Malcolm X Assassin Is Freed On Parole In NYC
NEW YORK - The only man to admit shooting Malcolm X was freed on parole Tuesday, 45 years after he assassinated the civil rights leader.
Thomas Hagan, the last man still serving time in the 1965 killing, was freed from a Manhattan prison where he spent two days a week under a work-release program, state Department of Correctional Services spokeswoman Linda Foglia said.
Hagan, 69, has said he was one of three gunmen who shot Malcolm X as he began a speech at Harlem's Audubon Ballroom on Feb. 21, 1965. But Hagan has said the two men convicted with him were not involved.

MWAA, which is managing the Silver Line project, is objecting to costs, and Maryland's cuts to capital spending could imperil the needed commissioning facility at Greenbelt. If Metro can't buy and commission new cars, the Silver Line might not be able to open in 2013.

A Comment Worthy Of A Post
First and foremost, prayers go out to this family and the children. Thank god they were protected by Jesus. Second of all, amongst all of the chaos last night. My daughter inlaw was in the emergency room. I believe it was almost 2 a.m. in the morning. I noticed 2 men in blue uniforms later being told they were salisbury ems keep entering the emergency room time after time with several different patients.The nurse explained how it was one of the childrens birthday. The same 2 gentlemen at about 2 a.m. the pulled up to the doors and unloaded what looked to be an ambulance full of toys and gifts for the 3 little boys who had sufferred apparent burns from the explosion. I asked the nurse to find out there names so that they could somehow be recognized however she was not sure. The 2 men walked in with tons of gifts and then quietly made an exit before even speaking with the parents of the victims. I just thought this was such a great example of passion to help others without recognition. Kudos to all involved in the rescue efforts and to those 2 unsung hero's who made that childs birthday better then what it could have been.

UPDATE: DUMP TRUCK CRASHES INTO BUILDING IN OCEAN CITY
Officers arrived at the scene and determined that a commercial dump truck had actually struck a car that was stopped for a red light on the southbound side of Coastal Highway at 65th Street. The car (4-door Honda Accord) was forced into the intersection after which the dump truck careened to the left of the intersection and proceeded south on the northbound side of Coastal Highway, eventually driving over the sidewalk and into the bottom floor of the Sand Pebble Condominium before coming to a stop. The dump truck did not strike any vehicles traveling in the northbound lanes of Coastal Highway.
The driver of the dump truck, identified as an 80-year-old male, (name is not being released at this time), was trapped in the truck and had to be rescued by Ocean City Fire Department personnel. He was transported to Peninsula Regional Medical Center for treatment of unknown non-life threatening injuries. The driver of the Honda Accord, identified as an 82-year-old woman (name is not being released at this time), was examined at the scene by OC Paramedics, however, did not require any treatment. Some individual units at the Sand Pebble Condominium were occupied at the time of the crash, however, the units struck were unoccupied.
The crash is being investigated by members of the Ocean City Police Traffic Safety Unit. Preliminary investigation has revealed the driver of the dump truck may have suffered from a medical condition, which caused him to lose consciousness and subsequent control of the truck. No charges have been filed at this time.
The Ocean City Building Inspector is at the scene at the Sand Pebble Condominium assessing the structural integrity of the building.
SUNS SCORE LATE AND BLANK SHOREBIRDS, 5-0
Hagerstown, MD – The Hagerstown Suns plated five runs in the bottom of the eighth inning and went onto defeat the Shorebirds 5-0 in the finale at Municipal Stadium. Jesse Beal faced only one batter over the minimum through seven innings.
Destin Hood jump started the eighth inning with a double. J.P. Ramirez then knocked a base hit up the middle to plate the first run of the game. Marcus Jones then doubled to put runners at second and third. Sandy Leon followed with a single into shallow right to give the Suns a 2-0 lead. Later in the inning, Sean Nicol knocked a two-run single up the middle to give the Suns a 5-0 lead.
Wanel Vazquez earned the win in two flawless innings of relief. Jesse Beal was tagged with the loss.
The Shorebirds offense managed just two hits.
The Shorebirds play the Asheville Tourists on Wednesday night at 7:05 p.m.
State Police Searching For Missing Person At The Indian River Inlet Bridge
Date of Occurrence: Tuesday April 27, 2010 at 0900 hours
Missing Person: Joel Thompson, 48, Lewes,
White male, 5’08”, 161 lbs
Resume:
Delaware State Police along with the Department of Natural Resources and Environmental Control Marine Unit and the U.S. Cost Guard are currently searching for a missing person.
Thompson had left his home last night to fish off the bulkheads at the base of the Indian River Inlet Bridge. When he didn’t return home this morning family members call state police.
Troopers found Thompson’s Toyota Tacoma pickup truck parked in the parking lot at the bridge. He was last seen when he left his home last evening at 11 p.m.
A search is currently under way.
Fatal Crash West Of Lewes

John W. Mills, III, 58, Denton, MD operating a 2006 PeterBuilt dump truck
Resume:
Delaware State Police are investigating a two vehicle crash that killed a Lewes woman.
The crash happened today at approximately 9 a.m. when Mills was operating a dump truck westbound on John J. Williams Hwy, SR 24, just east of Mulberry Knoll Road at the same time Daddona was approaching from the opposite direction. For an unknown reason Daddona’s Chevrolet Cavalier went out of control and began to spin counterclockwise into the westbound land, exposing the passenger side to the oncoming dump truck. The dump truck struck the right driver’s side of the Cavalier resulting in a collision.
Daddona was pronounced dead at the scene as a result of massive blunt force trauma. Mills was transported to Beebe Hospital in Lewes for observation but had no reported injuries.
Both operators were wearing their seatbelts at the time of the crash. The investigation is still on going. No charges have been filed.
The roadway was closed for approximately 3 hours.

I was hoping you could put this on your website. My wife and I found the cutest little poodle-looking dog wandering around our yard this afternoon. She doesn't have any tags or ID. She looks like she's been out in the weather for a while, so we've bathed her and given her some food. We live in the area of Ontario & Atlantic Avenues.
I don't want to send her to the Humane Society just yet since you seem to have pretty good success getting pet owners reunited with their pets. I took this picture of the dog with my wife. Can you help out and see if one of your readers knows someone missing a dog?

The owner of the dog you put up on Sunday has been found. My friend put a post up on WBOC too and the lady contacted her from there. funny thing is, the lady had placed another classified with WBOC for another lost dog (a rottie). So she has 2 lost dogs for over 2 weeks!

Incident: Motor Vehicle Theft / Resisting Arrest
Date of Incident: 26 April 2010
Location: Boundary Street, Salisbury, MD
Suspect: Dennis F. Williams, 41, No Fixed Address
Narrative: On 22 April 2010 a deputy from the Wicomico County Sheriff’s Office began an investigation into the theft of a van from a local construction company. On 26 April 2010 at 3:48 PM, a tipster contacted the Sheriff’s Office and advised the stolen van had just pulled onto the lot of Delmarva Recycling on Boundary Street in Salisbury. Sheriff’s Deputies and State Troopers responded to the area and located a van that matched the description of the stolen one but had recently had the company name on the side obliterated. Law Enforcement personnel verified it was the stolen van and observed a subject later identified as Dennis Williams unloading car batteries from its rear. Upon the approach of law enforcement Williams attempted to flee on foot but was apprehended after a chase through an adjacent building.
Upon apprehension it was discovered that the used batteries being unloaded by Williams had just been stolen from a local auto parts store in Salisbury and were going to be recycled for cash by Williams. Also discovered on the van were Maryland registration plates that had been recently stolen from a pick -up truck while parked in the Fruitland area. When the owner of the van arrived, it was also discovered that Williams had removed the roof top ladder rack and inside shelving units from the van.
Williams was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Williams on $50,000.00 bond.

Ocean City Volunteer Fire Co. Auction
I'm sure you've heard of the upcoming building project for the new fire station on Keyser Point Road in West Ocean City. Our plan is to build a multi-million dollar station to keep up with the demands and needs of the public. This is a huge undertaking on the part of the volunteers.
Since we are demolishing the old station, we're having an auction on Saturday, May 8th to raise funds for the project. Included will be most items from the station, generators, pumps, garage items, and appliances. We certainly would appreciate any assistance you can provide regarding advertising for this event. The inspection begins at 8 AM, and the auction starts at 10.

Kenny Beck Sends A Message On The Loss Of Dawn Mitchell
I just got off the phone with Kenny Beck, former News Anchor of WMDT 47 News. Kenny asked me to share with everyone here on the Eastern Shore his "sincerest condolences to the Salisbury Community."
Kenny now Anchors a weekend Show and feels horrible that he cannot make it to this weekend's services. He went on to say that he is at a loss for words, it's such a shock.
Like so many of us, Kenny is hurt but went on to say that Dawn's passing has caused him to pick up the phone and call old friends just to say hello.
Tough Brake?
While driving down Rt. 13, the owner of this vehicle felt something was wrong. He had just pulled out of his friends shop after having his brakes done. He pulled into Pohanka to get off the highway and I snapped these photos as he pulled in and ultimately was forced to a stop after his wheel fell off the vehicle.

Sworn To Preserve, Protect And Defend The Constitution
It is estimated that the number of candidates with military records on the 2010 ballot will double compared with just two years ago. With polls showing some voters unhappy with incumbents and nervous about defense and security issues under President Obama, many of the challengers fresh from the ranks are mounting strong challenges in local and state races.
"With each year, the quantity and the quality of the veterans seeking office is increasing," said Pete Hegseth, the executive director of Vets for Freedom, a nonpartisan political action committee that supports candidates who are hawks on national security.
Mr. Hegseth said veterans are getting into the 2010 races for many of the same reasons as other reform-minded candidates.
"Veterans are driven by the same frustrations that the public has with what is happening in Washington … the fiscal irresponsibility and the financial crisis that our country is facing," the 29-year-old Iraq veteran told The Washington Times.
Neither the Republicans nor the Democrats officially track the number of veterans running for Congress, but political action groups estimate as many as 40 Iraq and Afghanistan warriors-turned-politicians are competing in party primaries across the country this year.
The surge of new veteran candidates comes as the number of lawmakers with military service has plummeted. Steadily declining since the end of World War II, there are just 95 Army, Navy, Marine, Air Force and National Guard veterans in the current House of Representatives, a postwar record low of just over 21 percent of the total.
Many such candidates are running as Democrats — including formidable candidates like Rep. Joe Sestak, a retired admiral and the highest-ranking military man ever to serve in Congress, who is locked in a tough Senate battle in Pennsylvania's Democratic primary with incumbent Sen. Arlen Specter.
But most of the veterans seeking office this year are campaigning as conservatives and looking to emerge from crowded Republican primaries — a prospect that hasn't exactly been embraced in some GOP circles.
In Pennsylvania's 12th Congressional District, long held by the now-deceased Democrat John Murtha (himself a vet), retired Army officer and Desert Storm veteran Bill Russell was rebuffed by the Republican Party's state leadership. The leadership chose instead to back millionaire businessman Tim Burns as the handpicked GOP candidate in the May 18 special election to serve the remaining months of Mr. Murtha's term.

SHANIE SHIELDS SHILLS FOR HER LANDLORD AT SALISBURY COUNCIL MEETING
Apparently, sometime during the construction of the building, a City official became suspicious that he was really building a boarding house or rooming home and warned him that would be illegal, but to no avail. At some point he made contact with a firm that wants to use it as a group home of sorts for veterans returning from Iraq and Afghanistan. And the rest is now history.
But the public should consider Ms. Shields’ argument in support of her landlord and the deal he wants to do with the firm mentioned above. That Mr. St. Fleur has disregarded the zoning laws should itself be disregarded because the City failed to stop him from doing so; warning him is not enough in Shanieland. Now, that’s not much, if any, different than a criminal claiming to be innocent because the police did not prevent him from breaking the law.
Ms. Shields is an embarrassing disgrace for the entire City of Salisbury. Besides shamelessly shilling for her for her landlord, she directed her vitriol at the members of the Council who oppose the zoning change, suggesting (without actually stating) that they are racists. You see, the property is in her district and the nearby residents don’t object to the veterans’ home, so “nuff said.”
It’s the latest of many outrageous episodea starring Shanie Shields, who should resign from the Council so that her district and its residents can be represented competently and correctly by someone else.

Hayworth Sees Momentum In Arizona Law
Former Rep. J.D. Hayworth, who planned to submit a petition with 11,000 signatures on Monday to get his name on the ballot for the state's Aug. 24 primary, told The Washington Times' "America's Morning News" radio show on Monday that "the momentum is on my side" in the race.
"Arizonans are telling John McCain, 'Thank you for your service, but it is time to come back home,'" Mr. Hayworth said.
The new law, which Republican Gov. Jan Brewer signed Friday, makes it a state offense to be in the U.S. without authorization. Considered the toughest immigration statute in the country, it has deeply divided Arizona, where opponents of the law have rallied, and where the Associated Press reported that vandals smeared refried beans in the shape of swastikas on the state Capitol's windows.
Criticism has also come from Mexican President Felipe Calderon, who said relations between Arizona and Mexico could suffer, and from President Obama, who said the law is an example of "irresponsibility" by the state. Mr. Obama told administration lawyers to see whether it violated civil rights statutes.
Mr. Hayworth said he strongly backs the new law, and accused Mr. McCain of changing positions. He said the senator, who has called for deploying 3,000 National Guard troops to the border, failed to support the Enforcement First Act Mr. Hayworth proposed in 2005 that included that provision.

For the past few days, while I tried to enjoy the Masters. one of the greatest golf tournaments in the world, all I was entertained with was the Tiger Woods show. As soon as one golfer would hit a tee shot or make a putt, it seemed that the next view would be that of Tiger Woods. Tiger Woods just missing a putt that would have put him in contention with the other golfers. Tiger Woods hooking his drive which showed how his time off had hurt his game. Tiger Woods trying to respect the game. How it seemed that the Tiger was able to put his past transgressions behind him and was able to concentrate on the job at hand. It just kept going on and on about Tiger this and Tiger that.
On the other hand, a little miracle was occurring at the Masters; one golfer just kept smiling. He smiled if he made a good drive, or if he made a bad drive. He smiled if he made a 50 foot putt or missed a 5 foot putt. As he walked between holes, he smiled and shook hands with the crowd. He never cursed a bad stoke or blamed another person for a miss. All he did was smile.
Why would Phil Mickelson be smiling? Here was a man whose wife has breast cancer. Here was a man whose mother has breast cancer. Here is a man who rather than allow his wife and mother to fight this battle by themselves, took time off from the PGA tour to be with them. Here was a man that returned to the game he loved when his wife ordered him to. Here was man, who was so glad for the miracle that was happening as his wife moved closer to a cure, that he rewarded her oncologist by allowing him to be his guest caddy at last weeks golf tournament. This move, which could have cost Mickelson thousands of dollars in purse money, was his gift to a man he knew he could never thank enough for what he had given to him.
During the last round today, Phil's wife was staying in their hotel room since she was still weak from the chemo treatments she is receiving. Phil did not know as he walked up to the 18th tee that his wife would be there. All Phil did was smile. He smiled to the crowds, he smiled to the TV audience, he smiled to God. After his last putt found the bottom of the hole, he hugged his caddy and others and walked towards the scorer's shack. He then gave the biggest smile of the whole four days. He saw his wife, and even in the midst of thousands of people, it seemed that only two where there.
Tomorrow I am going to smile. I am going to smile if it is nice weather or bad. I am going to smile at the driver who honks his horn at me, or the driver who cuts me off. I am going to smile if I get the order or not. And when the day is done, I am going to save my biggest smile for the person who makes me complete. Then I am going to look to the heavens and give thanks for being able to smile.

Father Of 6 Killed After Being Hit By Softball
Well-known custom home builder George Crisp, 55, was pitching in adult softball game when a ball was batted back at him.
"George pitched the ball, the guy hit a line drive toward him, he turned his head to avoid it -- just like you would, tried to put his glove up," said Crisp's friend David Pittman, a pastor at Temple Baptist Church in Herndon, Va. "Didn’t get his glove up in time and it hit him right here, right underneath the ear."

The Campaign Of Intimidation Begins
Arizona Governor Jan Brewer is dismissing the threat of an economic boycott over the new state immigration law she signed last week.Appearing Monday at an Arizona Town Hall in Tucson, Brewer said she doesn't believe the law is "going to have the kind of economic impact that some people think it might."An Arizona congressman urged the Obama administration not to cooperate when illegal immigrants are picked up by local police if a tough new state immigration law survives legal challenges.
U.S. Rep. Raul Grijalva, a Democrat, and civil rights activists spoke on Sunday to thousands of people gathered at the state Capitol and called on President Barack Obama to fight the law, promising to march in the streets and invite arrest by refusing to comply.
"We're going to overturn this unjust and racist law, and then we're going to overturn the power structure that created this unjust, racist law," Grijalva said.
Obama has called the new law "misguided" and instructed the Justice Department to examine it to see if it's legal. It requires police to question people about their immigration status — including asking for identification — if they suspect someone is in the country illegally. Opponents say it would lead to racial profiling because officers would be more likely to ask people who look Hispanic.
Supporters have dismissed concerns about profiling, saying the law prohibits the use of race or nationality as the sole basis for an immigration check. Gov. Jan Brewer, who signed the measure Friday, has ordered state officials to develop a training course for officers to learn what constitutes reasonable suspicion someone is in the U.S. illegally.
State Sen. Russell Pearce, the Mesa Republican who sponsored the legislation, said it's "pretty disappointing" that opponents would call on the federal government to refuse to cooperate with Arizona authorities.
"It's outrageous that these people continue to support law breakers over law keepers," Pearce said Sunday.
Dump Truck Crashes Into Sand Pebbles Condo Bldg In Ocean City
CECIL COUNTY MAN CHARGED WITH MURDER OF GIRLFRIEND
The accused is identified as David A. Barton, 23, of the unit-block of Belvue Lane, North East, Md. He is charged with second degree murder, manslaughter, first degree assault and second degree assault. He will appear before a court commissioner for a bond hearing later tonight.
The victim is identified as Tracy M. Weichert, 23, who was Barton’s girlfriend and lived with him in North East. Weichert died this morning at Christiana Hospital in Delaware.
Maryland State Police at the North East Barracks were called shortly before 6:00 a.m. today by a nurse at Christiana Hospital who said Weichert was in critical condition and may have been the victim of an assault. The nurse said Weichert had been transferred to Christiana from Union Hospital in Elkton last night at about 11:00 p.m.
State Police investigators from the North East Barracks and the Homicide Unit responded to Christiana Hospital and to the victim’s residence. Investigators found Barton at home and asked him to come to the barracks which he did.
The preliminary investigation indicates that sometime between Friday, April 23rd and Sunday, April 25th, the accused and the victim became involved in an altercation at their home, during which the accused assaulted the victim with his hand and/or fist. The accused took the victim to Union Hospital at about 6:00 p.m. yesterday after she complained of abdominal pain.
Investigators determined the accused and victim had been in a relationship for about six years. They had no children. There was no open protective order or documented history of abuse found by investigators at this point in the investigation. The accused is not employed at this time.
The victim’s body has been transported to the medical examiner’s office in Wilmington, Delaware for an autopsy to determine the cause of death. Investigators from the Maryland State Police Homicide Unit, with assistance from investigators in the North East Barracks Criminal Investigation Section, are continuing the investigation.
General Boykin And Major Hasan
Lieberman chairs the Senate’s Homeland Security Committee where Collins is the ranking member. Both senators sharply criticized the administration for its failure to turn over documents on the handling of Major Nidal Hasan. Lieberman and Collins are now issuing subpoenas to enforce their call for the documents.
The Pentagon report on the Fort Hood shootings was a whitewash. It never mentioned radical Islam or noted the religious motivation of the Army psychiatrist who killed fourteen people at Fort Hood in Texas in a shooting rampage last November.

Grassley: GM Didn't Really Pay U.S. Back
Sen. Chuck Grassley is asking Treasury Secretary Tim Geithner to justify those claims. According to the Iowa Republican, GM has repaid its TARP (taxpayer-funded bailout) loans using other TARP funds.
The automaker – which is 61 percent owned by the U.S. and 12 percent owned by Canada -- announced on Wednesday that it has fully repaid the $6.7-billion in loans it received from the U.S. and Canadian governments.
“GM is able to repay the taxpayers in full, with interest, ahead of schedule, because more customers are buying vehicles like the Chevrolet Malibu and Buick LaCrosse we build here in Fairfax,” said GM Chairman Ed Whitacre during a visit to an auto plant in Fairfax, Kansas on Wednesday.
But as the Associated Press reported, GM received a total of $52 billion from the U.S. government and $9.5 billion from the Canadian and Ontario governments as part of its bankruptcy reorganization. The U.S. considered $6.7 billion of the $52 billion as a loan.
In fact, GM still owes $45.3 billion to the U.S. and $8.1 billion to Canada, money it received in exchange for shares in the company. GM said it hopes to repay those amounts with an eventual public stock offering, the AP reported.

The public hearing was standing-room only as residents filled the room to say over and over to the Commissioners that Waller Landing is NOT what they want. Experts testified the numerous ways in which the Waller plan is flawed, totally inconsistent with the County Comprehensive Plan and other legal issues too numerous to mention. Not one person (other than the developer) stood up in favor of this project.
It was truly democracy at its grassroots level. Each person was well-prepared and well-versed on the various ways in which such a mega-project would be detrimental to Hebron, the County, the environment, etc., etc.
Beating a hasty retreat from the hearing was the President of Hebron's Planning Commission and the developers themselves--quickly out the door!
Nationally, 60% Favor Letting Local Police Stop And Verify Immigration Status
Seventy-seven percent (77%) of Republicans support the law along with 62% of voters not affiliated with either major party. Democratic voters are evenly divided on the measure.
At the same time, however, 58% of all voters are at least somewhat concerned that “efforts to identify and deport illegal immigrants will also end up violating the civil rights of some U.S. citizens.” That figure includes 29% who are Very Concerned about possible civil rights violations.
Voter support for empowering local police comes at a time when most voters (56%) believe it is unlikely Congress will take action to gain control of the border.

Obama Orders DOJ To Challenge Arizona Immigration Law
The ink is barely dry on Arizona’s new immigration control law and President Obama has already threatened to take legal action against the measure even though it was adopted from the federal statute that’s rarely enforced.
Amid huge protests and cries of racism from the open-borders movement, Arizona Governor Jan Brewer signed the law (SB1070) that bans “sanctuary city” policies and makes it a state crime to be in the U.S. without proper documentation. Some federal and state lawmakers claim the measure amounts to institutionalized discrimination and abuse that will lead to the arrest of seniors, kids and tourists.
Obama, who tried pressuring Brewer into vetoing the “misguided” law, assures that it threatens civil rights and undermines basic notions of fairness and trust between police and their communities. The commander-in-chief has ordered the Department of Justice to challenge its legality and vows to “closely monitor the situation” and examine the legislation’s civil rights implications.
When the measure goes into effect later this year illegal aliens will be charged in state court with trespassing and anyone—documented or undocumented—seeking work from a road or sidewalk will also be criminally prosecuted. Drivers who pick up illegal alien day laborers will also be punished and all residents must provide evidence of their legal status in the U.S.
When Brewer signed the law last week she pointed out that the new state crime of willful failure to complete or carry an alien registration document was adopted verbatim from the federal statute. Furthermore, it will be implemented in a manner consistent with federal laws regulating immigration, protecting the civil rights of all persons and respecting the privileges and immunities of the United States, the governor said.
“We in Arizona have been more than patient waiting for Washington to act,” Brewer said during a signing ceremony.
A Carefully-Crafted Immigration Law In Arizona
"Harkens back to apartheid," says the Atlanta Journal-Constitution's Cynthia Tucker.

"Terrible…an invitation to abuse," says the New York Times' David Brooks.
For his part, President Obama calls the law "misguided" and says it "threaten[s] to undermine basic notions of fairness that we cherish as Americans." Obama has ordered the Justice Department to "closely monitor the situation and examine the civil rights and other implications of this legislation."
Has anyone actually read the law? Contrary to the talk, it is a reasonable, limited, carefully-crafted measure designed to help law enforcement deal with a serious problem in Arizona. Its authors anticipated criticism and went to great lengths to make sure it is constitutional and will hold up in court. It is the criticism of the law that is over the top, not the law itself.
The law requires police to check with federal authorities on a person's immigration status, if officers have stopped that person for some legitimate reason and come to suspect that he or she might be in the U.S. illegally. The heart of the law is this provision: "For any lawful contact made by a law enforcement official or a law enforcement agency…where reasonable suspicion exists that the person is an alien who is unlawfully present in the United States, a reasonable attempt shall be made, when practicable, to determine the immigration status of the person…"
Critics have focused on the term "reasonable suspicion" to suggest that the law would give police the power to pick anyone out of a crowd for any reason and force them to prove they are in the U.S. legally. Some foresee mass civil rights violations targeting Hispanics.
What fewer people have noticed is the phrase "lawful contact," which defines what must be going on before police even think about checking immigration status. "That means the officer is already engaged in some detention of an individual because he's violated some other law," says Kris Kobach, a University of Missouri Kansas City Law School professor who helped draft the measure. "The most likely context where this law would come into play is a traffic stop."

GOP Bill Would Empower Border Patrol To Secure U.S.-Mexico Border
The bill’s supporters believe that, if it is passed, the bill will allow the U.S. Border Patrol to secure the southern border without the assistance of the National Guard.
During an April 14 press conference, Republican sponsors of the bill indicated that the Interior Department's interference with the Border Patrol’s congressionally mandated operations had opened the 20.7 million acres of public land along the southern border to illicit activity, which is often associated with illegal immigration.
“We are introducing this bill today simply because the Department of Interior and, to a lesser extent, the Forest Service, have failed to protect American citizens,” said Rep. Rob Bishop (R-Utah), ranking member of the House Public Lands subcommittee who is sponsoring the legislation.
“Unfortunately, the land managers that are down there on the (southern) border have placed the wilderness characteristics of the land and protection of existing or potential endangered species as their number one criteria, and because of that, the border patrol has been impeded from doing their job,” said Bishop.
The congressman further said, “(W)e have huge and gigantic holes in the border through which most of the illegal drugs coming into this country are coming, through which human trafficking and all the violence, especially against women, are taking place … and the potential of terrorists coming into this country coming through the holes that are, that are caused simply because of the land management policies this nation has on all the federal lands that are down there ….”
Bishop also remarked on the violence against American citizens that has occurred apparently as a result of conflict between the Interior Department and border agents.
Last month, Rob Krentz, a 58-year-old Arizona rancher, was shot and killed on his own property by an alleged illegal immigrant drug smuggler who entered the United States by crossing federal land.

Government Motors Repayment Fraud
General Motors lost $3.4 billion in the fourth quarter of 2009 and is still struggling to reorganize so the company can try to eke out a profit. This grim reality didn't stop GM from making hay last week for supposedly paying back a $6.7 billion government loan five years ahead of schedule. What was left unsaid was that the automaker used another kitty of taxpayer cash to pay off the earlier government loan. This is an accounting shell game, not progress.
Previously unreleased documents supplied to The Washington Times reveal that GM specifically used funds it received from the Troubled Asset Relief Program to pay off the government loan. According to Neil Barofsky, the special inspector general for TARP, $4.7 billion of $6.7 billion - 70 percent - of what GM paid back came from TARP money the company received. "The one thing a lot of people overlook with this is where they got the money to pay the loan," Mr. Barofsky told Fox News' Neil Cavuto on Wednesday. "It isn't from earnings." The numbers are based on a quarterly report Mr. Barofsky's office provided to Congress last week.
Jared Bernstein, chief economist and economic policy adviser to Vice President Joseph R. Biden Jr., disputes the special inspector general's findings. "That is not correct, I don't think that is correct," Mr. Bernstein told The Washington Times. "[General Motors] repaid with funds from their own cash accounts, from their own earnings." The cash used by GM to pay back the loan "is the property of General Motors, there is no question about that," he insisted. Some of the money used to pay off the loans may have originated from TARP funds, but "it is really hard to know," he equivocated, because the funds are mixed together and "it is like trying to put an omelet back together again."
The Treasury Department's press office also disagreed with Mr. Barofsky's characterization that GM paid off one credit line with another credit line. The watchdog, however, won't budge. When asked how to tell whether the $4.7 billion used to pay off the government loan came from TARP funds and not some other source, a spokesman for the Special Inspector General's Office explained: "We have a letter from General Motors requesting that they take the money out of escrow and pay the other debt down. And the money in the escrow was clearly TARP funding." That letter has been released by the Special Inspector General's Office.
Despite misleadingly rosy propaganda fed to the press, the sad saga of General Motors' transformation into Government Motors continues. As a ward of the state, GM has to do the bidding of its Washington masters and stay in lock step with the Democrats' claims about the company's condition. The truth is that GM's condition remains poor.
The only reason the company has been able to pay off its government loan is because the Obama administration has given GM more money than it has been able to spend. Hence, proceeds from one loan are sitting around to be used to pay down another loan. That's hardly evidence that GM has been a good investment. To the contrary, the shell game makes clear that the Obama administration is wasting billions of taxpayer dollars on a carmaker that is careening toward a cliff.

The "Volcker Rule," as drafted in Section 619 of the Restoring American Financial Stability Act of 2010 ("the Senate bill"), gives regulators the discretion to limit and prohibit certain investment activities of financial services companies, like USAA. In particular, this bill directs regulators to prohibit government insured depository institutions from engaging in "proprietary trading," whereby a company trades for its own account. However, the reach of the bill extends beyond the bounds of a depository institution to its affiliates and subsidiaries. For insurers that own banks or thrifts, like USAA, this could mean that all of the investment activity essential to the running of the insurance operations would be significantly limited to investment in only government securities, despite these operations already being heavily regulated by state insurance regulators. The result would be that products that require more robust investments to support them would be limited to government securities, which do not earn enough to keep the cost of such products affordable.
To illustrate this effect, insurers collect premiums from customers in return for a promise to pay a possible future claim. During the time between the collection of premiums and the claims payout, the insurer takes those premium dollars and invests them in order to ensure that funds exist to pay later arising claims. By limiting an insurer's investments to government securities, that insurer may not be able to generate the income necessary to continue offering its products at affordable rates. This could then result in the need to charge higher premiums on policies and pay less favorable rates on annuities.

Narrative: On 23 April 2010 at 5:17 PM a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by William J. Hall of Georgetown, DE for speeding on Jersey Road. During the deputy’s encounter with Hall, the deputy observed that Hall’s hand was shaking and he was smoking a cigarette very fast which led the deputy to sense how nervous Hall was. A WCSO Drug K9 team arrived and scanned the vehicle for the presence of the odor of illegal drugs, during which the K9 alerted positively to that odor. Based on the alert the deputy searched Hall’s vehicle and located three baggies of marijuana in the center console along with two smoking devices.
The deputy placed Hall under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Hall on Personal recognizance.

Narrative: On 24 April 2010 at 11:57 PM, a deputy from the Wicomico County Sheriff’s Office observed a Dodge PU truck operated by James Cody Cooke of Salisbury, MD driving on Honeysuckle Drive and adjacent streets in a manner that indicated the driver was either lost or confused. After the deputy observed the truck pull into a residential driveway on Arbutus Drive and noticed that no one exited the truck, the deputy decided to approach the occupants. Upon making contact with Cooke, the deputy discovered that Cook appeared under the Influence of Alcohol and requested that Cooke exit the vehicle to allow the deputy to determine his level of sobriety. After Field Sobriety testing, the deputy placed Cooke under arrest for DUI.
Cooke was transported to the Maryland State Police Barrack in Salisbury where he was processed.

the clerk and glances at the loaves of bread behind the counter.
Noticing the length of her skirt (or lack thereof) and the location of
the raisin bread, he has a brilliant idea. "I'd like some raisin bread
please," the man says politely.
The female clerk nods and climbs up a ladder to reach the raisin
bread, which is located on the very top shelf. The young man standing
almost directly beneath her is provided with an excellent view, just as he
surmised he would. Once she descends the ladder he muses that he really should get
two loaves, as he is having company for dinner.
As the clerk retrieves the second loaf of bread, one of the other
male customers notices what was going on. Thinking quickly, he
requests his own loaf of raisin bread so he can continue to enjoy the view.
With each trip up the ladder, the young lady seems to catch the eye of
another male customer. Pretty soon, each male customer is asking for raisin
bread, just to see the clerk climb up and down.
After many trips she is tired, irritated and thinking that she is
really going to have to try the bread herself. Finally, once again
atop the ladder, she stops and fumes, glaring at the men standing below.
She notices an elderly man standing amongst the crowd, staring up at her.
Thinking to save herself a trip, she yells at the elderly man, "Is it
raisin for you, too?"
"No," stammers the old man, "but it's a quiverin."

Good Old Fashioned Police Work Yields Burglary Suspect
Date of Occurrence: Saturday, April 24th, 2010, at 11:50 p.m.
Suspect(s): Franklin C. Smith, 46, of Wilmington, Delaware
Resume: On Sunday morning, April 26th, Troopers were dispatched to Liquor Zone in Newark for a burglary report.
A representative from the business advised a male subject was captured on surveillance video breaking into the business and stealing liquor products. The employee advised that this appeared to be the same subject who was in the store at 7:00 p.m. on this same day and captured on surveillance video.
Troopers looked at the surveillance video from the burglary and footage from earlier in the day and confirmed that this was the same subject.
The officer noticed in the video that the suspect had left a piece of paper on the counter when he purchased the liquor at 7:00 p.m. The Trooper asked the store employee if he still had it. The employee checked the trash can and located the piece of paper in question which proved to be discharge paperwork from a local medical facility. The papers were for Franklin C. Smith. Through the Troopers investigation, warrants were subsequently obtained for this subject.
On Sunday afternoon, Christiana Hospital Constables located Mr. Smith on their property and detained him for Troopers.
He was transported back to Troop 6 where he was formally charged with Burglary (felony) and Theft (misdemeanor). Bail was set at $16,000 secured and Franklin Smith was turned over to the Department of Corrections.
