She added, “The president is either not knowing, not caring, delusional, in denial about his own policies being outside the circle of civilized human behavior.”

The St. Louis Post-Dispatch reports that 42-year-old Brian Clay was charged Thursday in the shooting death of his girlfriend, 32-year-old Loreal Goode.
Police allege that Clay shot Goode in the head on Wednesday while they were in a car parked in a Family Dollar parking lot in Jennings.
Goode's 14-year-old daughter was also in the vehicle.
'My daughter didn't deserve this,' Goode's mother, Joann Goode, told the Post-Dispatch on Thursday. 'She didn't deserve to go out like this.'

The Iraqi migrant who murdered a 14-year-girl in Germany before fleeing the country bragged about how life in Germany was easy, how he didn’t have to work and how he was given free money by the state.
The teenage girl, named as Susanna F. by the media, was raped and choked for hours by 20-year-old Ali Bashar.
Bashar evaded prosecution for the horrific crime by escaping from an asylum center and fleeing the country, but a deal was subsequently struck with the Iraqi government to return him to Germany to face charges.

Delta Air Lines will soon ban pit bulls and "pit bull mixes" from flying in its cabins out of safety concerns under a new policy.
According to CBS News, the policy goes into effect July 10.
"These updates, which come as the peak summer travel season is underway, are the direct result of growing safety concerns following recent incidents in which several employees were bitten," Delta announced.
There have been multiple incidents of service dogs biting passengers in cabins and airline employees at airports in recent years. A high-profile incident in Atlanta in June 2017 resulted in a passenger requiring 28 stitches in his face after a support dog viciously attacked him while sitting in its owner's lap.

Online daily Actualidad Valdepeñas reports that shortly after some of the migrants arrived in Alicante, numerous students living in a local student residence were told to pack their bags and leave within 24 hours, despite having agreed contracts on and paid for their accommodation.
A German language student named Rubén was told to leave despite having paid €750 a month for his room.

Flynn Evidence May Have Been Tampered With By FBI: GOP Lawmaker
Rep Mark Meadows (R-NC) suggested on a Thursday interview with The Hill that evidence in the Mike Flynn case may have been tampered with - something long hinted at by insiders close to the Congressional investigations.
Meadows, the leader of the conservative House Freedom Caucus and a close ally of President Trump's, said he and other lawmakers are finding evidence of possible tampering, an allegation he previously made at a House hearing where Justice Department Inspector General Michael Horowitz testified. -The Hill
"Justice should be meted out evenly, and yet we’re finding that evidence could have been tampered with," Meadows said.

Almost half of Hispanic Americans say they support a plan now being implemented by President Trump’s executive order that keeps border crossing families in detention together while being prosecuted.
A June poll by the Economist and YouGov reveals that nearly five in ten Hispanic Americans, or 48 percent, said they support a plan at the border whereby the Department of Homeland Security (DHS) detains “families together in family detention centers until an immigration hearing at a later date.”
Meanwhile, the Democrats’ and Republican establishment’s plan to essentially end all border enforcement by releasing border crossing adults and the children they traveled with into the interior of the U.S. receives little support from Hispanic Americans.
Only 20 percent of Hispanic Americans in the Economist/YouGov poll said they support a plan that releases “the families and have them report back for an immigration hearing at a later date,” a program synonymous with the “Catch and Release” initiative, whereby illegal aliens are released into the country while they await their immigration hearings.

Malcolm Jenkins: NFL Introduced New Anthem Policy ‘Out of Fear’ — ‘It Really Backfired’
Thursday on ESPN’s “Get Up,” Philadelphia Eagles safety and activist Malcolm Jenkins discussed the NFL’s new National Anthem policy that requires players to either stand on the field or remain in the locker room.
According to Jenkins, the new policy was like a slap in the face.
“It kinda undermines everything you thought you were working for,” Jenkins told co-host Michelle Beadle. “It thwarts that right to speak your mind and really fight for your communities … especially because we felt like they understood where we were coming from. We grabbed the league’s hand and showed them exactly the issues that we’ve been fighting for — that it was about creating a fair justice system, that is about ending mass incarceration, re-reconciling our relationships with law enforcement. They have seen the work we have done for two years first-hand. And so, I think out of fear and to balance, you know, I guess both sides and play the middle, they put in this policy. And I think, like I said, it really backfired.”

This is a loophole known as the Flores Settlement Agreement. Pentagon Investigating Chinese Research Partnerships With U.S. Universities
The Defense Department is investigating research partnerships between Chinese companies and American universities amid threats of spying and technology theft on behalf of Beijing’s government, a senior official said Thursday.
Michael Griffin, the undersecretary of defense for research and engineering, said the concern is particularly pressing at U.S. campuses that both have ties with Chinese firms and host sensitive Pentagon research.
"I am concerned that we are not yet as vigilant as we should be about making sure that [Pentagon] research doesn’t go to places that have those ties," Griffin testified before the House Armed Services Committee. "Certainly, universities have a very long, multi-decade history of collaboration with the national security community writ large on problems of national interest, it's one of our greatest strengths, but doing so in an environment that can be penetrated by adversaries is not wise and we are looking more closely to that."

Dem Senators Introduce Bill to End Disputed Voter Purges
Sens. Sherrod Brown, D-Ohio and Amy Klobuchar, D-Minn., have introduced a bill aimed at stopping any state from being able to purge voters it deems inactive, The Hill is reporting.
The proposed legislation comes after the Supreme Court upheld the state of Ohio's practice of cleaning up its voting rolls by focusing on people who haven't cast ballots in a while.
In Ohio, people who fail to vote in a two-year period are targeted for eventual removal from registration rolls. The state asks those voters to confirm their eligibility. If they fail to respond, their names eventually come of the voter rolls.
The new bill amends the National Voter Registration Act and stipulates a state is not able to use someone's failure to vote or respond to a state notice as a reason to remove them from the rolls.

The president called for a new effort on immigration, inviting them to the White House to discuss more details with this problem the country has faced for 50 years.
“They don’t care about the children. They don’t care about the injury. They don’t care about the problems. All they do is obstruct,” Trump said about the current crisis at the border.
He ripped Democrats for refusing to participate in any deal on immigration.

Two of those — FBI lawyer Lisa Page and her paramour, agent Peter Strzok — became known when their vehemently anti-Trump text messages came to light. But the inspector general’s report identifies a third person, labeled “FBI Attorney 2,” who also fired off messages denigrating Mr. Trump and saying, “Viva le resistance.”
None of the three is still on the special counsel’s team. Ms. Page left weeks after the investigation opened, and Mr. Strzok departed after a couple of months when his anti-Trump messages came to light. Attorney 2, identified by Rep. Mark Meadows this week as Kevin Clinesmith, was ousted from the investigation in February after the inspector general found his messages.
Mr. Clinesmith also sent co-workers political jokes about Mr. Trump, including one instant message after the election saying, “I am so stressed about what I could have done differently.”

DC has more psychopaths than any other place in country, study finds
Washington, D.C. has more psychopaths than any other location in the United States, a recent study by the Southern Methodist University found.
The university studied five personality traits they called the "big five" -- extraversion, agreeableness, openness, conscientiousness and neuroticism.
"The presence of psychopaths in the District of Columbia is consistent with the conjecture that psychopaths are likely to be effective in the political sphere," Research Assistant Professor Ryan H. Murphy stated in the study.
Furthermore, the study found that Virginia ranked as number eleven and Maryland number twelve.

Appeals court calls DC sniper's life sentences illegal
(Reuters) - A federal appeals court on Thursday said a sniper serving life in prison without parole over deadly shootings that traumatized the Washington, D.C. area in 2002 must be resentenced in Virginia because he was only 17 at the time of his crimes.
The 4th U.S. Circuit Court of Appeals denied an appeal by prosecutors who said Lee Boyd Malvo need not be resentenced over his role in the D.C. sniper case, which left 10 people dead over three weeks in Washington, Maryland and Virginia.
It cited recent U.S. Supreme Court decisions that mandatory life sentences without parole for juveniles were unconstitutional, and that this rule applied retroactively.
"We make this ruling not with any satisfaction, but to sustain the law," Circuit Judge Paul Niemeyer wrote for a three-judge panel of the Richmond, Virginia-based appeals court. "As for Malvo, who knows but God how he will bear the future."

These work requirements will apply only to able-bodied adults between the ages of 18 and 49, and can be fulfilled through work, job training, education, and volunteerism. Americans most in need – the disabled, elderly, and parents of small children – will be exempt from these work requirements. For too long, federal assistance programs have been drained by waste, fraud and abuse. The passage of this bill is progress toward lifting Americans out of poverty, and prevents individuals from taking unfair advantage of the SNAP program.”

Includes Career and Technical Education Grants, Before and After School Programs, Teacher Scholarships; Also Provides School Safety Funding
ANNAPOLIS, MD - Governor Larry Hogan today announced $18.6 million in new education funding to go toward a series of initiatives, including recommendations from Maryland’s Commission on Innovation and Excellence in Education, known as the Kirwan Commission. While the Commission will present its final findings and recommendations at the end of 2018, this funding reflects preliminary recommendations made earlier this year.
“Every child in Maryland deserves access to a world-class education, regardless of what neighborhood they happen to grow up in,” said Governor Hogan. “That’s why our administration has provided record funding for K-12 education for four years in a row and has been committed to innovative and outside-the-box education strategies, such as P-TECH and our ACCESS Initiative. These new investments are yet another way we are giving our students even more opportunities to learn, grow, and thrive.”
The new funding for Kirwan Commission initiatives includes:
$2.5 million for an early literacy program to provide additional reading support to eligible students in kindergarten through 8th grade.
$2 million for the Teaching Fellows for Maryland Scholarship, a program that will cover 100 percent of the annual cost of tuition and mandatory fees at the University of Maryland, College Park, or 50 percent of the cost of tuition and mandatory fees at a private nonprofit institution of higher education for eligible students who commit to becoming teachers.
$250,000 to encourage the top 25 percent of high school graduates from each county to consider becoming teachers by increasing awareness of available financial aid programs for teaching candidates.
$2 million to promote high-quality, innovative Career and Technical Education (CTE) through competitive grants for local boards of education to partner with community colleges, businesses, and industry to develop and implement an innovative CTE curriculum framework that will align with the skills that local employers need.
$120,000 for a study to assess the adequacy of funding for special education in Maryland, to be completed by September 2019.
The governor also provided $4.5 million for the Learning in Extended Academic Program (LEAP), which is an academic program offered before the school day, after the school day, or in summer for a school with a high concentration of students in kindergarten through eighth living in poverty and at risk of falling behind academic requirements, along with $500,000 for the recruitment, training, and ongoing development of new teachers.
An additional $4.9 million will be used by the Interagency Commission On School Construction (IAC) to conduct a statewide facilities assessment.

Aggressive Dog Fatally Wounded By Trooper In Calvert County
(HUNTINGTOWN, MD) – A large dog that had reportedly attacked a woman outside of her home was fatally wounded by responding police after it charged a trooper this morning in Calvert County.
The victim is identified as Jenna Rae Sutphin, 28, of the unit block of Cherry Hill Road in Huntingtown, Maryland. She was transported from the scene to Calvert Memorial Health Center by ambulance and later transferred by air to Washington Medstar Hospital Center where she is currently undergoing medical treatment for injuries sustained in the incident.
At about 7:15 a.m. this morning, a trooper from the Prince Frederick Barrack responded to the unit-block of Cherry Hill Road and Route 4 in Huntingtown, Maryland, after receiving an animal complaint from motorists passing by the area. Upon his arrival to the scene, the trooper found the dog actively engaged in the attack in an overgrown area near the highway, adjacent to the front yard of the victim’s home.
As the trooper approached the scene, the dog aggressively began moving towards the trooper. In fear for his safety, the trooper fired his State Police issued .40 caliber pistol, wounding the dog. Subsequently, the dog ran from the scene.
The trooper immediately began rendering aid to the victim until EMS personnel arrived. Sheriff deputies from the Calvert County Sheriff’s Office also responded to assist.
The dog, later identified as a Dogo, was located a short distance away from the scene. In an attempt to apprehend the dog and prevent it from doing further harm to anyone, police on scene fired again, fatally wounding the animal. The preliminary investigation indicates the dog is owned by the victim’s fiancee.
Maryland State Police investigators responded to the scene to conduct an investigation. Calvert County Animal Control also responded to the scene. The investigation is continuing.
