Medicare open enrollment
MAC is offering a series of free Medicare open enrollment events throughout the Lower Shore, featuring one-on-one counseling with members of MAC’s State Health Insurance Program (SHIP). Participants should bring their Medicare card and all medications in their original containers; do not bring lists of medications.
Registration will begin 30 minutes before the start of each enrollment event, and participants will be seen in the order of their arrival.
This is a free service.
Medicare Part D open enrollment sessions will be held at MAC from 9 a.m. to 1 p.m. on the following Fridays: Oct. 25, Nov. 1, Nov. 8, Nov. 15, Nov. 22 and Dec. 6.

9-year-old boy accused of setting deadly fire appears in court on murder charges
Eureka, Illinois — A 9-year-old boy accused of setting fire to his family home appeared in Illinois court Monday. Kyle Alwood was charged with five counts of first-degree murder and various counts of arson for the killing of five of his relatives on one night in April. Prosecutors say the boy intentionally set the blaze.
CBS News correspondent Errol Barnett was in the courtroom where the judge laid out the charges against the boy. Barnett said Kyle was barely visible above the back of his chair, and his feet barely touched the ground. During the arraignment, Alwood's attorney had to explain some of the terms the judge used, including the words "alleged," "arson" and "residents."
Kyle left the courtroom in tears with his arms crossed, escorted by his paternal grandfather, Barnett added.

A dangerous and deadly drug is popping up disguised to look like marijuana.
KUTV obtained an internal law enforcement bulletin describing the trend. The bulletin warned law enforcement agencies across the country to be aware of the potential dangers.
“I think a lot of death could come from this, I think — a lot of people stepping into the realm of overdose unexpectedly,” recovering addict Chris Ruflin said of the photos.
The bulletin states the substance tested positive for fentanyl, heroin, Tramadol, and traces of meth.

The girls team was calling attention to the gender pay gap, which the U.S. women's national soccer team famously highlighted this summer after winning their fourth World Cup title. Women nationwide earn 79 cents for every $1 men earn, according to studies by PayScale, a compensation-data company, and Glassdoor, a job-listing site.
But high school players who remove their jerseys to display slogans during a match are automatically issued yellow cards, which cost the Seahorses the lead and, eventually, the game. Referees reportedly issued penalties to four players. Researchers find a SECOND Japanese warship
Researchers discovered a second Japanese warship in the middle of the Pacific Ocean on Sunday - which sank almost 80 years ago during the Battle of Midway in the Second World War.
The battle in 1942, was a key turning point in the U.S. victory in World War II but led to the loss of six warships - four Japanese and two American. A Japanese cruiser was also destroyed.
Since then, most of the ships have remained lost at the bottom of the ocean, aside from the American carrier the USS Yorktown, which was found by an expedition in 1998, three miles below the surface.

Lindsey Graham: Trump’s Syria Policy Could Bring ‘Historic Solutions’
The Jerusalem Post reports: Republican U.S. Senator Lindsey Graham, who has been one of the most vocal critics of President Donald Trump’s decision to move U.S. troops out of northeastern Syria, said on Sunday he now believed “historic solutions” were possible.
In an interview with Fox News, Graham said a conversation he had with Trump over the weekend had fueled his optimism that a solution could be reached where the security of Turkey and the Kurds was guaranteed and fighters from Islamic State contained.
“I am increasingly optimistic that we can have some historic solutions in Syria that have eluded us for years if we play our cards right,” Graham said on “Sunday Morning Futures.”

The Kirwan Commission has released its proposals to boost spending dramatically for Maryland public schools. One of its key recommendations is pouring far more money into Baltimore schools. I think there is consensus across the political spectrum that Baltimore schools have numerous problems. But will the Kirwan Commission’s funding recommendations make any difference?
For some people, the answer is obviously “yes.” I saw tweets that praised the commission’s recommendations for addressing “underfunding” at Baltimore schools. What does this mean, though? By what measure are Baltimore’s schools supposedly “underfunded”?
Baltimore schools spend $17,493 per pupil. That is the third-highest per-pupil spending rate of any school district in Maryland. It’s unclear how, by any measure, this qualifies as underfunded. Regardless, the commission wants to spend another $823 million a year in Baltimore schools. I fear that this huge increase in money for this school system will fail to turn it around.

The first signs are an unexpected increase in inventories of unsold goods, both accompanied with and followed by business surveys indicating a general softening in demand. For monetarists, this is often confirmed by an inverting yield curve, which tells them that at the margin the short-term rates set by the central bank are becoming too high for business conditions.
That was the position for the US 10-year bond less the 2-year bond very briefly at the end of August, since when this measure, which is often taken to predict recessions, has turned mildly positive again. A generally negative sentiment, fueled mainly by the escalating tariff war between America and China, had earlier alerted investors to an international trade slowdown, expected to undermine the American economy in due course along with all the others. It stands to reason that backward-looking statistics have yet to reflect the global slowdown on the US economy, which is still buoyed up by consumer credit. The German economy, which is driven by production rather than consumption is perhaps a better guide and is already in recession.
After an initial hit, a small recovery in investor sentiment is understandable, with the negative outlook perhaps having got ahead of itself. But we must look beyond that. History shows the combination of a peak in the credit cycle and tariffs can be economically lethal. A brief return to a positive yield curve achieves little more than a sucker rally. It may be enough to put further monetary expansion on pause. But when that is over, and jobs begin to be threatened, there can be no doubt that central banks will ramp up the printing presses.

The state of Nevada is seeking the death penalty.

Last Thursday in the city of Culiacan, the capital of Sinaloa state, a battle erupted between government forces and drug cartel gunmen after the Mexican military captured two sons of jailed drug kingpin Joaquin “El Chapo” Guzman. The elder son, Ivan, was quickly freed by his men, who overpowered government forces and secured his release. Ivan then launched an all-out siege of the entire city in an effort to free his younger brother, Ovidio.
The ensuing scene could have been mistaken for Syria or Yemen. Footage posted on social media Thursday showed burning vehicles spewing black smoke, heavily armed gunmen blocking roads, dead bodies strewn in the streets, and residents fleeing for cover amid high-caliber gunfire.
Armed with military-grade weapons and driving custom-built armored vehicles, cartel henchmen targeted security forces throughout Culiacan, launching more than one dozen separate attacks on Mexican security forces. They captured and held hostage eight soldiers, then kidnapped their families. Amid the fighting, an unknown number of inmates escaped from a nearby prison. At least eight people were killed and more than a dozen were injured.

Border Patrol Apprehends Two Men Charged with Sex Crimes over the Weekend
CALEXICO, Calif. – U.S. Border Patrol agents assigned to the El Centro Sector arrested two previously deported sex offenders over the weekend.
The first incident occurred on Fri., at around 6 p.m., when agents assigned to the El Centro Station encountered a man suspected of illegally entering the United States approximately three miles west of the Calexico West Downtown Port of Entry. Agents arrested the man and transported him to the El Centro Station for immigration and criminal history screening.
Agents conducted records checks, which revealed that the man identified as Pedro Mata-Guerrero, a 54-year-old Mexican national, was convicted on June 16, 2013, for First-Degree Sexual Assault of a Child out of Milwaukee, Wis.

Rated as the wealthiest county per capita in the state by Kirwan Commission standards, Worcester County’s public school system would see only a comparatively small increase in state aid to education under the commission’s proposed funding formula released this week.
More formally known as the Commission on Innovation and Excellence in Education and headed by Dr. William “Brit” Kirwan, the education study group issued preliminary recommendations, spreadsheets and projections that break down how state and local government contributions would be apportioned in the state’s massive overhaul of school funding.
The formula shows that Worcester County would have to budget an additional $5.3 million on its schools in 2030, while the state’s contribution would grow by $7 million for a combined $12.3 million increase in 2030 school spending in Worcester.
By contrast, Wicomico County, which ranks 22nd in the state in per capita wealth, would receive an additional $73.8 million from the state, while its local contribution to the school budget would have to grow by $9.4 million.

Task Force Proposes Raising Summer Parking Rates Slightly, While Offering Free Shoulder Season Days
OCEAN CITY — The resort’s parking task force is recommending a plan to hike some rates during the peak season while offering free parking during the shoulder seasons, while expressing no desire to expand paid parking.
The parking task force, a panel made up of elected officials, business owners, residents and other stakeholders, met last Thursday to begin meting out some real recommendations to forward to the Mayor and Council. The task force met multiple times last spring to begin collecting data and forming conceptual ideas for altering the fee structure in existing paid parking areas to enhance revenue, while maintaining fair and palatable rates for visitors and residents.
The task force then went on hiatus for the summer, during which more data was collected, concepts were molded into firm options and potential changes became clearer. The task force reconvened two weeks ago when options were presented, based on the recommendations of the consultant, City Engineer Terry McGean and his staff and the task force members themselves. At the close of that meeting, ballots were distributed instructing members to rate the various options and begin closing in on a preferred option to forward to the Mayor and Council.

Sen. John Kennedy (R-LA) criticized House Speaker Nancy Pelosi (D-CA) on Saturday for using an impeachment inquiry against President Donald Trump as a way to undo the 2016 presidential election which Democrats suggest was wrongly decided by the American people.
“When I watch the House impeachment proceedings I am both perplexed and appalled,” Kennedy told Fox News host Neil Cavuto. “Here is what I hear Speaker Pelosi and [House Intelligence Committee Chairman Adam Schiff] saying to the American people: ‘You’re stupid and we are smart.’ I hear them saying to the American people, ‘you are so stupid you can’t govern yourselves.’ I hear them saying ‘you are so stupid that you chose President Trump over Secretary Clinton and we have got to fix it for you.’ I hear them saying ‘you are so stupid we are not even going to show you the evidence, you can’t handle it. We are going to do all of this behind closed doors and then tell you what we are going to do.'”

Manslaughter charge added against teen arrested in deadly Great Frederick Fair assault
Prosecutors have added a manslaughter charge against the 15-year-old Frederick resident arrested last month after a fatal assault at The Great Frederick Fair.
Prosecutor Laura Wilt, with the Frederick County State’s Attorney’s Office, said at a hearing Monday that her office filed the manslaughter charge, one count of first-degree assault and two counts of second-degree assault against the 15-year-old. His 16-year-old brother has been charged with two counts of second-degree assault.
The 15-year-old punched 59-year-old Mount Airy resident John Weed and knocked him to the ground, said Will Cockey, a spokesman for the state’s attorney’s office. The 16-year-old was charged with two counts of second-degree assault, one for an initial punch to the back of the head, the other for spitting on Weed as he was on the ground, Cockey said.

‘Something Significant’ Found
U.S. Attorney General William Barr has significantly expanded a review into the origins of the Russian collusion hoax investigation, NBC News reported Monday.
The news outlet acknowledged the U.S. Department of Justice (DOJ) would not say whether the investigation has morphed into a criminal probe.
NBC News, however, reported “Justice Department officials have said [U.S. Attorney John] Durham has found something significant and critics should be careful.”
The news outlet did not elaborate on the findings.
Referring to the expansion of the review into the origins of the Russian probe, NBC News reported, citing multiple current and former officials:
The prosecutor conducting the review, Connecticut U.S. Attorney John Durham, has expressed his intent to interview a number of current and former intelligence officials involved in examining Russia’s effort to interfere in the 2016 presidential election, including former CIA Director John Brennan and former director of national intelligence James Clapper, Brennan told NBC News.
Durham has also requested to talk to CIA analysts involved in the intelligence assessment of Russia’s activities, prompting some of them to hire lawyers, according to three former CIA officials familiar with the matter. And there is tension between the CIA and the Justice Department over what classified documents Durham can examine, two people familiar with the matter said.

For the most part, Rep. Adam Schiff’s (D-CA) Republican colleagues have low regard for the House Intelligence Committee chairman, who is leading the push for President Donald Trump’s impeachment.
During an appearance on Birmingham, AL radio’s Talk 99.5, Rep. Gary Palmer (R-AL), the chairman of the House Republican Policy Committee, put that on display.
He was asked about the whereabouts of the so-called “whistleblower” claiming a quid pro quo between Trump and Ukrainian President Volodymyr Zelensky, who was promoted by Schiff.
“I was in a briefing Wednesday with Sen. Lindsey Graham (R-SC), and I was with the senator Thursday morning, and I am at the point the story has changed on the whistleblower that I am now referring to that individual, whoever it is, as an unnamed collaborator in effort to overthrow a president,” Palmer said on Monday’s “Matt & Aunie Show.”
The Alabama Republican went on to call Schiff a liar, which Palmer said was demonstrated by his track record.
“Schiff’s a liar,” he continued. “I hope it gets back to him. It’s the consensus that we have. He’s proven himself over and over again to be unreliable. He makes things up as he goes.”
