$10 Laptop Introduced Today In India


Get ready, India's $10 laptop is set for its first unveiling on February 3rd. Ok, so it's not quite $10... $20 actually, but that's far better than the $100 some were estimating. It's also much better than the $200 per OLPC XO deal that Negroponte wanted to reportedly charge the Indian government more than two years ago -- an offer rejected by officials with a promise to young Indians to do it better and for less. According to some reports the laptop will feature 2GB of memory, Wi-Fi, fixed Ethernet, expandable memory, and consume just 2 watts of power. The Devil's in the details, they say, but with any luck, India will be swimming in cheap silicon within the next 6 months if the project can keep to schedule... that's a big IF. The laptop is aimed at Indian students, for now, but there's no word on whether it will be available any time soon to the wider public, either in India, or anywhere else.

JPMorgan, AmEx Sponsor New York Squash Tournament Amid $28B Bailout

Talk about squashing consumer confidence.

Despite receiving $28.4 billion in federal taxpayer bailout funds, JPMorgan Chase and American Express sponsored a weeklong professional squash tournament in New York last month at the same time lawmakers were denouncing wasteful Wall Street spending.

The weeklong event — the Tournament of Champions — was held Jan. 23-29 at Grand Central Terminal and sold roughly 4,500 tickets. The tournament's see-through court attracted thousands more passers-by and commuters who caught a glimpse of one of the "world's premier squash championships," according to tournament director John Nimick.

Representatives at JPMorgan Chase declined to specify exactly how much it spent on the sponsorship, but a source close to the matter said it was roughly $100,000. American Express officials also declined to provide an exact amount, but the company is believed to have spent roughly $25,000, according to the source.

Breaking News On PAC 14, Comegys Can Take A Hike


Last night I attended the City Council Work Session whereas they had PAC 14 on the agenda. Louise Smith wanted to completely dissolve the old Board and remove Debbie Campbell completely and start over from scratch. This didn't sit well with the rest of the Council and quite frankly I felt that Louise Smith read from a document in front of her in which she had absolutely no clue what she was talking about.


Comegys felt the County Executive and County Council were trying to control PAC 14 and Shanie agreed stating the County has already started advertising in the Newspaper for Board Members.


Let me be more fair about it. She somewhat understood what she was reading as I'm sure she was well briefed on it but in no way, shape or form did she create the idea she was proposing and that was obvious.


While I know PAC 14 is GA Harrison's specialty here I'll keep this opinionated and brief and hopefully he can come back with a detailed understanding of what was just decided.


Last night they agreed to something Gary Comegys proposed holding yet another meeting, this time with the Mayor, the Council Presidents from both City & County and the current Board Members, Debbie Campbell and Stevie Prettyman.


Terry Cohen and Debbie Campbell's major concern and real interest in agreeing to such a meeting was simply the fact that the County Executive Rick Pollitt is currently working on the Budget and if PAC 14 doesn't have a Board together REAL SOON, they're not going to get into the County Budget and be funded for next year. So everyone agreed to move on to this next meeting in the hopes the County Council would agree.


Well, guess what, the County Council got wind of last nights meeting and what was said and just discussed it in their Council Meeting and took a vote on PAC 14, unanimously agreeing to move it forward just as it is right now. No more meetings! Council Members commented on how they didn't want to be removed to a smaller group of select people to make a decision on this matter, so they voted against any more meetings and the game is not over for the Mayor.


PAC 14, (according to today's County Council Vote) will consist of 4 City representatives, 4 County representatives and 1 Citizen agreed upon by both the City and County. The County funds around $130,000.00 a year towards PAC 14and I'm not exactly sure what the City puts up but I believe it's over $100,000.00. Salisbury University provided PAC 14 with a facility to house the non profit group, which could change. That's OK because I offered 300 W. Main Street, which would be almost 4 times the space they currently have on one floor alone.
It's going to get VERY interesting from this point forward Folks. Unless the Mayor finally folds her hand and breaks away from her dream of controlling PAC 14, she'll bankrupt PAC 14 too because they won't be in the County Budget if they don't stop putting up a fight as of today and get back to their original line of business.
For the second day in a row, Gary Comegys has been shot down. First was the Fire Station 2 proposal and then PAC 14. I'm kind of liking watching him take control and then seeing what the County thinks of him and his ideas, as well as the rest of the entire City Council. The Mayor Reception thing doesn't look too good and these are probably two of the biggest topics at hand right now for the City. I wonder if Comegys will sit back and say next to nothing from this point forward?

Narrative: On 2 February 2009
at 0800hrs, the Wicomico County Sheriff’s Office began an investigation into the shooting of multiple street signs in the Athol Road area of Quantico. Investigation revealed an unknown subject shot at stop signs, street signs and other traffic warning signs causing damage to all. The estimated cost to replace the damaged signs is almost $1,000.00.

Anyone with information on the identity of those responsible for shooting at the signs is asked to contact the Wicomico Sheriff’s Office at 410-548-4890 or Crime Solvers at 410-548-1776.

Holly Anne Sterling, 32yoa, of Salisbury was arrested for Assault on a Police Officer, Obstruction/Hindering and False Statement. Philip Scott Bailey, 30yoa, of Salisbury was arrested for Possession of Cocaine, Possession of Drug Paraphernalia, Resist Arrest, Obstruction/Hindering, Fail to Obey a Lawful Order, and two counts of Reckless Endangerment. On January 27, 2009 at 6:09pm, officers responded to the 100 block of Center Street for a report of drug activity inside a residence. On arrival, officers made contact with Sterling and Bailey. After entering into the residence the officers detected a strong smell of burning marihuana. As the officers attempted to speak with Bailey, he fled from the residence. When the officers began to give a foot pursuit, Sterling grabbed one of the officers by the collar of his shirt to prevent the officer from giving chase. The officer was able to break free and assist with the apprehension of Bailey on Roland Street. A search of Bailey incident to his arrest located a quantity of suspected cocaine and prescription medication. After her arrest, Sterling provided the officers with a false name because she was also wanted in Worcester County, MD. Both subjects were transported and released to the custody of Central Booking. 200900003005

John Robert Banks, 51yoa, of Salisbury and Cynthia Lynetta Jones, 48yoa, of Salisbury were both arrested for Theft over $500, Theft under $500, and Theft Scheme over $500. Both Banks and Jones were employed by Super Fresh. Over a period of time, Banks and Jones were able to steal a large quantity of groceries without paying for any of the items while both were working. Banks and Jones were transported and released to the custody of Central Booking.

Yes, anonymous one, Gary does have a lot of supporters. Look who they are, landlords, the mayor, the Cathcarts and many others with special interests. Everyone of them had something to gain by keeping Gary on the council.

Comegys, See, Gordy & Hoppes Finally Get Slapped In The Face


Monday nights City Council Work Session was well worth visiting. It's been a while since I've been able to find the time to get out and enjoy my old stomping grounds where it all started.

January of last year the SFD hired a structural engineering firm to look at Station 2. Is anyone surprised that they came back with substantial problems? There are cracks in the walls and OMG, yes, cracks in the brick as well. The building was built in the 1930's and my God, it's time to replace it because it's NOT up to standard codes today. DUH! I'll bet my home built 7 years ago or less does not meet today's code either! Heck, I'd even bet the new Station 16 isn't up to today's code either. Chief See, master of BS, did his best to try to sell the Council on the fact that this building just isn't safe for his men and women.

See came in with three recommendations.

1. Renovate the existing structure including living space, $2,000,000.00 . $200.00 per sq. ft.
2. Demolish bldg. and rebuild, $2,000,000.00 $195.00 per sq. ft.
3. Build a brand new Fire Department, $2,400,000.00 $200.00 per sq. ft.

Interesting, that's a FAR CRY LESS from the cost of the new Station 16 per sq. ft! On a VERY interesting note where Mr. Comegys slipped, he said, that doesn't include the acquisition of purchasing additional land, right? See replied, no. Dee, Dee, Deeee!

See went on to say he has already put in the request to the Mayor on option 3, a brand new facility. There is a Bond the City put together for $90,000.00 in 2008 for architect and engineering plans for Station 2 and they want to use that money now to get started for a project they expect to be finished in 2012.

Louise Smith, (GO FIGURE) immediately stated, "Where's the money?" In today's economy, how can we go to the taxpayers after building Station 16 and sell them on this project.

See came back and stated that this was a 1930's structure again and that it wasn't up to code and he felt this was necessary to take care of the hard working Firefighters. "We're concerned for the safety of our Firefighters."

Gary Comegys spoke out and said he's not prepared to agree to financing at this time but he wanted to move forward with the plan provided in the Bond from 2008 and get started on engineering and drawings.

Debbie Campbell chimed in and said, if a building is 5 years old and you bring it to current code, it would cost a small fortune. "I would not agree to release the $90,000.00 while we're in a recession."

Terry Cohen stated why borrow money to create a plan for something to sit on a shelf. I have watched that happen all too often since I've been on Council. We should re appropriate this money to another priority project.

Gary came back with, "This is the busiest Station in the entire County.. This money was already appropriated and should be spent. This does not show respect and gratitude towards these men and women."

Debbie Campbell replied, At the end of the day there's only so much money. How about fair wages for these Firefighters instead? We have good equipment and in 2008 we were not in the dire straights we are now in. Certainly we want this and if businesses were coming to town and opening stores and we were growing this would be one thing. This is NOT the case.

Terry Cohen replied, My own Family has had to make changes in these trying times and even they know what it means to cut back. If we need that $90,000.00 for an emergency where another building needs structural help, at least we now have the $90,000.00 to fix it.

Shanie Shields said, "Buildings do collapse. Is the building safe? Then you want a new Station up North.

In the end the votes were 4 to 1 against releasing these funds to move forward with Station 2. No disrespect whatsoever to the Firefighters throughout the City but for what it's worth, you knew it, I knew it, everyone of the taxpayers knew they blew their load on Station 16 and it will be a good 10 years before anyone makes any more moves within the Fire Department.

Here's my personal thoughts on tonight's meeting. Louise Smith & Shanie Shields are feeling the pressure of the upcoming election and I say that seriously. They know the tide is about to change and the games are over.

Mr. Comegys clearly showed his true colors, spend big bucks for his friends and support them to the very end, he wants the Firefighters vote. Hopefully the Firefighters are smart enough to turn their backs and use common sense. The City is broke! Even Louise Smith touched on the fact that the City's infrastructure is falling to pieces and they just can't afford any more luxuries with the Fire Department.

I'd also have to say that See & Gordy knew this well ahead of time but they just had to slap them with this in order to go back to each Fire Department and say, we tried. BS! They blew that wad on the new Fire Station and got EXACTLY what they wanted.

Now here's my next question. The Council also budgeted hundreds of thousands of dollars for a new Fire Boat too. Will they save that money as well as tell them to shove that project where the sun doesn't shine too? Comegys seemed quite upset that the entire Council voted against him and for what it's worth, I'd strongly suggest more people come to these meetings and watch how they carry themselves.

The Voters/Citizens better get educated REAL QUICK before this election because you're going to all of a sudden see a whole bunch of these Debbie Campbell & Terry Cohen Copycat Decisions by Louise, Gary and Shanie because they know Terry & Debbie are right and have the taxpayers in mind first. That's never changed.

Let's see what the Daily Times has to say about this. They can't get too opinionated but I can only write so fast and we'll have to see their take/twist on it when it comes out.

New Officers Assigned to Christine Sheddy Case!


One of our readers called to tell me that they had seen several police cars from different agencies at the property on Byrd Road last Thursday, and again on Saturday.

They said that they saw State Police, Sheriff’s Department and DNR.

They also saw one of the agencies with dogs.

This is the property where missing mother of three Christine Sheddy was last seen on November 13th of 2007.

Christine disappeared from the residence leaving her two small children, her purse and all of her belongings behind and has not been heard from since.

The last people to see her alive were the tenants of the farmhouse , a couple known as Tia and Jr. (Clarence Jackson). They supposedly left the home to pick up their own children from school, leaving Christine and her children alone at the farm house. Allegedly, upon returning they found the children alone in the house with all of her belongings still there as well.

Levi Hall, Christine’s boyfriend an father of the children was supposed to pick Christine and the children up later in the evening. But that never happened.

A statement was given by the couple TWO WEEKS after Christine’s disappearance from the home and the boyfriend has refused to do so unless accompanied by an attorney!

The house was searched at the two week point, and the property was searched four weeks after her disappearance.

Witness’s have stated that there was a bonfire at the home on the night of her disappearance and that the carpet was removed from the house within a few days of the indecent.

A few weeks ago I was informed that the case had a new lead investigator, and that things were going to start happening.

Apparently the new investigator doesn’t buy the story of Christine abandoning her children, and running off on a drug binge, but believes what the family has been saying the whole time…

Christine would never abandoned her children no matter what, and that someone has blood on their hands.

Having seen first hand, the search that took place on Byrd Road, I have to say that it’s amazing what little tiny things can be found after 15 months.

I have to agree with Billy and if you’re a betting person - Don’t take him up on his bet.

The law enforcement agencies involved in the search, left no stone unturned, even going back over some stones that had been turned previously. Ah, those tiney little things that get left behind!

Who knows what other tiny things can be found when we do the next search. More eyes looking find more tiny things.

It was wonderful to see so many different law enforcement agencies working on Christine’s case and all having one purpose in mind. I can’t say enough about their kindness and understanding of what Lynn and her family are going through and their combined interest in closing Christine’s case.

For those of you involved - We know that you read all of the blogs that talk about Christine. Know that a “Hound Dog” has been turned loose. If you know anyting about hound dogs, you know that they don’t stop until they find everything and everyone they are looking for. Tick, tick, tick…..

Denny's has around 1,500 restaurants across the country, and all but one – a franchisee in California who's exiting the business -- are participating in the promotion, CEO Nelson Marchioli told me.

I asked Marchioli if there were any strings attached to the offer, such as a minimum purchase requirment, and he assured me that there weren't. But there are a few things you need to know. The deal is technically good only for meals eaten inside the restaurant, not takeout orders. But Marchioli says he's authorized managers to issue rain checks for customers who'd like to take advantage of the deal, but can't stay.

The promotion has a strict no-substitutions policy, though you can request, at no extra charge, Egg Beaters instead of the real deal.

Denny's is expecting the promotion will draw as many as 2 million incremental guests, a 550 percent increase over the chain's typical customer count on a Tuesday.

"Mr. Albero,

I just received notice from Sears and Kmart that Citibank (of South Dakato), N.A., the issuer of Sears Gold Master Card, are making several changes to the terms and conditions for the Sears Gold Master Card product.

1) The regular Sears purchase APR is increasing ( Can be Prime + up to 23.99% or to 29.99% )
2) The regular External APR is increasing ( same as above )
3) Cash access APR is increasing to 3% of each transaction; $5.00 Minimum
4) THE MINIMUM FINANCE CHARGE WILL NOW BE $2.00

I actually took the time, with the aid of a magnifying glass, to read the 18 page brochure they included. There were no other major surprises. When I finished, I was "madder than a wet hen"! The "gestapo type" verbage and manor used in the writing of that sh*t document struck me that their attitude is "you as the user are a piece of sh*t and we have you by the a*s".

There is an "opt out option" if you are not in agreeance with the new changes. If you choose to "opt out" they will close your account, unless it is already closed. If you have a balance, it must then be repayed under your current terms.

WELL GUESS WHAT?...WE DO NOT HAVE A BALANCE AND WE CHOSE TO "OPT OUT".
THIS RETALIATION IS NOT DIRECTED AT SEARS / KMART BUT THAT WHORE CITI BANK.
We did the same thing 2 weeks ago to another Citi Bank card that we had since 2002. They wanted to take our 8.99% APR to 19.99%. We called for an explanation and tried to negotiate but they would not reconsider even after I informed them of an offer from another card company with better rates.... so I told them to "stick it" We called the other company and had the balance (under &1500.00) transfered that same day. GOODBYE CITI BANK!!!!

Now I realize this may not be the solution for everyone because situations differ, but I will not support Citi Bank. We will continue to shop Sears and Kmart but will be paying cash, using another credit source or not making the purchase.

I hope you read this letter and help me out.

My family and I have had the unfortunate meeting with the new head guy at the Somerset County animal rescue and I was just wondering if you have heard anybody else talk about how this ya-hoo has disrespected, demeaned, and was just plain rude to them?! He is heartless and has no right being in the position or authority he is at right now. Frankly, all familes with pets should be warned about him! My dogs got out last sunday and are now being deemed "dangerous" because this guy was in a bad mood. My 9 year old sister was sobbing as he drove away with my dogs and he laughed in her face! I dont know his name, other than possibly "Jim". We just want our dogs back whom we love and have grown up with. PLEASE HELP!"

Ladies & Gentlemen, letters like this come in all the time. They always want to remain anonymous and you must take them with a grain of salt. For instance, when I look at this particular letter I notice them stating, "My 9 year old sister was sobbing as he drove away with my dogs" and then I notice the language being used throughout the message and I thought, there's no doubt in my mind this was written by an adult and not the Sister/Brother of a 9 year old child.

Nevertheless, there's no way for me to prove any of this happened and or the circumstances behind it at this point and time. I simply thought I'd allow them the opportunity to see what others have experienced. They can't remember the guys name, yet they know he's new to the job, that was another thing that bothered me. (Salisbury, MD) The free community Health & Wellness Expo is returning to the Wicomico Youth & Civic Center. The Wicomico County Convention & Visitor’s Association and Peninsula Regional Medical Center have partnered once again for this exciting event, which features over 30 free health screenings, entertainment and health-related exhibitors. The 2009 Health & Wellness Expo is scheduled for Friday, March 27 from 5:00pm to 8:00pm and Saturday, March 28 from 8:00am to 4:00pm. The free event is expected to draw close to 5,000 attendees.

Exhibitor applications for booth spaces are currently being accepted for the two-day event. Because one's well-being depends on more than just physical health, event organizers encourage an array of businesses and organizations to participate. Holly Anne Sterling, 32yoa, of Salisbury was arrested for Assault on a Police Officer, Obstruction/Hindering and False Statement. Philip Scott Bailey, 30yoa, of Salisbury was arrested for Possession of Cocaine, Possession of Drug Paraphernalia, Resist Arrest, Obstruction/Hindering, Fail to Obey a Lawful Order, and two counts of Reckless Endangerment. On January 27, 2009 at 6:09pm, officers responded to the 100 block of Center Street for a report of drug activity inside a residence. On arrival, officers made contact with Sterling and Bailey. After entering into the residence the officers detected a strong smell of burning marihuana. As the officers attempted to speak with Bailey, he fled from the residence. When the officers began to give a foot pursuit, Sterling grabbed one of the officers by the collar of his shirt to prevent the officer from giving chase. The officer was able to break free and assist with the apprehension of Bailey on Roland Street. A search of Bailey incident to his arrest located a quantity of suspected cocaine and prescription medication. After her arrest, Sterling provided the officers with a false name because she was also wanted in Worcester County, MD. Both subjects were transported and released to the custody of Central Booking. 200900003005

John Robert Banks, 51yoa, of Salisbury and Cynthia Lynetta Jones, 48yoa, of Salisbury were both arrested for Theft over $500, Theft under $500, and Theft Scheme over $500. Both Banks and Jones were employed by Super Fresh. Over a period of time, Banks and Jones were able to steal a large quantity of groceries without paying for any of the items while both were working. Salisbury …. Wicomico County Branch #7028 of the National Association for the Advancement of Colored People will host its 12th Annual Black Heritage Celebration at 3:00 P.M., Saturday, February 7, 2009, at the Chipman Cultural Center, 325 Broad St., Salisbury.

In observance of the 100th anniversary of the founding of the National Association for the Advancement of Colored People, Dr. Clara L. Small, Salisbury University History Professor, will speak to the theme “NAACP: HONORING OUR PAST, CELEBRATING OUR
LEGACY.”

Voices United, a community choir, under the direction of Dr. Faye Wilson and Linda Mitchell, will sing from a repertoire, including traditional and gospelized spirituals along with contemporary church music. Youth members of Zeal of Zion, the liturgical dance ministry of Mr. Zion United Methodist Church, Quantico, will be featured, dancing to Nicole Smullen’s song “Freedom.”

Among courses taught by Dr. Small, are Racism and Discrimination, Civil Rights in
American Society, Minority Groups, African-American History, U.S. History and Oral History. The author of articles and books, she is currently researching the history of African-Americans on the Eastern Shore and serves on the Governor’s Task Force on Slavery. Dr. Small is the recipient of numerous awards, including the University System of Maryland Regents’ Award for Public Service, The Community Foundation of the Eastern Shore’s Frank H. Morris Humanitarian Award and the Faithful Service Award from Pi Gamma Mu, the International Honor Society for the Social Sciences.

Suspect: 17 YOA male juvenile, Delmar, DE

Narrative: On 24 January 2009
at 1:06 AM. A deputy from the Wicomico County Sheriff’s Office responded to PRMC to make contact with the victim of an assault. The victim advised he was walking on Maple Way with the suspect when the suspect became mad and began assaulting the victim. The deputy observed that the victim suffered from bruising to the face along with minor lacerations. The deputy responded to the area of Maple Way and located the named suspect. During the investigation, the suspect admitted being involved in a physical altercation with the victim and was subsequently arrested. Upon being arrested, the deputy located a marijuana smoking device with burnt marijuana residue in the pocket of the suspect.

The suspect was released to a parent pending action by the Department of Juvenile Services.

Suspect: Ebony Janae Parks, 19, Salisbury, MD

Narrative: On 24 January 2009
at 7:25 PM, a deputy from the Wicomico County Sheriff’s Office responded to a residence in the 800 block of Chippewa Blvd to investigate a reported theft. While present interviewing all parties, Ebony Parks began yelling loud profanity in the presence of young children. The deputy requested Parks cease her actions three times, all to which Parks replied that she could do whatever she wanted. The deputy placed Parks under arrest for the disturbance she was causing both in front of the young children and neighbors.

Parks was transported to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, Parks was released by the Commissioner on Personal Recognizance.

2. 17 YOA male juvenile, Salisbury, MD

Narrative: On 30 January 2009
at 11:07 AM, a deputy from the WCSO stopped a vehicle operated by Gary Somerville for speeding on Jersey Road. Upon making contact with Somerville and his juvenile passenger, the deputy observed that they both acted as if the deputy’s presence made them nervous. That, coupled with other indicators of criminal activity led the deputy to request a scan by a WCSO drug K9. Upon the arrival of the K9 team, the deputy asked the occupants to exit the vehicle at which time an odor of marijuana was detected on one of the occupants. Further investigation revealed two large baggies of marijuana in the pants of one of the subjects. Additionally, a scale for weighing the marijuana was also located.

Based on the amount of marijuana seized in conjunction with a scale, both Somerville and his juvenile passenger were both arrested for Possession of marijuana with the Intent to Distribute. Somerville was transported to the Wicomico County Detention Center where he was processed and taken in front of a District Court Commissioner. After an initial appearance, Somerville was detained in the Detention Center by the Commissioner in lieu of $10,000.00 bond. The juvenile was released to a parent pending action by the Department of Juvenile Services.

Location: 8500 block of Bi-State Blvd. Delmar, MD
Suspect: Gregory Dean Whittaker, 47, Salisbury, MD

Narrative: On 31 January 2009
at 2:02 PM, a deputy responded to the Greenway Apartments in the 8500 block of Delmar, MD for a reported altercation. Upon arrival, the deputy discovered that Gregory Whittaker had been involved in a physical confrontation with a resident of one of the apartments. Whittaker was told by the deputy to leave the premise or face arrest for trespass. Whittaker did so, but remained on the edge of the property, taunting the deputy by hovering around the property line and placing a foot on the property he had been told to leave from. The deputy placed Whittaker under arrest and transported him to the Central Booking Unit. Once at the Detention Center, Whittaker refused to exit the deputy’s vehicle and had to be assisted of the car and then guided into the building.

Once inside the Central Booking Unit, Whittaker was processed and taken in front of the District Court Commissioner. After an initial appearance, Whittaker was detained by the Commissioner in the Detention Center in lieu of $15,000.00 bond.

SALISBURY FIRE CHIEF TO RETIRE

Salisbury Mayor Barrie P. Tilghman announced that Salisbury Fire Chief David B. See will retire effective June 30, 2009, after 30 years of service.

Chief See began his career with the City of Salisbury on July 1, 1979 as a Probationary Firefighter. He served as an operational firefighter in various assignments and for several years as an administrative assistant. In March 1992 he was transferred to the Department’s training facility to serve as its first full time career training officer. He was promoted to the rank of Fire Lieutenant in July 1993 while serving there. In January 2000, he was promoted to the rank of Fire Captain and transferred to Fire Station #2 as a company officer. In October 2001, he was promoted to the position of Deputy Fire Chief. After the sudden resignation of Chief Steve Brezler in April 2003, Mayor Tilghman appointed See as Acting Fire Chief until a permanent successor was appointed. Mayor Tilghman subsequently appointed him to the position of Chief of the Department in December 2003.

Chief See also served as an active Maryland Fire and Rescue Institute (MFRI) emergency services instructor for 18 years and holds numerous state and national emergency services certifications.

Chief See currently serves as a Board Director-at-large on the International Association of Fire Chief’s (IAFC) Volunteer and Combination Officers Section (VCOS). His organizational memberships include the Delmar Volunteer Fire Department, Inc. (Active) and the Salisbury Fire Department, Inc. (Honorary), and active status with the Maryland State Fire Chief’s Association (MFCA) currently serving as its Treasurer, International Fire Chiefs Association (IAFC) and its Eastern Division (EDIAFC).

Since his appointment as Chief of the Department, Chief See has focused the Department’s efforts in the improvement of firefighter safety through the modernization of its apparatus fleet, the replacement of firefighting tools and personal protective equipment, and continuing to ensure the community’s service demands are met. He successfully led the Department through a brief period of internal strife when differences between a minority of Department members and the
City were highly publicized. He has overseen the renovation of Fire Station #1 and the construction of a new 41,000 square foot fire station and administrative headquarters facility on the City’s west side. He has been instrumental in the continued implementation of the Fire Department’s strategic plan since its development and initial implementation in 2001. During his tenure he has seen the replacement of all of the Department’s capital apparatus; new self-contained breathing apparatus; an increase in the total number of career and volunteer positions; the implementation of volunteer position descriptions and promotional processes; and the appointment of the Department’s first female fire line officer, among other accomplishments.

In his thirty years of service with the Salisbury Fire Department, Chief David See has committed himself fully to serving the citizens of the City and the Salisbury Fire District.

“Chief See has distinguished himself though many years of service to the City of Salisbury,” said Mayor Tilghman. “He has led the Department into the 21st century world of delivery of fire and emergency medical services. He came on board during a particularly challenging period and has transformed the Department into a united volunteer and career force that serves the citizens of the Salisbury Fire District extraordinarily well. I am honored to have served with him.”

INCIDENT Assist Delaware State Police – Homicide By Motor Vehicle


BRIEF RESUME:
. On the above date and time, MSP Salisbury Barrack was contacted by Delaware State Police Troop 5 reference assisting with a fatal motor vehicle collision investigation. The Delaware State Police stated that the collision occurred on Northbound US RT 13 in the area of Whitesville Road Laurel, De. Delaware State Police advised that a two toned Chevrolet truck fled the scene and that a witness followed it to 7037 Parsonsburg Road Parsonsburg, Wicomico Co, Md. where the driver drove it to the rear of the residence and covered it with a tarp. Maryland State Police Troopers, Wicomico County Sheriffs Department Deputies and an investigator with the Wicomico County Bureau of Investigations responded to the residence. Mr. Davis Ruark State’s Attorney for Wicomico also responded to the scene. Investigation and statements obtained revealed that the driver was Justin Wayne Mitchell; 25 y.o. male from Salisbury. An intensive search was initiated, utilizing aviation and K-9 in the attempt to locate Mitchell. Shortly thereafter, Mitchell turned himself in at the MSP-Salisbury where he was interviewed and charged with the below traffic charges in Maryland. Mitchell was then taken to the Wicomico County Detention Center awaiting to be seen by a District Court Commissioner. Delaware State Police Investigators are in the process of obtaining a warrant against Mitchell for vehicular homicide.

Maryland Charges: Driving on a suspended license, driving revoked, driving an unregistered motor vehicle, driving an uninsured vehicle and driving without a license.
