Another Tragedy on the Eastern Shore

Per Daily Times:

TRAPPE, Md. — A stand-off that delayed traffic and put a small Talbot County town in the media spotlight ended with the discovery of two bodies found at an Ocean Gateway home.

Maryland State Police found the two people after entering the home late this afternoon, ending a stand-off that begin when they received a call from a man there who said hehad killed his wife.
Positive identifications have not been made at this time. Both bodies will be transported to the Office of the state Medical Examiner in Baltimore for autopsies to determine the cause and manner of death.
At about 10:30 a.m. Today, troopers at the Easton Barracks received a call from a man at that address who said he had shot and killed his wife earlier this morning. The man also told troopers he was not coming out of his house. Responding troopers established a perimeter around the house. Due to the statement of the man in the house about his possession and use of a firearm and the proximity of the house to the highway, troopers closed both east and westbound Rt. 50 for the safety of motorists. The detours around the area that were established with the assistance of the State Highway Administration were lifted shortly before 4 p.m. today.Throughout the day, troopers attempted to make contact with the man, but never received a response. Loud music was playing from within the house throughout the day. No shots were believed to have been fired by the suspect during the time police were on the scene. No shots were fired by police since troopers first arrived on the scene.

We have been trying to tell everyone this was going to happen. Today Wallstreet has plummeted. The price of crude has gone ballistic now trading up $9/barrel today alone. If this doesn't affect the US economy I don't know what will.

The Salisbury Zoo 2 Years Ago

It was two years ago this week I started finding dead animals mauled inside the Salisbury Zoo and the Zoo Director, (at the time) Jim Rapp refusing to do anything about it.

Day after day I'd walk into the Zoo and in the same area I'd find another dead animal the following day. It even got to a point I could invite friends down there and they would go to the same area I was in and see dead animals for themselves.

Fortunately for the animals today there's a new Zoo Director who would probably be outraged over such findings and would probably do something immediately, rather then let more animals die and suffer like Rapp allowed.

I explained due to the conditions of these animals it was done by a Raccoon and it took 9 days and at least 7 dead animals before Rapp finally put out a trap and caught it that exact same evening he had the trap put out.

Stupid is as stupid does. Glad to see you gone Jim Rapp.

Delmar Police Sue Over Collective Bargaining

Yesterday was the big day for Delmar Police Officers who were guaranteed Collective Bargaining but never got it.

Their case was tried yesterday and the end results will be final in writing by the Judge in weeks to come. However, I heard things went favorably towards the Police Department but one never knows until the final say from the Judge.

Funny thing is, I never read about any of this in the Daily Times? Oh, that's right, we'll read about it in a day or two, now that it's on Salisbury News. LOL

Route 50 Closed From Cambridge To Easton

Possible Murder with hold up in house or car..... Highway shut down in both directions. TRAPPE, Md. - Police say both lanes of Route 50 are closed from Cambridge to Easton. Maryland State Police say traffic is being detoured eastbound at Route 50 and Route 331 toward Preston. Westbound traffic is being detoured at Route 50 and Barber Road. Police at this time have no idea how long Route 50 will remain closed between Cambridge Maryland State Police are investigating.

The North Prong Management Issue

One of my biggest concerns was the failure of the Tilghman Administration to successfully manage anything, let alone another TIF project. Look at the Marina, it's a failure. Look at all the failed Condos along the River, 3 units sold out of 40 units built. Other Condos started but now sit 1/4 of the way built and no sign of recovery. The Downtown Plaza has failed for 10 years now. The old Fire Station. I even mentioned the stupid Arts District. Tell me Folks, do you know of ONE Artist that took advantage of that project?????

The City is being run by a House Wife who has no corporate experience and now she wants to take even more property away from taxpaying citizens and or property owners simply because this is what Mayor Barrie Tilghman will run for re election on or it will be Bubba's main feel good topic should he run.

There's the Old Mall and the TIF involved there. The River Walk has sidewalks wanting to completely flip over. There's work out stations along that area I have never once seen a human being use. Granted, I've see LOTS of dogs using them but not for exercising! Unless you call lifting your leg and peeing on them an exercise?

It would be a complete disaster to watch this Mayor try to take control of yet another financial failure, just as she has proven to fail at any project in the past. I challenge ALL of you to please tell me one project she succeeded in? Have you been down Isabella Street? Seriously, I went down it yesterday and not only is it a cluster f*(%, they're going to tear it up within 60 days AGAIN to run some kind of sewer lines down that street.

I'm still waiting to hear of a project the Mayor and Council have succeeded in? I'll move onto another topic. Look at this Skate Park. Here is a group of people saying, WE DON'T WANT A HAND OUT! They're raising their own money, now the Mayor supports them 100%! ROTFLMAO!

OK Barrie Tilghman, then why is the stupid Dog Park costing the taxpayers? You'll respect and treat ANIMALS better than you will taxpayers???????

How about the Zoo? How much money has the Zoo Commission raised to pay for that $2,000,000.00 Animal Services Building????????

Screw the taxpayers and take care of the animals. Makes sense to me. I live in Delmar and again, we just laugh at you Idiots!

County Executive Admits He Was Wrong

Yesterday I had a meeting with County Executive Rick Pollitt and Mr. Jim Finneran. My concern was perhaps we hadn't given them a better opportunity to express their side of recent events, especially the Ed Baker issue.

I mentioned long ago my concern referencing Ed Baker advising the County Executive and the County Council, both of which actually turned one against the other, advice wise. It was a rocky situation and I personally felt they needed a separate attorney in cases like that and obviously they agreed.

However, the big topic was whether or not Ed Baker would answer to the County Council and or the County Executive? Clearly, in Mr. Pollitt's opinion he felt Ed Baker would in fact be working directly for the Executive and answer only to the County Executive.

After the meeting I did more research and called Mr. Finneran back and asked hm to open up the Charter to section 507, "Department of Law." Mr. Finneran answered with an e-mail he felt would answer all of my questions. It went as follows:

"The process of appointment of the County Attorney and other department heads was explained and it was noted that the Executive has the power to terminate department heads. So I explained that in laymen’s terms the County attorney “works for the executive.” However the Charter requires the attorney to provide legal advice to the Council and to draft legislation if requested. I explained that ethically the corporate entity, Wicomico County, is the attorney’s client and if a conflict exists or even may exist on a particular matter the attorney is bound to advise the Council to seek advice from a separate counsel. While it might seem strange, based on my conversations with the county attorneys in the other counties, major conflicts are extremely rare."

I then received a message from Mr. Pollitt explaining the following:

"I apologize for any confusion I may have contributed here. From our earlier conversations, I was under the impression that, as a department head, the attorney was responsible only for the county executive and that any support for the council was through the cooperation of the exec. I think I finally have it in my thick head and appreciate your diligence in keeping me on the right track.

You just have to appreciate and respect a man for coming forward and admitting something was wrong. This is something never seen within the City of Salisbury, yet Barrie Tilghman always takes full responsibility. She never admits they did anything wrong, just that she'll take the heat. RIGHT!

That being said, it will take some time to re think the Ed Baker situation on my behalf anyway. I'll be back.

Open Question Response on City Park Pt. 2

Q. When will improvements begin again?
What's budgeted and/or scheduled?

A. Forgive the cliché, but improvements are an ongoing process, and my hope is that we will all see some continued progress in the near future. The weather has been somewhat spotty through spring, which can make maintenance a challenge. That is compounded by the limited budget and very small staff which maintains the City's parks(there are a number of others in addition to the City Park, seven sounds about right but that's an estimation). I have been extremely impressed by the performance of staff members of the Parks division, but they certainly need more resources, both human and material. Further, many of the things you seem to have photographed are parts of larger Public Works projects that expand well beyond the purview of either the City Park Committee or the Parks division alone. As to budgets, that's well beyond the purview of the committee as I understand it at this point. Public Works or someone at the Mayor's Office would likely be a better source for fiscal information.

Q. Why were biologs installed in the first place? Why are biologs in place in areas while rip-rap is in others?

A. The biologs were installed as part of a larger bank stabilization and dredging project that was undertaken to curb erosion and bank collapse issues that were becoming quite a problem along Beaverdam Creek. I can assure you that the banks of the Creek were in need of this work, in many places the bank had receded more than 10-15 feet since my childhood. The Park Committee was consulted in the planning stage of the project and we were asked to consider biologs as an alternative to rip-rap and/or concrete bulkheading. We recommended biologs in the portion of the Creek from the old dam/bridge near Ben's Red Swings extending down to where the old, still intact concrete bulkheading begins near the Water Plant. The exception to this recommendation was the bank surrounding Picnic Island, for which we recommended rip-rap, as a portion of that bank had already been stabilized with it.

Q. Why are some biologs leftover? Why is the bank "overgrown"?

A. Biologs likely remain due to the fact the project is going to be re-examined, though I am not certain of that. What I am certain of is that the dam at Snow Hill Road is in need of repair or replacement, and the water level may change once that is completed. If the change is significant, adjustments may need to be made to the biologs. The last estimate I had for repair of the dam was April. I will likely have some information on the status of that at our next meeting later this month. As for the bank being "overgrown," the biologs are in fact seeded, and the shoreline is expected to develop naturally. The area will not be mowed in a tradition manner, but once the growth is complete, it will likely be maintained to some degree to prevent any sort of overgrowth or invasive vegetation. There are designated fishing "hardpoints" that should be mowed. Those should be scattered along the biolog banks. I will check on my next visit to the park that those are being maintained.

Q. Why are there barren areas with visible "matting"?

A. The barren areas you have photographed with references to "matting" seem to be the remainders of the silt which was removed from the creek during the dredging process. My understanding is that the matting was in place to minimize any seepage or runoff that may have resulted from the piled silt.

Our last briefing on the topic informed us that removal of the silt from the park for proper disposal is an ongoing process that should be completed sometime this summer. I would imagine that the matting will be removed at that time. Though it is rather likely any grass underneath the matting will need to be re-grown, the appearance of the area should improve.

Q. What about the unused piles of mulch?

A. As referenced above, the staff of the Parks division is fairly limited. It is unlikely they are able to complete all of their projects in any given single day. It is likely, though I am not positive that this is the case, that weather interrupted the spreading of this mulch and that it will be used or removed in the near-term. I will seek to clarify what the actual situation is with regard to the mulch piles.

Q. Is the park actively maintained/cleaned up? Can I contribute?

A. The park is indeed actively maintained and cleaned up by both Public Works' Parks division and the City Park Committee. As to our involvement, the Park Committee hosts a volunteer cleanup, which is open to the public, in the fall and spring of each year. Despite public notice of the event and attempts to spread the word by mouth and flyer, our steadiest attendees are elementary and high school groups, Boy Scouts, and local business groups. Though individual citizens do attend, they are in the minority. PLEASE come out and help us this coming fall! We'll even feed you lunch at the completion of the event!In closing, I wish to apologize for my total lack of brevity, as I prefer complete explanation to inaccuracy or missing something of importance. It is my intent to provide you with a follow-up e-mail over the next couple of days detailing the Park Committee's role and our activities to a greater degree. Please feel free to contact me at any point if you have any further questions or concerns.

Response on Open Question on City Park Part 1

John Swanson, the chair of the City Park committee, emailed me a very nice letter on the status of city park. He assured me that any questions that he did not know completely he would inquire about and get back to me. I thank John for his time and his commitment to the area.
I'm going to split up the letter because it's lengthy and then add my response to it.

Allow me to begin by prefacing my answers to your open questions with some background, on both the City Park Committee and myself. The City Park Committee was founded in the late spring of 2004. Our mission is to advise the City on the park's needs and to consider proposed donations to the City for placement in the park. We have no executive or legislative authority, and no budget. We're a nine member(plus a City Council representative) committee that meets once each month, except in December. All of our meetings, held the third Tuesday evening of every month at 6:30 PM at the Zoo's ESBA education building, are open and announced to the public.

My interest in the park is similar to yours; I grew up in the neighborhood and spent almost every single summer day in the park fishing for Largemouth Bass, it means a lot to me. My involvement with the City Park Committee stretches back to its founding. I was a charter member, having just graduated from Wicomico High School. The opportunity to improve and maintain the park combined with an opportunity to fulfill what I believe is civic duty was too much to pass up. I have served continuously since, while working on my Bachelors at Salisbury University, which is nearly complete. I served my first two years as Secretary, and for the past year and a half, I have served as Chair. My appointment expires in 2010.

Finally, before answering your questions, I want to explain from where the answers come, and how reliable the information may or may not be. I'm going to do my very best to provide you with accurate information, however, I cannot consider myself an official or wholly accurate source. All of the information is derived from briefings given to our Committee by various City and Public Works officials, or from answers I have received to specific inquiries. However, much of the information is from my own personal recollection and notes, and as with any other human being, I make mistakes as my memory isn't 100%, and I'm perfectly capable of misinterpreting a briefing. So, all that out of the way, allow me to attempt to answer your questions:

Maybe that's why Comegys and Tilghman named this project the North Prong?

I was in complete disbelief last night when I showed up at this meeting and saw a bunch of people but then learned these were property owners and not citizens of Salisbury. I then came to learn that they had held a property owners meeting earlier that day, so they didn't even need to be at this one. If they hadn't shown up, guess what? There would have been three people in the room outside reporters. This means none of YOU were there. I can't call YOU concerned citizens because obviously YOU don't give a crap.

Nevertheless, the reporting goes on. I sat back and listened to these Consultants go on and on about other Towns & City's, NONE of which compared to Salisbury, NONE! They went on to talk about how their project was going to clean the River up by improving run off by 20%. Uh Oh, they forgot Joe Albero was in the room. You know, the guy that attends every meeting in Salisbury and knows when to pull out the shovel to clear my way through all the horse sh!t!

At the very moment they asked if there was any questions I sat back for a few seconds, (not realizing they had already held this exact meeting with property owners earlier that day) and no one raised their hand, so mine went up. My first question referenced the River. I said, are you actually trying to tell me that you're going to clean up the River based on storm water management? Yes. I replied, that's what I thought you said. I said, are you familiar with the two new storm water run off pipes being run into the River nearby that will run storm water directly from roads and neighborhoods straight into the River, one of which will be six foot in diameter? Oh, they stood there in awe with NOTHING to say to that, so I went on. I then said, you DO realize this is tidal water, right? They kind of stood there looking pretty stupid once again with no reply, so I went on. I said, so you're trying to impress upon me that just your area of the River is going to be beautiful and clean, right? Because I see thousands of cars parking in your new area, not the 50 or less that are there now. I see traffic problems like there's no tomorrow, but things will be better for the community? I also brought up the WWTP overflows and just how exactly did they think that smell wasn't going to come to their area? NO RESPONSE!

I moved on to some other topics I wanted to make sure EVERYONE was aware of. I said, let's talk about another topic you're so proud of. Let's talk about the TIF! Do YOU really believe any taxpayer in this City is going to fall for the fact that you guys want to go after more grant money and more TIF's Mr. Comegys? Gary started laughing and leaning over to John Pick, trying to impress everyone else in the room that Joe Albero was stupid, not Gary.

Quite frankly Mr. Comegys, IF you ever pull that c rap on me again I'm going to immediately call you out on it and embarrass you right then and there. I'm going to challenge you for trying to insult me and then let's see how much you stutter then? You used that I'm a stupid eastern shore boy crap all the time. However, it's time to show people just how stupid you actually are.

That's right Folks, they want to use TIF money to rebuild that are. Comegys yelled out, "WE DESERVE THIS. THAT'S RIGHT, SALIBURY DESERVES THIS ARE TO BE CLEANED UP." OK Gary, since when are YOU a property owner of this area? YOU don't deserve sh!t, IMO! Oh, I can't wait for you to run for Mayor because we're going to post every day a video of you stumbling, stuttering and looking like the complete Idiot that you are.

Gary went on to say, "The question shouldn't be what CAN we do there. Look what we got there!" WE? I'll bet there are a ton of neighborhoods you wouldn't choose to live in Gary but guess what? They pay their taxes and are just as much a part of the community as your neighborhood. Same goes for ALL of these property owners. YOU see an advantage by throwing them out of this area because it's just now what Gary Comegys and the Mayor want. Well guess what, MOVE SOMEWHERE ELSE, you control freaks! What message do you send out to the business community when you say, we don't like the way it looks so we're going to rally the troops together and boot all your asses out of here simply because property that NO ONE WOULD BUY YEARS AGO is now worth something and it's time to get rid of you.

I expressed to the Consultants that Salisbury is NOT Rockville or Baltimore. They have a north, south, east and west, Salisbury stops in Ocean City heading east. You will never encourage big business to Salisbury, period. The Airport is useless to a big corporation. Freight Companies don't want to come here because it's the end of the earth. Many may not understand this but take for example a company from the Mid West shipping an entire trailer load of material to a company here. Once they unload, what freight are they picking up to make it worth their while to go on to the next delivery? Do they head all the way back to the Mid West with NOTHING? Yep, they sure do, unless they contract something from Baltimore to run back with.

Anyhow, Gary Comegys should be re nick named the TIF Meister. Notice how the Daily Times didn't say any of this in their article. They also want to use section 108 money, whatever that is? There's so much more to say but this Post is getting too long. The taxpayers of Salisbury better get some kind of control over this Comegys guy because the Mayor and Gary are a disaster in the making. You want another TIF, don't attend these meetings. As for the Consultants, they're full of crap but that's their job. Oh, it works everywhere else. I have to end with this. I challenged Gary Comegys and John Pick to tell me ONE project, just ONE, that was a success under this administration. I stated the Downtown Plaza has failed. The River Walk, failed! The old Mall, failed! I stated that it is the management of this City that can't do anything right and there's no way the taxpayers would support yet another financial failure. So it looks better, SO WHAT? I said, you're now $71,000,000.00 in debt when just a few years ago you were only $18,000,000.00 in debt, how's it working for you?

If I feel up to it later I'll add more to this project. For now, you should have been there. It was a sight to see.

More Cracks In The Floor

Yesterday I found this NEW crack in the floor at the new Fire Station. No, it's not one that was there before. It looks like See should have held a Come To Jesus Meeting with the Contractor but it may be too late now. What's a few million tax dollars, right Chiefy?

New Fire Station Or Jiffy Lube?

While visiting the brand new Fire Station in Salisbury yesterday I couldn't help but notice the oil stains and fresh oil all over the brand new floors. Some areas had been so stained it couldn't be cleaned up completely and is now leaving marks in the floor. You can see where they attempted to clean it up but it's stained for good.

Considering I own several classic cars, the small of gasoline in the garage is pretty standard. However, the smell in that building from gas fumes is pretty bad too. They need to drain that puppy of all gasoline and make the decision to take it out of service for good. Sorry guys but your Insurance Policy will not allow you to have that vehicle indoors with gas in it, you might want to look into that.

NO DAILY TIMES DELIVERY AGAIN TODAY!

The broken record continues. That's right, we did NOT get our delivery of today's paper and once again we will be billed for it anyway.

That being said, Mr. Bassett, you screwed up big time with your $3,000,000.00 purchase of a new/used press and it's not working. You're screwing your delivery drivers without any increases, even though the cost of gas has gone up 100%!

The only reason they have a print edition any more is because legally notices have to be put out to advertise legal information. The law doesn't say it has to be delivered by a certain time.

So if you're not getting the daily paper, you're not missing anything. I should see a delivery within 15 minutes of this Post going up though.

The Hebron Update

As of today, the County taxes plus costs remain unpaid. If it continues
into this delinquent status to the tax sale on 6/20/08, a consortium of
the opponents are strategizing to bid and buy the land themselves (setting
up an LLC, of course, as that's the way, they've learned it's done!).
Then the Town of Hebron will have to deal with the "new owner"....which
will want none of the mega-development aspects!

Update: Despite delinquent County taxes, Hebron Planning Commission
approved last night by unanimous vote the Waller Landing project. And also despite Chairman's statement that no vote would be taken until the Town's fiscal impact study received, the vote proceeded but no such report in hand.
