Wicomico County Humane Society

Hi Joe,

There is a situation I think your readers should be aware of. This morning a call was made to Wicomico County Humane Society about a dog left tied to the fence at Joseph House on Boundary St. The dog was in need of medical care. Joseph House employees were told by Sandy Hudson the person that is in charge of animal control that the county had cut their budget and they were only doing animal control 1 hour a day and would not be able to come rescue this dog. As a result of this the sheriffs dept was called. Of course they responded to an animal in danger. The sheriff on the seen Deputy Jones of the K9 Unit called Salisbury City animal control and they responded immediately.The dog is now after all of this is at the Humane Society and probably still in need of medical care and on the euthanasia list. I think we should all find this appalling. Residents of Wicomico co. have to resort to using the sheriffs dept. that i'm sure have enough do. While the humane so. and county animal control do not do their jobs. If funding for animal control is an issue then maybe they shouldn't have built their picnic pavillion and thought about the animals in need. There have been many concerns over their actions for a long time and the residents of this county need to stand up and hold them accountable for the things they do and things they wont do like their jobs. I also don't think the county animal control officer should be supervised by the humane society but by the county itself.

If it's in city limits and it's a regular workday, the city should be called first, either the Animal Control officer or SPD.
Joseph House is in city limits and serviced by SPD first.
Not to say that the Humane Society is all that it can be...

Get used to it. When you cut, cut and cut some more you eventually are sawing bones. Wake up, taxes here are low, if you don't want tax increases, don't expect services. It is that simple.

I can not say enough GOOD things about our animal control person here in the city. He goes out of his way to pick up the animals and to take care of them. He has a kind heart. He set a trap for a raccoon here. He came back every day to check the trap and then let it loose in the country. He didnt have it killed.
This man does an excellent job.
I was wondering why the humane society needs a picnic pavilian? Do the animals have a picnic if they behave themselves? I feel tht money could be used to protect the animals in our county not for the pavilian for I guess the employees?

ALSO why was money donated by the humane society to PAC 14. Supposedly for advertizing animals for adoption? PAC 14 is non profit AND Joe advertizes these animals for FREE..Lots of questions needs answers...JOE?

The gutless, piece of crap person who tied the dog to the fence and just left it there should be charged!!!!!!!!!!! Does anybody else realize that a person just left that dog there and let it get into the condition it is in?! By the picture it truly looks pitiful. Literally brought tears to my eyes that an animal whose only wish in this world is to be loved has been treated this way. The person who did this is despicable. I hope they know that.

There were 2 stray dogs in the parking lot where I work in the indutrial park a few months back. Although they were friendly, you could tell they were strays because they were thin, unkempt and very hungry. I fed the dogs my lunch as did a couple others who work here and I called the humane society but there was no answer. I called the Salisbury Police and asked them what to do and they sent animal control over to get the dogs. When the gentleman arrived, the dogs were very afraid when he tried to put them into the cage. He was very patient and tried to get them calmed down but they were still too afraid to get into the cage. He gently persuaded them to get in the cab of the truck with him and he took them away to the humane society. I was very impressed by the way he handled the dogs with such kindness and patience.
One of the dogs was a pit bull and I do not know what happened to it because when I called about the dogs the humane society said there was only one dog dropped off. Her name is Joplin and is still up for adoption. She was very sweet and was very protective of her pit bull companion. If my dog was not dog aggressive, I would adopt her myself. Hopefully someone will read this and give Joplin a chance to make a nice family happy. I hope the pit bull found a nice home. I hope the gentleman that picked her up took her home as he seemed to have been quite taken with her sweet docile attitude.

I believe the Board which runs the Humane Society should be held accountable for the actions of those they hire to do their job. County Council should request a meeting with the Board and find a solution to this community problem.

None of the agencies mentioned are over worked and under paid, for crying out loud! People just argue over the dumbest things. Just get the dog to the humane society and move on. The one responsible was the owner. They should tie him to a fense for a few days to see what it's like.

1:23: Why is the commentator an idiot? This is what happens when you collect less tax money - you get fewer services. It's basic math.

We have a revenue cap of 2% that's under the rate of inflation most years, meaning the county can't afford even the same level of services from year to year. If the county raises 2% more tax money, but inflation is 3% (as it has been in half the years the RC has been in effect), the county can't provide even the same level of services from one year to the next.

So, services get cut to meet the restraints of the decreased revenue. Many in this county think that's a good thing, and it will force the county to look at what it's providing. Maybe Wicomico County doesn't need to be in the animal control business. Maybe private individuals should contact private businesses to fulfill this particular need.

This is what Wicomico County voted for when it voted for the revenue cap. You wanted lower taxes, but you apparently wanted all the services that came with the old tax rates. Well, you don't get that. Fewer tax dollars collected = fewer services. It's what you wanted and what you voted for.

Pick any county department and I could go in and find 30% of the work force under worked and over paid. In the schools alone there are at least 2 administrators for every teacher. THese are all county employees. You mean you can't take 1,2,or 10 and put them at the humane society. The whole arguement about taxes being low being the reason for less services is Bull. It is as rediculous as Obama saying the national weather service,social security, or VA hospital will be shut down. We call this demagoguery. Liberals are experts at it. Get Linda Lugo out of the office. In the real business world, we don't get to just do one job all day long. Sometimes I work in the office in the morning and on the road in the afternoon. Suck it up and get the job done.

2:03 You must work for government! If people had a mind set to just do their job. These people are still drawing a paycheck just go do the job.
Maybe less taxes collected but you still have a job GO do it instead crying in your beer because you have less money. We all have less money and we are expected to do our job.
That dob tied to a fence dont care if you get a 3% cost of living raise. He just wants some human to come get him and feed him. I guess you would let him die tied there because YOU didnt get a raise. You are expected to do YOUR job. JUST DO IT

To 1:55 pm....
It was mostly white from what I recall. It was very docile and sweet. The little dog, Joplin as it has been named, was very protective of him.
I had called the humane society because one of the girl's here was interested in the little dog and she wanted to know how to proceed in the adoption process. That is when they told me that only one dog was brought in. I asked again about the pit bull and they said again, there was no pit bull. HOWEVER, if you look on their website, there is a picture of a pit bull mix named Lucci that favors the one that was picked up from here. Maybe the person who I talked to was mistaken and there were 2 dogs. I thought at the time it was suspicious but dropped the subject cause the officer that picked him up was so nice, I had hoped that he took it home with him....

I ask because I recently adopted an approximately 4 month old pit bull from the Humane Society. She is white mostly but has some brown on her, and has light colored blue/grey eyes. They said she was abandoned at the Salvation Army I believe. She truly is a sweetheart. I just thought it was pretty awesome, if she was the dog with Joplin, that someone like you was there to help them.

Aww Joplin! I have walked her before. She is a doberman mix I believe and soo sweet. I wanted to adopt her myself but was devastated to learn that my landlord will not allow dogs. I hope she finds a good home soon!

I called worcester county humane society 3 years in a row about our neighbors dogs. They were being abused a officer even went up to the yard every day and gave the dog food and water but would not remove the dog. Me and my neighbor were told they would not write them a ticket or anything because they would not pay it or show up for court.I do not have much hope for this agency.Even when times are good.

There is a lot of finger pointing going on. What I am not seeing is the outrage over the person leaving this dog to begin with. That is were the energy should be directed.

The status of owning one of these beautiful dogs has become disgusting. Sadly it is a sub-group that have the need for them. It's digusting!
Isn't there a rule in place about registering your dog if you live in city limits? I don't know that is why I am asking. How about removing these dogs from the god awful homes they live in, or removing them from the tree's they are tied to on every corner in the city. How about stopping the person on the street asking them to prove rabies vaccination. This will continue to happen because people are afraid of just how it begins.

It is despicable that the Humane Society won't come out for an animal...they should respond to every call as soon as possible. Something is wrong and it needs to be fixed somehow. I will say, though, that over the 25+ years we've lived here, we've called the Humane Society for a lost dog 3 times and each time they gave some limp excuse and did not come out for any of our calls.

The mostly white pit bull I was talking about was several years old, not 4 months old but I appreciate that you responded in kindness.
To the anomynous..Yes, it is an outrage that the pit bull was left at the Joseph House in that condition. However, there are so many people out of work that cannot take care of pets any more much less, their families.
Someone correct me if I am wrong but I believe the humane society charges for animals that are dropped off. Perhaps that person did not have the money to drop the dog off to the humane society. The people at the Joseph House are very caring and compassionate people so maybe the person thought that the dog would fare better there than at the humane society.
There are so many sad stories out there about neglected, abused animals that sometimes it's better to focus on the things that we have some control over (like adopting or sponsering an animal) than dwelling on things we have no control over. Again, I do not condone the fact that the dog was abandoned but hopefully because of the JH, it is getting the care it needs, now.

What most of you people are forgetting here is the fact the Humane Society is taking money from our local government and using it as they see fit. Hence handing the money out to any organization they want without checks and balances.

wake up people with all the county and city money problems,layoffs and early retirements. ever wonder why the Humane Society still has all it's employees?

Here is an obvious question..Why is Linda Lugo still the Director of the Humane Society? Thought she was Demotted to Fund Raising Coordinator? And that the Board advertised for a new Director. I guess it was only to look good on paper for County Tax payers!!!!!

Joseph House is not in the City limits.It was the Humane Societys job to go out and save this dog. I do not excuse the person that left the dog there .An investigation should be launched to try to find out who that was.But who would investigate? If the humane society wont rescue the dog because of funding it's a joke to think they would care about who left it there.

Funny thing is, they talk about lack of funding, but they receive $200,000 from the county for JUST animal control. This does not include the other money that they receive from the county to run the shelter.

I think the bad apples should be removed because they've spoiled the whole bunch. The shelter should be revamped and all new employees hired!

As far as the Humane Society claiming budget cuts this is for the birds.They have an annual budget of at least $400000 a year. The city pays the county pays the tax payers pay.So where does all this money go.They are accountable to no one.Has anyone checked out Linda and live in girlfriend Sandys home renovations.They need to be audited to see where these funds really go. Plus how is Linda able to date the people that work under her. Doesnt sound right to me. The county counsel needs to take action asap.

Here we go, hurling unfound accusations at people anonymously, as you have done along with others, 8:39. Unless you have irrefutable proof, you should not be writing such things, especiallyl since Ms. Lugo cannot defend herself. For all those who have cited figures as to what income the Humane Society receives, it sounds as if you're just picking numbers out of a hat without really knowing the facts.

County Council , We the people of Wicomico County want an answer as to where Our Tax Money goes when given to the Humane Society. What about all the benefits they have for the animals----how much money is collected there & where is it used.
No checks & balances-----that's what's wrong with our system now in this Country.

County Council----When are you going to Do Something ---- We demand you step forward!!! I want to see where my money is spent in writing!!! How about tomorrow????

This problem has been going on for many years now----people are tired of you letting them get away with not being accountable for our tax money!!!! They've been up before you before----new laws were made by a committee appointed by the Council to be passed ----what did you do ?? Not much of anything but let it "blow over" for almost a year after the boy was attacked by the dogs , then you "wimpishly" passed just a few new laws to protect the animals so people would think you'd actually done something for them!!!

Anybody out there listening???? Do others care how their money is being used. For the benefit of animals is what it's for but I think the animals have 2 legs instead of 4 !!

Which one of you on the Council has the grit to get this settled & info out for the publics view???

Unless theyhave changed their policy since the 1990's,they do not adopt out pit bulls.Which is awful.....and I would love 10 minutes alone with whoever hurt this dog!!!!!!!!!

I wish pit bulls were banned and illegal. So tired of having to read stories in the news all the time about children, babies, and the elderly getting killede or mauled by them. Wake up people! The breed just can't be trusted. They have the potential to kill, maim, or create serious injuries which is good enough for me to fear them and not want them around my child. And of course the owners all say the same thing that they can't believe their dog did it and how sweet it is! Please.

When the Humane Society gets its new Executive Director, it will be paying that person as well as a Director of Development (Linda Lugo). Creating a second director's position when budgets are so tight is hard to defend. If Lugo is not bringing in more money than her salary and benefits, those of us who contribute to fundraisers are just paying for a second director. So don't be so anxious to find a new Executive Director because less money will be going to the animals.

I am amazed to see all this people BASHING the Humane Society~ I have not dealt with Ms. Lugo but I have had many dealings with the staff of The Humane Society. If you people think they are over paid and underworked may you should stop sitting in front of your computer complaining and go into the facility and see for yourself.
The staff there has been nothing but kind to me and my family. I have been to may shelters and NONE complare! They treat their animals wonderfully.
On one of my visits to the Humane Society that everyone is speaking so horribly about, I was speaking with a young lady at the front and in walks a mangled and emaciated dog with its owner. The dog had a tow chain wrapped around its neck as a make shift leash. The owner wanted to bring the dog to the humane society because "I'm tired of hearing him bark" The young lady at the front took the dog and asked for a small donation to help with the cost of caring for the dog, The owner proceeded to say "No! She has cost me enough". I was appalled!
I don't think any of us really know what these employers at the Humane Society see and deal with on a regular basis. Think about it ... Everyday more unwanted, mistreated and abused pets come through their doors and they do for them what no one else has ever done.
If I am correct in saying, I do believe the county taxpayers are only paying for Animal Control Services thru Wicomico County Animal Control. Just like CITY taxpayers are paying for service rendered by CITY animal control: Neither of which is the Humane Society! The Humane Society is a non-profit! They arent there to do animal control, they are there to house and care for the animal. Do some research!
It is despicable to bash people who have nothing to do with this matter simply because you havent done your research. I think everyone sould be complaining to the county council whom is cutting the Animal Control budget and not to the people who have nothing to do with it!

11:50 and 11:52, I am one of those who said to kick the teeth is and I am not a "drinking buddy." Were either of you the ones who actually left the dog there? If so you are PATHETIC :) Drink to that. and 12:34 am I have a pitbull. I understand your fear and I do realize how the media always posts horror stories about these dogs but you should understand that alot of how a pitbull, or any dog for that matter, reacts is a result of how it was raised. Similar to people, dogs act based on what they were taught. If a dog is taught to be obedient and docile when it comes to interacting with humans then it will be that way unless otherwise provoked. Same as humans, when a dog has been abused or teased or messed with too much it may snap. SAME AS HUMANS. Are these dogs family dogs? Absolutely not. So I agree with your statement you do not want them around your child. But for a couple or even an individual living alone they are not only great companions but great guard dogs as well.
