BALTIMORE -- The mayor of Baltimore would once again control the school system if a city lawmaker gets his way.

Fifteen years ago, the city handed over a good bit of control of its school system to the state, according to 11 News education reporter Tim Tooten. It was tagged as a city-state school partnership.
