

When the key note speaker pointed to the other seven or so that had raised their hands they all replied, I was going to say the same thing. ROTFLMAO!

The ONLY hold out has been and still is, Chiefy Webster. I'm sure his blood pressure is through the roof as we were able to obtain the photos from these robberies and post them on line and the next thing they knew the perp was ousted, identified and arrested.

Look, it's NOT a matter of who gets it first. It's about solving crimes. Lord knows Salisbury has its fair share of problems in that department. Good work SPD! Next!!!!!

GOVERNOR O'MALLEY LAUNCHES 2010 CENSUS OUTREACH EFFORT IN MARYLAND

RANDALLSTOWN, MD (October 28, 2009) – Governor Martin O’Malley today kicked off Maryland’s effort to count every person in Maryland during the 2010 Census. The Governor joined Baltimore County Executive Jim Smith, U.S. Census Bureau Deputy Director Tom Mesenbourg and other community and business leaders at the Randallstown Community Center in Baltimore County to officially launch the outreach campaign for the Census, which starts next spring. Johns Hopkins neurosurgeon Dr. Benjamin Carson, the honorary chair of the State’s effort, offered comments by video message for the campaign, which carries the motto “Census 2010: It’s In Our Hands, Maryland.” The U.S. Census Bureau conducts the nationwide head count of U.S. residents every 10 years.

“Every Maryland household will receive its census questionnaire in early March next year. It is our duty to our country, our state, our communities and our families to be counted,” Governor O’Malley said at the launch today in Baltimore County. “Federal funding for programs affecting education, health care, highways, workforce development, housing and energy are distributed based on census population data. The success of the census and Maryland’s fair portion of these funds depends upon an accurate accounting of every Maryland resident.”

The U.S. Census Bureau will begin mailing questionnaires to households in late February through early March. Respondents will answer a 10-question census form, one of the shortest in the history of the bureau, based on their expected residency on April 1, 2010, known as Census Day. The Governor's plan puts specific emphasis on those areas of the State that the Census Bureau has deemed traditionally “Hard-to-Count.” Those are areas that, among other factors, had a low mail-back response rate in the 2000 Census.

In fiscal year 2007, Maryland received more than $5.8 billion in federal allocations for programs that rely in whole or in part on Census Bureau data derived from the decennial census and data produced by other federal agencies that are derived from Census Bureau statistics. The allocation per Maryland resident was estimated at just over $1,000 per year. A hypothetical undercount of 100,000 residents could cost Maryland taxpayers one billion in lost funding over the coming decade.

“Every single person in Baltimore County matters and it is very important that everyone is counted in the Census,” Baltimore County Executive Jim Smith said. “Participation is critical so that we can ensure that our County citizens are accurately represented in Congress and that we receive appropriate resources to maintain our local infrastructure, educate our children, improve our neighborhoods, and provide job training and much more.”

Dr. Benjamin Carson said in his video message, “The Census is not a Democrat or a Republican effort. It is an effort to count everyone.” Dr. Carson encouraged a complete count by urging residents, “for the sake of your communities, your cities and this State, please make sure that you do everything that you possibly can to be counted.”

Maryland joins the U. S. Census Bureau in affirming that the Census is important, easy and safe. Federal law protects the confidentiality of personal, household census information for a period of 72 years. Furthermore, personal census information is not shared outside of the bureau with any federal, state or local government agency.

Governor O’Malley’s Census 2010 Outreach Campaign is implemented by a partnership of the Maryland Department of Planning, the Office of the Secretary of State and the Governor’s Office of Community Initiatives. Key elements of the plan include a coordinated effort among State agencies to promote the census to employees and service recipients, a network of local committees providing outreach at the community level and the support of business and non-profit organizations reaching their customers and stakeholders.

Constitutionality Of Health Overhaul Questioned


Legal scholars divided over Congress' authority

On top of all the other obstacles facing President Obama in his quest to pass health reform is this one: Does the U.S. Constitution allow the government to require uninsured Americans to buy medical insurance or impose a tax penalty if they refuse?

Congress has never before required citizens to purchase any good or service, but that is what both House and Senate health bills would mandate.

While this debate has been overshadowed by other issues involving the plan's nearly $1 trillion cost and its government-run option, the constitutional argument strikes at a pivotal part of the health care plan's finances. To make a government-run health care plan work, the nation's largely uninsured young adults would need to be covered to help subsidize medical care for older and typically less-healthy Americans, legislators say.

House Speaker Nancy Pelosi dismissed the complaint Thursday when she was asked by a reporter if the Democrats' health reform proposal was constitutional.

"Are you serious? Are you serious?" Mrs. Pelosi replied.

But House Minority Leader John A. Boehner said the argument could not be ignored.

"I'm not a lawyer, and I'm certainly not a constitutional lawyer, but I think it's wrong to mandate that the American people have to do anything," he told reporters at his own press briefing last week.

The question of the mandate's constitutionality "hasn't been part of the public debate, but the legal community has been debating it. It's been on all the legal blogs," said Michael Cannon, director of health-policy studies at the libertarian Cato Institute. He said "the Constitution does not grant Congress the power to force Americans to purchase health insurance."

NASA To Give Ares I-X Rocket Another Go

CNN) -- With a wary eye on the weather, NASA is preparing to launch its next-generation rocket on Wednesday morning.

Ares I-X is scheduled to launch from Kennedy Space Center at 8 a.m. ET, at the earliest. The launch window extends until noon, the space agency said.

Weather forecasts gave NASA only a 40 percent chance at launch. Late Tuesday and early Wednesday, rain fell on the space center and at least four lightning strikes hit near the launch pad.

Driver Still Trapped Inside Tractor Trailer

The driver of the Eagle Tractor Trailer is still trapped inside the cab as the Rescue Crew is afraid to cut him out because of the gas fumes.

We're told they can only reach his leg at this point but he's trapped inside pretty good. Rt. 13 is still closed and will be for the next 8 hours.

Salisbury News was the first to break the news of this accident at 7:13 AM this morning.

Prescription Fraud Suspect’s Identity Sought


Location: Rite Aid Pharmacy, Naamans Creek Road, Claymont, Delaware, New Castle County

Date of Occurrence: September 30th, 2009

Suspect(s): Unidentified black male, approximately 40 years old, with a beard

Resume: Investigators from the Delaware State Police Office of Narcotics and Dangerous Drugs are seeking the identity of the suspect depicted below.

On September 30th, this individual entered the Rite Aid on Naamans Creek Road and presented a script for Oxycontin to the pharmacist. The pharmacist scanned the subject driver’s license and started to fill the script. It then became apparent that the prescription was fraudulent and the pharmacist refused to fill it. The suspect then fled the scene.

A picture of the scanned driver’s license was presented to investigators. As ONDD agents looked into this case, it was determined the Pennsylvania Driver’s license shown below was also fraudulent- although the picture on it was in fact the suspect.

DSP Seeks Public’s Assistance In Locating A Fugitive


Location: 15000 Block of Walker Road, Eastside Village, Milton

Date of Occurrence: Friday, October 23rd, 2009 at 1pm

Suspect(s): Mr. James Richardson, 29, of 15000 Block of Walker Road, Eastside Village, Milton

Resume:

On Friday, October 23rd, 2009, Delaware State Police obtained information that Mr. James Richardson, 29, was residing in the 15000 Block of Walker Road, Eastside Village, Milton. A computer check confirmed Mr. Richardson had active capiases for failing to appear at court and missed payments on fines.

Upon arriving at the residence, the Troopers contacted the homeowner who gave consent to search the interior. The Troopers were unable to locate Mr. Richardson; however a check of his bedroom revealed potted marijuana plants, growing equipment and a firearm.

The Troopers confiscated the three potted marijuana plants, related drug paraphernalia and the firearm. Mr. Richardson is a person prohibited.

The Trooper completed warrants for the additional charges stemming from the investigation that occurred on Friday, October 23rd, 2009.

The "Joe Albero Show" Is A Go


Yesterday I met with Mr. Bob Backman and Mr. Zack Furbay from Comcast Channel 9, Mediacom Channel 99 & Digital TV Channel 31.1 to finalize the "Joe Albero Show."

We'll tape the very first segment on Monday to air the following Saturday at 10:30 AM on each of the above Channels.

Quite frankly, all parties seem to be quite excited and look forward to a new partnership. I don't want to give too much away at this point but we welcome ideas from everyone for each Show. It's a done deal and we'll see you November 7th. Well, you'll see me, anyway.

The Daily Times Makes Another Attempt To Oust A Public Official Based On Loss Of Advertising?



On September 14, 2009 we provided this story, Daily Times, (Gannett) Fabricates Story To Sell Papers & Oust Public Official.

In today's Daily Times, Liz Holland twists her article several times once again to make it sound as if Frank White did something wrong. At least Salisbury News in the above article provided documents PROVING they had mislead the public and owed Frank an apology. Clearly, (after seeing today's article) that's not going to happen.

The DT's made the following statement. "White -- who has been absent from town meetings for the past month -- attended Monday night's meeting, but made no comment." OK, let's start with this. Frank White missed ONE meeting that month and guess what, there are only two meetings per month. Now, what Liz doesn't tell you is, Frank White has missed THREE meetings in TEN YEARS. One of those meetings was when his Father passed away. Come on Liz, grow up and stop this vendetta.

The title of their article states the following. "Princess Anne commissioners vote to cancel Frank White's credit card." OK, look, Frank White is the one who suggested the credit card be taken out of his name because of all the controversy brought forth by the Daily Times. The meeting and decision made at this meeting was simply to formalize the offer and get it on the record. Since Brenda Benton is now the Town Manager, Frank doesn't need the card any more. Oh, how convenient not to mention that fact as well.

But here's the real kicker Folks. So why is the Daily Times all over Frank White? Salisbury News has that answer. You see, the Daily Times is very upset because the Town of Princess Anne learned that they no longer have to use the Daily Times to post legal ads. In fact, the Somerset Herald is NOT a legal Newspaper, according to the State. It's a FREE paper, because no one would buy it anyway. So while the Daily Times billed Princess Anne $7,823.35 last year for legal ads that did NOT have to run in that paper, the Daily Times also billed Princess Anne an additional $11,116.26 last year for legal ads to boot. The total billed was $18,939.61 in all and once Brenda and Frank realized that they could advertise in the Crisfield Times, the same ads will now cost the Town of Princess Anne $3,161.00 TOTAL! I'd say the Town Commissioners and the Town Manager made a fiscally responsible decision to take their business elsewhere, wouldn't you.

So why are the Daily Times trying to crucify Frank White, because they're about to lose yet another large chunk of income from another municipality and the pressure is now on. This is one reason why I hate the thought of charging for advertising on Salisbury News. The MSM can rag on Blogs all day long but one thing is for sure, we don't pull this kind of crap.

The only bit of truth and non misleading information in their article was at the bottom. "At the request of a citizens group, town attorney Mark Tilghman investigated the matter, and last month released a report finding the complaint of possible misuse of a town credit card was unfounded."

Like Frank White or not, every single charge on his credit card was accounted for. The Daily Times continued to throw out very high numbers charged to his card, yet they again refused to mention that ALL of their Maryland Municipal Dues were paid for on his card for ALL of their Council Members. That one charge alone was over $4,000.00. Again, we provided ALL of the documents above in our previous article. ALL of the remodeling to the Town Offices were charged on that card. ALL of the Office Supplies were charged on that card.

All in all, the Daily Times attempted to smear Frank White and they failed. Well, perhaps to their own readers they may have won because they never offered full details of their being wrong and inaccurate. However, their audience has been dwindling and Salisbury News has been growing. Mind you, we know there are thousands of people who do not access the Internet but let me assure you of one thing, they know about us and they're hearing there's another side to the story. On the other hand, we also know they have lost many thousands of daily subscribers and the ones buying their paper today more than likely have Internet access and simply read both.

So in my opinion, the Daily Times is after Frank White because they want him OUT and they want someone else to replace him so they can get their advertising money back. What they forget is the fact that Frank White was re elected by a HUGE margin and has served the Town of Princess Anne for 10+ years now. Most of that time he earned something like $1,200.00 a year!

Just one more reason to dump your subscription to a bias newspaper who refuses to offer all of the facts.

NYT Dubs Man-Woman Union: 'Opposite-Sex Marriage'


'Politicization of language is nothing new, but this is particularly disturbing'

Many Americans may be accustomed to hearing the term "same-sex marriage" in news reports about homosexual unions, but now the New York Times is also referring to traditional matrimony as "opposite-sex marriage."


In his Oct. 26 news report on a homosexual lawsuit to overturn California's Proposition 8 reserving marriage for a man and a woman, New York Times reporter Adam Liptak described traditional unions as "opposite-sex marriage."

Referring to attorney Charles J. Cooper, who is pressing the case against recognition of homosexual marriage, Liptak wrote, "The government should be allowed to favor opposite-sex marriages, Mr. Cooper said, in order 'to channel naturally procreative sexual activity between men and women into stable, enduring unions.'"

Catholic League president Bill Donohue pointed out that the New York Times has used the term "opposite-sex marriage" 10 times in the past, and in a news story only five times. He also noted that the term was used on a few occasions in the 1990s by the St. Louis Post-Dispatch, the Yale Law Journal and the New Republic.

"Is this the start of one more round of corrupting the English language?" Donohue asked in an editorial on the Catholic League website.

Don't Use Climate Change To Hide Tax Hikes! | Americans For Prosperity

SENATOR BEN CARDIN ON CAP AND TRADE COMMITTEE ASK THAT HE NOT USE CLIMATE CHANGE TO HIDE TAX HIKES

It seems everyday there is the threat of a new tax, fee, or penalty.

Now, in addition to tax ladden healthcare reform, Cap and Tax hearings have begun which will be the LARGEST TAX INCREASE IN HISTORY.

This is a tax on coal, oil, and natural gas with no specific rate. Instead the total level of use is capped and companies are forced to pay the government for emission permits purchased at auction. The amount of the taxes are unknown until the auctions.

The Pelosi, Reid, Obama strategy is to hide the gigantic tax hikes they want to fund their bailouts and big government spending inside a global warming bill.

Last year in San Francisco, Obama said that under his plan electric rates would skyrocket because industries would have to retrofit operations thereby passing costs on to their customers.

Senator Cardin is on the Senate Environment and Public Works Committee.
Let's put Congress on record to figure out if this is about the environment at all, or just an excuse to hide a big tax increase.

Ask Cardin to oppose any legislation relating to climate change that includes a NET increase in government revenue.

NATIONAL DEBT INTEREST = ALL COLLECTED REVENUE: NOW WHAT?

What will happen when the INTEREST on the National debt equals all of the revenue collected by the federal government?

That is expected to occur in approximately three years- 2012.

According to Dick Morris the government now pays 3% interest on the debt, but in three years that rate is expected to rise to 6%. That is the tipping point when 6% interest paid on the debt will equal ALL the revenue collected by the federal government.

While President Bush had 200 Billion dollar deficits, Obama has promised TRILLION dollar deficits annually added to the existing national debt that is serviced at 3%. Calculating a modest interest increase to 6% over the next three years the INTEREST on the national debt will equal all the revenue collected by the federal government.

President Obama keeps roaring out deadlines like a lion — only later to meow like a little kitty.

Remember, for example, how he bellowed to cheering partisan crowds that he would close down the detainment facility at Guantanamo within a year?

The clock ticks — and Guantanamo isn't close to being shut down. It once was easy for candidate Obama to deplore George W. Bush's supposed gulag. Now it proves harder to decide between the bad choice of detaining non-uniformed terrorist combatants and the worse ones of letting them go, giving them civilian trials or deporting them to unwilling hosts.

Going back further to September 2007, candidate Obama postured about Iraq that he wanted "to immediately begin to remove our combat troops. Not in six months or one year — now!"

That "now!" sure sounded macho.

On Iraq, candidate Obama also railed that "the American people have had enough of the shifting spin. We've had enough of extended deadlines for benchmarks that go unmet."

Talk about "unmet" deadlines and "spin” — here we are in October 2009, and there are still 120,000 U.S. troops in Iraq. The reason why Obama fudged on his promised deadline is that the surge in 2007 worked. American deaths plummeted. The theater is quiet. Iraqi democracy is still there after six years. Obama cannot quite admit these facts, but on the other hand he does not want to be responsible for undermining them.

This July, our president roared out another impending deadline. He warned Iran that it had to prove its compliance with non-proliferation protocols by September — or face new consequences since the U.S. was not going to "wait indefinitely."

Now it's October, and even the French are exasperated that Obama still sounds like the king of the jungle but acts like a purring house kitten. And no wonder that Iran and its patron Russia seem to be calculating that Obama will figure that a nuclear Iran is less troubling for him than the consequences of offending Vladimir Putin, spiking oil prices or using force in the volatile Middle East.

The list of what a melodramatic Obama threatens or promises to do and what he actually does is endless.

Healthcare: The president once warned Congress that it had to pass comprehensive reform by the August congressional recess. August came and went, and now we're still waiting, waiting, waiting . . . .

Afghanistan: This was once Obama's promised war to win — the one we had to refocus on after supposedly taking our eye off the ball to fight in Iraq. Now, instead, we are suddenly blaming the eight-year-old Karzai government for not being the stable partner we need to finish the job.

Ethics reform: During the campaign, Obama vowed to end lobbyists in government, post legislation on the Internet five days before a presidential signing, and air healthcare negotiations and discussion on C-SPAN.

In short, just imagine if Obama were to warn Congress to get healthcare done by Nov. 15 — or else; or to give Iran one last chance until the first of the year to stop enriching uranium; or to promise that Guantanamo really, really will close on March 1, 2010. Would anyone take him seriously, much less fret about the consequences of ignoring those vows?

Obama ran on the accusation that Bush missed promised targets and deadlines. Yet when the loud reformer Obama himself proves even emptier in his promises than Bush, he suffers an additional wage of theatrical hypocrisy.

But there is an even greater problem. Overheated rhetoric got Obama into these jams — and he seems to expect that his dramatic flair can always get him out as well. So we all await more of the empty hope-and-change hocus-pocus — as Obama explains how he never really promised to get out of Iraq "now!" or to "take further steps" against Iran in September 2009.

When Jan. 1, 2010, comes and goes, I expect the president to say that, "I can no more shut down Guantanamo than I can . . . . "

Last night Glenn Beck asked an interesting question. "Does it matter ? We have all heard or seen the Obama administration and the Congressional leadership accused of being Marxist. A detailed study and explanation would take volumes, so I have taken a look, and present to the reader, just the high points. It is for you to decide if the current government actions are Marxist. If they are, does it matter ?

1) Humankind's history is fundamentally that of the struggle between social classes.

2) In a capitalist society, an economic minority (the bosses) dominate and exploit the working class majority. Without the elimination of the fetter of the private ownership of the means of production, human society is unable to achieve further development.

3) In order to overcome the fetters of private property the working class must seize political power. A social revolution would expropriate the capitalist classes and place the productive capacities of society into collective ownership.

Class consciousness denotes the awareness -- of itself and the social world -- that a social class possesses, and its capacity to rationally act in their best interests; hence, class consciousness is required before they can effect a successful revolution. In Marxism, political economy studies the means of production, specifically of capital, and how that is manifest as economic activity.

Nineteen States Move To Defend Individual Health Care Choice

Regardless of what the U.S. Congress decides about health care reform, a growing number of states are standing up for individuals’ freedom of choice when it comes to purchasing – or not purchasing – health insurance.

Several Kansas Republicans have introduced a state constitutional amendment that would protect the right of Kansas residents to make their own health care choices. That makes Kansas the 19th state where legislators have introduced, or will introduce, such legislation.

The proposed Kansas amendment preserves the right of individuals to pay directly for medical care -- something that is not allowed in single-payer countries such as Canada. It also prohibits any individual from being penalized for not purchasing government-defined insurance.

Kansas now joins legislators in seven states (Alaska, Georgia, Louisiana, Missouri, Mississippi, New Hampshire and Utah) that have publicly announced their intention to file legislation to protect their citizens from any government health-care mandates.

Another 11 states have already filed or pre-filed similar legislation (Arizona, Florida, Indiana, Minnesota, North Dakota, New Mexico, Michigan, Ohio, Pennsylvania, West Virginia, and Wyoming). Arizona's measure, which passed the legislature in June, will be put before voters on the 2010 ballot.

On 10-26-2009
Officers of the Delmar Police Department received information that Brandon Givens would be delivering a quantity of Heroin to the Delmar area. Officers located Givens at the Gordy Tiger Mart on Connelly Mill Road and Ocean Highway. Givens was observed discarding a candy wrapper on the ground. Officers recovered the candy wrapper and found it to contain 40 bags of suspected heroin. Further investigation revealed that Givens had just sold a quantity of Oxycodone pills to a subject in the area. Givens was arrested and arraigned before a District Court Commissioner where he was held on $150.000.00 bond.

A man was driving when a traffic camera flashed. He thought his picture was taken for exceeding the speed limit, even though he knew he was not speeding. Just to be sure, he went around the block and passed the same spot, driving even more slowly, but again the camera flashed. He thought this was quite funny, so he slowed down even further as he drove past the area, but the traffic camera flashed yet again. He tried a fourth time with the same result. The fifth time he was laughing when the camera flashed as he rolled past at a snail's pace.

Two weeks later, he got five traffic fine letters in the mail for driving without a seat belt.

Suspect(s): Jasmine Michael, 18, of Ramaha Road in Millville, New Jersey

Resume: For those who follow DSP news releases, it is no secret that there have been a number of robberies in recent weeks. So when a call for another report came in this morning, it seemed that the trend was continuing.

At about 3:16 a.m. dispatchers sent Troopers to the parking lot of the Walmart on Wilton Boulevard for a robbery report. When officers arrived they found that the reporting person- Jasmine Michael- was gone. Troopers began to search the area and located Ms. Michael walking along Route 40.

Upon speaking with Jasmine, she advised that at about 2:30 a.m. she was riding in a vehicle along the Route 13 / 40 corridor, with an acquaintance and his three friends. She said that the subjects in the car robbed her at knife point and then threw her out of the vehicle in the area of the Walmart.

It didn’t take long for Ms. Michael to start contradicting herself. She eventually admitted to making the whole thing up in hopes DSP would arrange and pay for her to take a train back to Philadelphia as she was out of cash. Instead, arrangements were made to have her transported to the Baylor Woman’s Correctional Institute.

Jasmine Michael was formally charged with misdemeanor Falsely Reporting an Incident and a Pedestrian Violation (not carrying a flashlight while walking along a roadway at night). Bail was set at $1,050.00 secured.

Governor promotes state's Pro Bono program to help homeowners facing foreclosure

ANNAPOLIS, MD
(October 27. 2009) – Today, Governor Martin O’Malley joined Chief Judge Robert Bell, officials from the Pro Bono Resource Center of Maryland, and homeowners who have benefited from the free counseling services to declare Pro Bono Week in Maryland, in coordination with National Pro Bono Week, which promotes free services donated by lawyers nationwide. The American Bar Association declared the last week of October 2009 as National Pro Bono Week to highlight the need for more attorney volunteers to meet the need for pro bono legal services.

"We have a very proud Revolutionary tradition in our State of citizens stepping forward to serve in times of adversity," said Governor O'Malley. "The 7,000 attorneys in Maryland who participate in pro-bono activities each year continue this proud tradition – and we need their efforts and service even more during these tough times. We hope that by shining a spotlight on the importance and value of this work, we will encourage more of our fellow citizens to step forward and serve during these difficult times."

In Maryland, the Department of Housing and Community Development has partnered with area attorneys to form the Foreclosure Pro Bono Project, designed to offer free legal assistance to homeowners facing foreclosure. To date, more than 900 attorneys have been trained in the program, 643 attorneys have participated providing free legal counseling to 1,794 Marylanders. Suspect(s): Mr. Joseph F. Fulmer, 45 years of age – No Known Address

Resume:

On Tuesday, October 27th, 2009, Delaware State Police were initially dispatched to a theft of a wallet at the Super G, located at 19312 Lighthouse Plaza Blvd., Rehoboth Beach.

A 67-year old female was shopping at Super G, when a white male later identified as Mr. Joseph Fulmer, stole the victim’s wallet from her purse that was in the shopping cart and fled the store.

The investigating Trooper observed surveillance from the store and was able to capture images of the suspect fleeing in an orange Pontiac Vibe. The fleeing vehicle matched the description of a vehicle stolen from Lewes on Saturday, October 24th, 2009.

Delaware State Troopers saturated the area in an attempt to locate the suspect vehicle without success.

A short time later, the initial Trooper was investigating an unrelated complaint when he observed the suspect vehicle turn into the parking lot of Atlantic Liquors. The Trooper attempted to contact the operator who matched the suspect’s description from the theft at which time he abruptly exited the vehicle and fled on foot. The Trooper chased the suspect but was unable to locate him.

The identity of the suspect was determined through review of surveillance and by property that was left inside of the stolen motor vehicle.

Delaware State Police have obtained warrants for Mr. Fulmer. Anyone with information pertaining to Mr. Fulmer’s whereabouts is urged to contact Troop 7 at (302) 644-5020 or Crime Stoppers at 1-800-TIP-3333.

Wargotz Announces New Campaign Director


U. S. Senate candidate Dr. Eric Wargotz announced that he has named Jeanette Radford Cotter as his Campaign Director.

A resident of Silver Spring, Cotter brings a tremendous amount of hands-on political and professional experience at the local, state, and national level to her new responsibilities. She served as Special Assistant to U. S. Labor Secretary Elaine L. Chao from 2008 – 2009, and at the Republican National Committee in various capacities from 2007 – 2008. She also worked at the U. S. MARYLAND STATE POLICE RESPONSE TO NTSB HEARING INTO THE CRASH OF TROOPER 2


Maryland State Police Aviation Command officials, including Major A.J. McAndrew, attended the National Transportation Safety Board meeting today in which issues that may have contributed to the crash of Trooper 2 on September 27, 2008, were discussed. The Maryland State Police Aviation Command has cooperated fully with the NTSB during their investigation of this crash. The Maryland State Police understands today¡¦s hearing dealt with probable issues contributing to the crash and a final probable cause report has not been issued.

Prior to today's meeting, the Board made several safety recommendations. The Aviation Command values and concurs with the Board¡¦s past safety recommendations. In fact and although not mandated to, the Aviation Command has already implemented many of the Board¡¦s recommendations and is in the process of implementing the remaining recommendations. Safety is the Aviation Command¡¦s top priority.

The NTSB recommendations include:

Require all emergency medical services operators to comply with 14 Code of Federal Regulations Part 135 operations specifications during the conduct of all flights with medical personnel on board. (A-06-12)

The Aviation Command has already applied for and is in the process of obtaining Part 135 certification.

Require all emergency medical services (EMS) operators to develop and implement flight risk evaluation programs that include training all employees involved in the operation, procedures that support the systematic evaluation of flight risks, and consultation with others trained in EMS flight operations if the risks reach a predefined level. (A-06-13)

The Aviation Command has developed and utilizes a computer based flight risk evaluation program that includes procedures that support the systematic evaluation of flight risks, and consultation with others trained in EMS flight operations if the risks reach a predefined level.

Require emergency medical services operators to use formalized dispatch and flight-following procedures that include up-to-date weather information and assistance in flight risk assessment decisions. (A-06-14)

SYSCOM (Systems Communications Center) serves as the Aviation Command¡¦s formalized dispatch and flight-following center. All Maryland State Police duty officers assigned to SYSCOM have been certified as certified flight communicators.

Require emergency medical services (EMS) operators to install terrain awareness and warning systems on their aircraft and to provide adequate training to ensure that flight crews are capable of using the systems to safely conduct EMS operations. (A-06-15)

Maryland Governor Martin O'Malley and members of Maryland¡¦s General Assembly recently demonstrated their commitment to continue providing Maryland¡¦s citizens and visitors with the best available MedEvac and law enforcement services in the world. During the 2009 Legislative Session, Governor O'Malley and the General Assembly allocated $52.5 million to begin replacing the Command¡¦s aging fleet of helicopters and allocated over $600,000 to purchase additional safety equipment for the current fleet.

The Aviation Command is currently participating in a procurement process to purchase up to 12 new helicopters. Requirement specifications for the new helicopters mandate that they must be equipped with terrain awareness and warning systems. In the interim, until the existing fleet is fully replaced, the Aviation Command has purchased new terrain awareness and warning systems to outfit each of its helicopters.

Conduct scenario-based training, including the use of simulators and flight training devices, for helicopter emergency medical services (HEMS) pilots, to include inadvertent flight into instrument meteorological conditions and hazards unique to HEMS operations, and conduct this training frequently enough to ensure proficiency. (A-09-97)

The Aviation Command is currently in the procurement process to purchase a new flight simulator. The simulator will be used to conduct scenario-based training to include inadvertent flight into instrument meteorological conditions and hazards unique to HEMS operations. The Aviation Command has modified its current pilot training program, which includes scenario based training. The Aviation Command has, both prior to and after the Trooper 2 crash, voluntarily complied with all FAA Part 135 helicopter pilot certification requirements.

Implement a safety management system program that includes sound risk management practices. (A-09-98)

The Aviation Command has a robust safety management system that includes but is not limited to utilizing formalized dispatch and flight-following procedures, voluntarily complying with FAA Part 135 weather minimums, and utilizing a flight risk evaluation program.

Install flight data recording devices and establish a structured flight data monitoring program that incorporates routine reviews of all available sources of information to identify deviations from established norms and procedures and other potential safety issues. (A-09-99)

Requirement specifications for the new helicopters mandate that they must be equipped with flight data recording devices and cockpit video recording devices. Install and require that pilots use night vision imaging systems for visual flight rules operations at night. (A-09- 100)

Requirement specifications for the new helicopters mandate that they must be equipped with night vision imaging systems. In the interim until the existing fleet is fully replaced, the Aviation Command has purchased night vision goggles that will initially be used by flight paramedics who will assist the pilots in identifying hazards. Additionally, the Aviation Command has developed specifications and is in the procurement process to purchase night vision imaging filtering systems for several existing helicopters; these systems will enable the pilots to also utilize the night vision goggles and identify hazards.

Equip helicopters that are used in emergency medical services transportation with autopilots, and train pilots to use the autopilot if a second pilot is not available. (A-09-101)

All Aviation Command helicopters are equipped with autopilots and all Aviation Command pilots are trained and proficient in using the autopilot systems. Additionally, requirement specifications for the new helicopters mandate that they must be equipped with autopilots. Furthermore, the Aviation Command has testified in favor of hiring co-pilots as an added safety measure.

While the Aviation Command concurs with the Board¡¦s before mentioned safety recommendations, the Maryland State Police respectfully, but adamantly, disagrees with any statements made today impugning the training and proficiency of the pilot of Trooper 2. The NTSB has stated he was ¡¥certificated and qualified.¡¦ There was no evidence shown that he ¡¥was not proficient in performing non precision approaches.¡¦

The pilot exceeded all of the Federal Aviation Administration¡¦s training, qualification, and recency of experience requirements when he lifted off on September 27, 2008. In fact, the pilot met all of the FAA¡¦s pilot certification criteria for Part 135 operations.

Maryland State Police records prove he was a highly experienced helicopter pilot who was approved by federal aviation authorities as an instrument flight instructor. He exceeded every requirement for training and proficiency and had, within five months of the crash, targeted training in simulated instrument meteorological and night conditions. He was continuously employed by the Aviation Command as a helicopter pilot from 1981 through the date of the crash. He was a pilot with more than 5,000 hours of helicopter experience and more than 2,770 hours of that was in the model aircraft he was flying the night of the crash.

The pilot completed an Instrument Proficiency Check in May 2008 and conducted instrument landing system and tactical air navigation approaches to Andrews Air Force Base and a global positioning system approach to St. Mary¡¦s County Airport. He completed and passed all testing and maneuvers in accordance with federal regulations.

The Maryland State Police strongly believes that the pilot did receive adequate training for the type of circumstances he encountered, that he was very proficient in performing non precision approaches, and that he had received recent and targeted instrument training in simulated IMC/night/poor weather conditions. The vast amount of skill, experience, training, and proficiency possessed by the pilot should not be discounted for the sake of this tragic accident.

The Aviation Command places SAFETY as its most important goal. Despite the tragic crash of Trooper 2, the Command possesses an excellent safety record. A recent study reported that the average Helicopter EMS accident rate between 1998 and 2008 was 3.8 accidents per 100,000 flight hours. Prior to the crash of Trooper 2, the Aviation Command had flown over 100,000 accident free flight hours and had not suffered a fatal crash in over 22-years. Although the Command considers one accident to be one too many, this equates to 2.8 accidents less than the average rate. The Aviation Command continually strives to improve the safety of its operations and build upon its outstanding record of service.

The Aviation Command is comprised of 160 very dedicated personnel who include 55 pilots, 50 trooper flight paramedics, 30 maintenance technicians, and 25 support personnel. The Command¡¦s pilots are all highly skilled and experienced. Pilots are required to have a minimum of 2,000 helicopter hours to even be considered for hire.

The Command¡¦s trooper flight paramedics are all sworn troopers and nationally registered EMT-Paramedics. They are among the most highly skilled pre-hospital EMS providers in the country.

The Command¡¦s Maintenance Division is a certified Federal Aviation Administration Part 145 Repair Station. The Maintenance Division¡¦s technicians are responsible for repairing and maintaining the Command¡¦s helicopters and fixed wing airplanes and they are all licensed Airframe and Power-Plant Mechanics. The NTSB did conclude that maintenance of the Trooper 2 helicopter was not a factor in the crash.

The Aviation Command is proud to be a part the Maryland fire, rescue and EMS family. The Command is only one part of an incredible system of first responders, nurses, doctors and trauma centers that are integrated into an amazing network that saves lives in Maryland everyday. FORREST GUMP GOES TO HEAVEN!


The day finally arrived. Forrest Gump dies and goes to Heaven.
He is at the Pearly Gates, met by St. Peter himself. However, the gates are closed,
and Forrest approaches the gatekeeper.

St. Peter said, 'Well, Forrest,
It is certainly good to see you. We have heard a lot about you.. I must
tell you, though, that the place is filling up fast, and we have been administering
an entrance examination for everyone. The test is short, but you have to
pass it before you can get into Heaven.'

Forrest responds, 'It sure is
good to be here, St. Peter, sir. But nobody ever told me about any entrance
exam.. I sure hope that the test ain't too hard.
Life was a big enough test
as it was.'
St. Peter continued, 'Yes, I
know, Forrest, but the test is only three questions.

Forrest leaves to think the questions
over. He returns the next day and sees St. Peter, who waves him up, and
says, 'Now that you have had a chance to think the questions over,
tell me your answers.'

Forrest replied, 'Well, the
first one -- which two days in the week begins with the letter 'T'?
Shucks, that one is easy. That would be Today and Tomorrow.'

The Saint's eyes opened wide and
he exclaimed, 'Forrest, that is not what I was thinking, but you do
have a point, and I guess I did not specify, so I will give you credit
for that answer. How about the next one?' asked St. Peter.

'How many seconds in a year?
Now that one is harder,' replied Forrest, 'but I thunk and thunk about
that, and I guess the only answer can be twelve.'
Astounded, St.. Peter said, 'Twelve?
Twelve? Forrest, how in Heaven's name could you come up with twelve seconds
in a year?'

Forrest replied, 'Shucks, there's
got to be twelve: January 2nd, February 2nd, March 2nd... '
'Hold it,' interrupts St. Peter.
'I see where you are going with this, and I see your point,
though that was not quite what I had in mind.....but I will have to give
you credit for that one, too. Let us go on with the third and final question..

Can you tell me God's first name'?
'Sure,' Forrest replied,
'it's Andy.'

'Andy?' exclaimed an exasperated
and frustrated St Peter.
'Ok, I can understand how you
came up with your answers to my first two questions, but just how in the
world did you come up with the name Andy as the first name of God?'

'Shucks, that was the easiest
one of all,' Forrest replied. 'I learnt it from the song,

Delaware Night Out has become a yearly event which invites the community to view police cars, fire trucks and related emergency service vehicles.

-- The Delaware Department of Transportation and Skanska USA Civil Southeast, Inc. (Skanska) announce that the Public Workshop previously planned for October 17, 2009 has been rescheduled for Saturday, November 14, 2009.

The public is invited to attend an outdoor "open house" style public workshop and participate in a construction site tour at the Indian River Inlet Bridge on Saturday, November 14, 2009 from 1:00 p.m. to 4:00 p.m. The event will be held in the parking lot directly across from the DelDOT Field Office, 39368 Inlet Road, Rehoboth Beach, on the north side of the inlet. The event will be held rain or shine. If severe weather occurs which may cause the event to be canceled, information will be posted at www.irib.deldot.gov. Attendees are encouraged to visit the site if the weather is uncertain.

Secretary Carolann Wicks encourages everyone to visit the site to see firsthand the construction progress being made. She also notes that it is also an excellent opportunity to talk directly with the DelDOT Project Team and the bridge builders.

The workshop will consist of at least a dozen informational stations where the public can receive specific information about various aspects of the bridge construction. Information will be available about the design-build process, pile drivings and use of concrete, the pylon forms including reinforced steel, the falsework structure, the stay cable erection system, the traveler, the approach spans of the bridge, and the final features of the bridge and their functionality. Many of these informational stations will include visual examples of the different elements of bridge construction.

Representatives from the University of Delaware will be onsite to discuss the monitoring capabilities of the new bridge. Information about the roadway approaches and park improvement contracts will also be available. Several bridge designers, engineers and specialists will be on hand to discuss the bridge's construction.

A highlight of the event will be the opportunity to participate in a construction site tour. A bus will be available to take workshop attendees on a guided and narrated tour of the construction site.

The public is invited to come to the workshop any time between 1:00 p.m. and 4:00 p.m., and there will also be an opportunity to provide written comment on the construction to date.

This location is accessible to persons having disabilities. Any person having special needs or requiring special aid, such as an interpreter for the hearing impaired, is requested to contact DelDOT by phone or mail one week in advance.

Wicomico Schools Honored For Outstanding PBIS Programs

Sixteen Wicomico schools will be honored at the Nov. 17 Wicomico County Board of Education Awards & Recognitions Night for earning Gold, Silver or Bronze status for their effective PBIS programs.

PBIS (Positive Behavioral Interventions and Supports) is an evidence-based approach to establishing a positive school climate. Various schools in Wicomico and throughout the country have implemented PBIS with tremendous success, said Dr. Wayne Hickman, PBIS organizer for Wicomico County Public Schools. Gold, Silver and Bronze recognition come as recognition for a school’s effective PBIS initiatives. The schools received recognition for their outstanding PBIS programs during a ceremony held at Wor-Wic Community College at the 2009 PBIS Eastern Shore Regional Summer Institute.

Wicomico schools recognized as Gold Schools were Beaver Run Elementary, Delmar Elementary, East Salisbury Elementary, Fruitland Intermediate, Glen Avenue Elementary, North Salisbury Elementary, Pemberton Elementary, Prince Street Elementary, and Westside Intermediate.

Recognized as Silver Schools were Bennett Middle, Fruitland Primary, Salisbury Middle and West Salisbury Elementary.

Recognized as Bronze Schools were Charles H. Chipman Elementary, Mardela Middle and High, and Pinehurst Elementary.

During the 2009 Summer Institute, school representatives from Wicomico, Somerset, Worcester, Caroline and Talbot counties participated in returning team training. Attendees received training in many areas, including behavioral strategies for the classroom, PBIS action planning, bullying intervention strategies, understanding gang culture, and various elements of PBIS.

Schools recognized from other counties were:

Gold: Somerset Intermediate and Woodson Elementary (Somerset County); Buckingham Elementary, Pocomoke Elementary, Pocomoke Middle and Snow Hill Middle (Worcester County); and Ridgely Elementary (Caroline County).

Silver: Berlin Intermediate, Cedar Chapel Special School, Showell Elementary and Snow Hill Elementary (Worcester)

Bronze: Federalsburg Elementary (Caroline)

Redistricting Process: Wicomico Schools Seeking Volunteers Now For Task Force

The Wicomico County Board of Education at its monthly meeting Tuesday, Oct. 13, approved the use of a task force comprised of approximately 1/3 staff, 1/2 parents/guardians, and 1/6 community members to assist the school system with redistricting. The school system is now accepting volunteers to serve on the 25- to 35-member Redistricting Task Force, which will meet approximately twice a week on Tuesdays and Thursdays from early November to early January.

The task force will include parents/guardians and community members from throughout the county. (Staff members who serve on the task force will serve only as staff members, not as parents.)

“It’s very critical that we have the input from our entire community on this task force,” Board President Mark S. Thompson said.

Please share a little information about your background, your location and your interest in serving on the Task Force. This will assist the Board in appointing a Task Force whose members represent the many facets of the community.

Redistricting is necessary because in the more than 10 years since Wicomico last changed school boundaries, some Wicomico schools have become overcrowded while others are underutilized, Superintendent of Schools Dr. John Fredericksen said at the October Board of Education meeting. The Redistricting Task Force, starting from Targets for Establishing Student Attendance Areas, will examine enrollment numbers and other data to develop a redistricting proposal. There will be many opportunities for public input before the Task Force presents a final proposal to the Board in January.

“This process has built-in times for people to get involved and share their thoughts,” said L. Michelle Wright, Board vice president.

Throughout the redistricting process, the Board will keep the community up to date with a redistricting page on its web site at www.wcboe.org, and public input may be made at any time by calling 410-677-5251 or e-mailing to comments@wcboe.org.

A final vote on the redistricting plan is anticipated for the February 2010 Board meeting.

Hazmat Accident In Princess Anne, One Man Dead


A Tractor Trailer has crashed in Princess Anne, south of Allen Road. As we understand it right now, it's a fuel truck and the driver was trapped inside. Salisbury's Hazmat Team is now on the scene. More to come...... Traffic on Rt. 13 is being re routed, so prepare for major delays.
