Fagan was on probation with a condition he have NO CONTACT with Gang Members. The same Gang Members that have recently been charged with that murder.
The Maryland State Police and the Salisbury Police didn't even know who were members of that Gang. Salisbury News has learned many of those recently arrested in that murder were also on probation, says a LOT for the system, eh?
We also learned that another agency had to step in and handle the intel on this case because MSP & SPD were clueless.
Just what kind of liability are we looking at here?

Typical of small town police agencies our should be better. If you want to know about gangs. Just spend some time at ECI. All the gangs are there including BGF (Black Guerrilla Family}. Not a week goes by where there isn't a fight somewhere on the compound. Most of the time it involves a stabbing. The do this all the time. I know I have worked there for a long period of time. They can put a hit on you from inside of prison from their people on the street. So the police better learn about the gangs now. Because they are all over Salisbury.
