Incident: Drugs and Weapon Violations
Location: Ocean Hwy, South of Foskey Lane, Delmar, MD
Date: February 21, 2010
Arrested:
Walter Shaffer, white male, 23, of Salisbury, MD
Quincey L. Maness, black male, 21, of Salisbury, MD
Rodney L. Spence, Jr, black male, 22, of Salisbury, MD
On 02-21-10 at approx. 9:06 PM an officer of the Delmar Police conducted a traffic stop located north bound Ocean Highway south of Foskey Lane, Delmar, MD on a vehicle for traveling above the posted speed limit. A K-9 scan was conducted at the stop by Delmar K-9 in which the dog alerted to the presence of a controlled dangerous substance. A search of the vehicle revealed suspected marijuana and a large quantity of suspected cocaine, along with a semi automatic handgun. Shaffer, Maness and Spence were placed under arrest and transported to the Wicomico County Detention Center for processing. Shaffer was held on $250,000 bond, Maness was held on $500,000 bond and Spence was held on no bond.

I believe they were tipped on this vehicle and knew they were coming.
We drove by one Delmar PD vehicle as he was leaving one of the parking lots and he just sat there next to the road. Upon looking in the rear view mirror, we noticed another Delmar PD vehicle was coming up 13 with his lights on and the other flipped on his lights as well.
These drug dealers think they are smart but apparently they're not smart enough.
What bothers me is you only hear of Delmar PD being on Rt. 13 when it's a drug bust. How about getting out there and slowing down the traffic?
Delmar is "eat" up with drug dealers! This community needs to get rid of these so called thugs.
Anytime I hear the word bust in Delmar it's a good day!
How many people died in Delmar last year due to traffic accidents caused by speeding? I can't think of any. Are you more concerned about me doing 65 in a 55 or drug runners? Delmar has a small police force that does very well. I would much rather they use it to bust these criminals than the speeders. I have seen them sitting by the race track and between the liquor store and food lion quite often.
5:08: These guys were from Salisbury, not Delmar. What does this have to do with Delmar. I commend Delmar PD for being on top of things.

Rodney spence was just arrested like last month for a drug bust in Fruitland. That must be why he has no bond!!! I wish these guys would finally wake up! I understand its very hard for them to get jobs! But they need to get a job some where
Great job Delmar PD! Keep up the great work! I like hearing about drug busts too! Also, I wonder if these thugs may be responsible for some of the home invastions, burglaries, armed robberies, or shootings in Salisbury? Maybe they will all rat each other out! Great getting such scum of the streets! Now judges, do your jobs since these officers risk their lives and the public has had enough!

That's the problem. Be proactive instead of reactive. That's what it takes to save lives.
So I guess 4:48pm would like to start seeing press releases on every speeding ticket issued by Delmar PD on RT 13.
