GOVERNOR MARTIN O’MALLEY TO BE RECOGNIZED FOR COMMITMENT TO EARLY CHILDHOOD PROGRAMS
ANNAPOLIS, MD (October 21, 2009) – The Maryland State Interagency Coordinating Council, a committee that advises the state’s system of early intervention services, will recognize Governor Martin O’Malley on Thursday for the O’Malley-Brown Administration’s efforts to support and improve early childhood programs that meet the needs of young children and their families. The “Champion for Children Award” recognizes a 68 percent increase in funding for the Maryland Infants and Toddlers Program, a program for infants, toddlers, and preschoolers with disabilities that focuses early intervention and preschool special education efforts to ensure that every child has a place in the community and the best possible chance to succeed.

Start with educating the young parents so they can get better jobs and get off the system. This can easily be done by offering daycare services while they take classes. Now that is spending with and objective.
Too bad that 68% increase in funding came from Money Maryland doesn't have.
It's amazing that this Governor will go a full term without a single year with a balanced budget. Truly a fiscal wizard.
