Obama’s EPA ignores congressional mandate for ethanol in gasoline

The Obama administration on Monday raised the amount of ethanol and other renewable fuels that must be blended into the nation’s gas supply, but the highly anticipated rules still fall far short of congressional mandates and raise new questions about the viability of the controversial Renewable Fuel Standard moving forward.

The Environmental Protection Agency said Monday that 18.11 billion gallons of renewable fuels must be blended into the nation’s gasoline supply in 2016, significantly above the 17.4 billion gallons initially proposed in May.

But that figure is far below the 22.3 billion-gallon target initially laid out by Congress in 2007 legislation.

EPA officials acknowledge their proposal is far below what Congress envisioned nearly a decade ago.

Ben Carson: Absorb Syrian Refugees in Mideast

Republican presidential candidate Ben Carson said Saturday, after visiting a camp for Syrian refugees, that the displaced should be absorbed by Middle Eastern countries, with the international community sending aid and “encouragement” to the host nations.

Carson toured the Azraq camp in northern Jordan under heavy Jordanian security, with journalists barred. Carson’s campaign also limited access, not providing his itinerary and releasing only a short statement after the camp visit.

“Syrians have a reputation as very hard working, determined people, which should only enhance the overall economic health of the neighboring Arab countries that accept and integrate them into the general population,” he was quoted as saying. “There is much beauty in Syria and I suspect that many displaced Syrians will return there when peace is restored,” he added.

Overwhelmed host countries, particularly Lebanon and Jordan, have balked at the idea of longer-term integration of refugees. They have complained that they are carrying an unfair burden while the international community’s support has fallen short.

An aid appeal of $4.5 billion for refugees in host countries in 2015 is only about half funded.

Gold Alert Issued for Missing Bridgeville Man

Bridgeville - The Delaware State Police are issuing a Gold Alert for Michael C. Monzo 2nd of Bridgeville who was last heard from on Friday November 27, 2015.

Michael is a white male, 24 years of age, 5'11” tall, 155 lbs., brown hair and blue eyes.

Troopers have been unable to make contact with Michael to check on his welfare. Attempts to locate him have been unsuccessful and there is a real concern for his safety and welfare. He may be operating a dark blue 2002 Chevrolet Blazer with Maryland registration GBW5167 and may be in the Seaford. He also has an active warrant for his arrest stemming from a burglary and theft of a firearm that occurred today, Monday November 30, 2015, from his parents residence located in the 7000 block of Ray Road, Bridgeville.

Officers Seized an illegally harvested nine-point buck
Natural Resources Police officers charged deer poachers and rescued a lost hunter during the opening weekend of firearm deer season.
A Hagerstown deer hunter was rescued by Maryland Natural Resources Police officers on Saturday, the first day of modern firearms season, after he became lost in the Indian Springs Wildlife Management Area.
Robert Lee Winters Jr., 66, called Washington County’s 911 dispatch center late in the afternoon when he could not find his way back to his vehicle.
Dispatchers relayed the GPS coordinates from Winters’ cell phone to officers working the area with a deputy sheriff. When the coordinates did not lead them to Winters, officers called the hunter and told him to fire a single shot in the air.
A short time later, the rescuers found Winters unharmed in the area between Catholic Church Road and the AT&T tower access road off Hanging Rock Road.

On the first day of the two-week firearms season—Maryland’s most popular deer season—officers issued 30 citations and 39 warnings, and seized three deer during statewide enforcement efforts. They checked 141 hunters. One hunter in Charles County was injured when his muzzleloader mafunctioned.
An Allegany man was issued citations for multiple hunting violations and the nine-point buck he shot was seized after a citizen reported hearing gunfire near his house on Saturday morning.
William Charles Kinser, 62, of Oldtown, was charged with hunting from a vehicle, possessing a loaded weapon in a vehicle and shooting from a road.
When stopped by officers, Kinser admitted he was scouting hunting locations on Mertens Avenue in Green Ridge State Forest when he saw the buck, rolled down the vehicle window and shot it with his muzzleloader. His cousin, who was not wearing orange, jumped from the vehicle and began dragging the deer to the road without first field tagging it.
Kinser said that he knew his permit to hunt from his vehicle because of a handicap came with the conditions that he could not shoot from a road or from a vehicle that was running.
Officers donated the deer to a family that had been legally trying to hunt that buck when Kinser shot it.
Kinser is scheduled to appear in Allegany District Court on Jan. 22. If found guilty of all three charges, he could be fined as much as $4,500.

Shortly after 6:30 p.m. Saturday, a Charles County man was the victim of a hunting accident when his muzzleloader exploded and caused substantial injury to his left hand. The victim was deer hunting in the woods behind his house.
Daniel Patrick Rice, 34, Port Tobacco was flown to the University of Maryland Shock Trauma Center in Baltimore for non-life threatening injuries. No foul play was suspected and no charges will be filed.

On Sunday, officers in Garrett County charged three people with multiple hunting violations occurring after dark in Grantsville.
Acting on tips and complaints, officers targeted a field off Durst Road. At about 8 p.m., a southbound vehicle slowed almost to a stop and used its headlights to sweep the field. After it made a U-turn, officers stopped the vehicle and noticed two rifles on the front passenger seat. The firearms, ammunition and a spotlight were seized.
Travis James Spiker, 27, of Grantsville, was charged with hunting from a vehicle, having a loaded weapon in a vehicle, hunting at night and casting rays with an implement (jacklighting). He received a warning for having an open container of alcohol in the vehicle.
Spiker is scheduled to appear in Garrett District Court on April 6. If convicted of all charges, he could be fined a maximum of $6,000.

Also on Sunday night in the same location, officers issued three citations each to Alex Wayne Baker, 22, and Jessica Blair Baker, 30, both of Grantsville, for illegal hunting.
A vehicle was observed on Durst Road with a flashlight beam sweeping the field on either side of the road. When officers searched the vehicle, they found a rifle, a flashlight and ammunition.
Each person was charged with hunting from a vehicle, hunting deer at night and casting rays with an implement (jacklighting).
The Bakers are due in Garrett District Court on March 3. If found guilty of all charges, each could be fined as much as $4,500.

French Ambassador: Armed Citizens Defend Selves 'Only in the Movies'

Armed citizens are able to defend themselves "only in the movies," French Ambassador to the United States Gerard Araud said this week, striking back at GOP front-runner Donald Trump's contention that it is important for people to arm themselves.

Further, he told Fox News' "Special Report" that he sent a tweet to Trump calling him a "vulture" after the Nov. 13 attacks in Paris, when a tweet reappeared on the candidate's Twitter page that was posted in January after the Charlie Hebdo attacks, reports Breitbart.

“It was a theater, a theater hall," Araud told Special Report. "Imagine a theater hall and suddenly people enter with machine guns and are really killing people … It is only in the movies someone is using his gun to defend himself.”

Trump's initial repeated tweet, "Isn't it interesting that the tragedy in Paris took place in one of the toughest gun control countries in the world?” was quickly taken down and replaced with another that said "My prayers are with the victims and hostages in the horrible Paris attacks. May God be with you all."

WASHINGTON (WJZ) — The Maryland man who spent five years locked away in a Cuban prison is speaking about the experience in his first interview since being released.

Tracey Leong has the details of his last moments as a prisoner and his hopes for freedom.

It has been nearly a year since Alan Gross was released from a Cuban prison. Sunday night on 60 Minutes, he told Scott Pelley how he was able to survive in captivity.

“I said to myself, `Where the hell are they?'” he said. “`Where are they?'”

Christian College President Tells His Students: 'You're Self-Absorbed and Narcissistic'

The president of a Christian liberal-arts university wrote a scathing letter about students on campus who complain about perceived injustices and insensitivities – scolding them for being "self-absorbed and narcissistic" and declaring: "This is not a day care."

Oklahoma Wesleyan University head, Everett Piper, in a letter posted on the school's website, argues today's culture is teaching young people "any time their feelings are hurt, they are the victims."

The stern lecture was prompted by one student who complained a university chapel service made him feel "victimized" by a sermon on love that "made him feel bad for not showing love," Piper explains.

"Our culture has actually taught our kids to be this self-absorbed and narcissistic," he writes.

"I have a message for this young man and all others who care to listen. That feeling of discomfort you have after listening to a sermon is called a conscience…"

Karl Rove Moves to Bankroll Ben Carson

Republican strategist Karl Rove may be moving to help bankroll Ben Carson in the presidential race.

Reports say Rove helped to set up a meeting between Carson's campaign and billionaire Steve Wynn, but additional details were not immediately clear. Wynn, who owns casinos and hotels across the country, has contributed a combined $30,000 to political action committees associated with New Jersey Gov. Chris Christie in this election cycle.

Ben Carson presently ranks fourth in the Washington Examiner's power rankings.

Wynn is munificent when it comes to campaign contributions, and he rarely discriminates between parties. Federal Election Commission filings indicate Wynn has made multiple contributions to both of his state's U.S. senators, Senate Minority Leader Harry Reid, D-Nev., and Sen. Dean Heller, R-Nev., as well as a range of officials across the country.

Black Pastor: ‘Blaming White Privilege Is Toxic to Actual Advancement’

WASHINGTON, D.C. – In a recently published article about racial unrest at the University of Missouri, the Rev. Harry R. Jackson Jr., gave an honest assessment of the concept of “white privilege.”

Jackson, a black man who serves as senior pastor at Hope Christian Church in Washington, D.C., believes that “white privilege” exists. But he also believes that many black people, and well-meaning white people, are wasting their time focusing on the topic.

“The people – white and black – who are shining the light on white privilege must understand that focusing on it will, in and of itself, bring no measureable improvement to the lives of black people or other minorities, “ Jackson wrote.

“Our real focus should be upon how people of every race can set and achieve their personal goals. My grandfather grew up in a level of material poverty that is virtually unknown in our country today.

“Early on he did not have indoor plumbing and only a grade-school education. He did not rise above this situation and make a better life for our entire family by bemoaning the advantages that white people had. He focused wholeheartedly on what he could control, not on how other people thought about him.”

Hard work and social stability are the only reliable tickets to social advancement, for blacks or other minorities, he wrote.

“If blacks and Latinos wish for more than superficial gestures and condescending lip service, they must understand that blaming white privilege is toxic to actual advancement.

7th Grader Calls School Board ‘Liars’ Over ‘God Is Myth’ Lesson Cover-up

KATY, Texas – While the adults running the Katy, Texas school district are trying to move on from their botched cover-up involving a controversial classroom lesson, a 12-year-old student isn’t letting them.

West Memorial Junior High 7th grader Jordan Wooley appeared before the Katy ISD school board Monday and called them “liars” over their role in the handling of a lesson in which students were to say God was “a myth,” or take a failing grade.

“You tried to cover up the incident. You tried to twist your words to where it was hard to find the truth,” Jordan said from the podium, Fox 26 reports.

“You called me a liar without using the word liar.”

“If anything has been said that was wrong it was your words, not mine,” Wooley said. “You lied about saying the assignment was not graded, although it originally was, until the principal changed it.”

She told the board she was told to kill herself and called words “I’m not allowed to say.”

“I’m not asking for much, all I’m asking for is the truth and an apology for lying,” she said.

Jordan was cut off mid-sentence after one minute and 45 seconds and was not able to complete her statement, according to parent activist Alice Linehan.

“She was strong yet respectful and received a standing ovation,” Linehan says.

Not so tough now! ISIS fighter cries like a baby after being captured by Kurdish forces

Dramatic footage has emerged online showing a suspected ISIS fighter crying after he was taken prisoner by Kurdish forces in Iraq.

The prisoner does not appear to have any noticeable injuries as he seats in the back of the armoured truck.

Much to the amusement of the Kurdish forces, the prisoner cries and moans loudly as he waits to be taken away.

Dressed in civilian clothing, the prisoner appears to have had his hands bound behind his back and his eyes covered with a makeshift blindfold.

His painful wailing noises gain no sympathy from his captors, thought to be members of the Kurdish Peshmerga.

Paying To Be Invaded

Over 90 percent of Middle Eastern refugees are on food stamps; 70 percent receive cash assistance from government

Tens of millions of Americans are getting to the point where they feel like strangers in their own country, thanks to the Obama administration's incessant importation of as many third-world migrants as the president can possibly stuff into the country.

That is principally why many of them are backing billionaire businessman Donald Trump, and why he has remained the leading contender for the Republican presidential nomination, and why he continues to out-poll the Democratic presidential front-runner Hillary Clinton (and nearly a half-dozen other current GOP contenders).

So it is no secret why consistent majorities of Americans are opposed to mass immigration, as well as President Obama's plan to resettle as many as 10,000 Syrian "refugees" in the U.S. Indeed, many Americans are beginning to feel as though their country is under invasion, from refugees to those streaming over the Southwest border.

What is even more galling to many is that they are essentially paying to be invaded.

While it's not necessarily uncommon for a high percentage of new arrivals to the U.S. to be immediately eligible for generous benefits, compliments of the U.S. taxpayer, Middle Eastern arrivals are among the greatest benefactors, receiving welfare at much higher than normal rates. And this comes as Obama attempts to shame Republicans and Americans who disagree with his resettlement policies into allowing him to import even more Syrian migrants.

Salisbury Welding Students Make Artificial Reef Contribution

OCEAN CITY — While the Ocean City Reef Foundation continues one of its most prolific times ever, with tons of material going down on the vast network of artificial reefs off the coast of the resort, it continues to get a major contribution from an unlikely source.

For about six years, Parkside High welding instructor Biazzio “Bill” Giordano has had his students making large steel structures for the Ocean City Reef Foundation to submerge on the growing network of artificial reefs off the coast. The latest batch was recently deployed on the artificial reefs last week as part of a larger major undertaking by the foundation.

The first new truckloads of pre-cast concrete pipe recently arrived at the foundation’s staging area in West Ocean City for future deployment on the reef network. The tons of concrete pipe will be transported to the offshore sites by the 100-foot-plus “Iron Lady,” out of Salisbury, which recently conducted another major project for the Ocean City Reef Foundation.

The “Iron Lady” earlier this month dismantled the old “New Hope,” which for years had foundered along the bulkhead at the commercial harbor in West Ocean City. What could be salvaged of the “New Hope” was transported offshore and sunk over the Captain Bob Gower Reef about eight miles offshore.

'Horrendous Adverse Effects' of HPV Vaccines Finally Coming to Light

A woman is suing the Irish government to compel it to withdraw the license for Merck's Gardasil brand HPV vaccine, alleging that her daughter suffered "horrendous adverse effects" after receiving the vaccine as recommended under the Irish school vaccination program.

HPV refers to a large family of viruses, some of which can lead to cervical cancer, others of which can lead to warts, and many of which are harmless. Most HPV infections clear up on their own. Gardasil is a vaccine designed to prevent infection with two strains of HPV believed to be responsible for 70 percent of cervical cancer cases. Another HPV vaccine, GlaxoSmithKline's Cervarix, protects against those two strains as well as against two strains that cause 90 percent of genital warts.

The lawsuit was brought by Irish nurse Fiona Kirby, a member of the parental support group, Reaction and Effects of Gardasil Resulting in Extreme Trauma (REGRET). She is asking for the court to rescind Gardasil's license for use in Ireland. She is also asking the court to issue an order preventing the Health Products Regulatory Agency (HPRA) from including Gardasil in any Irish vaccination programs.

Gardasil was added to Ireland's school vaccination program in 2010, recommended for girls aged 11 to 16.

According to REGRET, approximately 100 Irish girls have reported illness following Gardasil vaccination since that time. Kirby's lawsuit claims that her daughter developed severe flu-like symptoms within 24 hours of her first Gardasil shot in October 2011. The symptoms cleared up, but then returned after her daughter received the second dose. For this reason, Kirby did not give her daughter the third dose.

But following the second dose, Kirby says, her daughter suffered from severe nausea and fatigue leading to weight loss, muscle wasting and missed school. Kirby's daughter was also hospitalized for bilateral pneumonia in March 2012. She is now disabled and needs permanent care.

Although many governments recommend that girls as young as 9 receive the Gardasil vaccine, there are in fact no tests of the drug's effectiveness on girls under age 15. And according to a 2009 article in the New England Journal of Medicine, the vaccines have not yet been proved effective against HPV in the long-term, and have never been shown to actually reduce cancer rates.

Volunteer Project Needs Help Getting a Wreath for Every Grave at Arlington Cemetery

This Christmas, thousand of graves at Arlington National Cemetery could be left bare as donations to place wreaths at the headstones dry up.

Wreaths Across America, a donation-based organization, places 700,000 wreaths at cemeteries nationwide, including 230,000 at the Arlington cemetery alone.

The volunteer organization, which receives no money from the government, is responsible for raising $3.45 million year to accomplish this goal, which grows every year as more fallen warriors are buried.

As of Wednesday night, the group was $450,000 short of reaching its goal, which equates to about 30,000 wreaths.

C.J. Pearson, Conservative Black Teen, Breaks Away From GOP

The 13-year-old who made waves online with his conservative videos criticizing President Obama and others is now saying he no longer affiliates himself with the Republican party.

C.J. Pearson told CNN on Friday that he could no longer be a mouthpiece for conservatism due to issues he saw with the GOP’s viewpoints on racial and gender disparity and youth issues.

“I was tired of being a champion of a party that turned a blind eye to racial discrimination. Tired of being a champion of any cause that denies equal rights to every American. Tired of being a champion of a party that doesn’t care about the issues important to young people,” C.J. wrote in an email to CNN.

“My generation is one of the most politically diverse ever, and I’ll continue to be a voice but one that looks at issues objectively,” he said. “My views on the issues aren’t going to be dictated by one political platform or another.”

Suspect: Pierre C. Whittington, 33, Crisfield, MD

Narrative: On 23 November 2015 at 9:34 AM a deputy attempted to stop a vehicle that would be found to be operated by Pierre Whittington of Crisfield on U.S. 13 for following a vehicle too closely. Instead of stopping, Whittington exited onto westbound Rt. 50 Business and heading back towards Salisbury while increasing speed and at times going around other drivers on the shoulder in an attempt to elude the deputy in pursuit. Whittington drove into the Food Lion shopping center while still trying to elude the deputy, hitting speed bumps at speeds approaching 40 mph. Whittington drove to the rear of the shopping center where he exited his vehicle and attempted to continue his flight on foot.

Whittington was apprehended in the 200 block of Phillip Morris Drive by other responding officers.

It was discovered that Whittington’s license had been suspended by the State of Maryland.

Whittington was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Whittington in the Detention Center in lieu of $10,000.00 bond.

Incident: Driving Under the Influence of Alcohol

Date of Incident: 24 November 2015

Location: Wicomico County

Suspect: Brian Christopher McGinty, 49, Salisbury, MD (no photo available)
                                 
Narrative: On 24 November 2015 at 2:56 PM, a deputy was conducting speed enforcement on Snow Hill Road when that deputy motioned for a vehicle operated by Brian McGinty to pull to the shoulder after utilizing radar to determine that McGinty was exceeding the speed limit. Instead of pulling to the side of the road, McGinty slowed as the deputy made repeated gestures for McGinty to pull to the shoulder. McGinty then continued east on Snow Hill Road without stopping.

The deputy located McGinty in the 30000 block of Dixon Road where he made contact with him. The deputy detected a strong odor of an alcoholic beverage and other indicators that suggested that McGinty was under the influence of alcohol. The deputy administered sobriety testing which McGinty performed poorly on, after which the deputy placed McGinty under arrest for DUI.

The deputy also observed that McGinty was transporting a child in the vehicle at the time of the stop.

The deputy released McGinty upon the issuance of citations pending a future court date.

Suspect: Bryan E. Reynolds Sr., 56, Salisbury, MD
                                 
Narrative: On 24 November 2015 at 8:58 PM a deputy responded to a reported domestic related assault in the 1000 block of Grant Avenue in Salisbury. During the ensuing investigation, the deputy met with a female victim who stated that Reynolds charged at her with a knife during an altercation before dropping the knife and punching her in the face. While on scene the deputy observed signs of injury that corroborated the victim’s account.

The deputy placed Reynolds under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Reynolds in the Detention Center in lieu of $75,000.00 bond.

Suspect: Earl Donaldson Jr., 35, Salisbury, MD

Narrative: On 25 November 2015 at 11:18 PM a deputy stopped a vehicle operate by Earl Donaldson for a stop sign violation at the intersection of West Road and Seminole Boulevard. During the encounter, the deputy detected a strong odor of an alcoholic beverage emanating from Donaldson. That, along with other physical indicators prompted the deputy to initiate sobriety testing. Following the administration of those tests, the deputy placed Donaldson under arrest for DUI.

The deputy attempted to place Donaldson into the patrol vehicle for transport to the Sheriff’s Office at which time he became uncooperative, refusing to sit in the vehicle and at one point kicked the deputy. Upon the arrival of a patrol car equipped with a prisoner transport cage, Donaldson’s continued his lack of cooperation forcing officers to have to carry him to the transport vehicle. During the struggle to place Donaldson into the vehicle, he spit on a trooper who had arrived to assist.

The deputy also discovered that Donaldson’s license to drive a motor vehicle had been suspended by the State of Maryland.

Donaldson was eventually placed into the vehicle and would be transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Donaldson in the Detention Center in lieu of $30,000.00 bond.

ARMY CHAPLAINS TO REMOVE ‘CONQUER’ FROM 102-YEAR-OLD MOTTO BECAUSE IT IS OFFENSIVE TO MUSLIMS

Australian Army chaplains have had the motto on their hat badges since 1913

THE Australian Army is removing the motto “In this sign conquer” from the 102-year-old hat badges of army chaplains because it is offensive to Muslims.

The move comes after an imam approved by the Grand Mufti was appointed to join the ­Religious Advisory Committee to the Services in June.

Australian Army chaplains have had the motto on their hat badges since 1913.

A Defence spokeswoman last night denied the motto was being changed because it was associated with the Crusades, when Christian armies fought Muslims in the Holy Land during the Middle Ages.

“The motto of the Australian Army Chaplains is being changed to better reflect the diversity of religion throughout the Australian Army,” she said.

Truth vs. What Media and Others Want You to Hear

Much of the media and Democratic Party obsess about narratives. It is not enough for reporters to report facts, data, and events. They must all be shaped into story-telling elements to tell a larger story or narrative. This approach has become common among both the press and politicians. The Obama Administration, in particular, has become obsessed with narratives at the expense of our national security.

Saadiq Long is one data point in the quest for narratives. In 2013, liberal journalists wove the facts of Saadiq Long into the greater narrative that the United States was still an oppressive regime under Barack Obama. The "no fly list" was but one example, and Saadiq Long was on the no fly list. The cause of Saadiq Long was championed by MSNBC, Glenn Greenwald, Mother Jones magazine, and more.

As Patrick Poole at PJ Media reported last week, back in 2013, Saadiq Long wanted to return to his native Oklahoma to visit his ailing mother. Long had moved to Qatar and could not get home because he was on the "no fly list." The media pressure eventually led the Obama Administration to remove Long from the "no fly list," but he was eventually added back. Last week, Long was arrested in Turkey as part of an ISIS cell.

Long will be scrubbed from the record, as his story no longer fits the narrative the media has wanted to tell the American public. The Obama Administration also has a narrative it wants to tell the American public. After the President took personal credit for killing Osama Bin Laden, the Obama Administration insisted to everyone that we would have peace in our time.

President Obama and a compliant press then insisted we pay no attention to increasing terrorist attacks in the Middle East. The President insisted we pay no attention to Iranian rhetoric and actions as he struck a deal with Iran to further guarantee peace in our time. But all the while, a growing threat called ISIS began to cast a shadow on the Middle East.

UNICEF: Teen AIDS deaths tripled since 2000

The number of adolescent deaths from AIDS has tripled in the last 15 years despite efforts to curb infections, with the majority of cases reported in sub-Sahara Africa, the United Nations Children's Fund announced Friday.

The UNICEF study found that 26 adolescents are infected every hour, and only one in 10 adolescents in sub-Saharan Africa is tested for HIV.

Girls in the region are disproportionately affected, accounting for 7 of 10 new infections among 15-19 year-olds, the study found.

"It is critical that young people who are HIV-positive have access to treatment, care and support," Craig McClure, head of UNICEF's global HIV/AIDS programs, said at a conference in Johannesburg, South Africa, where the report was released.

End Of Medicare Bonuses Will Cut Pay To Primary Care Doctors

Many primary care practitioners will be a little poorer next year because of the expiration of a health law program that has been paying them a 10 percent bonus for caring for Medicare patients. Some say the loss may trickle down to the patients, who could have a harder time finding a doctor or have to wait longer for appointments. But others say the program has had little impact on their practices, if they were aware of it at all.

The incentive program began in 2011 and was designed to address disparities in Medicare reimbursements between primary care physicians and specialists. It distributed $664 million in bonuses in 2012, the most recent year that figures are available, to roughly 170,000 primary care practitioners, awarding each an average of $3,938, according to a 2014 report by the Medicare Payment Advisory Commission.

Although that may sound like a small adjustment, it can be important to a primary care practice, says Dr. Wanda Filer, president of the American Academy of Family Physicians. "It's not so much about the salary as it's about the practice expense," she explains. "Family medicine runs on very small margins, and sometimes on negative margins if they're paying for electronic health records, for example. Every few thousand makes a difference."

Mayor Had ‘Detailed List of Paris Terrorists’ 1 Month Prior to Attacks

As the aftermath of the Paris tragedy unfolds, it has come to light that Belgian authorities were given a detailed list of suspected terrorists – including the mastermind of the attacks – a month before the atrocity took place.

However, the mayor of the Molenbeek district of Brussels, notorious for harboring jihadists, believes it was not her responsibility to follow up on the information, according to a report by the New York Times.

“What was I supposed to do about them? It is not my job to track possible terrorists,” Francoise Schepmans said in an interview with the paper, adding that these things are “the responsibility of the federal police.”

It is alleged that the mayor had the addresses and names of over 80 suspected militants. The list was based on information from Belgium’s security services, and included both the mastermind of the operation, Abdelhamid Abaaoud, and the two brothers, Salah and Brahim Abdeslam, who participated in the November 13 attacks.

Abaaoud was a Molenbeek resident who had left to fight alongside Islamic State (IS/ISIS, formerly ISIL) in the Syrian jihad in early 2014. He was killed in a police raid in Saint-Denis last week, after taking the lives of 130 people in the Paris attacks.

'Dancing Cop' Fired for Protesting Dunkin Donuts Worker's #BlackLivesMatter Message

For more than 30 years, retired Officer Tony Lepore has brought good cheer to the city of Providence with the famous dance moves he'd perform while directing holiday traffic.

But he was turned down for the job this season because he protested a Dunkin Donuts restaurant whose employee had written #BlackLivesMatter on a cop's coffee cup.

Tyson Fury ends Wladimir Klitschko's heavyweight reign

DUESSELDORF, Germany (AP) -- Tyson Fury defeated Wladimir Klitschko by unanimous decision Saturday to end the Ukrainian's 9 1/2-year reign as heavyweight champion and fulfill his father's prophesy from the day he was born.

Born three months early and weighing just one pound (.45 kg), Fury wasn't given much chance to live, but John Fury told doctors it was his destiny to live and become heavyweight champion of the world. He named the second of his six sons Tyson, after Mike Tyson.

NY Times: White House Hindering Investigations, Withholding Records

The Obama administration is threatening to roll back more than 30 years of policy that has allowed government watchdogs access to records in order to conduct internal investigations, The New York Times reports.

"It’s the complete evisceration of the concept. You might as well fold them down, Paul Light, a New York University professor who has studied the system told the Times. "They’ve become de-fanged."

At least two government investigations have either been slowed or shut down because the White House has withheld records, the Times reports.

“This is by far the most aggressive assault on the inspector general concept since the beginning,” said Light, and Peace Corps inspector general Kathy Buller said it "runs against transparency."

The new rules come from a dispute within the Justice Department after its former inspector general, Glenn Fine, gave a series of reports on FBI abuses. After that, FBI attorneys said that he could no longer have access to their confidential records.

White House Thanksgiving Fence Jumper Is a ‘Young American That Wanted to Deliver a Message of Change’: Attorney

WASHINGTON (AP) — A college student who jumped over the White House fence while draped in an American flag was committing civil disobedience and had no plans to harm himself or others, his attorney said Sunday.

Joseph Caputo, 22, of Stamford, Connecticut, was carrying a binder with “a rewritten Constitution” when he scaled the fence on Thursday, prompting a lockdown while President Barack Obama celebrated Thanksgiving with his family, attorney Stephan Seeger said. Caputo was the first person to jump over the White House fence since the Secret Service installed additional metal spikes earlier this year in response to a series of security breaches.

Seeger said his client was different from previous fence jumpers, including a man who was armed with a knife and got deep inside the executive mansion before being arrested.
