SEC. 213. INSURANCE RATING RULES.

(a) IN GENERAL.—The premium rate charged for a qualified health benefits plan that is health insurance coverage may not vary except as follows:

(1) LIMITED AGE VARIATION PERMITTED.—By age (within such age categories as the Commissioner shall specify) so long as the ratio of the highest such premium to the lowest such premium does not exceed the ratio of 2 to 1

(2) BY AREA.—By premium rating area (as permitted by State insurance regulators or, in the case of Exchange-participating health benefits plans, as specified by the Commissioner in consultation with such regulators).

(3) BY FAMILY ENROLLMENT.—By family enrollment (such as variations within categories and compositions of families) so long as the ratio of the premium for family enrollment (or enrollments) to the premium for individual enrollment is uniform, as specified under State law and consistent with rules of the Commissioner.

Comment: Premiums can only vary on the basis of age by a factor of 2. So, a coverage provider can only charge a 78 year old, 894 pound, 2 pack a day smoker, diagnosed with colon cancer and diabetes twice as much as they can charge a 20 year old who appears to be in perfect health.

It's pretty simple, young and healthy people will be picking up a significant part of the tab for old and unhealthy people. If you are among the latter, then you should probably be saying thank you. If you are among the former, well, um, uh, yeah, so, sorry about your luck

The goal of this reform is not to reduce health care costs and increase quality, it is to redistribute those costs among people such that some are paying much more than their fair share, and some are paying much, much less than their fair share.

LEGAL PROSTITUTION

AARP and some members of the AMA are nothing more than legal prostitutes.

How can AARP justify its claim to represent the interests of senior citizens by advocating passage of health care legislation, before the Congress? Cutting between $400 and $500 billion dollars from Medicare while 30 million baby boomers will be added to the program, can not be justified. The claim that eliminating waste and fraud will occur, is only a pipe dream. I contend waste and fraud will increase with more participants, as Congress is the "Poster Boy" for waste and fraud.

A panel that will determine, based on cost, if a patient will receive medical treatment could, indeed, be a death panel. Considering the statistical probability of a successful outcome is outrageous. This brings us to the prostitutes in the AMA. They traded their oath for protection of their compensation. Proof positive that they are engaged in the oldest profession.

Many, if not all, politicians have long been recognized as prostitutes. Despite their protests to the contrary, they sell their votes for contributions. In time we will learn what has been offered to AARP and the AMA for their support. It is highly unlikely that it will benefit the average citizen.

Troopers Look To Identify Theft Suspects

Location: Shoprite, 1600 West Newport Pike, Wilmington, Delaware, New Castle County

Date of Occurrence: Monday, November 9th, at approximately 9:00 p.m.

Suspect(s):
White male, 5'10"-6'0", 155-165 lbs, wearing a dark cap, multi-colored jacket, and black pants
White female, with dark hair, between 5'4"-5'6", 130-150 lbs, wearing a dark colored hooded sweatshirt, red t-shirt, and baggy style blue jeans

Resume: We have seen this type of crime before, but it has been quite some time since it reared its ugly head. Once again, DSP is investigating a case of a theft against an elderly female. This time the victim is 83.

On Monday evening, Troopers were dispatched to the Shoprite located in the First State Plaza Shopping Center for the report of a theft of a purse. In this case, the victim was shopping alone when she was approached by a male suspect. This individual engaged the victim in a conversation, and while she was distracted, the second suspect, a white female, approached the victim from behind and stole her purse. The female suspect concealed the purse underneath her sweatshirt and the two suspects then fled the scene.

Surveillance video images have been included in this release. Anyone who may know these subjects, who prayed on this elderly victim, is asked to call authorities at 302-633-5000 ext. 607 or Crime Stoppers at 1-800-TIP-3333.

Major Hasan

Joe,

There is something very strange about the Fort Hood incident. The media/government led us to believe the shooter was dead for over 7 hours before revealing that he was alive and recovering. The media/government led us to believe there were at least 2 other shooters involved before telling us there was only one person. The personal friends and family of the man involved tell us this is "out of character" for him. finally, how could this guy wound so many with 2 handguns (one of which was beleived to be a revolver) before being stopped? And a 110 pound lady cop stopped him, after taking 3-4 bullets? Where are the heroes? Where is the motive?

Recreation Budget Meeting

Thank you to everyone who attended last Wednesday’s budget presentation and how it will impact future recreation opportunities in our County. If you were not able to attend, you will see some links below that give an overview of the situation and the cost to do business going forward. I’d encourage you to attend the Recreation Commission meeting on Wednesday, November 18 (7 pm in the Flanders room) and bring any ideas you have about how we can overcome some of these challenges we are facing. We want to work together toward some reasonable solutions and every idea is on the table at this point. Your input is greatly needed and valued so please attend if you are available. Thanks again.

Here is a note from our Recreation Superintendent, Andy Wisk:

Wednesday night’s meeting was a success in giving our stakeholders an opportunity to understand what we may be facing. Wednesday night’s meeting was only the beginning. Recreation and Parks is built on a foundation of participant and volunteer involvement. We now need to talk and meet with those people and ask for their help in finding a solution to this problem. The solution is out there!

Please follow up and continue discussions with your stakeholders. As mentioned on Wednesday, the Recreation Commission is meeting again on Wednesday, November 18th at 7 p.m. in the Flanders Rooms to begin discussing solutions. Your stakeholders should be encouraged to present any idea that they have at that meeting. Encourage them to be a part of the process. There are only good ideas!

Whether people attended the last meeting or not, there is more information available. The Daily Times wrote an article about the meeting today. Click here to read it: http://www.delmarvanow.com/article/20091106/NEWS01/911060302/1002/Wicomico-budget-threatens-park--recreation-programs

Additionally, the white paper analysis of our divisions have been placed on our website at: http://www.wicomicorecandparks.org/whitepapers.htm

Please encourage your stakeholders, whether they attended Wednesday’s meeting or not, to view these resources and stay involved. Feel free to forward this email to your key contacts. It's H. . . to be Old

OLD people have problems that you haven't even considered yet!

An 85-year-old man was requested by his Doctor for a sperm count as part of his physical exam.

The doctor gave the man a jar and said, 'Take this jar home and bring back a semen sample tomorrow.'

The next day the 85-year-old man reappeared at the doctor's office and gave him the jar, which was as clean and empty as on the previous day.

The doctor asked what happened and the man explained, 'Well, doc, it's like this -- first I tried with my right hand, but nothing. Then I tried with my left hand, but still nothing.'

'Then I asked my wife for help. She tried with her right hand, then with her left, still nothing. She tried with her mouth, first with the teeth in, then with her teeth out, still nothing.'

'We even called up Arleen, the lady next door and she tried too, first with both hands, then an armpit, and she even tried squeezin' it between her knees, but still nothing.'

The doctor was shocked! 'You asked your neighbor?'

The old man replied, 'Yep, none of us could get the jar open.'

Maryland Barn Among Top Ten Finalists In Renovation Contest

Cast your vote each day at: http://www.helpgrowyoursoup.com/barn_waitsee.aspx

The Just Wait and See Farm in Union Bridge, Maryland, is among the top ten finalists of a national barn preservation program sponsored by Campbell’s Soup.

Jay, Jodi and Dalton Mackenzie live on the farm they purchased in 2006. The bank barn in need of renovation was built in 1856 and has stored hay and grain on the upper level and cows and horses on the lower level. They operate a 125-head beef cattle farm and raise corn, soybeans and hay.

“Restoring this barn that is located in a very traditional farming community would help bring an already strong community together for a common cause,” said Colby Ferguson, agriculture specialist with the Frederick County Office of Economic Development. “A well-kept farm and attractive neighborhoods are important. Supporting and helping to sustain agriculture, especially farming and open space, is a priority of the local government and Office of Economic Development. Restoring this barn would help preserve it for the next generation.”

The Campbell’s Help Grow Your Soup program is not only reviving American barns, it is also providing educational opportunities to future leaders in agriculture by donating $1 for each vote cast (up to $250,000) to the National FFA Organization. Dalton Mackenzie is a member of the Linganore FFA Chapter.

Voting began on October 1st and runs through January 5, 2010. The top five barns receiving the most votes will be renovated by the Campbell’s Soup Company.

To cast your ballot, go to www.helpgrowyoursoup.com or go directly to Mackenzie’s Barn at www.helpgrowyoursoup.com/barn_waitsee.aspx and click on “vote.”

You may vote once a day for the duration of the contest and you can watch the progress for Just Wait and See Farm.

What Do You Like About Your Home Town?

Many readers come to SBYNEWS to get the latest and greatest up to date information about what going on around town. Most of the time, the news is very negative. Although we need to know about crime, government and the misdeeds of others that affect our well being, we also need to know about what is right and beautiful with our country, state, and local homestead.

As we try to get past hump day and look towards a better life, what is in your surroundings that make you feel happy? I'm not looking for some hippy cumbaya stuff, just some things around you that stand out as being special. Is it your neighbors? Perhaps you place of employment? Maybe you like local sports, or your family church? Whatever it is, lets put a positive spin on this gloomy, rainy Wednesday.

What A Letter

An article From Naval Aviator, Commander Jerry Wilson

We lived in California during the winters of 2007 and 2008. We became addicted to Fox News and watched O'Reilly and Hannity and Colmes every night. When we got back home, we upgraded our cable to get Fox. I watched the Presidential campaign very closely. Initially because I thought the Democrats would nominate Hillary Clinton and then in astonishment when they chose an even more hard-left candidate. All of last year I told everyone that Obama was not a Democrat, he was a Marxist. He is far to the left of any European leader and even far left of the NDP.

I read Saul Alinsky when I was in University. I studied him and his writing carefully. When Bill Ayers and his wife were bombing and killing people at random in the Weather Underground, Weather Underground and the Black Panthers were closely allied. I read David Horowitz's account of changing from a Marxist to a conservative after seeing that the government was afraid to prosecute members of the Panthers for murdering his personal assistant. He suddenly understood the evil that Marxism really was..

After the student radicals failed in creating a Marxist revolution in the United States by violent means, they embraced Alinsky. You would be wise to read "Rules for Radicals" because it outlines how Hillary and Obama planned to get into power, and what they intended to do when they got it.

Socialism is not the correct descriptor for what Obama and the Democrats are doing. They are going to be much more far reaching than anything Sweden has ever been able to do. Obama is following Alinsky's plans, those set out in "Rules for Radicals" and his other writing. The Democrats are attempting to create one party rule in the U.S. And in achieving that, will create crisis after crisis by their own actions and use those crisis to nationalize the means of production in the U.S. You are in the middle of a communist revolution and few in the U.S. can actually see it for what it truly is.

The U.S. is now on the path of financial destruction. The Constitution has been shredded and individual human rights are being trampled. In less than 8 months Obama has used a recession to take over the two largest industries in the U.S. He will debase the Dollar and is on the road to creating an incredible energy shortage that will allow him and Congress to take over the energy industry.

But by and large I think that by the 2010 elections, the Democrats will have gerrymandered electoral districts to the point that it will be impossible for them to lose control of both houses of Congress. The incredible increase in the money supply is going to create Zimbabwe and Venezuela style inflation, and with it, controls on the currency and the amount of money that can be taken out of the country.

I love America, I cannot believe how the ignorance of the American public has created a situation whereby they are going to lose their Republic and slip into an age of repression and tyranny.

I may be nuts, but so far I have been 100% in my predictions of what Obama was going to do, because I merely had to look at "Rules for Radicals" to see what was coming next. I read Glenn Beck's book, "Common Sense" and in it re-read Thomas Paine's pamphlet with the same name. I recommend the book.

When the storm finally hits (and it will) those of you who supported the Obama administration will be affected as well. It won't just be us gun owners or Flat-Taxers, or Pro-Lifers that get hit. You'll be right there next to us.

You all thought the Conservatives were nut cases. You know - all of us who believe in God, small government, the Second Amendment, etc. You thought you could just go back to sleep after the election was over. In your world, America will continue as before. You'll still have the same rights, the same nice house, the same big screen television. After all, your high school football team won and the other team lost - go team! Even if you have bothered to look up from the daily grind since Nov 4th, you dismissed everything that has occurred as "politics as usual--the same old stuff".

In the end, it'll all be OK won't it? Not this time. There are a growing number of citizens in the US that are ready to fight to shut down the government's grab of personal freedom, its blatant abuse of the constitution, and its attempt to replace the American way of life with socialism. You have to listen carefully to hear them, but they are there. I won't start that fight, but when it goes down I will join it. As for you? You'll be shocked because you didn't see it coming.

And eventually you'll be saddened when you see that we have truly lost the way of life with which you grew up. You'll be saddened that your children and grandchildren live in a socialist, government-controlled gulag where their every movement from cradle to grave is tracked by the government. But most of all, you'll be saddened by the death of friends and relatives who are brave enough to fi ght and die for something they believe in.

You know, McCain wasn't much of a candidate. I'll give you that.. He was the lesser of two evils for most of us. I don't blame you for not voting for him since, at the time, you didn't know what we all know now. But at least John McCain was an American. He was a supporter of the American way of life and he understood that you can't negotiate with terrorists. He understood and appreciated the sacrifice made by my father and other members of the Greatest Generation.

Mark my words friends. All across America groups are forming. They are forming out of anger and out of desperation at the thought of losing America. They're not militia groups, terrorists as the Department of Homeland security would have you believe; they are Americans, loyal to the constitution. They are mothers and fathers and grandparents. They belong to groups like the Minutemen Civil Defense Corps, the
Peaceful Resistance, the Constitution Party, the Young Conservatives, the 9/12 Project, and Grassfire. Right now they are fragmented, each focused on their own cause. But sometime in the next two years, our government is going to do something really stupid and these groups will come together. Watch for it, Wait for it. Get ready. It will happen.

When that event happens, whatever "it" is, our great country is going to plunge into chaos for a while. I pray to God that we make it through that time and emerge a stronger, smarter country.

Naval Aviator,
Commander Jerry Wilson

Dems Rejected 11 Amendments Requiring Congress To Enroll In Gov’t-Run Health Plan

(CNSNews.com) – More than 200 amendments were rejected by the House Rules Committee ahead of Saturday's vote on the Democrats' health care bill, including 11 that would have required members of Congress and other government officials to be enrolled in the same federal insurance plan proposed for the American people.

Critics of the health care bill said they offered the 11 amendments – including some that would require the president, vice president, and Supreme Court justices to give up their Federal Employees Health Benefit Program (FEHBP) to enroll in the ‘public option’ or Medicaid – to showcase the problems with the massive legislation.

“If Congress forces our constituents into a public option plan over time, then members of Congress should be expected to do the same,” Rep. Howard McKeon (R-Calif.) told CNSNews.com.

The House Rules Committee attempt was the second time McKeon had tried to amend the Democrats’ health plan to include legislators in the public option.

“Democrats voted down a similar amendment, 21-18, in the Ways and Means Committee during the July markup of HR 3200,” McKeon said. “It became apparent then that Democrats are afraid of being put on a government-run health care program, but that fear does not extend to the welfare of their own constituents.”

GOP Congressman Who Voted For Health Care Bill Has Lost Some Support

New Orleans (AP) - The only Republican in the House to vote for a Democrat-backed health care bill says two fundraisers for him have been canceled since Saturday's vote.

Rep. Anh "Joseph" Cao said Tuesday some campaign contributors have also asked for their money back.

But Cao stands by his vote and rejects any notion he might leave the Republican Party.

House Minority Whip Eric Cantor of Virginia says he was disappointed by Cao's vote but he plans no political retaliation against Cao.

Cao, a Vietnamese-American, represents a mostly black, mostly Democratic New Orleans-based district. He narrowly defeated Democratic incumbent William Jefferson last year after Jefferson was indicted on corruption charges.

Intel Committee Republican Says Administration Is Withholding Information On Fort Hood Attack

Rep. Pete Hoekstra (R-Mich.), the ranking Republican on the House Permanent Select Committee on Intelligence, said Monday that the Obama administration has been withholding “critical information” on the Fort Hood murders allegedly committed by Army Major Nidal Malik Hasan.

Hoekstra is demanding that the Central Intelligence Agency, the Federal Bureau of Investigation, the National Security Agency and the Director of National Intelligence preserve documents relating to the incident for use in possible future congressional investigation."

President Obama said people should not jump to conclusions about what happened at Fort Hood, but the administration is in possession of critical information related to the attack that they are refusing to release to Congress or the American people," Hoekstra said in a statement. "I intend to push for intense review of this and other issues related to the performance of the intelligence community and whether or not information necessary for military, state and local officials to provide for the security of the post was provided to them."

Multiculturalism Will Break Apart The United States

The American Constitution has the strength to hold us together because America has never been an empire. America is one nation with one culture. Inside our borders we have different subcultures: Italian-American, African-American, Irish-American, German-American, etc. Multiculturalism is entirely different. It fosters the establishment of completely separate and distinct cultures within the borders of a nation. By doing so, it transforms a single culture into many, distinct cultures. This “change” transforms one nation into multiple, distinct nations, and if these nations remain united, they together constitute an empire.

“Multiculturalism” is a euphemism that suggests accepting and loving of all people. Unfortunately, multiculturalism does not promote love. Instead, it causes angst and division. Instead of emphasizing similarities, it underscores differences. This also applies to the term Diversity. Interestingly, both terms happen to be two of the most popular Politically Correct words of the day. To Obama and his liberal supporters, you are good if you support Diversity and Multiculturalism, and you are evil if you don’t.

It has been reported that Major Hasan stated he considers himself a Muslim before an American. Although he lives within American borders and wears an American military uniform, according to Obama and anyone who supports Multiculturalism, it is perfectly acceptable for Hasan to belong to his own distinct nation—the nation of Islam. Obama might have been correct in stating America is not at war with Islam, but there is no doubt Islam is at war with us.

Many conservatives are pointing out political correctness allowed the massacre of our young men and woman in uniform last week. Actually, political correctness, through its themes of Multiculturalism and Diversity ENCOURAGED IT. Americans, please open your eyes. Don’t just believe in what sounds good. Believe in what is good.

PUNCTUATION IS POWERFUL

The Founding Fathers, James Madison in particular, were very intelligent men. It is very likely they understood that punctuation can change the meaning of a sentence. Many of them commented that the Constitution meant what it said. As the Congress works on the health care legislation, which some claim is authorized by the welfare clause, we need to understand what it says.

Article 1, Section 8 - as written,

The Congress shall have power to lay and collect Taxes, Duties, Imports and Excises, to pay the Debts and provide for the common Defense and general welfare of the United States; but all Duties, Imports and Excises shall be uniform throughout the United States.

* Please note the use of punctuation and the capitalization of certain words. Pay particular attention to the words, general welfare. The words are NOT capitalized nor separated by punctuation. I would argue that general welfare refers to the common Defense and NOT to anything else.

There are eighteen (18) powers enumerated in Section 8. The shortest consists of six (6) words. "To provide and maintain a Navy" It would seem logical that should they have intended general welfare to have a different meaning, it would have been written as a separate power. The three words, and general welfare would not be in the sentence, but would have been a nineteenth (19) power. I think it would have been written something like this, -

"To provide for the General Welfare and Health of the United States"

* I seek comments from Legal scholars and English teachers on the meaning of general welfare in this context. I feel the Courts have become too politicized to render an objective opinion. The actions of the Courts, since the 1930s have made the Constitution virtually meaningless.

This Is What I Call "Good People"

"Joe:

My friend (82 years old) lives in Delaware and this morning she and the lady that has lived under her care (mentally challenged) for about 30 years went to Sam's Club in Salisbury to shop. When they were getting their cart outside, the lady (mentally challenged) saw a bag in the cart. She opened it and saw that it had money, so she took it inside to the office and turned it in. They thanked her and she went on shopping with her caregiver. It wasn't long before the people from Sam's club came and found her to thank her for the find. It seems that some company shopping in the store had left the cash in the cart. They were so grateful as was Sam's club for her honesty. Sam's Club gave her a $25.00 gift certificate. The folks that actually got the money back are probably still in shock that it was found and turned in. I only hope they give this very nice lady a reward as well. It was a very large amount of money $0,000.00 dollars and trust me these 2 ladies live on very meager means."

WHY MEN SHOULD NOT WRITE ADVICE COLUMNS…

Dear John

I hope you can help me. The other day, I set off for work leaving my husband in the house watching TV.

My car started stalling and then it broke down about a mile down the road and I had to walk back to get my husband's help. When I got home, I couldn't believe my eyes. He was in our bedroom with the neighbour's daughter!

I am 32, my husband is 34, and the neighbour's daughter is 19. We have been married for ten years. When I confronted him, he broke down and admitted that they had been having an affair for the past six months.

He won't go to counselling and I'm afraid I am a wreck and need advice urgently. Can you please help?

Sincerely,

Sheila

Dear Sheila:

A car stalling after being driven a short distance can be caused by a variety of faults with the engine.

Start by checking that there is no debris in the fuel line. If it is clear, check the vacuum pipes and hoses on the intake manifold and also check all grounding wires. If none of these approaches solves the problem, it could be that the fuel pump itself is faulty, causing low delivery pressure to the injectors.

I hope this helps,

John

Missing Dog Taken From Yard

Hi Joe,

My friend who owns the pet rescue called Crazy for Critters had a dog taken from her property on Norris Twilley Rd in Mardela Springs.

Hope is a pit bull mix, who was rescued from people who used her for dog fighting. She was with the family in the yard and next thing they knew, she was gone. I have met this dog myself, and despite her terrible life prior to being rescued, she is the most loving, friendly, happy dog that loves people and other dogs!

If you can post her picture, perhaps she will find her way home faster.
We are all so worried about her and have traveled all the back roads looking for her for two days now.

Missing from Norris Twilley Road in Mardela Springs;
1 Female, brindle pit bull mix. Friendly, responds to "Hope".

Any information on the whereabouts would be greatly appreciated. Reward!!!
If found, please contact Sherry 443-323-3163

Thanks so much in advance.

Thank you so much,
Ilene Richardson

WOMAN CHARGED WITH FALSE REPORT

On August 26, 2009, at approximately 9:30P.M., Ocean City Police Officers responded to the area of Old Landing Road, in reference to a report of a female being attacked by a man with a knife.

Police arrived in the area and located a female victim who related that she had just left a baby sitting job and was walking to her car which was parked on Old Landing Road. The female stated she got to her car when she was attacked by an unidentified male who was wielding a knife. During the attack the female stated the male made her go into the near-by marsh where the male began assaulting the female with knife. During the attack the female fought the male attacker and was able to escape. The female reported that the male attacker ran away from the scene west toward the bay.

Because of the initial circumstances of the attack as reported by the female victim, the police initiated an intense search of the Old Landing Road and surrounding area. OCPD Detectives and Forensic Services Unit members responded to the scene. Due to various factors discovered during the investigation as well as certain inconsistencies in the victim’s statements, investigators believed the initial report as related by the victim to be suspect.

Police personnel, including members of the OCPD K-9 unit, were unable to locate any evidence of the victim’s alleged attacker. Investigators also noted a lack of physical evidence at the scene.

During the investigation OCPD Detectives questioned the victim who eventually admitted the incident never took place and in-fact was a false report. The victim is identified as Alexis Marie Turcol, 18-years-old, of Pittsville, Maryland.

As a result of Turcol’s admission, OCPD investigators have charged Turcol with making a false police report. An Ocean City District Court Commission has issued a criminal summons for Turcol charging her with the crime. A court date is pending. No Picture of Turcol is available.

MID-ATLANTIC GOVERNORS COMMIT TO OFFSHORE WIND PARTNERSHIP

ANNAPOLIS, MD (November 10, 2009) – Governor Martin O’Malley, Governor Tim Kaine of Virginia and Governor Jack Markell of Delaware agreed today on a tri-state partnership for the deployment of off shore wind energy in the Mid-Atlantic coastal region. The Memorandum of Understanding (MOU) creates a formal partnership that will build on the region’s significant offshore wind resources to generate clean, renewable energy and a sustainable market that will bring new economic opportunities.

“Today marks another important step towards a clean energy future for our families and workers. The opportunity for renewable energy generation through off shore wind is outstanding,” remarked Maryland’s Governor Martin O’Malley. “Our states share many common resources and opportunities. This collaboration will allow us to take full advantage of these opportunities and pool our collective abilities for not only a Smart, Green and Growing Maryland, but a cleaner and more sustainable region as well.”

“With our extensive coastline and highly-educated workforce, Virginia is particularly well-suited to explore offshore wind energy opportunities,” said Virginia Governor Timothy M. Kaine. “In these tough economic times, it's more important than ever that we invest in renewable energy sources that will create jobs and provide cleaner, more affordable energy for our families and communities. One of the best things we can do to lift ourselves out of a challenging economy today is to invest in a greener, cleaner tomorrow.”

“With the only power purchase agreement in place for offshore wind in the United States, Delaware is poised to be the first state in the nation to develop an offshore wind farm, bringing clean power to the region and creating hundreds of jobs,” said Governor Jack Markell. “This agreement will help us leverage the resources and energy of our three state governments to help our region become the true powerhouse for this important source of renewable, reliable alternative energy.”

Through the MOU, the Mid-Atlantic States will focus on leveraging resources and information to bring offshore wind energy to the region, which in turn, will create green jobs for our workers and clean energy alternatives for our families and businesses. Immediate tasks under the MOU are to identify common transmission strategies for offshore wind energy deployment in the region, discuss ways to encourage sustainable market demand for this renewable resource and work collaboratively in pursuing federal energy policies which help advance offshore wind in the Mid-Atlantic area.

The MOU also calls for examination of ways to coordinate regional supply chain facilities to secure supply, deployment, and operations and maintenance functions to support offshore wind energy facilities. Collaboration on strategies to utilize academic institutions to create standards and opportunities for training and workforce development will also be developed.

This coordinated effort will provide benefits for each state individually by efficiently targeting areas of common interest to the region. Moreover, this effort will greatly facilitate our regional engagement with federal entities such as the Minerals Management Service, the Federal Energy Regulatory Commission, and the Department of Defense.

County executive Rick Pollitt has proposed to clean out all the reserves and make some heavy cuts. Pollitt admits that next year's budget challenges will be worse but has no solution, after he cleans out the reserves, on how to deal with that. Pollitt has been a proponent of raising the revenue tax in Wicomico for a number of years and Councilman, Bill McCain has also echoed this desire. This means raising your property taxes! Rick Pollitt is creating the perfect storm to make a case repeal the revenue cap after the elections, next year. Read about by clicking here.

If you can only attend ONE meeting, Attend this one and plan to stay a while or come a bit later than the 7pm start time, as it's sure to go on for a while. Public comments are at the end. Speak out for fiscal conservatism. Tell them to not take all the reserves, Scale back government, plan for next year, and DON'T EVEN THINK about repealing the Tax Cap. Call for night meeting for transparency.

Try to hit both Tuesday night meetings. Go to SU first and register your opposition to higher electrical rates and then head over to the Civic Center. The event at the Wicomico County Council budget Public Hearing is sure to go on longer.

Salisbury Puts Out Welcome Mat for Criminals

Lore Chambers might as well put out a press release or memo to ECI telling them the City of Salisbury welcomes all newly released prisoners. Just keep on dropping them off at the Christian Center in the Church St area and we'll take good care of them. All rapists, murderers, thieves, drug dealers, gang bangers, child molesters and anyone else released on parole or probation welcome in the City of Salisbury. We'll help you find housing from our long list of slumlords, just don't try to go in her neighborhood over in West Nithsdale. We'll set you up in a program to help you further your education, that you turned down while in ECI, job training, that you refused in ECI, so you can hang out in the rec yard, in the mean time you can draw benefits from Social Services, get some food stamps and a medical card and anything else you might need, just call Lore, she'll get it for you.

In the mean time, hard working citizens are thrown to the wolves. Long time citizens of the city are losing jobs with no relief in sight in this failing economy. If the city wants to institute programs, fine. Let's institute programs that help the families that have lived and worked honestly. Help families that contribute to our local economy. Help families that pay taxes on the properties that the city, with the aide of their slumlord buddies have turned into blighted areas, over run with drugs and gangs just so they keep it out of the areas where they live.

While the citizens beg and plead for relief from the rising crime rate the assistant city administrator is hard at work putting programs together to welcome newly released criminals into our neighborhoods.

Lore's new motto: "Like Motel 6, Salisbury will leave the light on for you."

HANDS DOWN, BEST DAY EVER ON SALISBURY NEWS

Mind you, we have not quite hit the record number but unless the Internet goes dead in the next hour, we'll be blowing away our record day by many thousands of visits. It's only 5:30 PM and and we're almost there.

Folks, like I said in my earlier Post. What Louise Smith did last night will only enhance more visitors and by golly, I was absolutely right. It has been an extremely busy day and I have around 140 e-mail messages to get back to so many of you and in due time I will, as always.

However, there's still two meetings to attend tonight, so it will be late this evening before I get back to you. If there's something really important you need me to tend to, please send another message and mark it urgent in the subject line.

My hat is tipped to the SPD, WBI, Delmar, DE. State & MSP for a job well done. Mind you, the two individuals in custody are suspects and have yet to be charged with today's robbery. Thanks for visiting Folks.

WOW! WBI, Delmar, SPD & Delaware State Police ROCK!

Folks, I have just returned from the scene and will soon be providing EXCLUSIVE pictures just as soon as WBI gives me the GO.

Talk about unbelievable instincts! I had just called the Sheriff's Department telling them there was a 4 door sedan on the side of the road with an unmarked car behind it. My concern was, there was no one there. A woman's dog got loose and I called it and was able to catch it. I said, do you happen to know who's vehicles these two cars belong to. She replied, I'm not sure but you could ask the Police Officers in the woods, they should know.

BAM! There they were and I got it! TWO individual, (who's names I'm withholding for now) are in custody and I have the pictures.

Great Work Officers! More to come.

BANK ROBBERS CAUGHT!!!!

Joe is on the scene.... more to come.

A Comment Worthy Of A Post

Under the 1st Amendment you have the right to criticize government and advocate for things with which people don’t necessarily agree. The exceptions to this are that you cannot use profanity, you cannot incite violence, or lie to harm others (slander).

Political speech is the most highly protected form of free speech and considered essential for a functional democracy. You are allowed to disagree with your government and the way it is being operated. You are allowed to vocalize this at public city council meetings. The government is not allowed to restrict the content of your speech if you are not being profane, inciting violence or slandering anyone. So complaining that you don’t believe the Chief of Police is doing his job, is protected free speech. Asking for a clarification of the qualifications for someone to be Fire Chief or Police Chief is protected free speech. These are not personal attacks, they are not profane, they are not inciting violence, they are not slandering an individual. Louise was wrong to stop Joe’s public comments. If Joe’s comments sunk to slander, then Louise could interrupt him and the person who he slandered would have cause to sue him. None of that happened.

When Louise violated Joe’s 1st Amendment rights, she was not “acting within the scope of her duties.” Meaning, it was not part of her job description to violate the 1st Amendment rights of people speaking at a public council meeting. She could argue it is her job to regulate the meeting and make sure the meeting does not become disruptive, but Joe was not being disruptive, he was not profane, he was not inciting violence, and he was not slandering anyone. Louise interrupting him was disruptive and it was illegal. When Louise acted in this manner, acting outside the scope of her duties, she left herself open for personal suit. Meaning she would not have the governmental immunity or legal protection of the City. So, who’s going to lead Louise down that path again and file suit against her? You’ve already got plenty of examples on tape where she lets some people make personal attacks on a public official (Cathcart on Ireton) and that’s just the most recent example, yet cuts off other people at the merest hint that they might say something she and her political cohorts don’t agree with.

This Just In From John Robinson

John Robinson has left a new comment on your post "There's No Such Thing As Transparency And Accounta...":

I believe about 25% of what you just wrote. And that's on a good day.

First, your suit was from Sam's Club, so it cost you about $75. Nice quality from some kid working in a sweat shop.

Also, you don't have your own TV show. You paid for that time, and I have the record to show it. Wanna prove me wrong? Try buddy. You're a sociopath, and the faster someone puts a bullet in your head, the better off we all are. That's not a threat, just something I hope that happens.

BREAKING NEWS: PNC Bank Robbery

Baby blue two door north 50 DE tags
Sounds like one white male.
This is the PNC across the street from Chef Fred's on Rt. 13
They are stopping every blue and silver car PNC north.
White male in his 30's about 5-10.
Die Pack blew up on him.
He has on a grey and brown zip style coat.
One report says he's black, the other says he's white.

They are still saying he is white and they are reporting now its a four door. About every blue car with DE tags is being pulled over. They are even saying the car could be white. They are looking at bank videos now to see which it is. It is going to take twenty minutes to download the tape. Welcome to the SPD.

Sounds like we lost him again. One officer keeps asking the others if a note was used. Why does that matter right now? Also they can't even find out if a gun was used. You would think by now the banks would have some kind of training on what to do and most important get all the information you can. The guy drives off in a car and no one can get the color right or even get a plate number.

The Sheriff's Department keep asking for pictures. SPD has not given out any info. Central just told the cops that WBOC and WMDT has pictures and they should check there. Nothing forwarded to Salisbury News. Guess they won't catch them.

Cause Of Death: Political Correctness

The Army psychiatrist suspected of killing 13 people at Fort Hood reportedly warned senior Army physicians in 2007 that the military should allow Muslim soldiers to be released as conscientious objectors instead of fighting in wars to avoid "adverse events."

According to The Washington Post, Major Nidal Malik Hasan was supposed to make a presentation on a medical topic during his senior year as a psychiatric resident at Walter Reed Medical Center.

Instead, Hasan lectured his supervisors and two dozen mental health staff members on Islam, homicide bombings and threats the military could encounter from Muslims conflicted about fighting against other Muslims in Iraq and Afghanistan.

Under a slide titled "Comments," he wrote: "If Muslim groups can convince Muslims that they are fighting for God against injustices of the 'infidels'; ie: enemies of Islam, then Muslims can become a potent adversary ie: suicide bombing, etc." [sic]

The last bullet point on that page reads simply: "We love death more then [sic] you love life!"

On the final slide, labeled "Recommendation," Hasan wrote: "Department of Defense should allow Muslims [sic] Soldiers the option of being released as 'Conscientious objectors' to increase troop morale and decrease adverse events."

"There were definitely clear indications that Hasan's loyalties were not with America," Lt. Col. Val Finnell, Hasan's classmate at the Uniformed Services University of the Health Sciences in Bethesda, Md. He and Hasan were students in the school's public health master's degree program from 2007-2008.

"The issue here is that there's a political correctness climate in the military. They don't want to say anything because it would be considered questioning somebody's religious belief, or they're afraid of an equal opportunity lawsuit.

Last Night Disapointment

The following message was sent to the City Council.......

"First of all no wonder no body in SBY wants to make a public option on matters. Before they can even get their word out on their public option, after having to take a oath, they are knot down by L. Smith. Now I was always taught that if you wanted to make a public option, you could so now all of a sudden the tide has chance. So now you can't make your own public option on matters that affect the City of SBY. If Chief of Police is not doing his job, the Citizens need to know about it. Crime is the pits, I feel like I'm living in the City of Baltimore, MD.

I think it time to start cleaning house in the City of SBY, and weed out the ones that are not doing their job per say. And start placing with new ones with NEW IDEAS!!!!!!!!!!!!!!!!

Were as the ones that are on the payroll now, just aren't cutting with me.
Now that being said that's my public option."

Steve Adams

BUT, DOES JIM IRETON HEAR SALISBURY SPEAKING?

Public comments made at the Salisbury City Council’s meeting last night were almost entirely about crime in Salisbury that continues to skyrocket following this year’s election. Some folks asked, and others implied, that Allan Webster should be summarily dismissed as the Police Chief. Not only is he ineffective in fighting crime, for months now he has (figuratively) fiddled while Rome burns.

Beginning in the final throes of Barrie Tilghman’s reign of horror, and thereafter continuing, on his days in town Chiefy has devoted inordinate time to “investigating” the whereabouts of a surveillance tape that, according to his story, the SPD made and gave to someone in 1998 but did not know was “missing” until this year. Ridiculous, to be sure, but that’s the way it goes.

Could it be that Chiefy wants a spot on that “Cold Case” show? In any event, Salisbury’s rapidly growing gang activity and soaring violent crime will have to await his undivided attention until that tape is recovered.

Webster’s latest lawsuit and his posturing in the local mainstream media about the “missing” tape and his conduct – http://sbynews.blogspot.com/2009/11/chiefy-websters-whistle-blower-baloney.html -- is undermining a police force that, despite being undermanned (once again), is generally capable. Morale having already dropped, look for even greater attrition of personnel from the police force. The longer Chiefy remains its “leader,” the worse, and harder to restore, it will become.

Webster is a clear and present danger to public safety in Salisbury, and he should be dismissed now. Make that “must be.”

Mayor Ireton: just do it!

There's No Such Thing As Transparency And Accountability In The City Of Salisbury Maryland

One thing you can count on Folks is the fact that we will deliver the video from last night's City Council fiasco.

However, while much is being written about last night's meeting throughout the Blogosphere, the MSM is simply too afraid of our local Government Officials, therefore they'll keep quiet about it to secure their income.

WHAT YOU DIDN'T SEE LAST NIGHT:

As I rode the elevator to the third floor, (alone) the doors opened and there stood Chiefy Webster. At first he had that deer in the headlights look in his eyes as he saw me inside the elevator. Then he saw I was dressed in a suit and tie, (nicer than his own, mind you) and he started laughing at me, like a 7 year old child. I ignored him and walked passed him and he started getting even louder as he got into the elevator. All I kept thinking was, this is a supposed grown man who leads the City?

Look Chiefy, everyone knows you read this Blog and watch my Television Show. So let me first say this. If you thought last week's Show was tough on you, wait until this week old man because YOU will not be able to show your face again in the City of Salisbury and perhaps anywhere else. Remember Chiefy, Comcast Channel 9 at 10:30 AM.

Folks, this Show is a must see for everyone. We taped it yesterday and of course it will air on Saturday. VERY POWERFUL! I don't need to come back at old Chiefy when he laughs at me for dressing nice. I'm a confident enough man to know, I'm far more respected in this community than he'll ever be.

That being said, I received a phone call yesterday from a gentleman in which he and I haven't seen eye to eye for many years. In fact, he hated my Blog and pretty much everything I represent. That is, until last Saturday. He called me and said, Joe, we haven't gotten along very well for a lot of years but I want to apologize to you for the way I have been acting towards you. I saw your show on your Blog and I had NO IDEA what you had been put through. I had always been told the other side and never gave you the chance to tell me your side, I'm sorry.

So you see Chiefy, you will lose your job or you will go running for the hills like Jim Rapp, John Jacobs, Carrie Samis, Barrie Tilghman, Mike Dunn, Lynn Cathcart and so many others I have exposed over the years. It's only a matter of time before everyone finally hears the truth. So we'll see who's laughing at who in the end.

Now, moving on to last night's meeting. What a mess, huh! That Louise Smith is something else, isn't she. Can you tell each and every one of them watched my Show and then met with Barrie Tilghman to figure out yet another way to shut me down. They knew I was going to go after their new PIO Officer at the SFD. They knew I was going to expose the SFD and Lore' Chambers for her part with Hoppes. They knew I was going to be the one and only person in a position in which I could straight up challenge the Chief of Police without hesitation.

So what's the answer, shut Joe Albero down. That's OK Folks, I have my own TV Show now, they can't stop me. They tried for years to shut down Salisbury News, it failed and we have now grown into the most popular Website in the entire state. Actions like Louise Smith made last night will simply draw that many more people to the new Show.

My phone rang off the hook immediately after she did this, so LOTS of people were watching PAC 14 last night and witnessed it LIVE. Many of you asked why I stood there and took it. Well, one thing I will tell ALL of you is, I have kept my word with Louise Smith and as a gentleman I will always continue to do so.

Soon after my Mother passed away I ran into Louise Smith at Sam's Club. I was walking through the parking lot to head into the store when Louise called out, "Joe, can you give me a hand." I immediately replied, sure Louise, what can I do for you. She had a large box of copier paper and couldn't load it into her trunk, so I gladly helped out. As I was loading the box into her trunk Louise was giving me her condolences about my Mother and as I turned back around to thank her, two gentlemen were standing behind her. I thanked her and one of the gentleman said, "Are you Joe Albero?" I said, yes Sir, I am. He said, "I just want to thank you for everything you do." The other gentleman said, I thought that might be you Joe. He put out his hand for me to shake it and said, you do a great job and I follow your Blog every day. Well, Louise was beside herself as she got a touch of what I run into every single day I'm out on the streets.

Louise quickly took her cart and put it in the storage area while I finished my conversation with these fine gentleman. Again Folks, we're not just getting there, we have arrived and Louise Smith knows it. They never said hello to Louise Smith. Heck, they didn't even recognize her presence. One thing I did notice was that Louise Smith was parked in a Handicap Parking Space with a tag in her window. Folks, Louise Smith broke the law. You see, that Handicap Tag is for when she transports her MOTHER. Her Mother wasn't with her, nor is her Mother there every time she goes to a City Council Meeting and takes that Handicap Parking Space at the GOB.

Don't you worry Folks, it will soon come around. I will NOT be the person Barrie Tilghman and so many others have painted me out to be. I will be respectful, yet I will not stand down.
