Incident: Possession of Marijuana
Date of Incident: 23 April 2010
Location: Jersey Road, Salisbury, MD
Suspect: William J. Hall, 48, Georgetown, DE


Narrative: On 23 April 2010 at 5:17 PM a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by William J. Hall of Georgetown, DE for speeding on Jersey Road. During the deputy’s encounter with Hall, the deputy observed that Hall’s hand was shaking and he was smoking a cigarette very fast which led the deputy to sense how nervous Hall was. A WCSO Drug K9 team arrived and scanned the vehicle for the presence of the odor of illegal drugs, during which the K9 alerted positively to that odor. Based on the alert the deputy searched Hall’s vehicle and located three baggies of marijuana in the center console along with two smoking devices.

The deputy placed Hall under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Hall on Personal recognizance.

Incident: Driving Under the Influence of Alcohol
Date of Incident: 24 April 2010
Location: 1500 block of Arbutus Drive, Salisbury, MD
Suspect: James Cody Cooke, 18, Salisbury, MD


Narrative: On 24 April 2010 at 11:57 PM, a deputy from the Wicomico County Sheriff’s Office observed a Dodge PU truck operated by James Cody Cooke of Salisbury, MD driving on Honeysuckle Drive and adjacent streets in a manner that indicated the driver was either lost or confused. After the deputy observed the truck pull into a residential driveway on Arbutus Drive and noticed that no one exited the truck, the deputy decided to approach the occupants. Upon making contact with Cooke, the deputy discovered that Cook appeared under the Influence of Alcohol and requested that Cooke exit the vehicle to allow the deputy to determine his level of sobriety. After Field Sobriety testing, the deputy placed Cooke under arrest for DUI.
Cooke was transported to the Maryland State Police Barrack in Salisbury where he was processed.
