The Senate spent this entire week confirming just five of President Trump’s circuit court picks. At that rate, it would take nearly eight weeks of working every day and doing nothing else — no tax overhaul, no year-end spending bills, no debt increase, no Children’s Health Insurance Program extension — to confirm the 47 other judicial nominees the president has pending.
And if Mr. Trump were to announce nominations for the 100 other federal court vacancies, it would take another four months — through the beginning of May, with the Senate doing nothing else — to confirm them.
Beneath the major policy fights, Republicans and Democrats are locked in a fierce battle in the Senate over the direction of the federal courts. Mr. Trump and his allies are moving with extraordinary speed to put as many of his nominees on the bench as possible, while Democrats have erected an unprecedented level of hurdles, forcing the chamber to spin its wheels for up to 30 hours per nominee under Senate rules.
The outcome is rarely in doubt, with Republicans flexing their majority to confirm nominees without any Democratic support. But the amount of time it’s taking has become a sore spot.

DOJ petitions Supreme Court, accuses ACLU of lying
The Justice Department accused the ACLU of lying in a federal court case about the timing of an illegal immigrant girl’s abortion, and asked the Supreme Court to take the case and overturn a decision that critics say creates a constitutional right for illegal immigrants to have abortions in the U.S.
The administration said the American Civil Liberties Union rushed the 17-year-old illegal immigrant to get an abortion in order to prevent any chance for more legal wrangling last month.
Justice Department lawyers said they’d been preparing to ask the Supreme Court to take up the case, but the ACLU’s speedy abortion for the girl identified in court documents only as “J.D.” short-circuited that.
“The government planned to seek an emergency stay from this Court before Ms. Doe could obtain an abortion,” the brief reads. “Ms. Doe’s appointment was changed so that instead of obtaining counseling at 7:30 a.m. on October 25, she would undergo an abortion at 4:15 a.m. that morning, just hours before the government planned to file its stay application.”
The Justice Department alleges the ACLU did not notify the government of the change.

The Washington Post's fact-checker said Thursday that Democrats aren't telling the truth when they say the Republican tax plan would raise taxes on most middle-class families.
In an early Thursday morning story, fact-checker Glenn Kessler gave Democrats four Pinocchios for making that claim. According to the Post, four Pinocchios are reserved for claims that are "whoppers."
"In their haste to condemn the GOP tax plan, Democrats have spread far and wide the false claim that families making less than $86,100 on average will face a hefty tax hike," he wrote. "Actually, it’s the opposite."
"Most families in that income range would get a tax cut," he added. "Any Democrat who spread this claim should delete their tweets and make clear they were in error."
Kessler noted that Senate Democrats, including Kamala Harris of California, Bob Casey of Pennsylvania, and Jeff Merkley of Oregon, tweeted that the average tax hike for families making up to $86,100 would be about $794.

American Legion: Majority Vets Support Marijuana Legalization
Veterans are nearly unanimous in their support for research on medical marijuana — and a majority favor legalizing pot for medical use, an American Legion survey found.
The findings from the nation's largest wartime veterans' service organization were released Thursday, and involved more than 1,300 respondents.
According to the survey, 92 percent of veteran households support research into the efficacy of medical cannabis for mental and physical conditions, and 83 percent believe the federal government should legalize medical cannabis nationwide.
Further, 82 percent of those survey indicated they would want to have medical cannabis as a federally legal treatment option.

Dem Rep Shrugs Off Donna Brazile’s DNC Allegations as a ‘Distraction’
Rep. Mike Quigley (D., Ill.) shrugged off Donna Brazile's claims about the 2016 Democratic presidential primaries being rigged in favor of Hillary Clinton as a "distraction."
CNN's Poppy Harlow asked Quigley on Friday about Brazile's claims, which have highlighted divisions within the Democratic Party.
"It is, indeed, a distraction and it's just one more example of insulting the American public, ‘look at this shiny object instead of the most important investigation in our country's history since Watergate,’" Quigley said. "The allegations that she talks about in the book are well worth investigating. The Democratic Party needs to look at itself long and hard to make sure our process is appropriate, but it is by no means comparable to what's taking place in the Mueller investigation."

School segregates cafeteria based on GPA
A Florida high school is segregating its students by grade point average during lunch — a move that has drawn a firestorm of criticism, according to reports.
Hudson HS in Pasco County launched the program, which is aimed to give to students more incentive to get better grades, at the start of the school year, FOX 13 News reported.
Under the program, students are classified as either “on track” or “off-track” to graduate based on their grades and attendance.
Students who are “on track” have a GPA higher than a 2.0, have no more than four absences in any class, have no F’s on their report card and must earn all credits each semester, students at school told the news outlet.
They’re also given a special red wristband that says “on track” and are granted privileges that allow them to have lunch outside the cafeteria in either the school’s common area or lounge, according to the report.

"Hopelessly Compromised": Judiciary Member Calls For Mueller's Resignation Over Uranium One Scandal
Earlier this morning House Judiciary Committee representative Matt Gaetz (R-FL) submitted a resolution calling for Robert Mueller to resign as special counsel overseeing the FBI investigation of possible collusion between the Trump campaign and the Russian government saying, among other things, that the former FBI director is "hopelessly compromised" as a result of his failed oversight of the controversial Uranium One transaction. Here is an excerpt from a press release posted to Gaetz's website earlier today:
“Evidence has emerged that the FBI withheld information from Congress and from the American people about Russian corruption of American uranium companies. A confidential U.S. witness, working in the Russian nuclear industry, revealed that Russia had deeply compromised an American uranium trucking firm through bribery and financial kickbacks.
Although federal agents possessed this information in 2010, the Department of Justice continued investigating this “matter” for over four years. The FBI, led at the time by Robert Mueller, required the confidential witness to sign a non-disclosure agreement. When the witness attempted to contact Congress and federal courts about the bribery and corruption he saw, he was threatened with legal action. By silencing him, Obama’s Justice Department and Mueller’s FBI knowingly kept Congress in the dark about Russia’s significant and illegal involvement with American uranium companies.
These deeply troubling events took place when Mr. Mueller was the Director of the FBI. As such, his impartiality is hopelessly compromised. He must step down immediately,” Rep. Gaetz said in a statement.

County administrator says controlling short-term units will require long-term effort
The debate about the location of short-term rentals in residential neighborhoods has spread to West Ocean City, and Worcester County Administrator Harold Higgins said lax regulation of rentals there is in his sights.
Still, controlling the situation will take a long-term strategy, he told members of the West Ocean City Association that gathered last Thursday at the Lions Club Den on Airport Road.
Higgins added that he plans to revamp the permit system that allows landlords to rent houses in residential neighborhoods, since an influx of J-1 visa students have moved across the bridge.
Approximately 345 J-1 visa students rented in West Ocean City last summer, as affordable housing in the resort is scarce.
One of the ideas Higgins advocated is implementing a flat fee on the “tourism permit,” which is required for rentals to four or more people for less than six months.
“Right now, [the fee] is reported on a honor system. They tell us what they rent, and we’re supposed to collect a percent out of that,” Higgins said. “I’m trying to be clear — the county was not set up to assume a rental market. Things have changed. The only way I’ll get there is to make it a budgetary item and start appropriating money.”

Hungary Asks ‘Is Everyone Entitled to Religious Freedom Except for Christians?’
Hungary has offered to take a Christian cross which the French authorities say must be removed from a statue of Pope John Paul II in Brittany.
The courts had originally ruled that the entire statue, donated to the small town of Ploërmel by a Russian artist, must be torn down, but now say it may remain provided the cross is decapitated, prompting the mayor who received it to complain of “an attack on a part of our culture”.
The ruling has also caused considerable upset in the late pontiff’s native Poland, where he is revered as a symbol of Poland’s struggle to free itself from the Communist yoke by many, including the current government.
Hungarian Foreign Minister Péter Szijjártó told reporters that Budapest had contacted the town offering to arrange for the cross to be saved and transported to his country, where it would be received by the Saint Benedict Secondary and High School.
“Such measures must be regarded as attempts to do away with the continent’s civilisation and culture”, the minister warned, describing attempts to remove Christian symbols from public life in the name of tolerance as “astounding self-deprecation” and “hugely damaging”.

The courts had originally ruled that the entire statue, donated to the small town of Ploërmel by a Russian artist, must be torn down, but now say it may remain provided the cross is decapitated, prompting the mayor who received it to complain of “an attack on a part of our culture”.

Troopers Seek Public’s Assistance in Locating Wanted Suspect

Millsboro- Delaware State Police are seeking the public’s assistance in attempting to locate a wanted suspect in reference to a stolen motor vehicle.
The incident occurred on Saturday, November 4, 2017, at approximately 2:18 a.m. when a trooper was patrolling the area of John J. Williams Highway and Banks Road in Millsboro, DE in reference to attempting to locate a stolen motor vehicle out of Millsboro Police Department. The stolen vehicle, a beige 1998 Toyota Avalon was located by the trooper traveling on eastbound John J. Williams Highway and brief pursuit ensued. The vehicle then came to a stop at the entrance to Holly Lake Campground, when the operator jumped out and fled on foot into the camp ground area.
After further investigation, the suspect was identified as 32-year-old, Daniel V. Berquist of Fredericksburg, VA. Berquist is being charged with Disregarding a Police Officer Signal, Resisting Arrest, and Driving Without a Valid License.

GOP Rep Mark Meadows Calls for End to the Carried Interest Loophole
Friday on MSNBC’s “Morning Joe,” House Freedom Caucus chairman Rep. Mark Meadows (R-NC) elaborated on why he supports ending the carried interest loophole.
Meadows told “Morning Joe” host Joe Scarborough ending it would have to be done in a way that allowed for economic growth to continue. However, he added that the proceeds from ending that provision could be used for lowering taxes on the “middle-income” earners.
“You know, Joe, I think that will be one of those things that actually comes out, whether it’s in the mark-up going through the House or over in the Senate,” Meadows said. “I can tell you, I was in the Oval Office with the president when this very subject came up. And he was emphatic that like he was consistent on the campaign trail about those hedge fund managers and the carried interest provisions that he felt like it needed to be done away with. Obviously, you’ve got real estate developers and some of those that use it as part of the way they do business. So, trying to address that in a fair way that continues to allow for economic growth is key. But I can tell you the president himself has weighed in on this particular provision. I think at the end of the day, it will get addressed, whether it is in the House or the Senate or the final bill.”

WASHINGTON, D.C. — The visa lottery has triggered a hidden wave of chain migration, and has delivered almost 5 million foreign nationals to the United States since 1994, says a new analysis.
New research by the Center for Immigration Studies reveals the enormous chain-migration impact of the visa lottery program, where 50,000 visas every year are given to foreign nationals from a multitude of countries. The countries include those with terrorist problems, including Afghanistan, Algeria, Egypt, Iraq, Lebanon, Libya, Nigeria, Saudi Arabia, Somalia, Syria, Trinidad and Tobago, Venezuela, Yemen, and Uzbekistan.
Foreign nationals from eligible countries can win the visa lottery if they have a high-school degree and two years of work experience. Once they win the green cards to permanently stay in the United States, the migrants can bring in their spouses and minor children. Each arrival can get citizenship in five years, and then begin choosing members of their extended family — including parents, siblings and their children — to also become U.S. residents and citizens, regardless of their character, education, ideology or security risks. Sources told VOA’s Pashto service more than 10,000 tons of opium were produced this year. Opium then can be refined into heroin.
The U.N. Office on Drugs and Crime estimated that opium accounted for some 16 percent of the country’s Gross Domestic Product last year, including more than two-thirds of the entire agricultural sector.

Assateague Island National Seashore is not among the parks exploring substantial entrance fee increases, announced early last week by the National Park Service, to address what it calls a “maintenance backlog.”
The park service will determine, after a 30-day public comment period ending Nov. 23, if the new fee structure will be implemented during peak tourist season.

Peak season rates at the affected national parks are proposed to increase significantly, with the prices rivaling those of theme park admissions at Six Flags or Busch Gardens, according to the Washington Post.

Research conducted by the Center for Immigration Studies’ Steven Camarota reveals the massive scope of the U.S. immigrant population, which has contributed to keeping American wages stagnant while driving up costs of social services.
Camarota’s research reveals that in 2016, there were between 43 and 45 million immigrants in the U.S., nearly quadruple the immigrant population in 2000.
Mexico, as noted by Camarota, has the largest group of legal and illegal foreign nationals in the U.S., with 1.1 million immigrants from the country arriving in the U.S. between 2010 and 2016. Mexican nationals make up roughly one in eight new arrivals to the U.S.

SNOW HILL — A Worcester County grand jury has formally indicted a Seaford, Del. man of attempted first-degree murder of an Ocean City police officer and numerous other counts following an incident in the resort in late September.
On Sept. 30, Antonio Ambrosino, 18, of Seaford, allegedly accelerated his vehicle toward and collided with an Ocean City Police Department (OCPD) officer and a Worcester County Sheriff’s deputy during an apparent drug deal. The struck officers were forced to fire their service weapons at Ambrosino’s vehicle as it sped away following the collision. Ambrosino was ultimately taken into custody after jumping into the bay around 41st Street following a multi-agency pursuit.
Last week, a Worcester County grand jury indicted Ambrosino on 15 total counts including attempted first-degree murder of an Ocean City Police officer, first-degree assault on the same OCPD officer, first-degree assault on a Worcester County Sheriff’s Deputy and a member of the Worcester County elite drug enforcement unit known as the Criminal Enforcement Team.

The police commission was tasked with drafting recommendations on how best to eliminate the events or at least curtail some of the illicit behavior associated with them.
To that end, during a closed Police Commission meeting on Oct. 13, the panel, which includes Mayor Rick Meehan and Councilmembers Dennis Dare, Wayne Hartman and Mary Knight, came up with a list of recommendations to forward to the full Mayor and Council. Edina High School in Edina, Minnesota, has come under fire this week over a new mandatory english course that aims to eradicate “white privilege.”
Katherine Kersten, a senior policy fellow for the Center of the American Experiment,discovered that the public Edina High School adopted an english course in 2013 that focuses on the the topics of colonization, immigration, and social constructions of race, class, and gender.
According to Kersten, the course “constitutes an abuse of parents’ trust, taxpayers’ money and — most importantly — vulnerable children,” she said. “Edina citizens should hold district leaders accountable for substituting political indoctrination for a real education.”
Kerstein and the Minnesota-based Center for the American Experiment began looking into the teaching practices of Edina High School after the school faced a backlash following the 2016 presidential election. According to parents, 80 staff members co-signed a statement that condemned President Trump and expressed support for the Democratic Party and Hillary Clinton.
“Many of you [students] have made clear … that right now, you don’t feel physically safe,” the statement read. “Know that we will do all that we can … to fight for you,” and that “we will teach rebellion against a broken world.”

Cotton: Repeal Individual Mandate as Part of Tax Reform
Sen. Tom Cotton (R., Ark.) called Thursday for the repeal of Obamacare's individual mandate as part of a larger tax reform plan, saying it would save the federal government up to $400 billion.
Cotton spoke in the Senate chamber and addressed concerns from Democrats who say that Republicans' tax reform will grow the national deficit.

US strikes ISIS militants in Somalia, killing 'several terrorists'
Two U.S. airstrikes killed several Islamic State militants in northeastern Somalia on Friday, the military announced.
The strikes occurred midnight and 11 a.m. local time, and a statement from U.S. Africa Command said officials are assessing the results. The statement said the strikes were conducted in coordination with the government.
"U.S. forces will continue to use all authorized and appropriate measures to protect Americans and to disable terrorist threats," AFRICOM said, adding that targets include terrorists, training camps and "havens throughout Somalia."

MSNBC's "Morning Joe" panel laughed Friday at Senate Minority Leader Chuck Schumer's (D., N.Y.) claim that he didn't "follow" the 2016 Democratic primary after being asked to comment on charges it was rigged for Hillary Clinton.
In response to the revelations, top Democrats like Sen. Elizabeth Warren (D., Mass.) have stated the process was "rigged" in favor of Clinton.

Pursuit Leads to Drug Arrest of a Laurel Man and a Second Suspect Still at Large- Georgetown
WANTED: Nevell Jones, 20 of Laurel
Georgetown - The Delaware State Police Sussex County Governors Task Force unit (GTF)have arrested a Laurel man after he led them on a pursuit in the Georgetown Area.
The incident occurred around 2:04 p.m. Friday, November 3, 2017 as members of the GTF unit attempted to conduct a traffic stop on a silver Hyundai Sonata on County Seat Highway east of Hardscrabble Road for a cell phone violation. The GTF detective, realizing the location of the stop would have put him in the roadway with traffic, instructed the operator, over the PA loud speaker, to pull his vehicle forward, ahead of the guard rail and completely onto the shoulder of the roadway. The detective remained in his vehicle awaiting for the operator to comply with his instructions. The operator began moving the vehicle forward and rather than pulling onto the shoulder, he accelerated and pulled back into the travel lane on County Seat Highway, fleeing the scene. A pursuit ensued with multiple GTF units, however sight of the vehicle was lost in the area of Asbury Road west of Georgetown. Later, GTF units were assisted by the Sussex County Drug unit, Georgetown Police Department, Troop 4 patrol units and Probation & Parole in search of the suspect vehicle. A short time later, Georgetown Police Officers located the suspect vehicle, unoccupied in parking lot of Delaware Technical Community College (Georgetown Owens Campus).
The passenger, later identified as 24-year-old Shaylan Hunt of Laurel, was observed standing in between buildings on the Delaware Tech campus talking on his cell phone. Officers were able to take him into custody without further incident. Hunt was found to be in possession of approximately 0.35 grams of cocaine and 2.37 grams of marijuana. Delaware Tech security put the campus on lock down as a precautionary measure while officers were searching the area for the operator, later identified as 20-year-old Nevell L. Jones of Laurel.
Hunt was transported back to Troop 4 in Georgetown where he was charged with Resisting Arrest, Possession of Cocaine, and Possession of Marijuana. Hunt was arraigned at Justice of the Peace Court 2 and released on $750.00 unsecured bond.
Active warrants are currently on file for the arrest of Nevell L. Jones. Charges include Disregarding a Police Officer Signal and Resisting Arrest. The war history of Salisbury before the First World War can be told in a few words. The people here have always been for peace, although it furnished some troops to both the Confederate and National armies during the Civil War and a number of its young men went to the front as volunteers during the Spanish-American War.
The only time its people, however, came face to face with “grim visaged war” was during the Revolution, and this incident cannot be said to exactly redound to the patriotism of some of its inhabitants.
Nearly all of the settlers were either descendants of or were connected with the English gentry and were intensely loyal to the King in his quarrel with the thirteen colonies. When Washington took the field many became Tories, as such sympathizers were called, and they started an armed insurrection under the leadership of a man of gigantic stature named Ben Allen. For a time they terrorized the patriots and on February 18, 1777, General William Smallwood, the commander of the famous Maryland Line in the Continental Army, was sent by Washington with a body of troops.
He established headquarters at Salisbury and prepared to give battle, but it resulted in little more than a brisk skirmish in which Allen was shot through the head, dying instantly. His followers fled ignominiously, but many of them were captured. Other sympathizers with the King were arrested, and for a time the jails of Annapolis and Cambridge were filled with prisoners. But the death of Allen put an end to the hopes of the loyalists and this was their first and last attempt to resist the American troops. Allen, so far as history tells us, was the only man killed in the skirmish, and was buried in the yard of St. Peters Church. During later construction, in 1925, when a recess chancel was added to the church, the workmen disinterred a gigantic skeleton. The skull was in a remarkable state of preservation and upon a close examination a bullet hole was discovered to have pierced it through and through. On account of the large size of the skull, the fact that Allen had been shot in the head and the fact that he was buried in St. Peter’s churchyard, though his grave was unmarked, the reasonable supposition is that the skull belonged to him. Since St. Peters also owned Parsons Cemetery, the graves were moved there.

Other owners as well as team and league officials also will be deposed in relation to the case, ESPN reports with ABC News adding that other owners to be deposed include the Seattle Seahawks' Paul Allen and the San Francisco 49ers' Jed York. NFL Team Invites Navy Veteran To Game Thinking He’d Accept Their Invitation With Open Arms- NOPE
In what appears to me to be a pathetically transparent way to combat claims that the National Football League is disrespecting the country and veterans, they asked a Navy Veteran to attend a game where he would be honored publicly for his service with a special award.
It turns out, though, that you can’t just put a pretty bow on a garbage bag and call it a present. Cmdr. John Wells turned down the invitation immediately, and wasn’t shy about letting people know exactly why it was that he refused to show up at this or any football game.
In an interview about the matter with local media, Wells made it clear that he does not respect an institution that does not respect America.

'Big Chicken' Connects Poultry Farming To Antibiotic-Resistant Bacteria
The chicken for sale at your local grocery store isn't like the chicken your grandparents used to eat. They're bigger and more "breasty," says public health journalist Maryn McKenna — and that's by design.
"In the United States, we much prefer to eat white meat, and so we have bred chickens and genetically redesigned chickens in order for them to have a lot of breast meat," McKenna says. She attributes the change in poultry to factors like precision breeding, hormones and nutrition, but adds, "Antibiotics started this process."
Many large poultry farms feed antibiotics to their chickens in an effort to prevent disease. But McKenna says that humans who eat those chickens are at risk of developing not only antibiotic-resistant gastrointestinal infections, but also urinary tract infections as well. She chronicles the use of antibiotics in the poultry industry in her new book, Big Chicken.

Suspect Robs Chicago Hot Dog Stand, Accidentally Shoots Self in Penis
The masked suspect who robbed a Chicago hot dog stand Tuesday accidentally shot himself in the penis while fleeing the scene.
The incident occurred about 6 a.m.
According to the Chicago Tribune, the suspect, 19-year-old Terrion Pouncy, was “wearing a dark hooded sweatshirt” and he had a “dark scarf concealing his face.” Police report that he pulled a small handgun and demanded money from two men working the register. One of the two handed him the money and Pouncy allegedly responded by reaching into the man’s pocket and taking his personal cell phone and wallet as well.
The Chicago Sun-Times reports that Pouncy then turned to make his getaway and while “shifting the gun in his waistband… he apparently pulled the trigger, firing a bullet that struck him in the penis.” He was also shot in the thigh.
One of the hotdog stand employee’s wrestled with Pouncy after the gun went off, but Pouncy was able to break free and run away.
Pouncy ran as far as he could then called police to self-report that he had been shot. Police received a 911 call on the hotdog stand robbery at “about the same time.”

In what was otherwise a mediocre jobs report, in which the establishment survey reported that a lower than expected 261K jobs were added to the post-Hurricane economy, the biggest surprise was not in the Establishment survey, but the household, where the unemployment rate tumbled once more, sliding to a new cycle low of 4.1%, for all the wrong reasons, because a quick look at the participation rate metrics showed that in October there was a sharp decline, with the labor force part. rate sliding from 63.1% to 62.7%, back to 4 decade lows...
... driven by one disturbing metric: the number of people who exited the labor force soared by a near record 968,000 in October - the third highest on record - pushing the total number of people not in the labor force to a record 95.385 million, as the civlian labor force shrunk by whopping 765,000 in one month.
This took place as the number of employed Americans declined by 484,000, however since the unemployment rate denominator dropped more, it translated into an actual decline in the unemployment rate!
