A proposal to end the government shutdown and avoid default orchestrated by Republican Leader Mitch McConnell and Democratic Leader Harry Reid includes a nearly $3 billion earmark for a Kentucky project.

Language in a draft of the McConnell-Reid deal (see page 13, section 123) provided to WFPL News shows a provision that increases funding for the massive Olmsted Dam Lock in Paducah, Ky., from $775 million to nearly $2.9 billion.

The dam is considered an important project for the state and region in regards to water traffic along the Ohio River.

“I went to my first school board meeting in August, completely unaware of what was going on (in the Jefferson County School District),” Flynn told TheBlaze in a phone interview. While she sat there, “I had a pit in my stomach.”

Stenographer Pulled From House Floor After Shouting During Vote

A House stenographer was physically pulled off the chamber floor after she started shouting during a Wednesday night vote.

Minutes before House members passed a bill to end a 16-day government shutdown and raise the nation's debt limit, the woman began shouting before she was grabbed by security officials and quickly taken off the floor. As authorities whisked her through the Speaker's Lobby, where reporters had gathered to watch the vote, she shouted, "God bless America."

As security personnel held her in an adjacent hallway, she shouted, "He will not be mocked," and, "Praise be to God."

ObamaCare Sign-Up Numbers Begin To Emerge

Elusive estimates of how many people actually were able to sign up for ObamaCare since enrollment launched more than two weeks ago are finally starting to emerge -- and, as expected, show a slow start amid widespread problems with the main federal website.

The federal government has not yet released its own enrollment figures. But private firms and analysts have taken a crack at it.

One private-sector analysis showed that, during the first week, less than 1 percent of those who tried to register were able to enroll in a health care plan.

Military Drill Gives Bowie Residents A Scare

After hearing a loud boom followed by sounds of what appeared to be explosions around 3:30 a.m., Mary Lampe, 70, of Bowie, said her husband, Don, promptly called 911.

“We thought it was gunfire, and it sounded like it was coming from the direction of Melford,” said Mary Lampe, who lives on Forest Drive, recalling the Oct. 7 incident. “It was disturbing to be honest.”

At 4:23 a.m., a Prince George’s County police helicopter crew that was surveying the area discovered the sounds were coming from an unannounced military training exercise in Davidsonville, said Bowie Police Chief John K. Nesky.

Transsexual Woman Denied Breast Cancer Screening By Planned Parenthood

It has been more than a decade since Jennifer Blair underwent gender confirmation surgery. Like most transsexual women Jennifer takes a daily maintenance dose of estradiol, a synthetic estrogen drug.

State Roundup, October 17, 2013

GUN LAW TRIAL SET: A trial date is set for early next year in a challenge by gun owners, stores and firearms advocacy groups who seek to overturn new Maryland gun laws that went into effect this month, reports Andrea Noble for the Washington Times. A four-day trial is scheduled to begin Feb. 10 after the plaintiffs and the state agreed to an expedited schedule, according to recent filings in federal court on one of the cases.

STRUCTURAL DEFICITS LOOMING: Like a chronic skin rash that keeps coming back, the persistent structural deficits that legislators thought they had almost cured earlier this year are looming again for fiscal 2015, reports Len Lazarick in MarylandReporter.com. Chief policy analyst Warren Deschenaux told the Spending Affordability Committee Wednesday that there now appears to be a $400 million potential gap in next year’s budget.

JOBLESS INSURANCE TAX CUTS: The unemployment insurance tax rates paid by most Maryland businesses will be cut by up to 70% in January, Gov. Martin O’Malley announced Wednesday. John Wagner reports in the Post that O’Malley said at an event held with business leaders at the Maryland Chamber of Commerce that the adoption of the lowest of five possible brackets under Maryland’s tax system was made possible by a recovering state economy.

Government Shutdown Victory May Be Short-Lived For Obama

The bipartisan deal to reopen the federal government and avoid a default is a clear victory for the White House, but likely a short-lived one with President Obama facing a number of unresolved challenges on the horizon.

Obama was rewarded for his hardline stance during the fiscal feud, essentially getting what he demanded from the start: a funding bill and debt-limit increase with virtually no policy concessions.

White House officials were careful not to publicly gloat but believe Obama’s hand was strengthened by the public’s rejection of Republicans’ strategy during the first shutdown in 17 years.

Caroline Farmers Give 110 Tons Of Produce To Maryland Food Bank

Fourteen Caroline County farmers donated 218,706 pounds — nearly 110 tons — of fresh produce this summer to the Maryland Food Bank’s “Farm to Food Bank” program.

Amy Cawley, a Maryland Food Bank food solicitor, said in her three summers with the program, Eastern Shore farmers alone have given 1.9 million pounds of produce, with more expected this fall after greens, broccoli and perhaps cauliflower have been harvested.

The Farm to Food Bank program operates statewide by partnering with farms to provide hungry Marylanders with fresh, local produce. Through a combination of field gleanings, donations and contract growing, the farms help the Maryland Food Bank supply produce to partner networks, and, ultimately, to families in need.

DEMOCRATS FOCUS ON PRE-K EXPANSION IN GUBERNATORIAL RACE

ANNAPOLIS – Maryland’s three Democratic gubernatorial candidates have made early childhood education a priority, saying the state should offer pre-K to more children to address the achievement gap.

Delegate Heather Mizeur, D-Montgomery County, is scheduled to roll out a universal plan tomorrow morning following plans put forth by her Democratic opponents, Lieutenant Governor Anthony Brown and Attorney General Doug Gansler. Delegate Mizeur has not addressed how she will fund universal pre-K.

Brown and Gansler proposed an expansion of the state’s pre-kindergarten education program by means of gambling revenue raised by state casinos.

The website and full online application are currently only available in English, although printable forms in Spanish can be downloaded through the site.

Rebecca Pearce, executive director of Maryland Health Benefit Exchange — the state agency managing the online marketplace that is part of the federal Affordable Care Act — said she was unable to give an exact date when the Spanish application would go online.

New Government Symbol For Both Parties

THE GOVERNMENT'S NEW SYMBOL IS THAT OF A CONDOM, because it more accurately reflects the government's political stance....
A condom allows for inflation,
halts production,
destroys the next generation,
protects a bunch of dicks,

Drones, Red Light Cameras, And The Total Spy State?

We labor today under the weight of countless tyrannies, large and small, carried out in the name of the national good by an elite class of government officials who are largely insulated from the ill effects of their actions. We, the middling classes, are not so fortunate. We find ourselves badgered, bullied and browbeaten into bearing the brunt of their arrogance, paying the price for their greed, suffering the backlash for their militarism, agonizing as a result of their inaction, feigning ignorance about their backroom dealings, overlooking their incompetence, turning a blind eye to their misdeeds, cowering from their heavy-handed tactics, and blindly hoping for change that never comes.

As I point out in my book, A Government of Wolves: The Emerging American Police State, the overt signs of the despotism exercised by the increasingly authoritarian regime that passes itself off as the United States government are all around us: warrantless surveillance of Americans’ private phone and email conversations by the NSA; SWAT team raids of Americans’ homes; shootings of unarmed citizens by police, to name some of the most appalling.

Yet as egregious as these incursions on our rights may be, it’s the endless, petty tyrannies inflicted on an overtaxed, overregulated, and underrepresented populace that occasionally nudge a weary public out of their numb indifference and into a state of outrage.

Consider the red light camera schemes that have been popping up all over the country. These traffic cameras, little more than intrusive, money-making scams for states, have been shown to do little to increase safety while actually contributing to more accidents.

Jim Rogers Blasts "This Is Going To End Badly... And The Rest Of The World Knows It"

BOSTON GLOBE: OBAMA HAS FAILED AT BIPARTISANSHIP

Progressive Massachusetts paper exhaustively puts the lie to Obama's post-partisan image.

Republicans have been complaining that, despite his constant stream of rhetoric pleading for bipartisanship, President Obama has been one of the biggest opponents of America's political parties actually working together. Finally, five years after he first took office, even the Boston Globe has expressed disappointment in Obama's empty rhetoric.

A long piece by Matt Viser of The Boston Globe explains how year-by-year and issue-by-issue how President Obama has called for bipartisanship but said “no” to fulfilling that call.

Viser's charge is summed up near the end of his piece: "While [Obama] talks about bipartisanship, he has done little to act it out."

Starting right at the beginning, Viser tells readers that as early as his first year in office, the President broke out his pleas for bipartisanship and his scolding of his opponents for being such obstructionists.

"In fact," Viser writes of Obama, "he wanted to begin meeting monthly with Republican and Democratic leaders to 'show the American people that we can do it together.'"

Structural deficit in Md. budget comes back like skin rash

Like a chronic skin rash that keeps coming back, the persistent structural deficits that legislators thought they had almost cured earlier this year are looming again for fiscal 2015, the legislature’s top budget analyst told lawmakers Wednesday.

There now appears to be a $400 million potential gap in next year’s budget, Warren Deschenaux, the chief of policy analysis, told the joint Spending Affordability Committee. A nearly $300 million surplus estimated when the fiscal 2014 budget passed in April has disappeared in the face of unplanned expenses and reduced revenues, and there may instead be an $87 million deficit. (See briefing report.)

“We’re not going to have money to carry over” into fiscal 2015, Deschenaux said, adding to what was considered a manageable $100 million “structural deficit” next year. Structural deficits mean projected increases in spending that exceed revenues because of entitlements, mandated increases, wage and price hikes.

Hearsay From Hillary Clinton: On Joe Biden And The Osama bin Laden Raid

Former U.S. secretary of state Hillary Clinton was in town today. A few Secret Squirrels, and some not so secret, agreed to be our sources, given that her speech to the National Association of Convenience Stores was encapsulated by a cone of silence. Convention officials banned all video and sound recording, social media, and naturally, journalists.

No ears reported any mention of whatever 2016 ambitions Clinton might have. But state Rep. Tom Taylor, R-Dunwoody, said the former first lady dropped a huge hint. "I know she’s running for president now, because toward the end, she was asked about the Osama bin Laden raid. She took 25 minutes to answer," Taylor said. "Without turning the knife too deeply, she put it to [Vice President Joe] Biden."

Liberals Suddenly Screaming Mad About Rate Shock, Healthcare.gov Disaster

Mainstream media turns on Obamacare

The mainstream media loves Obamacare. They love it so much that when the disastrous launch of the healthcare.gov system was evident to anyone with an IQ above room temperature, the media tried to cover it up for over a week, repeating the ridiculous White House spin that claimed the site was only crashing “because it was so popular.” (Yes, people who call themselves “journalists” actually bought into this hoax.)

When that excuse crashed and burned, the media tried to say the glitches and error messages were no big deal because the site had a “new deadline” of mid-November, and it would probably be fixed by then.

Immediately after the site launch, I went public with an analysis of the website, concluding that Healthcare.gov was nothing short of an IT disaster with zero chance of functioning by January 1. Since then, other programmers and IT project managers have independently confirmed what I found, and the consensus among programmers is now quite clear: Healthcare.gov won’t work in a week, a month or even three months. It may actually take years to get working correctly, if ever.

Will Pelosi Cost You Your Full-Time Job?

Nancy Pelosi still insists that Obamacare will improve the lives of average Americans, despite over 20 reports indicating otherwise.

"Because of the law, in the coming months Americans will have expanded choices and more affordable care." Pelosi said at a recent Capitol Hill briefing. "We will be enhancing patients' rights, putting money back in the pockets of consumers, reducing costs and strengthening the economic, financial, and health security of working families."

She goes further to say that Obamacare will even lower the nation's debt.

"The Affordable Care Act is bringing the cost of health care in our country down in both the public and private sector," said Pelosi. "And that is what is largely responsible for the deficit coming down."

But what she doesn't realize is that her numbers are flawed.

"Despite promises that the law will lower costs, [Obamacare] will in fact cause the premiums of many Americans to spike substantially," a report released by the U.S. House of Representatives Committee on Energy and Commerce concluded. "The broken promises are numerous, and the data reveals that many Americans, from recent college graduates to older adults, will not be able to afford the law's higher costs."

Obama Biographer Claims Valerie Jarrett Behind Government Shutdown

Whether or not Jarrett really came up with this as a plan, there’s little doubt that Obama’s “Never Negotiate” strategy that he has deployed throughout his disastrous period of national misrule comes from her.

Obama’s top adviser Valerie Jarrett was behind a plan to force a showdown with Republicans over ObamaCare as part of a strategy to regain Democratic control of the House next year, claims author Ed Klein.

“She convinced the president that a government shutdown and default offered a great opportunity to demonize the Republicans and help the Democrats win back a majority in the House of Representatives in 2014 .

UNNECESSARY SHUTDOWN RESULT OF OBAMA'S REFUSAL TO NEGOTIATE

As we begin with week three of the government shutdown, I wonder how many Americans are aware just how unnecessary a shutdown was from the beginning. If the media accurately reported how continuing resolutions work and the White House embraced using this tool, the government would still be up and running.

Instead, President Obama and Senator Harry Reid want to make this as painful as possible for the American people. Both have refused to negotiate. If the truth about Washington were reported, it would expose an arrogant, intransigent president whose sense of negotiation is to do it his way and his way alone.

Glitch?: IRS Funnels Billions To Illegal Aliens

While many conservative organizations seeking tax exempt status were singled out for extra scrutiny by the IRS, a commensurate level of calculated disinterest was demonstrated with regard to illegal aliens. A bombshell report, “Paying Illegals to Stay” written by Center for Immigration Studies (CIS) fellow David North reveals that the Treasury has paid out a whopping $4.2 billion to the families of illegal aliens.

“This particular paying-the-illegals-to-stay pattern revolves around the Additional Child Tax Credit (ACTC), which is not so much a tax credit as it is an income-transfer program for low-income families, offering up to $1,000 per child to all resident families, including those of illegal aliens,” North explains.

OBAMACARE WEBSITES ENCOURAGE VOTER REGISTRATION AFTER APPLICATION COMPLETION

The Obamacare exchange website does more than merely register you for an insurance program. According to a report from the MacIver Institute, once you complete the process, you are then immediately asked to register to vote – a propagandistic strategy designed to make government beneficiaries into lifetime Democratic voters.

Linking voter registration with benefitting from government services has long been an agenda item for Democrats, who were the sponsors behind the so-called Motor Voter Act, designed to allow people to register to vote when registering for a driver’s license – a process that poses serious voter fraud risks given that states like California will now be issuing driver’s licenses to illegal immigrants.

Delaware Celebrates: First Person Finally Enrolls In Obamacare

Delaware has finally signed up someone for Obamacare. This has caused officials in that state to celebrate, according to the Associated Press.

"Delaware officials are celebrating the state's first health insurance exchange enrollee," the AP writes.

"Department of Health and Social Service officials have declared 59-year-old Janice Baker of Selbyville the first confirmed resident to enroll in the marketplace. It opened Oct. 1 as part of the roll-out of the Affordable Care Act.

Baker said Tuesday that she started looking on Oct. 1 and, like many people, made several frustrated attempts to signup online and spent hours on the phone. But Baker says she had success once she cleared the browsing history, cookies and other temporary data on her computer.

"Secretary Rita Landgraf says there have been glitches in the sign-up process over the past two weeks, but upgrades to the system and troubleshooting suggestions should help."

Candy is provided courtesy of Candy Kitchen. Children are welcome to bring their own pumpkin to collect goodies, however, some bags are available courtesy of Easter Seals.

In addition to the free trick or treating and candy area, the event will also host free Halloween themed photos and family activities. Attendees are also encouraged to bring canned food items to donate. The food drive will benefit The Maryland Food Bank and The Food Bank of Delaware.

The event was first created by station employees as a way to provide Delmarva residents with a safe, family-friendly, outlet for holiday fun. The free event has grown over the years to almost 5,000 annual participants.

“The tremendous turnout and support we see with this event each year shows us the need for a wholesome event that doesn’t mean breaking the bank for local families. It is a great event that I am excited to attend each year, and my own children to enjoy it too,” says Randy Scott, Froggy 99.9 morning host of Whiskey & Randy in the Mornings.

Susan Groves, who was recently hired as Operations Manager for Clear Channel Media + Entertainment’s participating stations, is thrilled to be involved. “It is a great feeling to be working for a company that is engrained in so many community oriented events. I plan to continue on the tradition of civic involvement here at our stations.”
