Treasury: Millions More Foreclosures Coming

Official says a strong housing market is crucial for the economy

WASHINGTON - Only 12 percent of U.S. homeowners eligible for loan modifications under the Obama administration's housing rescue plan have had their mortgages reworked, and millions more foreclosures are coming, the Treasury Department said on Wednesday.

A Treasury report showed 360,165 people had their monthly payments reduced through August, up from 235,247 through July, but a senior Treasury official conceded much more must be done to soften the impact of a severe and prolonged housing crisis.

Treasury has begun releasing monthly reports on the loan modification program, called the Home Affordable Modification Program or HAMP.

Fed Says US Recession May Be Over

WASHINGTON
(Sept. 9) - Economic activity is stabilizing or improving in most of the U.S., according to a new government survey, adding to evidence that the worst recession since the 1930s is over.

The Federal Reserve's snapshot of economic conditions backs predictions by Fed Chairman Ben Bernanke and most other analysts that the economy has started to grow again in the current quarter.

In the survey released Wednesday, all but one of the Fed's 12 regions indicated that economic activity was "stable," showed "signs of stabilization" or had "firmed." The one exception was the St. Louis region, which continued to report that the pace of decline in economic activity appeared to be "moderating."

Looking ahead, businesses in most Fed regions said they were "cautiously positive" about the economic outlook.

Narrative: On 6 September 2009
at 6:41 PM, a deputy from the Wicomico County Sheriff’s Office responded to investigate an altercation that had reportedly occurred outside a residence in the 8900 block of Williams Mill Pond Rd in Delmar.

During the deputy’s investigation it was learned that Susan Rainey allegedly became involved in a physical confrontation with a female victim outside of her residence.

Upon meeting with the victim, the deputy observed signs of injury that corroborated her account.

The deputy placed Rainey under arrest and transported her to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner.

After an initial appearance Rainey was released by the Commissioner on Personal Recognizance.

Charges: Assault 2nd degree

Boehner: GOP Leaders Haven't Met Obama For Health Talks Since April

When the liar-in-chief says he has not heard any alternatives from Republicans it's due to his refusal to listen.


The ball is in President Obama's court to reach out to Republicans if he wants a bipartisan bill on healthcare reform, House GOP Leader John Boehner (Ohio) said Monday morning.

Boehner told reporters that the president has not invited House GOP leaders to the White House for meetings on healthcare reform since the end of April.

Earlier this year, GOP leaders sent a letter to the president in May stating that they would like to work with the administration to find "common ground" on healthcare reform.

But the administration responded with a tersely worded letter indicating that they had healthcare reform under control.

Incident: Possession of Crack Cocaine
Date of Incident: 4 September 2009
Location: 5100 block of Blue Marlin Drive, Eden, MD
Suspect: Traci M. Washausen, 32, Eden, MD

Narrative: On 4 September 2009
at 1:30 PM, a deputy from the Wicomico County Sheriff’s Office responded to the 5100 block of Blue Marlin Drive in an attempt to locate a wanted subject, Traci Washausen. When the deputy received no answer at Washausen’s residence, the deputy began check the neighborhood for her. While walking down the street, the deputy observed Washausen at a nearby residence. While approaching her, the deputy observed that Washausen appeared to have something in her hand that she was attempting to conceal in the rear of her waistband. Because of her furtive actions, the deputy believed that Washausen was attempting to conceal a possible weapon. Washausen submitted to the arrest and the deputy subsequently discovered that Washausen was attempting to conceal a crack cocaine smoking device. Upon examining it, the deputy discovered the remnants of recently smoked crack cocaine.
Washausen was placed under arrest for the outstanding warrant and possession of the crack cocaine. She was transported to the Central Booking Unit where she was processed and taken in front of the district Court Commissioner. After an initial appearance, Washausen was detained in the Detention Center by the Commissioner in lieu of $25,000.00 bond.

Incident: Hit and Run Accident
Date of Incident: 4 September 2009
Location: 800 block of Booth Street, Salisbury, MD
Suspect: Santiago M. Perez, 32, no fixed address

Narrative: On 4 September 2009
at 9:51 PM a deputy from the Wicomico County Sheriff’s Office investigated a hit and run accident that occurred in the 800 block of Booth Street in Salisbury, MD. Upon the arrival of the deputy, a witness came forward and advised that she was outside when she saw a vehicle enter the parking lot of the apartment complex and strike a parked vehicle. The witness stated that a male exited from the vehicle and was able to tell the deputy which apartment he entered. The deputy responded to the apartment and located the subject who reportedly had left the scene of the accident. After an investigation, the subject, Santiago Perez, was placed under arrest
The deputy also discovered that Perez did not have a valid driver’s license.
Perez was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Perez was detained in the Detention Center in lieu of $7,500.00 bond.

Suspect: Mark Dean Willey, 37, Quantico, MD

Narrative: On 5 September 2009
at 10:15 AM, a deputy from the Wicomico County Sheriff’s Office began an investigation into a domestic related assault. The victim reported that during the evening hours of 3 September 2009, she and her boyfriend, Mark Dean Willey, were inside a residence in the 6000 block of Quantico Road in Quantico when an altercation began. The victim stated that Willey began to slap her repeatedly before throwing her on the floor. According to the victim, Willey began to repeatedly kick the victim while she lay on the floor. This was accompanied by threats to kill the victim. The victim also stated that Willey took her car keys and cell phone and refused to let her leave the residence until the morning of 5 September when Willey allowed her to leave the residence and go to work. The victim left her vehicle at her place of employment in case Willey checked on her and then got a ride to the Sheriff’s Office.

While at the Sheriff’s Office, the deputy observed multiple injuries on the victim the corroborated her account of the events. The victim also informed the deputy that the victim feared for her life because of what had transpired. The deputy applied for and obtained a warrant for the arrest of Mark Willey. The deputy located Willey working in a chicken house on Quantico road at 1:30 PM on 5 September.
The deputy placed Willey under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Willey was released by the Commissioner on Personal Recognizance.

Location: 7000 block of Jersey Road, Salisbury, MD
Suspect: Douglas M. Harlow, 40, Salisbury, MD

Narrative: On 5 September 2009
at 2:30 PM, a deputy from the Wicomico County Sheriff’s Office came upon a vehicle that appeared disabled on the side of the road in the 7000 block of Jersey Road. Upon running the registration of the vehicle, a 1999 Ford sedan, the deputy discovered that the plates belonged on a 2009 Kia. While waiting with the vehicle, a subject walked towards the deputy. Upon this subject returning to the vehicle, he identified himself as Raymond Harlow and stated he was the operator of the vehicle. Upon speaking with the subject and receiving conflicting information, the deputy began to doubt the veracity of his identity. After further investigation, the subject admitted lying about his identity and admitted his true name was Douglas Harlow. Upon checking the driver’s license of Douglas Harlow, the deputy discovered it to be suspended.

Harlow was arrested and transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Harlow was released by the Commissioner on Personal Recognizance.

Incident: Theft

Location: 35000 block of Main Street, Pittsville, MD
Suspect: 1. Male Juvenile, 14, Pittsville, MD

Narrative: On 5 September 2009
at 3:49 PM, a deputy from the Wicomico County Sheriff’s Office responded to investigate the theft of two bicycles from a backyard in the 35000 block of Main Street in Pittsville that had just occurred. The victim advised that he had only been inside for a few minutes when the bicycles had been taken. The deputy began checking the area for the stolen bicycles when he learned they had been spotted on Main Street in Willards. The deputy responded to that location with the owner of the bikes and located both of the bicycles along with the two juvenile suspects who took them.

Both juveniles were placed under arrest for the theft of the bikes and juvenile referrals for theft were completed on them. The deputy contacted parents of both juveniles and released them pending formal action by the Department of Juvenile Services.

Suspect: William Gerald Wilson, 29, Bishopville, MD

Narrative: On 6 September 2009
at 12:34 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle for erratic driving on Bi-State Blvd, just south of the town of Delmar. While speaking with the operator, William Wilson, the deputy suspected that Wilson was under the influence of alcohol. The deputy administered field sobriety tests which Wilson failed. The deputy subsequently placed Wilson under arrest. Upon approaching Wilson’s vehicle post – arrest, the deputy observed what the deputy recognized as marijuana in plain view. The deputy retrieved the marijuana from inside the vehicle along with a smoking device. During the processing of Wilson, the deputy also discovered that Wilson’s driver’s license was revoked.

Wilson was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Wilson was released on Personal recognizance.

Incident: Violation of a Protective Order
Date of Incident: 6 September 2009
Location: 9300 block of Melson Church Road, Delmar, MD
Suspect: Pete E. Truitt, 39, Delmar, MD

Narrative: On 6 September 2009
at 9:40 AM, a deputy from the Wicomico County Sheriff’s Office responded to investigate the report of a violation of a Protective Order in the 9300 block of Melson Church Road in Delmar, MD. At 8:55 AM on the same day, a deputy from the Wicomico County Sheriff’s Office had served Pete Truitt with a Protective Order the barred him from the residence and ordered him to have to no contact with the respondent who had obtained the order. During the investigation into the violation of the order, the respondent stated that Truitt had returned in defiance of the order.

The deputy located Truitt travelling nearby on Line Road outside of Delmar at which point Truitt was placed under arrest. The deputy transported Truitt to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Truitt was held on $5,000 bond.

Suspect: Adrian L. Wilson, 25, Salisbury, MD

Narrative: On 7 September 2009
at 7:29 AM, a deputy from the Wicomico County Sheriff’s Office attempted to locate a wanted subject by the name of Adrian Wilson. The Sheriff’s Office held four warrants for the arrest of Wilson. While on Alabama Avenue, the deputy observed an individual the deputy believed was Wilson and approached him. The subject refused to identify himself, asking the deputy "why"? The deputy believed that subject he was speaking to was in fact Adrian Wilson, but he refused to identify himself. Continuing the investigation, the deputy continued to inquire as to Wilson’s identity, at which point he did provide a name, later proved false. After about twenty minutes, the deputy managed to positively identify the subject he was speaking to Adrian Wilson and placed him under arrest.

Wilson was transported to the Central Booking unit where he was processed and taken in front of the District Court Commissioner for providing a false identity. After an initial appearance he was detained by the Commissioner in lieu of $3,500 bond

Suspect: John H. Hill, 23, Salisbury, MD

Narrative: On 7 September 2009
at 6:47 PM, deputies from the Wicomico County Sheriff’s Office responded to investigate an altercation occurring inside a residence in the 7900 block of Pittsville Road in Pittsville, MD. The deputies were responding to a telephone call from a juvenile inside the residence who advised that John Hill was assaulting both the juvenile and the juvenile’s mother. While en-route the juvenile advised that Hill was holding the juvenile’s mother down on the floor, preventing her from leaving the residence. The juvenile and her mother did manage to get out of the residence and they both fled down the street in an attempt to get away from Hill, at which point the deputies arrived. While speaking to the mother, the deputies observed both bruises and lacerations on different parts of her body.
Hill was placed under arrest and transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Hill was detained by the Commissioner in lieu of $5,000.00 bond.

Suspect: Jeffrey B. Morrison, 58, Delmar, MD

Narrative: On 8 September 2009
at 11:40 AM, a deputy from the Wicomico County Sheriff’s Office responded to investigate an alleged altercation occurring at a residence in the 30000 block of Danwood Drive in Delmar, MD. Further information provided indicated that there was a male subject involved that was supposedly armed with a handgun. Upon the arrival of the deputy, a male subject identified as Jeffrey Morrison exited the residence. While Morrison approached the deputy, the deputy observed a large bulge in Morrison’s pants pocket. The deputy initiated a pat down of Morrison for a possible handgun and discovered that the large bulge was actually a bag of marijuana. No handgun was discovered on Morrison and the alleged altercation had already ceased prior to the arrival of the deputy.

The deputy placed Morrison under arrest for the Possession of the Marijuana and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Morrison was released on Personal Recognizance by the Commissioner.

Suspect: Brian P. Lekites, 29, Mardela Springs, MD

Narrative: On 8 September 2009
at 7:56 PM, a deputy from the Wicomico County sheriff’s Office responded to investigate an altercation occurring inside a residence in the 9000 block of Athol Road in Mardela Springs, MD. Upon arrival, the deputy met with Brian Lekites, who was suffering from an injury to his face in the area of his eye. Lekites claimed he and his girlfriend had engaged in a verbal altercation, during which she assaulted Lekites. Upon interviewing his girlfriend, she advised that not only was she assaulted by Lekites, but that Lekites inflicted the injury upon himself. The girlfriend stated that Lekites grabbed her, pulled her into a bathroom and knocked her head into the wall. The deputy observed injuries on the girlfriend that coincided with her account. The deputy also located a third party at the residence who witnessed the altercation and also advised that Lekites inflicted his own injury.

Lekites was placed under arrest for Assault second degree and transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Lekites was detained by the Commissioner in the Detention Center in lieu of $7,000.00 bond.

Suspect: Male Juvenile, 13 YOA, Willards, MD

Narrative: On 8 September 2009
at 4:40 PM, a deputy from the Wicomico County Sheriff’s Office responded to a residence in the 7000 block of White Richardson Road and met with a woman in reference to an voice mail left at the her residence. Upon listening to the voice message, the deputy determined that a young male had left an inappropriate and offensive message. The deputy and the complainant managed to identify the caller as 13 YOA juvenile who attends school with the woman’s daughter.

The deputy located the juvenile and charged him with telephone misuse on a juvenile referral. The juvenile was left with a parent pending formal action by the Department of Juvenile Services.

Former Salisbury Fire Chief See Suspended From The Delmar Fire Department


Former Salisbury Fire Chief David See has been suspended from the Delmar Fire Department for violations of protocol.

Before Chief See retired from the Salisbury Fire Department, several Firefighters confronted David See about his facial hair. According to protocol, you cannot have such hair as it interferes with oxygen masks as well as a hazard to fire conditions. Clearly I'm not a Firefighter, so we can expect to get the actual details from a Firefighter who can spell this out more clearly.

Nevertheless, it's been reported that David See was sent a letter asking him to remove the facial hair from the Delmar Fire Department and as it was stated to me, he's so arrogant he simply refuses to do it, therefore he was suspended.

It has also been reported that there are now less than a hand full of Volunteers left at Station 16. I have been stating this for years Folks, they relocate, the Volunteers will not follow and I was right. While See & Gordy became VERY upset at me for making that statement twice on PAC 14, what say you now Boys? There are currently less than a hand full of active Volunteers at Station 16 and anyone trying to come on here and state I'm wrong is a liar. There may be names on the roster but there are less than 5 active Volunteers.

Oh, we're nowhere near done with this story. Sit tight Folks, it's about to get a whole lot better!!!! You know those new Fire Trucks that were ordered by the Boys with Big Toys. Well, there were more than SIXTY trips made to the manufacture to inspect each unit. Mind you, that could mean only 6 trips with 10 people at a time but I'm told that's NOT how it happened. I did confirm that the number of trips is absolutely accurate. This does NOT include ALL of the overtime pay for Firefighters having to cover those 60 trips. MORE information you won't read in the Daily Times.

So why didn't YOU know about it. Because See & Gordy HID it into the cost of the purchase and piggybacked the purchase along with other orders so o one would know. Oh wait, it gets better! Yesterday, Comegys didn't want a budget amendment so THIS information wouldn't be made public and or open to public discussion! It failed, you now know about it and I would suggest each and every one of you taxpayers show up at the next City Council Meeting and let him have it.

It has also been reported that the Career Firefighters are livid right now because there's all this talk about layoffs and salary cuts, yet See & Gordy were able to get all these multi million dollars worth of equipment, yet the City can't afford to man it. Oh, now get this! Would you believe that Gordy wants to try to come to the City Council and propose that Station 16 can be run from 5:00 PM at night to 7:00 AM seven days a week by Volunteers. That's right Folks, Gordy and Comegys WILL one way or another do ANYTHING to prove they don't have to provide those 24 hours on and 72 hours off. Comegys & Gordy will do anything to change these shifts and they're scheming any which way but loose to get her done. I don't know about you Folks but there's just no way the Volunteers, (with all due respect) can run Fire & Ems each and every evening.

In closing, there were 8 Firefighters at Chief See's Retirement Party. Three Fire Departments were pressured into putting up $2,700.00 EACH to pay for this party and then Gordy told them they had to pay $38.00 per person to attend. Hence only 8 Firefighters being deeply persuaded into giving up money they had raised through fundraising or some other source to pay for someone most Volunteers couldn't stand in the first place. Sounds like another fishing trip to me. He wasn't welcome in Salisbury and now he's not welcome in Delmar. Karma is a bitch, isn't it. As for Bill Gordy, I also hear his time will be short lived in Salisbury as well. I'm told he'll stick around until a new Fire Chief is on board and then he's out of here. He's already purchased property down south and he plans on going just as soon as he can. I heard he traded the Exxon in Cambridge for property down south.

Make sure you attend the next Council Meeting and challenge these Folks running the Fire Department. The Mayor will face more budget cuts, that's a guarantee. Sooner or later they'll be forced to start laying people off, just like real business owners in the real world. Soon enough taxpayers will place enough pressure on our Elected Officials to do something, yet Gordy is still fighting for a new Fire Boat. Oh yeah, I almost forgot. You know that new Hazmat Trailer. Well, they're ordering a new rig to pull it. OK, you may have known that, yet you can't afford it. However, Gordy is trying to pull ANOTHER fast one. He wants another trailer for another emergency application and when they were going to decide on the lettering, Gordy told them he wanted Hazmat on the rig. Everyone said, NO, we shouldn't have ANY lettering on it so we can use it for the other emergency trailer. Gordy replied, don't worry about it. I'm going to order another rig for that trailer too.

Couple Married At Son's Funeral

BUFFALO -- The parents of a 7-year-old boy who died after an upstate New York car crash have fulfilled his wish that they get married, and they did it at the child's funeral.
Amilcar Hill and Rahwa Ghirmatizion got married during Monday's funeral service in Buffalo for their son, Asa Hill. Asa died a day after his grandfather's car was involved a chain-reaction highway crash last week.


Hundreds of people packed the church for Asa's funeral. The couple surprised attendees by getting married, which the parents say their son had been asking them to do.
Amilcar Hill says Asa's organs were being donated to save other young lives.

New Potential Health Risks of the Swine Flu Vaccine Emerge

I’ve published earlier articles about some of the more dangerous ingredients in this vaccine, such as mercury, and squalene, which has been linked to the development of autoimmune diseases like rheumatoid arthritis and lupus.


Now, German lung specialist Wolfgang Wodarg has come out about even more potential health risks associated with the swine flu vaccine. Interestingly, Dr. Wodarg also holds political office, as the chairman of the health committee in the German parliament and European Council.
According to Dr. Wodarg, the swine flu vaccine contains animal cancer cells, and there’s no data indicating whether or not this may cause an allergic reaction when injected.


It also raises questions about the risk of contracting cancer.


He also told the German press that the widespread fear of the pandemic was an “orchestration,” stating, “It is great business for the pharmaceutical industry. Swine flu is not very different from normal flu. On the contrary, if you look at the number of cases it is nothing compared to a normal flu outbreak.”

Mayor Ireton Wants To Spend Tax Dollars Educating Criminals

In a Crime Task Force Meeting held yesterday, Mayor Ireton and Lore' Chambers shared their intent to solicit grant money to better educate prisoners before/after being released from prison on how to get better jobs.

While the Mayor is cutting jobs, taking away millions from Public Works to assure even worse conditions for roads than Barrie Tilghman subjected taxpayers with over 12 years, let's spend more money on criminals to make sure they get better paying jobs. Uh, hello, what about the taxpayers and City Employees who are looking for jobs and or more than likely soon to be looking for jobs!

Typical of the left wingers, always wanting to make sure they prove they're compassionate. In fact, Lore Chambers, Terry Cohen, Chief Webster, Jim Ireton and several others will travel to Annapolis today to gain more information on this grant opportunity.

Isn't it bad enough that it has been SEVEN DAYS since the Salisbury Police Department put out their last Press Release referencing crime? We have murders, robberies, home invasions, you name it, most of which have NOT been solved, yet the Chief of Police, (who doesn't participate with the Crime Task Force and or WBI) wants to take a day trip to Annapolis to better serve our criminals!

I'm sorry Folks but even though this entire group are a bunch of DEMOCRATS, we're facing laying off people while they hire others like Lore' Chambers who spends her day looking for grant opportunities and then running to the Council and Mayor saying, look at what I found, isn't this peachy.

Their addiction to what they want to call, FREE MONEY just doesn't sink in. They believe that if we do not go after this money, some other City/County will get it instead. OK, not only is this fiscally irresponsible let's look at it from a different angle.

Back when 9-11 happened our Federal Government stepped in to make sure every Town/City/County in America received money to hire additional Police Officers. However, programs are designed to start and then FINISH. When they Feds stop paying for these Officers, they they go to the taxpayers, (locally) and force them to pay additional taxes for these kinds of programs.

When a Developer would come to former Mayor Barrie Tilghman and say, we'll create this playground area and donate it to the City, the Mayor would say no and rightfully so. Mayor Tilghman was wise enough to know, someone has to pay for the upkeep of such projects. However, when it came to grant money, one never went past her desk without her signing off on it, unless it was an idea from Campbell or Cohen.

The problem we're experiencing is that government continues to grow and no matter what is said and done, these projects eventually run out of money and while they sell you on the idea that it's FREE, it might be today but it will cost you locally tomorrow.

Chief Webster should be staying here and fighting crime., He should be making damn sure the local public is aware of what crime is going on and reassuring everyone that the SPD is being proactive and not reactive. Now maybe some of you believe today's trip to Annapolis is proactive. IMO, that would mean you're a democrat who likes to talk the talk but would never hire one of these criminals and push them off on someone else.

Let's get our priorities straight. Get rid of Chief Webster and Lore' Chambers and find some people who want to work with what we already have and ultimately fix it. The more these people make stupid trips like today, the more it's going to cost you the taxpayer in the end. Ireton needs to stop grandstanding and taking photo ops, throwing out the first pitch, (as if that article actually brought more people to the Stadium) and concentrate on the major issues at hand.

Burglary Subject Arrested for Third Time in Three Months

Location: Various Businesses in the Route 2 and Meadowood Drive area, Newark, Delaware, New Castle County

Date of Occurrence: Tuesday, September 8th, 2009, at approximately midnight

Suspect(s): Norman Williamson, 24, of the unit block of McClane Street in Wilmington, Delaware

Resume: Delaware State Police patrol officers here in New Castle County made another burglary apprehension last evening.

At approximately 11:55 p.m. last night, officers from Troop 6 were dispatched to the Astro Shopping Center, on Kirkwood Highway, in Newark. A citizen had called 911 advising a suspect was attempting to break in to stores at this location.

Responding Troopers were advised by RECOM (DSP dispatching center) that the suspect was described as a white male wearing a white t shirt and shorts. When officers arrived on the scene they found damage to the front glass doors of the Masso Liquor Store (220 Astro Shopping Center) and the adjacent Subzi Mandi Indo-American Grocery. Both of these stores are within approx 50' of each other in the shopping center. Troopers performed an area search and observed damage to the front glass door at the Gulf Convenience Store, located at 2603 Capitol Trail, Newark, Delaware. The Gulf Store is just east of the aforementioned two businesses. An interior check revealed someone had stolen a cash register drawer and cigarettes.

An individual matching the suspect description, Norman Williamson, was contacted on the eastbound side of Route 2 across from the Astro Shopping Center. He had what appeared to be fresh scratches on his legs and blood on his socks. He was taken into custody without incident. A check of video surveillance at the Gulf Station clearly depicted Williamson committing the burglary.

Investigators learned that Williamson was recently arrested (DSP arrested him on July 23rd) for burglarizing the Basin Road Capriotti’s on July 7th and was also arrested (WPD arrested him on July 19th) for burglarizing a home on July 14th in the City of Wilmington. Both of these cases are currently pending trial in New Castle County Superior court.

Williamson was formally charged today with Burglary (felony), 2 counts of Attempted Burglary (felony), 3 counts of Criminal Mischief (misdemeanor) and 1 count of Theft (misdemeanor). He was released on a $5,300.00 unsecured bond.

UPDATE -- WICOMICO COUNCIL PRESIDENT WANTS REFUND FROM SALISBURY

At a special meeting yesterday the Salisbury City Council rejected the request made by John Cannon for the City to refund lien fees that his family’s firm paid when it acquired the property at 304 Delaware Avenue. We understand that the vote was unanimous, as it should be. The deed indicates that the firm named Cannon, LLLP paid $7,450 for the property in May, but that may not include the lien charges of $2,328.00

Hi Joe,

This morning my son came to see me before he headed to Georgetown to attend a member of his brotherhood's funeral. There stood this wonderful young man that god gave me the pleasure of raising and loving before me in his Dress Blues. I thought Wow how proud I am of him and the job he has chosen. Then it hit me where he was going and why. I am truly terrified for my son and for everyone else who has chosen this profession. To be a Police Officer and even a Fire Fighter you have to have it in your blood and to be your passion to even consider being one of these heroic people who lay their lives on the line to protect honor and serve the public. I highly respect you all and you are all in my prayers every day and night. Also want to include the parents who have raised these brave people and congratulate you on a job well done. We may not know each other and possibly never will but we are connected in a strong bond of supporting mentally and emotionally our children. Bless you all and please keep safe.

NARRATIVE:

On 09/07/09 at approximately 0215 hours, Troopers from the Maryland State Police Berlin Barrack as well as Deputies from the Worcester County Sheriff’s Office responded to the WaWa, 12502 Ocean Gateway, Ocean City, MD in reference to a large disorderly crowd of approximately 75 people. While attempting to clear out the crowd, Troopers observed a fight occurring in the parking lot. Keith Aaron Walker and Jordan Jamar Criner were actively fighting in the parking lot. Troopers placed the subjects under arrest for the above offenses. The crowd remained disorderly and additional manpower was requested from the Ocean City Police Department to include their mounted unit. Troopers, Deputies, and Officers were able to disperse the crowd after approximately 20 minutes. The above two subjects were transported to the Maryland State Police Berlin Barrack where they were processed and brought before a Worcester County District Court Commissioner. The Commissioner released both parties on their own personal recognizance pending trial.

DISPOSISTION: Held at Worcester County Jail on $5000 bond.

NARRATIVE:

On 09/06/09 at approximately 0421 hours, Troopers from the Maryland State Police Berlin Barrack as well as Deputies from the Worcester County Sheriff’s Office responded to the Delmarva Trailer Park in reference to a suspicious person who was seen looking into vehicles. Upon arrival, Troopers located Robert Michael Leach Jr. exiting the trailer park and accosted him. While conversing with Leach, a routine computer check revealed Leach was wanted on an outstanding bench warrant for Violation of Probation. He was placed under arrest for the bench warrant and read his Miranda Rights. A search incident to arrest of Leach revealed a metallic smoking device with burnt marijuana residue as well as a small plastic baggie containing marijuana. Additionally, a large amount of coins were located on Leach which he admitted to stealing from a vehicle in the trailer park. Leach also had invitations to a bridal shower in his possession with the victim’s return address on them which were also stolen from the vehicle. Leach was transported to the Maryland State Police Berlin Barrack where he was processed and brought before a Worcester County District Court Commissioner where he was charged with the above offenses and held on $5000 bond.

Health Bill Could Benefit 6.6 Million Illegals, Cost $31 Billion

As President Obama addresses the nation on healthcare reform, a new analysis by the Center for Immigration Studies estimates that 6.6 million uninsured illegal immigrants could receive benefits under the House health reform bill (H.R. 3200).

While the bill states that illegal immigrants are not eligible for the new taxpayer-funded affordability credits, there is nothing in the bill to enforce this provision. Congress defeated efforts to require the use of the Systematic Alien Verification for Entitlements (SAVE) program. More than 70 other programs of this kind use SAVE.

In 2007, there were an estimated 6.6 million illegal immigrants without health insurance who had incomes below 400 percent of poverty, which is the income ceiling for the new affordability premium credits.

If all uninsured illegal immigrants with incomes below 400 percent of poverty received the new credits, the estimated cost to the federal government would be $30.5 billion annually.

The current cost of treating uninsured illegal immigrants at all levels of government is an estimated $4.3 billion a year, primarily at emergency rooms and free clinics.

As a practicing physician I have major concerns with the healthcare bill before Congress. I actually have read the bill and am shocked by the brazenness of the government's proposed involvement in the patient physician relationship. The very idea that the government will dictate and ration patient care is dangerous and certainly not helpful in designing a healthcare system that works for all. Every physician I work with agrees that we need to fix our healthcare system, but the proposed bills currently making their way through congress will be a disaster if passed.

Wicomico County - August 2009 Housing Report

As you can see listings are down over 8% from August 2008. For the year to date total we are down about 10%. These are positive signs that will eventually lead to a market correction, unfortunately, most of these homes are coming off the market because of short sales and foreclosures. We’ve only broken the ice with foreclosures, as rates will continue to soar through 2010.

The big gains this month were the settlements. 45.7% increase in sales compared to August 2008! Great news for the county and goes to show that many buyers are taking advantage of the $8,000 tax credit and the lowest interest rates in years! I haven’t seen a month like this in years!

95% of the market is under $300,000. But the houses that were listed in the $400,000’s and $500,000’s are now more affordable then ever and are coming below that $300,000 threshold. The move up market is very lucrative right now – you just have to know the ins and outs of selling for profit in this market.

While Wicomico County’s yearly figures are way down compared to a year ago – the Ocean City Condo market it hot! All positive signs to the market on a rebound. Great time to buy a second home or for investors to cash in. Listings are down, settlements are up! It is harder to get a loan for a second home but if you have 20% down you are in the drivers seat!

Condos like The Gateway Grand, Ocean City MD and others have reduced 30%, 40% and even over 50% just to get the bad debt off the books. But once some of these bad investments are sold – prices will begin to rise again.

George H.W. Bush's Speech To Students Drew Democratic Probe

When President George H.W. Bush delivered an education speech in October of 1991 to students at a junior high school in Washington, Democratic critics investigated the event, Washington Examiner columnist Byron York reported Tuesday.

Much has been made about the criticism surrounding President Obama's Tuesday speech to the nation's schoolchildren.

But when President George H.W. Bush delivered a similar speech in October 1991 to students at a junior high school in Washington, D.C., Democratic critics went much further and investigated the event, Washington Examiner columnist Byron York reported Tuesday.

Democrats, who controlled Congress at the time, ordered the General Accounting Office to probe the production of the speech and later summoned top Bush administration officials to Capitol Hill for a hearing, York wrote.

The Bush speech at Alice Deal Junior High School cost $26,750 -- an expenditure paid by the Department of Education -- and drew fire from Rep. William Ford, then chairman of the House Education and Labor Committee, who ordered the probe.

"As the chairman of the committee charged with the authorization and implementation of education programs, I am very much interested in the justification, rationale for giving the White House scarce education funds to produce a media event."

The GAO found no wrongdoing on the part of the Bush administration

But after Bush spoke, The Washington Post implied in a front-page story that the speech was staged for the president's political benefit, and Democratic allies continued to pounce on Bush for the cost of the event.

Maryland State Police Define .22 Rimfire Rifles As “Assault Weapons”

Maryland --(AmmoLand.com)- In its infinite wisdom, the licensing division of the Maryland State Police has determined that certain .22 caliber rimfire rifles are “assault weapons” based solely upon there cosmetic resemblance to some firearms that are defined by Maryland law as “assault weapons.”


In a letter to attorney Frank D. Boston, III, Captain Laura Lu Herman (Commander of the MSP licensing division) wrote in part:


“The Annotated Code of Maryland, Public Safety Article 5-101, defines a regulated firearm as “a firearm that is any of the following specific assault weapons or their copies, regardless of which company produced and manufactured that assault weapon…” The precise meaning of the words “copy” or “replica” are not included in the statute suggesting that a copy or replica may be interpreted as cosmetically copied or replicated or perhaps require more similar functional qualities.”


I will take into consideration the points you have identified in your letter and will forward a request for a formal opinion from the State of Maryland Attorney General on the precise meaning of “copy” and replica” as used in Public Safety Article 5-101.


Until the opinion of the Attorney General is published relating to this matter, the Maryland State Police Licensing Division believes it is in the best interest of the public in general to continue to process the purchases of the .22 caliber Rimfire Rifles in accordance to the statutory requirements for purchases of regulated firearms.”


The real problem is: The Maryland State Police have apparently not issued a formal written bulletin to the firearms dealers informing them of this new requirement. It is entirely possible for a dealer and/or buyer to be arrested, charged, and prosecuted for violating an unwritten policy established in secret by Maryland State Police Licensing Division.

Delmar Elementary Presidential Speech A Flop

All that hype and nothing, a dud, a flop, notta, zilch. Our Grandson came home today and with great excitement as he informed us that there was no viewing of Obama after all.

Good work Delmar Elementary School. I'll be the President around this household.

THE PHARMACIST

Upon arriving home, a husband was met at the door by his sobbing wife. Tearfully she explained, "It's the druggist. He insulted me terribly this morning on the phone..

I had to call multiple times before he would even answer the phone."

Immediately, the husband drove downtown to confront the druggist and demand an apology.

Before he could say more than a word or two, the druggist told him, "Now, just a minute, listen to my side of it.. This morning the alarm failed to go off, so I was late getting up. I went without breakfast and hurried out to the car, just to realize that I'd locked the house with both house and car keys inside and had to break a window to get my keys.

"Then, driving a little too fast, I got a speeding ticket. Later, when I was about three blocks from the store, I had a flat tire."

"When I finally got to the store a bunch of people were waiting for me to open up. I got the store opened and started waiting on these people, all the time the darn phone was ringing off the hook."

He continued, "Then I had to break a roll of nickels against the cash register drawer to make change, and they spilled all over the floor. I had to get down on my hands and knees to pick up the nickels and the phone was still ringing. When I came up I cracked my head on the open cash drawer, which made me stagger back against a showcase with a bunch of perfume bottles on it. Half of them hit the floor and broke."

"Meanwhile, the phone is still ringing with no let up, and I finally got back to answer it. It was your wife. She wanted to know how to use a rectal thermometer.

And believe me mister, as God is my witness, all I did was tell her."

Political Budget Cuts

Last month Gov. Martin O'Malley told a WTOP radio audience that when cutting state aid to the state's 24 local subdivisions he would "make sure the cuts were shared in a fair way."

A week later everyone found out what "fair" means to O'Malley when he unveiled $210 million in local aid cuts that protect some counties while slamming others.

Here's how the game works: The state distributes some $6.4 billion annually in direct aid to the locals via dozens of various grants and programs using dozens of different formulas and criteria. For instance, police aid is distributed per capita but with extra cash for counties with high population densities. Transportation aid is based on population and on each local jurisdiction's miles of highway.

The state aid grants and their distribution formulas are largely based on politics, not merits. So savvy state lawmakers who flex their political muscle end up with grants and formulas that pump the maximum state aid dollars into their jurisdictions.

And for every aid dollar that comes from the state the locals pay one less dollar in local taxes. That's called "bringing home the bacon (i.e., other people's money)."

More than 70 percent of Maryland's state aid is "equalized" i.e. distributed inverse to each county's wealth, because the less affluent counties have the votes to fleece the affluent. As a result, the less affluent counties get most of the state aid. That's why 49 percent of Somerset County's local budget comes from state aid but only 14 percent of Montgomery's. So when cutting state aid "in a fair way" you'd expect pro-rata reductions — the same percentage reduction applied to every county's total state aid, right?

Wrong, just as the state aid levels are determined by politics, so are the cuts. Instead of cutting every county or every state aid program equally, O'Malley placed most aid programs off limits and concentrated his cuts on only 14 percent (four grants) of the total $6.4 billion state aid total. And, yes, these are the same four aid grants he slashed in his January budget. This selective cutting protects favored counties at the expense of others.
