Medical Examiner’s Office Rules Death A Homicide


Location: 200 Block of Jury Drive, Magnolia, DE

Date of Occurrence: 12/17/09, at approximately 9:46 am

Suspect (s): Unknown at this time

Resume: Delaware State Police have identified the victim of this morning’s investigation.

Michael Savage, 21, of Dover, DE, has been identified as the victim who was found this morning at a home on the 200 Block of Jury Drive, Magnolia,DE

The State Police investigation is on going, details will be released as the case progresses.

Fatal Motor Vehicle Accident, Sussex County

Location: The intersection of Ellendale- Greenwood Highway, and South Union Church Road.

Date of Occurrence: 12/17/09, at approximately 9:01 am

Vehicles:
1998 Oldsmobile, Intrigue, being operated by Desiree N. Vincent, 21, Seaford, DE
2004 Toyota, Tundra, being operated by Ivan O. Bradley 2nd, 63, of Olney, MD

Resume: A morning crash at the intersection of Ellendale- Greenwood Highway, and South Union Church Road, Sussex County, DE, took the life of Ivan O. Bradley, 63, of Olney, MD. The preliminary investigation reveals that the Oldsmobile was traveling northbound on South Union Church Road approaching the stop sign just prior to the intersection of Ellendale-Greenwood Highway.

The Oldsmobile failed to stop at this stop sign, and struck the Toyota as it was traveling eastbound on Ellendale-Greenwood Highway through the intersection of South Union Church Road. After the initial impact the Toyota flip over and traveled off the roadway striking several trees on the north side of Ellendale-Greenwood Highway before coming to a stop. The Oldsmobile traveled north after the impact and came to stop on North Union Church Road.

Ivan O. Bradley suffered severe internal injuries and was flown to Christiana Hospital. Ivan O. Bradley later died as a result of his injuries at Christiana Hospital. Ivan O. Bradley was the only person in his vehicle.

Desiree N. Vincent was not reported as injured in the crash, nor was the passenger in the Oldsmobile.

Alcohol does not appear to be a factor; however the initial investigation believes that Desiree N. Vincent may have been under the influence of prescription drugs during the crash.

The Delaware State Police Collision Reconstruction Unit is still investigation the crash. Details in reference to possible charges in the crash will be released as they become available.

The intersection was closed for approximately 2 hours during the investigation.

How much will this good riddance cost the City of Salisbury?

What ailment would cause Chiefy to be incapacitated for the next 6 plus months, while he continues to be paid by the City of Salisbury to do nothing? Why are the official reprimands being removed from his personnel file by the Mayor, and will the City pay the legal fees of his attorney, Robin Cockey. And does Webster get a “severance package” (cash, etc.)?

Inquiring minds want to know the full details about Chiefy’s buyout deal.

Webster Drops Out As Keynote Speaker At Today'sPolice Academy Graduation


Chief Allen Webster was scheduled to be the keynote speakers at today's Police Academy Graduation but at the very last minute contacted the Academy and informed them he will not be there.

There are 9 Cadets graduating today at 12:00 at WOR-WIC. 8 of these Officers will go to the SPD and the remaining Cadet will go to Fruitland. This is the smallest graduating class the Academy has ever had.

So, who will step in and deliver today's speech? None other than Sheriff Mike Lewis. At least these Cadets will have someone to look up to and even more so, someone in UNIFORM.

A Christmas Blessing To The Phillips Family In Fruitland


Dear Friends,

First and foremost, let us say from the bottom of our hearts how truly loved and blessed we have felt over these last several days. The response from friends, family, and the public has been nothing short of incredible, and we are grateful more than words can say. A situation that looked very grim has been met with kindness, caring, and generosity; and it has given us a Christmas we will never forget. Here is an update:

As of Thursday morning a brand new stove will be delivered to the house, thanks to an anonymous donor.

As of this past Tuesday, new tires have been put on Tom's truck.

Food donations have been coming in from local churches and private donors, to the point where this need has been met.Many frozen foods and canned goods have been donated,and people have even given of their own prepared food. This has truly been a humbling and incredibly heartwarming show of generosity.

It also appears that we will have assistance in fixing Dustins teeth. He still needs 4 teeth pulled and then braces after that. This assistance is needed and will be a great help.

Gift cards from local businesses and grocery stores have been given and this is helping and will continue to help in easing the burden of monthly food and living expenses for the family.

Monetary donations have enabled us to bring our mortgage payments back from the brink of foreclosure. We have been able to pay October and November's mortgage payments, but we are still not sure what the future holds. We are awaiting a meeting on January 21 to see if our mortgage company will offer us a lower monthly payment, or choose to foreclose. We want to stay in our home but a long term modification is needed for us to afford living here.We need prayer about this situation.

In summary, we are trying to say that things have definitely improved. We are still concerned about losing our home, and there are still repairs needed to the heat pump, vehicles, and house, but at least now we feel there is reason for optimism. Real optimism.

THANK YOU doesn't seem like strong enough words for us to say, but we do thank you and we mean it. We mean it sincerely.

With Police Chief Webster Gone, What's Next?


This Friday will be Chief Allen Webster's last day in charge of the Salisbury Police Department. There were numerous robberies once again yesterday in the Salisbury and surrounding Towns. Crime is on the rise and help is on the way??????

As of this Friday Chief Webster relinquishes ALL powers and now it's a waiting game to hear from Mayor Ireton as to just what he's going to choose to do to fill in this position.

I can't help but mention to each and every one of you, Gary Comegys, Louise Smith and Shanie Shields refused to support the firing of Chief Webster and within their own Press Release it was clear the Citizens who voted these three individuals into Office failed to listen as clearly as Chief Allen Webster did by agreeing to step down.

It's time for some very serious changes within the City and the Politicians who refuse to hear our voices.

Mind you, Salisbury News asked for Mayor Tilghman to step down, Mike Dunn, Lynn Cathcart, Jim Rapp, Carrie Samis, John Jacobs and ultimately Chief Webster. Mission Accomplished! While I have been sued and challenged by some, all have moved aside for others to come in and take over. YOU CAN FIGHT CITY HALL AND WIN!

We'll never have perfect harmony but after last week's broadcast on "The Joe Albero Show" it's clear to me that Chief Webster saw what we presented and like a man he has agreed to move aside and allow someone else to come in and take charge. I also believe the polls we provided through the "Today's Survey Question" also helped Chief Webster to make that final call. My hat is tipped to him for doing so.

We need to back Mayor Ireton and be supportive of the next Chief of Police.

20 Senators Demand Probe Of Health-Care Vote 'Threat'

Twenty senators are demanding an investigation into reports the Obama administration threatened to close an airbase in Omaha, Nebraska if that state's Democratic senator, Ben Nelson, didn't join other party members in voting for health-care reform.

Weekly Standard columnist Michael Goldfarb was among those raising the issue in a post in which he said: "According to a Senate aide, the White House is now threatening to put Nebraska's Offutt Air Force Base on the BRAC list if Nelson doesn't fall into line" on health-care reform.

Both the White House and Nelson are denying any such threat ever existed.

The Republicans signing the letter were Sens. John Ensign of Nevada, Jim DeMint of South Carolina, John Thune of South Dakota, Jim Bunning of Kentucky, Lamar Alexander and Bob Corker of Tennessee, Richard Burr of North Carolina, Kit Bond of Missouri, George LeMieux of Florida, Pat Roberts of Kansas, David Vitter of Louisiana, Thad Cochran of Mississipi, John Cornyn of Texas, Judd Gregg of New Hampshire, Mike Johanns of Nebraska, Bob Bennett of Utah, Johnny Isakson of Georgia and Chuck Grassley of Iowa.

President Obama told ABC News’ Charles Gibson in an interview that if Congress does not pass health care legislation that will bring down costs, the federal government “will go bankrupt.”

“If we don't pass it, here's the guarantee….your premiums will go up, your employers are going to load up more costs on you,” he said. “Potentially they're going to drop your coverage, because they just can't afford an increase of 25 percent, 30 percent in terms of the costs of providing health care to employees each and every year. “

Kratovil Backs Defense Bill to Fund Troops

Defense Bill Will Also Create Jobs in First District

Washington, DC – Rep. Frank Kratovil joined a bi-partisan majority of his colleagues in passing the Fiscal Year 2010 Defense Appropriations Bill, which will fund equipment acquisition, training, and ongoing military operations, while providing for a 3.4% pay raise for our troops. The spending bill will also fund a number of acquisition projects from local defense contractors, supporting jobs in Maryland’s First District.

“Providing for the common defense is Congress’ foremost constitutional duty, and so I’m proud to support this legislation ensuring that our troops have the equipment, training, and weapons they need to carry out their mission,” said Rep. Frank Kratovil. “This bill keeps our commitment to the men, women and families of the United States Armed Forces. When times are tough, we need to make hard decisions about how and where to spend our limited resources, but we should never fail to deliver the funding that protects those who protect us.”

The bill will provide a 3.4% pay raise for our military, and continue the “stop-loss payment” of $500 a month for any service-member whose period of enlistment is involuntarily extended beyond the member’s commitment. It will invest more than $29 billion in the Defense Health Program and boost funding to support our military families with programs like child care, job training for spouses, and expanded counseling services. It contains an increase in funding for training and readiness to ensure that troops in the field are fully prepared to handle the challenges they will face by providing them with the equipment they need to fight the wars of today and tomorrow. The bill also represents a commitment to fiscal responsibility - reigning in outsourcing so that defense personnel, not contractors, perform critical department functions; increasing the number of Do DIG investigators; and restoring much needed discipline to the contracting process for high cost Aircraft.

Also included in the bill is $19 million in funding secured by Rep. Kratovil for projects that will create local jobs while meeting important defense needs. This includes a $5 million appropriation to purchase state-of-the-art Special Forces combat gloves manufactured in Elkton, and $1.6 million to accelerate the design, development, and deployment of submarine detection technology being built by a firm in Millersville.

In a recent Poll, the Tea Party is now the largest Party out there, bigger than the Democratic and Republican Party. In a Presidential Poll by MSNBC, Obama's approval rating has now dropped below 50%.

Democrats can rag on the Tea Party till their blue in the face, Democrats are now the underdog.

Kratovil Opposes Legislation Raising Debt Ceiling

Washington, DC – Rep. Frank Kratovil opposed a measure that was passed by the House of Representatives to increase the limit on the federal debt by $290 billion, to $12.394 trillion

“This debt limit vote is a wakeup call. Our nation’s mounting debt is a bipartisan failure years in the making, and it requires a bipartisan solution. Passing strict pay-as-you-go budget laws is essential to the future of our country, and today’s vote to raise the debt limit represents a lost opportunity to also demand the enactment of statutory PAYGO.

“Everyone in Washington owns a share of the blame for allowing our national debt to grow to dangerous levels, threatening the prosperity of future generations of Americans. Both parties need to ease up on the rhetoric and instead work together on a solution to our fiscal crisis. I will continue to push for strong budget reforms, and I am hopeful Congress will take real action on such reforms before we must again vote to raise the debt limit.”

BOARD OF REVENUE ESTIMATES BUDGET PROJECTIONS

ANNAPOLIS, MD – Governor Martin O’Malley released this statement today following the projections from the Board of Revenue Estimates indicating state funding projections are beginning to stabilize. The Board projected a $15 million write down for FY2010, which previously withheld reserve funds will offset, and a $62 million write down for FY2011.


“While today’s budget projections clearly show we are not nearly out of the woods, they do serve as an indication that state revenue is beginning to stabilize. Still, we face a nearly $2 billion deficit for FY2011 that, together with the General Assembly, we will make the difficult decisions necessary to address.


“Together as One Maryland, we have implemented $4.6 billion in budget cuts and spending reductions, bringing this year’s General Fund spending below the level it was at three years ago. We’ve reformed our state agencies to be more effective and efficient while operating within their means, and we’ve returned an era of fiscal responsibility to Annapolis once and for all by closing an inherited structural deficit and implementing the necessary reductions to bring our budget into balance.


“While most economic indicators suggest we have turned the corner of recovery, we still have work to do to transform that recovery into prosperity for all Marylanders. We will continue to engage our small business community to create jobs, fuel innovation, and drive economic progress in every part of our State.”


Tonight, (last night) Governor O’Malley will participate in a special hour-long “Ask the Governor” broadcast on Maryland Public Television tomorrow evening, where the discussion will focus exclusively on the state budget. Incident: Theft
Date of Incident: 15 December 2009
Location: West Zion Road, Salisbury, MD
Suspect:
1. Shamar A. Brown, 18, Salisbury, MD
2. Juvenile Female. 17, Salisbury, MD

Narrative:
On 15 December 2009 at 10:34 AM, a deputy from the WCSO responded to a reported accident involving a motor scooter on West Zion Road. Upon the arrival of the deputy, it was learned that two individuals, Shamar Brown and a 17 YOA female were riding the scooter on West Zion Rd when they lost control. Further investigation revealed that the scooter had been stolen the previous day from an employee at Wicomico High School.

Both Brown and the juvenile were placed under arrest. Brown was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Brown was released by the Commissioner on Personal Recognizance. The juvenile was released to a parent pending formal action by the Department of Juvenile Services.

Troopers Arrest 3 For Burglary


On December 16, 2009 at 1127 hours Troopers from the Salisbury Barrack of the Maryland State Police assisted by members of the Wicomico County Sheriffs Office responded to a residence on Stanton Avenue in Salisbury Wicomico County Maryland in reference to a burglary in progress. Upon arrival, Troopers and Deputies could hear movement inside of the residence and according to the complainant, the subjects observed entering the residence did not live there and the vehicle they were driving was unfamiliar to the complainant and was not usually parked at the residence.

Troopers and Deputies formed a perimeter around the residence and ordered the occupants to come outside. After several commands to come out, three people emerged from the residence and were taken into custody. Through further investigation, it was revealed that all three subjects had entered the residence with the intent to steal personal items from the owner and destroy property. Troopers and Deputies cleared the residence and found no other suspects inside however several items in the residence had been damaged and destroyed. The following suspects have been charged with Burglary, MDOP, Trespassing and other miscellaneous charges.

All three are being held at WCDC pending a hearing with a District Court Commissioner:
