EARLY MORNING BARRICADE ENDS PEACEFULLY IN CARROLL CO.

(Manchester, MD) – Maryland State Police successfully arrested a Carroll County man after he allegedly fired a shot early this morning and refused to come out of the house where he lives.

The man is identified as Jordan A. Ecker, 31, of the 4200-block of Hanover Pike, Manchester, Md. Ecker was armed with two assault weapons and two handguns. After negotiations, Ecker was taken into custody for an emergency petition and transported to Carroll Hospital for evaluation. Once released, he will be charged with reckless endangerment.

At about 3:45 a.m. this morning, troopers from the Westminster Barrack responded to a call for shots fired at a residence in the 4200-block of Hanover Pike in Carroll County. According to witness accounts, Ecker returned to his residence intoxicated.

For reasons unknown at this time, he became extremely agitated and fired one shot into a wall and another into the floor. No one was injured.

Police believed Ecker passed out a short time later. A friend in the residence told police once Ecker passed out, he secured the two assault weapons and two handguns in Ecker’s possession.

Having information that additional weapons were in the house, troopers with the assistance of deputies from the Carroll County Sheriff Department established a perimeter and called for the Special Tactical Assault Team Element and State Police Hostage Recovery Team negotiators. Investigators from the Criminal Enforcement Division, with the assistance of family and friends, attempted to make contact with Ecker and resolved the situation peacefully.

Shortly before 7:00 a.m. today, members of the State Police Special Tactical Assault Team Element entered the home. Ecker was arrested without further incident. There were no injuries sustained during the incident.

State Police investigators are currently searching the residence for additional weapons. Hanover Pike was closed for approximately three and half hours due to the incident.

FORMER SECRET SERVICE AGENT CANCELLED APPEARANCE ON BASHIR'S SHOW OVER PALIN REMARKS

On Thursday, a former U.S. Secret Service agent who is running for a House seat and has written a book about his life in the Service cancelled his prescheduled appearance on MSNBC'sBashir Live because of Martin Bashir's suggestion that someone should defecate and urinate in former Alaska Governor Sarah Palin's mouth.

Dan Bongino, who was a Secret Service agent under Presidents George W. Bush and Barack Obama, told Breitbart News that his appearance to speak on Bashir's program about his book, Life Inside the Bubble, "was booked in advance of his unfortunate comments," and he could not in good faith appear on the program.

ENERGY COMPANY WILL PAY $1 MILLION FOR KILLING BIRDS WITH WIND MILLS

A major U.S. power company has pleaded guilty to killing eagles and other birds at two Wyoming wind farms and agreed to pay $1 million as part of the first enforcement of environmental laws protecting birds against wind energy facilities.

Until the settlement announced Friday with Duke Energy Corp. and its renewable energy arm, not a single wind energy company had been prosecuted for a death of an eagle or other protected bird — even though each death is a violation of federal law, unless a company has a federal permit. Not a single wind energy facility has obtained a permit.

The Charlotte, N.C.-based company pleaded guilty to killing 14 eagles and 149 other birds at its Top of the World and Campbell Hill wind farms outside Casper, Wyo. All the deaths, which included golden eagles, hawks, blackbirds, wrens and sparrows, occurred from 2009 to 2013.

Can The Downtown Plaza Truly Be Revitalized?

During my campaign for Mayor I presented a vision of what I thought would be in the best interest for the Downtown Plaza. Today, (it seems) Mayor Ireton is following my lead and so is the Tilghman Family.

Here's the problem though. For the past two decades we have watched the Downtown fall into disrepair and your leadership did very little to truly bring it back to life. I stated years ago that the intent was to drive down property values and soon enough those special interests would start buying up and or investing Downtown and guess what, it's now happening.

The word on the street is that the Tilghman Family is allegedly investing with Randy Taylor, (Parker Place) and together they will open a restaurant there. It is also out there that Kevin and Kris Adams are purchasing the old Shore Bank building and opening a Bar/Restaurant there. Bob Culver is interested in the corner building Seth Mitchell is in on the north west corner of Main Street and Division Street. He wants to open a Wine Bar.

As I placed my building up for sale there has been quite an interest in the property except the people interested in it want to lease it and open a Bar/Restaurant in there as well. Here's the catch. They only want to offer $1,500.00 a month in rent. 

I can tell you when I was in the Bar/Restaurant business in Crofton I had similar sized space and was paying $7,000.00 a month in rent. Mind you, we ALL know the difference in the economy, there vs here. However, the idea and intent was that IF you were going to get into the business it meant you had to work hard every day and MAKE it work. Here, it's all about driving down the value and giving away space, all of which I refuse to participate in. 

While I am in support of revitalizing Downtown, a serious road map needs to be in place first. We watch people open one business Downtown and the next thing we know two more are closing. Like it or not, locals refuse to support the Downtown concept and or businesses, unless it's a 3rd Friday event and so forth. One day a month won't cut it. 

As we quietly see deals happening there's also the old Fire Station recently sold that will turn into a Live Music Rock & Roll Bar. I'm told the old Feldman's wants to have a Bar/Restaurant in that building as well. The big question is, will they all survive? Is there enough money in the local economy to support all of these Bar/Restaurants? 

While it may seem far fetched, I believe there is. If it's done properly there could be room for everyone. However, will the Mayor tell the public what's really going on? You certainly haven't heard in your local main stream media that there's something in the works. The marketing of such a Party Block in Downtown Salisbury will need to cater to the College crowd and a major increase in Police presence. My plan showed how the City can afford to provide such protection, yet the Mayor is not even telling you what is in the works. 

I wasn't afraid to call it a project similar to Bourbon Street in New Orleans. I suggested the Plaza be closed down on Friday and Saturday night. I proposed a cover charge to get in and create gates with an archway similar to the BOARDWALK arch in Ocean City with gates underneath. "The Plaza".

Attempting to bring the Plaza back to retail similar to the picture above will never work. Many have said tear all the buildings down and start over, not possible. Since very few people even come Downtown any more, I truly believe this is the only option left to revitalize at least the Plaza for now. It can expand in time towards Feldman's, then Market Street and all the way back to Rt. 13 over time. Of course having small retail shops along the way would be great and I always stated back when I was running, this was the only way to increase property value. You need to create a DEMAND. The supply will become so limited the value of property will skyrocket, IF it's marketed properly.

Obviously SOME people were listening. However, it is very important your Mayor start telling you the TRUTH about what is going on Downtown. The goal is to create a Party Block, period. 

Mayor Ireton, clearly I support the idea because I created it. However, you better be very careful about how you go about it because if you don't, it will fail. 

We need investors who are willing to spend the right kind of money for space and NOT give it away. Sure, an initial incentive for rent is a good start but giving away space at $1,500.00 a month and half assed investments into remodeling space will quickly fail or become a very serious liability on law enforcement. 

Nevertheless, Downtown is about to change. To some it may look great that people are investing and interested. I'm simply saying it needs to be well designed. The public needs to be aware of what is about to happen and NOT let it all come about under the table. 

In a selfish plug, my building is up for sale for $400,000.00. The apartments alone can carry the mortgage and guess what, to the right buyer I'm willing to hold the note on the building. If it doesn't sell, well, maybe I'll consider opening a business called Sin-A-GoGo Dance Club.

Black Leader Challenges Oprah’s Claims Of White Racism

Media magnate Oprah Winfrey is under fire for recent controversial remarks she made during an interview with the BBC about her film "The Butler" prompting one black civil rights leader stating that he has had enough and that Winfrey is encouraging black racism.

In the interview posted on Praag on Sunday, Winfrey said that the only way for racism to disappear would be for “older white people who were born, bred, and marinated in prejudice and racism to die” but she also said that growing criticism of President Barack Obama is occurring occurs because Obama is an “African-American.”

Rev. Jesse Lee Peterson, Founder and President of BOND (Brotherhood Organization of A New Destiny) and the South Central L.A. Tea Party, had enough and on Tuesday, released statements to the media that Oprah needs to back up her allegations or apologize.

Food Bank Services 'Skyrocketing'

The Maryland Food Bank is working harder to keep up with a growing number of people asking for help at agencies such as food pantries and community kitchens.

Kate Sam with the food bank says recent cuts in the Supplemental Nutrition Assistance Program, or "food stamps," are taking a heavy toll.

And the lines are getting longer at places were Food Bank help is made available to individuals and families.

"Those agencies are telling us they are seeing their client base double overnight," Sam said.

County To Review Current Dog Law Amid Concerns

SALISBURY – Wicomico County will reconsider its law regarding dogs as a current case involving two nuisance dogs has the officials questioning if the code is stringent enough.

At the last Wicomico County legislative meeting on Nov. 5, Wicomico residents Linda Bass and Heather Phiefer, who live in the area of Old Mill Branch Road, came before the County Council with ongoing complaints over two dogs in their neighborhood who they believe to be a safety hazard.


Bass had expressed her frustration over two dogs belonging to the same family that are not chained and run freely around the neighborhood. One of the dogs bit her husband but was not deemed dangerous because according to county code it did not break the skin.

Shelter Director Says ‘I’m Not Retiring, I Am Being Forced Out’; Board Responds, ‘The Shelter Needs To Be Rescued’

WEST OCEAN CITY — With the clock ticking on the formal date of her resignation on Nov. 30, Worcester County Humane Society Director Kenille Davies this week shed more light on the events that led to her alleged forced departure after leading the facility for the last 37 years.

Two weeks ago, Davies announced at an annual fundraising dinner that she was stepping down as director of the Worcester County Humane Society after founding the organization in 1977 and serving as its director ever since. She made it clear she was being forced out by select members of the organization’s 11-member Board of Directors.


Up until Wednesday’s interview, Davies has provided little in the way of details of the events leading up to her retirement, preferring instead to wait until after it became official on Nov. 30. However, with information and allegations swirling in the court of public opinion, Davies told The Dispatch she was not resigning of her own volition, but rather was stepping down in an attempt to shield some members of the Board of Directors, many of whom have been long-time friends and volunteers at the shelter, from a protracted and expensive legal battle.

Md. Police Cite 1,600+ Drivers For Cellphones

Maryland State Police say they've issued more than 1,600 citations to people using hand-held cellphones while driving since a state ban took effect Oct. 1.

The Frederick News-Post reported Thursday that state troopers have issued 1,658 electronic citations for cellphone driving violations. Electronic citations are printed by devices in patrol cars. The figure doesn't include handwritten tickets.

The law that took effect last month makes talking on a hand-held cellphone while driving a primary offense. That means police can pull over drivers and ticket them solely for talking on hand-held cellphones behind the wheel.

"Mind-Blowing" Discovery: Oldest Body Of Seawater Found In Giant Crater

Scientists drilling the United States' biggest crater have tapped into the oldest body of seawater ever found.

They weren't expecting to find the ancient water, estimated to be 100 to 145 million years old, while boring a hole 1.1 miles (1.8 kilometers) deep into the massive crater, located under the Chesapeake Bay.

The crater was formed about 35 million years ago when a large rock or chunk of ice slammed into what's now the mouth of the bay, off Cape Charles, Virginia, hollowing out a 56-mile-wide (90-kilometer-wide) hole in the floor of the North Atlantic Ocean.

"The water was in the sediment long before the impact occurred. The impact simply reshuffled the sediment in large blocks, which helped preserve it," said study leader Ward Sanford, a hydrologist with the U.S. Geological Survey.

Report Finds County Pay Too Low For Leadership Positions

SALISBURY – A report prepared by the Wicomico County Compensation and Allowance Committee reflects significant disparities in a couple of the county official positions and seeks deep consideration for pay increases.

The Wicomico County Compensation and Allowance Commission met three times during the summer and fall of 2013 to prepare recommendations regarding the compensation of the County Executive, County Sheriff, Council President, Council Vice President and council members.
 

According to the report, the current annual compensation for the County Executive is $85,000. If the amount, which is originally set by the Charter Review Committee in 2003, is adjusted for inflation over the past eight years using cumulative Consumer Price Index data published by the Bureau of Labor Statistics, the 2014 amount would have to be $98,724.
 

In addition, the commission reviewed the range of compensation for similar positions in Maryland. Currently, the Wicomico position has the lowest compensation level with the next lowest being higher by $17,000 and the highest having a margin of over 112 percent.

DASHCAM VIDEO RELEASED OF VET’S VIRAL ARREST FOR ‘RUDELY DISPLAYING’ RIFLE ON HIKE WITH SON – AND IT REVEALS THE CONTEXT EVERYONE’S BEEN WAITING FOR

Officials in Bell County, Texas, have released the dashcam footage of a police officer in Temple, Texas, disarming and arresting decorated veteran C.J. Grisham while he was on a hike with his son in March. The officer is seen grabbing the dad’s gun and then seemingly attempting to unlatch it from the man’s sling without telling him why or asking for permission.

Video recorded by Grisham and his son went viral earlier this year, but it did not show the moment the dad was approached and disarmed by the officer. He was later charged with “interference with duties of a public servant,” though the officer is heard in the video from March telling Grisham he was stopped for “rudely displaying” his rifle.

Nineteen New Defendants, Including 14 Correctional Officers, Indicted On Charges Of Federal Racketeering In Baltimore City Jail Investigation Superseding Indictment Focuses On Conduct Prior To April 2013

BALTIMORE—United States Attorney for the District of Maryland Rod J. Rosenstein; Special Agent in Charge Stephen E. Vogt of the Federal Bureau of Investigation; Secretary Gary D. Maynard of the Maryland Department of Public Safety and Correctional Services; Baltimore City State’s Attorney Gregg Bernstein; Baltimore Police Commissioner Anthony W. Batts; and Prince George’s County Police Chief Mark A. Magaw announced that a federal superseding indictment was unsealed today charging 19 additional defendants, including 14 former and current correctional officers with the Maryland Department of Public Safety and Correctional Services, with conspiring to operate the Black Guerilla Family (BGF) gang inside correctional facilities. All 19 defendants also are charged with conspiracy to distribute and possession with intent to distribute drugs; and six are charged with money laundering conspiracy.

This brings to 44 the total number of alleged BGF gang members and associates charged in the case, including 27 correctional officers. Sixteen of the 25 defendants in the original indictment in April 2013 have pleaded guilty to racketeering conspiracy, including nine correctional officers, four inmates, and three drug suppliers. One defendant is deceased. Eight defendants charged with racketeering in April 2013 remain in the superseding indictment.

This case was developed as a result of the efforts of the Maryland Prison Task Force, formed in 2011 with the Maryland Department of Public Safety and Correctional Services; local, state, and federal law enforcement agencies; and prosecutors. The task force has met regularly for almost three years, generating recommendations to reform prison procedures and producing leads that have been pursued by state, local, and federal criminal investigators.

Dozens of suspected terrorist bombmakers, some of which reportedly targeted American troops, may have been inadvertently permitted entry into the United States as war refugees, according to a bombshell report from ABC News.

ABC also obtained exclusive video of an Al Qaeda-linked terrorist, who was resettled in Kentucky as an Iraq “war refugee” after he allegedly killed American soldiers, handling heavy weapons in a storage locker in America’s heartland. The FBI believes the weapons were to be sent back to insurgents in Iraq.

Suspected terrorist Waad Ramadan Alwan can be seen in FBI video “expertly field stripping what the FBI identified as a Russian PKM machine gun,” the report said. Federal agents reportedly surveilled Alwan for a period of time and were able to identify one of his accomplices, Mohanad Shareef Hammadi, who is seen in the footage handling a Stinger missile launcher and a rocket-propelled grenade launcher.

Georgetown, DE-The Delaware State Police have arrested a Correctional Officer with Delaware Department of Correction, after it was reported that he had sexual relations with three female inmates.

On Tuesday November 19, 2013, Delaware State Police Detectives initiated an investigation after being contacted by the Department of Corrections reporting a 19 year old female inmate at the Sussex Correctional Institution Boot Camp Program disclosed that she had had sexual relations with Christopher S. Peck, a Correctional Officer assigned to the facility. The 19 year old female inmate later contacted a staff member who reported the incident to the state police.

Through further investigation it was determined that the incidents occurred on at least 11 different occasions dating back to July 13, 2013.  It was also revealed through the interviews that two other female prisoners, a 27 year old and 28 year old enrolled in the program at SCI, were also victims of Peck’s unlawful sexual interaction.

On Wednesday November 20th, detectives obtained a warrant charging Christopher S. Peck with 11 counts of Sexual Relations in a Detention Facility and he was taken into custody at his Felton home.  He was arraigned at JP2 and committed to JTVCC in Smyrna on $22,000.00 secured bond.

Gubernatorial Candidate Proposes Legalizing Marijuana

A Maryland lawmaker who is running for governor proposed Tuesday to legalize marijuana in the state to help pay to expand prekindergarten.

Del. Heather Mizeur, a Democrat, said legalizing, regulating and taxing marijuana in a way similar to how the state regulates alcohol would provide the state with increased revenue and enhance public safety by allowing law enforcement to focus greater attention on more serious crime. She estimated taxing marijuana sales would generate $157.5 million annually for early childhood education.

"Our plan will help ensure that prekindergarten is available to all children in our state," said Mizeur, who represents Montgomery County.

Biden Calls On Higher Power To Save Obamacare And His Hopes Of Higher Office

Vice President Joseph R. Biden vowed Monday that Obamacare eventually will be a success, but added a crucial qualifier: “God willing.”

Mr. Biden, widely rumored to be mulling his own White House run in 2016, has good reason to call for divine intervention in turning around what has been a disastrous rollout of the Affordable Care Act. His political ambitions will be tied directly to the law he once called a “big [expletive] deal”: Its success would give the vice president a key selling point; its failure would weigh down and possibly sink his campaign.

EPA Closure Of Last Lead Smelting Plant To Impact Ammunition Production

The Environmental Protection Agency (EPA) is not content to infringe on property rights; recent actions taken against the country's last lead smelting facility will affect the right to keep and bear arms, as well, by substantially impacting the production of ammunition. As of December 31, 2013, the lead refining plant will close for good.

The St. Louis Post-Dispatch reports:

About 145 employees of the Doe Run lead smelter [in Herculaneum, Missouri] learned they will lose their jobs at the end of December because of the plant’s closure, the Doe Run Co. said Wednesday. An additional 73 contractor jobs also will be eliminated.

The job cuts were expected. The plant, which has operated for more than a century and is the lone remaining lead smelter in the United States, announced in 2010 that it will cease operations at the end of this year.

Hate Crime: Black Motorist Intentionally Runs Down White Couple- Kills One Maims Other

Jason Barry, 34, and his partner, Kristina Petree, 33, were walking with their 16 year old son through a parking lot at the Consumer Square shopping center on W. Broad Street in Columbus, Ohio this past Friday when a car that was going way to fast went careening past them.

Barry shouted at the driver to slow down. The driver, 24 year old Montez Hollis, turned the car around and hit the couple full speed ahead. He killed Barry almost instantly- he was pronounced dead at the scene later- and he hospitalized Petree.

‘SCHOOL IS OUT – MY KIDS ARE TO BE GIVEN TO ME’: DAD ARRESTED AFTER OBJECTING WHEN SCHOOL SAYS HE MUST WAIT TO TAKE HIS CHILDREN HOME

A Tennessee father was arrested for disorderly conduct last week after objecting to an official school policy that apparently prohibited him from picking up his children on foot ahead of the majority of parents picking their children up in their cars.

The new student pick-up policy, which reportedly started last week, says that parents can only pick up their children after 2 p.m. by waiting in a line of cars until everyone is released at 2:35 p.m. In this particular case, the parent was walking, so it wouldn’t make much sense to wait in the line of cars.

As Jim Howe made his case to South Cumberland Elementary School Resource Officer Avery Aytes, the man’s fiancé recorded the entire exchange. In the roughly 6 minute discussion captured on video, Howe does not appear to seriously raise his voice or make any threatening gestures. Eyewitness Records Santa Ana Officer Shoot, Kill Unarmed Homeless Man

SANTA ANA (CBSLA.com) — An eyewitness recorded cellphone video of a Santa Ana police officer shoot and kill an unarmed 22-year-old homeless man at a shopping center earlier this week.

The witness, who wished to remain unidentified, was standing in the parking lot of the Harbor Place Shopping Center on South Harbor Boulevard around 3 p.m. Tuesday when he said he filmed a confrontation in front of Jugo’s La Tropicana between an officer, later identified as a 13-year veteran, and victim Hans Kevin Arellano.

“She exited her patrol car, gun drawn, and asked the gentlemen to get on the ground. The gentlemen didn’t get on the ground, he was still inside the restaurant. She asked again. The man then exited the restaurant, and as he was exiting the restaurant, he said, ‘What are you gonna do, b—-?’ About a second later, she shot him in the chest,” he said.

CBS2’s Michele Gile showed officers the footage of the incident.

New Afghanistan Deal: Obama To Apologize; US Troops There Indefinitely

President Barack Obama will apologize to the Afghan people under a security agreement that will keep U.S. troops in Afghanistan well beyond 2014 at a cost of billions to American taxpayers.

NBC News has obtained a draft of the security pact that shows the United States would pay to maintain multiple military outposts in Afghanistan indefinitely and pay to support hundreds of thousands of Afghan security forces.

Also, Reuters is reporting that Obama has agreed to write a letter of apology to the Afghan people acknowledging mistakes made during the "war on terror" and the suffering of the Afghan people.

The letter is to be presented along with the draft at the meeting of tribal elders that is due to start on Thursday and run for several days.

Muslim Holiday Not Included On School Calendar

Montgomery County school officials have adopted a calendar for the next school year without taking action on a major Muslim holiday for students.

There has been a strong push in the Muslim community seeking to have schools closed for the Islamic holiday of Eid al-Adha. Muslim leaders said Montgomery schools closed for Christian and Jewish holidays.

But school officials noted the Islamic holidays will fall on non-school days in 2014.

'White Moms' Remark Fuels Common Core Clash

Education Secretary Arne Duncan realized fairly quickly that he had stumbled.

He had just told a gathering of state superintendents of education that “white suburban moms” were rebelling against the Common Core academic standards — new guidelines for math and language arts instruction — because their kids had done poorly on the tough new tests.

“All of a sudden, their child isn’t as brilliant as they thought they were and their school isn’t quite as good as they thought … and that’s pretty scary,” Duncan said at the event Friday.

Two hours later, with those comments sparking outrage on social media, Duncan told POLITICO that he “didn’t say it perfectly.”

And he formally apologized on an Education Department blog Monday.

Chief Duncan To Unveil Crime Reduction Initiative TODAY

Salisbury Police Chief, Barbara Duncan will unveil "Operation East Side" at the Mayor’s Neighborhood Roundtable discussion on Tuesday, November 19, 2013. Chief Duncan will be conducting a 30 minute presentation on the crime reduction initiative modeled after the High Point Crime Reduction Model used by the High Point, NC Police Department and the High Point community.

Chief Duncan will explain the success the Salisbury Police Department has had using a modified version of the model with the youth in the Doverdale neighborhood. The Department is looking to repeat the success of the initiative in Doverdale for adult residents in both the Dovedale and Church Street neighborhoods.

“The High Point, NC model has been replicated throughout the country. In addition to our Salisbury Safe Streets Initiative, Chief Duncan’s "Operation East Side" brings all facets of the community to the table to reduce the amount of young people entering the criminal justice system, and reducing rates of recidivism. Our Church Street and Doverdale neighborhoods will benefit from this close collaboration with police, the Wicomico States Attorney, the NAACP, local clergy, and residents,” said Mayor James Ireton, Jr.

JUST IN: Seminole Deputies Arrest George Zimmerman

George Zimmerman has been arrested and is en route to the Seminole County Jail, according to Sheriff Don Eslinger.

It's not clear what happened or what crime he's accused of committing, but just before 1:30 p.m., Eslinger confirmed that Zimmerman had been arrested today and was being driven to the county jail in Sanford.

He said more information would be available shortly.

WESH-Channel 2 reported that Zimmerman was accused of domestic violence by a girlfriend.

It Begins: Pedophiles Call For Same Rights As Homosexuals

Using the same tactics used by “gay” rights activists, pedophiles have begun to seek similar status arguing their desire for children is a sexual orientation no different than heterosexual or homosexuals.

Critics of the homosexual lifestyle have long claimed that once it became acceptable to identify homosexuality as simply an “alternative lifestyle” or sexual orientation, logically nothing would be off limits. “Gay” advocates have taken offense at such a position insisting this would never happen. However, psychiatrists are now beginning to advocate redefining pedophilia in the same way homosexuality was redefined several years ago.

In 1973 the American Psychiatric Association declassified homosexuality from its list of mental disorders. A group of psychiatrists with B4U-Act recently held a symposium proposing a new definition of pedophilia in the Diagnostic and Statistical Manual of Mental Health Disorders of the APA.

B4U-Act calls pedophiles “minor-attracted people.” The organization’s website states its purpose is to, “help mental health professionals learn more about attraction to minors and to consider the effects of stereotyping, stigma and fear.”

Driver's Licenses For Those In U.S. Illegally Good For Public Safety, Advocates Say

Licensing immigrants who are in the U.S. illegally should be a boon to public safety and reduce deportations for minor offenses, according to some working with that community.

Earlier this month, the Motor Vehicle Administration began scheduling appointments starting next year for Maryland residents who are in the country illegally to apply for driver's licenses and identification cards.

Applicants will be subject to the same fees, testing and residency requirements as citizens. However, they will be allowed to present foreign proof of identity.

BRIEF NARRATIVE: On the above date and time, a Trooper from the Salisbury Barrack responded to a citizen complaint of a subject wearing a blue jacket lying in a ditch. Upon arrival the Trooper contacted a subject fitting that description standing on the corner of Rt. 13 @ Zion Road who was identified as Glen Steven Strople, 56, with no fixed address. After further investigation, Strople was arrested and charged with public intoxication and disorderly conduct. Strople was taken to the Wicomico County Detention Center where he is awaiting a hearing with the District Court Commissioner.

TROPHY HUNTER ENRAGES INTERNET AFTER POSTING PICTURE OF SLAIN LION ONLINE

Trophy hunter and U.S. television host Melissa Bachman ignited controversy this week after posting a picture showing her posing over a dead lion she had slain in South Africa earlier this month.

“An incredible day hunting in South Africa! Stalked inside 60-yards on this beautiful male lion…what a hunt!” she tweeted from her now deleted account, attaching a picture of her kneeling over the dead adult lion.

The picture was posted online Nov. 1, but only attracted attention this past week. Bachman has posted countless other pictures online showing her with other dead animals.

CALL TO ARMS: Texas A&M Law Prof Says It’s Time To Repeal Second Amendment

A full-time professor on the faculty of the newly-minted Texas A&M University School of Law called for the repeal and replacement of the Second Amendment on Friday.

The professor, Mary Margaret “Meg” Penrose, made her controversial declaration during a day-long panel symposium on gun control and the Second Amendment at the University of Connecticut School of Law in Hartford.

UConn’s main student-run journal, The Connecticut Law Review, organized the event, according to Connecticut Public Radio. It was well-attended, primarily by law students, law professors and local attorneys.

CHARGES: 1. Driving Under The Influence

BRIEF RESUME: On the above date and time, Trp. Riggs of the Salisbury Barrack was patrolling the area of the Royal farm Store (Snow Hill Rd at Beaglin Park Drive).

Tpr. Riggs observed a blue 1987 Dodge Truck in the parking lot with the truck running, headlight on and the rear brake lights on. The Trooper observed that there was an occupant in the driver’s seat with a can of Bud Light beer between his legs. The occupant, Anthony Ward, had both of his feet on the brake pedal, passed out asleep. The Trooper was able to get the car door open and the ignition off. The Trooper smelled the strong odor of an alcoholic beverage emanating from Ward. The Trooper attempted to conduct field sobriety test on Ward, which he refused. Ward could not walk on his own and had to be escorted to the Troopers car, where Ward was arrested. A license check through Maryland and Delaware revealed that Ward is suspended and revoked in both States. The Trooper also discovered that Ward had been convicted of DUI in Maryland FIVE TIMES and TWO TIMES in Delaware. This will be Ward’s EIGHTH DUI Arrest. Of the first seven DUI arrests, Ward was convicted.

Ward was transported to Salisbury Barrack, where he refused the intoximeter test. Ward was then transported to the Wicomico County Detention Center.

Administration Blocks Investigation Into Clearance For Navy Yard Shooter

The federal agency charged with screening employees for security clearance offered hints about how to cut corners, and its lax policies could have led to the clearance the Navy Yard shooter needed to access the base, the House’s top investigator said.

Rep. Darrell E. Issa, California Republican and chairman of the Oversight and Government Reform Committee, said his staffers have come across verbal and written policies from the Office of Personnel Management that indicate the security clearance process was short-circuited in the case of Aaron Alexis, the Navy Yard shooter.

But Mr. Issa says OPM is refusing to turn over those documents and allowing them to be viewed only behind closed doors. If he doesn’t have the documents by noon Thursday, he said, he will issue a subpoena.
