Wicomico County Sheriff's Office Press Releases

Incident: Disorderly House
Date of Incident: 16 October 2008
Location: 500 Block of Loblolly Lane, Salisbury, MD
Suspect:

1. Michael J. Espejo, 20, Salisbury, MD
2. Daniel J. Backman, 20, Salisbury, MD
3. Ryan J. McHugh, 22, Salisbury, MD
4. Ryan W. Crim, 20, Salisbury, MD

Narrative: On 16 October 2008 at 2258hrs, deputies from the Wicomico County Sheriff’s Office responded to a call for a loud party in the 500 block of Loblolly Lane in Salisbury, MD. Upon the arrival of the deputies, they observed approximately 25 subjects inside the residence engaging in a party. Due to the fact that the Sheriff’s Office had responded to the same residence six times in the last two months prior to this incident for the same types of complaint, all four tenants of the residence were charged with maintaining a Disorderly House.

All four subjects were charged on a Criminal Citation pending a future court date.

Charges: Disorderly House

Incident: Possession of Marijuana
Date of Incident: 19 October 2008
Location: 2300 block of Allen Drive, Salisbury, MD
Suspect: Richard G. Willinger, 19, Salisbury, MD


Narrative: On 19 October 2008 at 2:30 PM, a deputy on patrol observed a subject entering a closed business in the 2300 block of Allen Drive through a window. After detaining the subject, identified as Richard Willinger and making contact with the owner of the business, it was determined that Willinger did have permission to enter the premises. However, while on scene, the deputy detected an odor of marijuana emanating from the vehicle Willinger had been driving. Upon approaching the vehicle, the deputy retrieved a bag which contained what the deputy recognized as marijuana. Willinger claimed ownership of the bag, but not the marijuana. Upon searching Willinger, he was found to possess a smoking device that still had the remnants of marijuana in it.

Willinger was arrested for the possession of the marijuana and transported to the Central Booking Unit at the Wicomico County Detention Center where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Willinger was released on Personal Recognizance by the Commissioner.

Charges: Possession of Marijuana, Possession of Drug Paraphernalia

Incident: First Degree Assault
Date of Incident: 18 October 2008
Location: 5200 block of Eastwood Circle, Salisbury, MD
Suspect: Lynette M. Johnson, 31, Salisbury, MD


Narrative: On 18 October 2008 at 6:32PM, deputies from the Wicomico County Sheriff’s Office responded to a residence in the 5200 block of Eastwood Circle for a reported altercation where an individual had been cut with a knife. Upon arrival, they located a victim who had a laceration to the hand which was reported to have been inflicted with a knife wielded by Lynette Johnson. Investigation revealed that the victim and Johnson had been engaged in an argument at which point Johnson brandished a knife. During the argument, both parties struggled over the knife with the victim receiving the laceration to the hand.

At the conclusion of the investigation Johnson was arrested and transported to the Central Booking Unit at the Wicomico County Detention Center where she was processed and taken in front of the District Court Commissioner. After an initial appearance, Johnson was held in the Detention Center in lieu of $30,000.00 bond.

Charges: Assault 1st Degree, Assault 2nd Degree

Incident: First Degree Assault
Date of Incident: 18 October 2008
Location: 11200 block of Sharptown Road, Mardela Springs, MD
Suspect: Bradford K. Eskridge, 32, Bridgeville, DE


Narrative: On 18 October 2008 at 2:38 AM, a deputy on patrol observed an individual, later identified a Bradford Eskridge, on the side of the road searching through a bag. The deputy stopped to check on Eskridge and discovered an open warrant for his arrest. A search of Eskridge incident to that arrest revealed several prescription pills that the deputy identified as Oxycontin, Seroquel and Percocet. Eskridge had neither pill containers nor a prescription with him for the pills. Based on this finding, Eskridge was arrested for possession of a Controlled Dangerous Substance.

Eskridge was arrested and transported to the Central Booking Unit at the Wicomico County Detention Center where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Eskridge was detained in lieu of $7,500.00 bond.

Charges: Possession of a Controlled Dangerous Substance (3 counts) Omission of a label for a prescription drug as required by Federal and State Law

Jim Ireton Responds To Mayor Tilghman's WWTP Task Force

The community has waited for over 20 years for specific action to be taken to end wastewater/stormwater issues as they relate to the Wicomico River. Another well intentioned group of citizens, much like the Crime Task Force, has been charged with the task of telling the city administration what they already know. MDE documents already determine how the spills happened.

During each of the last 10 years, each spill at the plant was explained away by saying that this would not happen any more with the advent of the NEW Wastewater Treatment Plant. Every spill was met with 'I take full responsibility' from the city administration.' Generating a goal and a scope of work is too little too late. - Jim Ireton 10/20/08

Letter The The Editor

A situation is developing in Salisbury that is very disturbing to the future of our town, both financially and culturally. Recently an article appeared in your paper that touted the great work of the mayor in refurbishing the building at the corner of Church and Isabella Streets now named “The Bricks”. The cost to the city will be $1.8 million dollars. As a result of this expenditure we are going to get 8 low income apartments, an expense of $225,000 per apartment. I would think we could build a lot of low income houses for that amount each.

At the same time the city is charging a young entrepreneur an “impact” fee of some $160,000 to open a business at the former train station. He was going to refurbish an historic building at his expense and provide jobs for at least 50 people. Instead of giving him money like we have so many landlords and developers we are putting such a burden on him that he has dropped the project and taking it to Delaware.

Where is the fiscal responsibility in this logic both now and for the future of our city? I guess $70,000 for a feasibility study of the North Prong of the River is money more wisely spent. I think not.

Halloween Decoration stolen from Councilwoman Campbells Front Yard


Over the weekend someone stole the above 6 foot tall reaper figure from councilwoman Debbie Campbells front yard. The Grim Reaper has been part of her Halloween "set" for years.Every year they place him in the same spot and dress him in the season's finest. This year he was wearing a "Scream" mask and in addition to his usual black drape had an extra layer --- her daughter's black graduation gown. Stealing him took a little doing. He was wired to a 4-5' galvanized pole that had been driven into the yard for stability and to help prevent theft. Hopefully whoever stole him didnt realize this a neighborhood fall activity ...He was last seen at 809 Camden Ave. If you have any information that might lead to the return of "Grim" please let us know. If you have him, taking him wasn't very neighborly and we would like you to return him.

We will be looking each morning to see if someone has had the decency to return him.

Andy Harris Receives First Newspaper Endorsement


Baltimore Examiner endorses Andy Harris

Baltimore - On Sunday, October 19, 2008, Andy Harris received the first newspaper endorsement issued in the first congressional district race. In its Sunday edition, The Baltimore Examiner endorsed Andy Harris for Congress stating, "We need an independent voice to express sound fiscal ideas and bring them to bear on crucial issues. Harris is the best candidate to do that." The paper encouraged "Concerned Democrats, confused Republicans, and uncertain independent voters must get out, no matter what, to vote for him."

In one of it contrasts between the candidates the editorial stated, "Only Harris understands that redistributing wealth from the most productive citizens to its least productive makes everyone poorer." The paper went on to praise the way Harris addresses issues stating, "He resists simplistic feel-good rhetoric on complex problems such as health care."

The endorsement even addressed some of the ridiculous television attacks being waged against Andy Harris by Kratovil's liberal allies. The editorial stated, "For example, painting him as an ogre opposed to cancer screening doesn't pass the whole-truth test. Dr. Harris, who studied and teaches at Johns Hopkins University, knows merely imposing mandates only makes health insurance more expensive and out of reach for businesses. That actually takes insurance away from people. As a charge against a man who ensures safe births, it's laughable."

MAYOR ANNOUNCES FORMATION OF SALISBURY WASTEWATER ACTION TEAM

We've had S.O.S (stop overflow sewage) and several others...where is Gary's environmental task force on all this.

Salisbury Mayor Barrie P. Tilghman is pleased to announce the formation of the Salisbury Wastewater Action Team (S.W.A.T.). This move is the result of a recommendation by the Wicomico Environmental Trust, based on concerns following the Wastewater Treatment Plant (WWTP) spills in June. This team brings a broad group of individuals and interests to the table to meet over the next sixty to ninety days. The objective of their work will be a report with tangible and quantifiable recommendations for implementation as soon as feasible.

The members of the S.W.A.T. are:

Dr. Michael Lewis – Salisbury University
Anthony Stockus – University of Maryland Eastern Shore
James Parsons – Ocean City Department of Public Works
Erin McAfee Dobbins – Resident
Mary Phipps-Dickerson – Resident
Peter Bozick, Jr., Executive Vice President of George, Miles & Buhr, LLC, has agreed to chair this group. All meetings of the group will be open to the public, and staff support will be provided by the Salisbury Department of Public Works. The first meeting of the group will be on Tuesday October 28th, at 4:00 P.M., in Room 306 of the Government Office Building, 125 N. Division Street.

The charges to the group include reviewing the sewer spills of the past three years to find out how they occurred, whether they could have been avoided, and how they could have been avoided; finding out how the Salisbury WWTP compares with similar operations; and recommending constructive suggestions to resolve the issues. Once the group convenes, they will generate a statement of purpose and scope of work.

"This is a great example of cooperation between the community and the City government to deal with challenges and enhance the effective and efficient delivery of services to our citizens," said Mayor Tilghman. The S.W.A.T. is the latest in a series of Process Action Teams which the City has successfully utilized since 2002 to address specific issues and challenges facing Salisbury. The City has experienced success with this approach, and has seen the implementation of most of the recommendations of the different teams.

Another Great Time At Cherrystone






Sorry things were a bit slow on Salisbury News over the weekend. We packed our bags and went down to Cherrystone Campground with the Grandson and had a blast once again.

Parents, Grandparents, Aunts, Uncles, KIDS, there were thousands of people there having a blast. The cool part about going to a Campground like this for Halloween is it's inclusive. The kids have one hour to go trick or treating and believe me, that's all they need. When you have one motor coach after the other, it doesn't take the kids long at all to collect enough candy to last them a year!

Salisbury #47 of top 50 Adventure Towns..Mayors plan worked.

I was on the city website and saw that Salisbury was ranked #47 of 50 in adventure towns, and i have to give credit to the mayor for the accomplishment. The adventure starts over on railroad avenue at about 10pm fri night and the trail ends on Smith Street on Saturday night. The adventure is to walk by yourself down either of those areas and not get robbed or killed. Im hearing plans are in the works to move up the list next year by annexing booth street and the indian reservation and adding them to the tour. Great job Mayor.

Jesse Jackson May Just Be America's Bravest Politician


Do you remember a couple of months ago when Jesse was on Fox getting ready to go on Fox and Friends and he presumably didn't know his mic was hot and was heard and recorded speaking of his anger toward Obama and how he would like to cut his nuts off?
Since then I presumed that Jesse didn't like Obama because I pretty much thought that if Obama won Jesse would pretty much be out of a job. I mean really, what is the man going to bitch about?
A supposed black man in the White House...Come on Jesse; whats the problem? You got what you wanted!
But will he?
Once again the blogger known as Lame Cherry has a completley different view on this, and on Jesse's recent statement from last week on which he has now been silenced. Here's an exerpt...
"That was very brave for the hits Jackson took in taking on not just his own party, but taking on the Chicago and European syndicates backing Obama. No one in this election has done more to warn the world what Obama is up to than Jesse Jackson. The no more than anyone was shown a few days ago when Jackson was in Europe, deliberately the home ground of the Rothschilds who have been tanking the stock markets for Obama in which Jackson went on record for which he has now been silenced".

The White House Press Secretary is even refusing to comment on Jesse Jackson, and what he said while in Europe. In an interview for the Atlanta Journal Jesse even preempted the interview by stating he would not take questions on the '2008 campaign', or 'Obama'. After the interview he was whisked away and even his press people refused any question on his statements about Isreal.
This is what he said...
Putting "Israel's interests first" in the Middle East would be the most important change, he said. "Zionists who have controlled American policy for decades" will lose much clout in an Obama administration, he said. "The change that Obama promises is not limited to what we do in America itself. It is a change of the way America looks at the world and its place in it," Jackson said. "Zionists in America and the Israeli state are going to loose power under Barack Obama. It is not going to be the same old situation of Israel first".
Lame Cherry continues...
"Jesse Jackson in one verse set off a Shahab missile that every American and Israeli Jew heard. Jackson was warning the Jews they were doomed under an Obama administration. The Jewish vote is the key vote in Florida and New York. Jackson by deliberately uttering this was like Bill and Hillary Clinton, speaking in code to Democrats pleading with them not to vote for Obama for the disaster he is. That is pure bravery on Jackson's part and he has paid dearly for this in now being silenced. Jackson is too intelligent and savvy to not have known what he was doing. He deliberately tried to break the Jewish vote from Obama to John McCain."

Through the years we have been watching and listening to Jesse fight for his people, most of the time to such a degree that most found his work to be harmfull to his people by furthering the welfare state.
Now Jesse goes and says this.
Isn't it interesting how politics work. Yes, he could be pisssed that Barry Obama is the Chosen One and he is not, but one has to wonder, even with Colin Powel jumping ship, why in the World would Jesse jump? Is there even more to Obama, that Jesse can't even tell us?

Tax System Explained In Beer

Suppose that every day, ten men go out for beer and the bill for all ten comes to $100.

If they paid their bill the way we pay our taxes, it would go something like this: The first four men (the poorest) would pay nothing.
The fifth would pay $1.
The sixth would pay $3.
The seventh would pay $7.
The eighth would pay $12.
The ninth would pay $18.
The tenth man (the richest) would pay $59.

So, that's what they decided to do. The ten men drank in the bar every day and seemed quite happy with the arrangement, until one day, the owner threw them a curve. 'Since you are all such good customers,' he said, 'I'm going to reduce the cost of your daily beer by $20. 'Drinks for the ten now cost just $80.The group still wanted to pay their bill the way we pay our taxes so the first four men were unaffected. They would still drink for free. But what about the other six men - the paying customers?

How could they divide the $20 windfall so that everyone would get his 'fair share?' They realized that $20 divided by six is $3.33. But if they subtracted that from everybody's share, then the fifth man and the sixth man would each end up being paid to drink his beer. So, the bar owner suggested that it would be fair to reduce each man's bill by roughly the same amount, and he proceeded to work out the amounts each should pay.

And so the fifth man, like the first four, now paid nothing (100% savings).
The sixth now paid $2 instead of $3 (33%savings).
The seventh now pay $5 instead of $7 (28%savings).
The eighth now paid $9 instead of $12 (25% savings).
The ninth now paid $14 instead of $18 ( 22% savings).
The tenth now paid $49 instead of $59 (16% savings).

Each of the six was better off than before. And the first four continued to drink for free. But once outside the restaurant, the men began to compare their savings. 'I only got a dollar out of the $20,' declared the sixth man. He pointed to the tenth man,' but he got $10! ''Yeah, that's right,' exclaimed the fifth man. 'I only saved a dollar, too.. It's unfair that he got ten times more than I! ''That's true!!' shouted the seventh man. 'Why should he get $10 back when I got only two?
The wealthy get all the breaks! ''Wait a minute,' yelled the first four men in unison. 'We didn't get anything at all. The system exploits the poor!

The nine men surrounded the tenth and beat him up. The next night the tenth man didn't show up for drinks, so the nine sat down and had beers without him. But when it came time to pay the bill, they discovered something important. They didn't have enough money between all of them for even half of the bill!

And that, boys and girls, journalists and college professors, is how our tax system works. The people who pay the highest taxes get the most benefit from a tax reduction. Tax them too much, attack them for being wealthy, and they just may not show up anymore. In fact, they might start drinking overseas where the atmosphere is somewhat friendlier.

Andy Harris Gets Standing Ovation At Rotary




Congressional Candidate Andy Harris was once again here in the Salisbury area for another meet and greet, this time at Rotary. Frank Kratovil REFUSED to show up and instead sent Jim Ireton to fill in for him.

Hey, I know, maybe it's me? Maybe Frank Kratovil is afraid to answer any of my questions? Lord knows he rarely shows up at any event I'm at and whenever I show up fr one of his events he's afraid to answer my questions, like the recent Bailout question. Frank Kratovl is afraid of the Eastern Shore.

Nevertheless, Andy Harris received a standing ovation at the end of his speech.

This is the second time in the last several months this list of Senators have disgraced themselves as "political Hacks"...... Unworthy as Senators and certainly unqualified to serve as President of the United States .

If America is as angry as I am, you will realize a backlash so stunning it will literally "rock you out of your panties"......... And preferably totally out of the United States Senate.

The entire immigration bill is a farce... Your action only confirms this really isn't aboutAmerica.....it is about self-serving politics......despicable at best. It has been said:

Question of the Day, Mon 10/20


I don't know how to word this...but since I drive on Rt. 50 in West OC numerous times a day, it's driving me crazy NOT to talk about this:

REPAVING ROUTE 50!!!! Why?!?!? Is America rich? I think NOT!

First of all, there was nothing wrong with the road, no potholes...not even rough-riding. Secondly, why waste all that money and manpower to grind up perfectly good pavement to repave. Thirdly, I watch every few minutes, they're waving another truck to get under the pavement grinder's belt to catch the ground-up pavement...Dump trucks are rolling by my office about every 5 minutes full. Fourthly, what happens to this ground-up pavement once it's taken away in the dump truck?

Furthermore, why in the hell are we wasting this money repaving a highway that doesn't need it? I know the money was already allocated to this project, but can't someone use their brain and say, "Hey, the economy is in the toilet right now. I think Rt. 50 can wait another year or two to get repaved, so why don't we re-allocate this money somewhere that it can be put to better use?"

I would love your opinion on this. I know this project has been happening between Willards and Salisbury on Rt. 50 eastbound too.

The old man's hands trembled, his eyesight was blurred, and his step faltered.

The family ate together at the table. But the elderly grandfather's shaky hands and

Failing sight made eating difficult. Peas rolled off his spoon onto the floor.

When he grasped the glass, milk spilled on the tablecloth.

The son and daughter-in-law became irritated with the mess.
'We must do something about father,' said the son.

'I've had enough of his spilled milk, noisy eating, and food on the floor.'

So the husband and wife set a small table in the corner.

There, Grandfather ate alone while the rest of the family enjoyed dinner.

Since Grandfather had broken a dish or two, his food was served in a wooden bowl.

When the family glanced in Grandfather's direction, sometimes he had a tear in his eye as he sat alone.

Still, the only words the couple had for him were sharp admonitions when he dropped a fork or spilled food.

The four-year-old watched it all in silence.


One evening before supper, the father noticed his son playing with wood scraps on the floor.

He asked the child sweetly, 'What are you making?' Just as sweetly, the boy responded,

'Oh, I am making a little bowl for you and Mama to eat your food in when I grow up.
' The four-year-old smiled and went back to work.

The words so struck the parents so that they were speechless.

Then tears started to stream down their cheeks.

Though no word was spoken, both knew what must be done.

That evening the husband took Grandfather's hand and gently led him back to the family table.

For the remainder of his days he ate every meal with the family. And for some reason,

Neither husband nor wife seemed to care any longer when a fork was dropped, milk spilled, or the tablecloth soiled.

On a positive note, I've learned that, no matter what happens,

How bad it seems today, life does go on, and it will be better tomorrow.

I've learned that you can tell a lot about a person by the way he/she handles four things:

A rainy day, the elderly, lost luggage, and tangled Christmas tree lights.

I've learned that, regardless of your relationship with your parents,

You'll miss them when they're gone from your life.

I've learned that making a 'living' is not the same thing as making a 'life..'

I've learned that life sometimes gives you a second chance.

I've learned that you shouldn't go through life with a catcher's mitt on both hands.

You need to be able to throw something back

I've learned that if you pursue happiness, it will elude you

But, if you focus on your family, your friends, the needs of others,

Your work and doing the very best you can, happiness will find you

I've learned that whenever I decide something with an open heart, I usually make the right decision.

I've learned that even when I have pains, I don't have to be one.

I've learned that every day, you should reach out and touch someone.

People love that human touch -- holding hands, a warm hug, or just a friendly pat on the back.

I've learned that I still have a lot to learn.

Impact Fees - There May Be Something That Salisbury Does Better

Wicomico County is hardly famous as a hotbed of government efficiency and innovation.  Fortunately, county officials have Salisbury to kick around; a city of high taxes, higher crime, and the inability to balance its own checkbook without outside help.

There are two things that Salisbury's administration does do better than Wicomico County's:
  • Salisbury has a zero-based homestead tax credit to protect homeowners from rising assessments.  County assessments are allowed to rise as much as 10% per year.  To even claim that Wicomico County even has a homestead tax credit borders on the ridiculous.
  • The Salisbury City Council provides citizens with the opportunity to download and review the briefing books of each council meeting.  This may not seem like much, but to those concerned with local government, this is a big deal.  Wicomico County doesn't provide this information to citizens online.
Salisbury is now thinking about adopting a measure that would mean that there would be three (3) things that the Salisbury administration does better than its county counterpart - a comprehensive schedule of impact fees.  We can only say that it's about time!   Read More ...
