Republican Study Committee Chairman Tom Price (R-GA) issued the following statement after offering a resolution on the floor of the House of Representatives calling on Congress not to hold a lame duck session after Election Day for the purpose of passing hugely unpopular legislation like a national energy tax, enormous deficit spending bills, and the kickback to Big Labor known as “Card Check.”
“Americans are sick and tired of their elected leaders making backroom deals to ram through unpopular, 2000-page bills that no one has read,” said Chairman Price. “They are sick of out-of-touch politicians, and they are tired of being ignored. A number of Democrats, including members of their leadership, have recently expressed a desire to ignore the public will and use a lame duck session to pass liberal legislation Americans do not want. Today I gave my Democrat colleagues an opportunity to show they are finally ready to listen to the American people.
“Our system of government rests upon the consent of the governed, but it is quite clear that Democrats no longer have Americans’ consent. The public’s trust in this Congress has been repeatedly broken. Voting for a national energy tax and other items on the liberal wish list in a lame duck session would shatter it beyond repair. Republicans are fully prepared to do what is necessary to restore Americans’ trust in their elected representatives. We know it will be a long road, but it is one well worth traveling.”

NARRATIVE: On July 21, 2010 at 0633 hours the Wicomico Sheriff’s Office responded to the area of Naas Road And Log Cabin Road for two attempted burglaries and one home invasion that included the victim being assaulted. The Wicomico Bureau of Investigation responded and assumed the investigation. The suspect was described as below. He entered the one residence with the intent to commit a robbery of the victim, after not being successful with the robbery, the suspect both physically and sexually assaulted the victim. In the other two attempts, entry into the residences was not gained but damage was done in attempts to gain entry.
On July 27, 2010 at 2314 hours the Wicomico Sheriff’s Office again responded to the same area for another attempted burglary. This attempt was on Santa Fe Drive. Santa Fe Drive is located on the opposite side of Log Cabin Road from Naas Road.

IS WICOMICO COUNTY’S REAL ESTATE CRISIS GETTING WORSE?
Recent news strongly suggests that things have not yet reached the bottom. Thomas Ruark has abandoned his plan to do a major development (Nutters Crossing II) that proposed about 650 dwelling units, including 270 single family homes, on the east side of Snow Hill Road just outside the Salisbury City limit. The 268 acre site is now on the market, after several years of review by Wicomico County boards and agencies.
Other significant residential or commercial projects that have become dormant: the old Salisbury mall site, the Hearne property on S. Division Street, “Waller Landing” in Hebron, and the proposed subdivision at Whiton, and there are others. What the economy hasn’t stopped from happening, environmental activists and other NIMBY’s have. And projects that have begun are slow or dead in the water – the Aydellotte PUD on the new collector road, Schumaker Landing, etc. Then there’s that monstrosity would-be condo on Fitzwater Street, a monument to folly.
Even with a mini-boom in the local market during the first six months of 2010 – 394 units sold, up from 271 in the same period of 2009 -- prices have continued to fall. In 2009, the average price during that period was $191,000; in 2010 it was $162,000. And foreclosures have increased: 274 in Jan-June 2010 compared to 148 in the same period last year.
Data for Worcester County is not as bad, but in Somerset County it is much worse – the average sale price has dropped by 25% and in June, compared to that month last year, foreclosures were up by 250%.
That light you think you see at the end of the tunnel may just be the headlight of a locomotive and train heading toward us. It’s called the “Obama-O’Malley Express.”

After a busy day on Tuesday, interviews will finally wrap up today at 300 W. Main Street in Downtown Salisbury. I spent most of the night last night loading up most of Tuesday's interviews to YouTube and I'm hoping to get the rest loaded up tonight so I can get back to normal.That being said, let it be publicly known that I have reached out via e-mail to each and every candidate running for Office that reflects the Eastern Shore. TODAY is the last day I will accept interviews between 11:00 AM to 2:00 PM. I do have appointments at 12:00 and 12:30 so far. Keep in mind Folks, many of the candidates that have come in to do interviews have traveled quite a ways to do so and in my honest opinion, those who have not scheduled an interview have a whole lot to hide.
Our questions are all the same for each candidate, (especially local candidates) and we have proven there's nothing to be afraid of. So, Chris Lewis, Mike Calpino, Julie Brewington, Mike Brewington, Joe Ollinger and several others, Joe Albero doesn't bite!
I'm somewhat disappointed that Davis and Matt have decided not to do interviews for Wicomico States Attorney. Matt doesn't have a primary, so in some ways it's understandable. Nevertheless, the race to watch has now become a mystery race.

Rep. Pence: Medicare Chief Berwick ‘Not Entitled To That Job’
Rep. Mike Pence (R-Ind.) says he is concerned about the prospect of health care rationing following the recess appointment of Dr. Donald Berwick to serve as the administrator of the Centers for Medicare and Medicare Services.
Pence, speaking Tuesday at a Congressional Health Caucus event, said Berwick was “not entitled to that job” and should have had a confirmation hearing.
“I think an appointment of such magnitude, at a time of enormous public debate, as a recess appointment was wrong,” Pence told CNSNews.com. “I think it was wrong for the president to bypass the confirmation process at a time when the American people are so focused on legislation where the ink is barely dry.
“I also believe, as a part of those confirmation hearings, Dr. Berwick would certainly have an opportunity to explain why he referred to the British socialist health care system as ‘a global treasure,’” said Pence.
“Now, he’s certainly entitled to his opinion, but he’s not entitled to that job,” Pence said.

EPA Puts ‘Environmental Justice’ Front And Center In Its Rulemaking Process
The U.S. Environmental Protection Agency has released a 55-page “guidance” to help its employees “advance environmental justice” for low-income and minority communities.
“Achieving environmental justice is an Agency priority and should be factored into every decision,” the document says.
The move comes 16 years after President William Clinton signed an executive order directing every federal agency to "make achieving environmental justice part of its mission." And Barack Obama campaigned on a promise to make "environmental justice policies a priority within the EPA."
The EPA says its new guidelines will help its rule-writers identify potential environmental justice concerns, and it instructs them to analyze the impact of their rules on low-income and minority populations.
The EPA defines environmental justice as the “fair treatment and meaningful involvement of all people, particularly minority, low-income, and indigenous populations, and tribes, in the development, implementation, and enforcement of environmental laws, regulations, and policies.”
The guide states that from now on -- in the process of developing rules, policy statements, risk assessments, and other regulatory actions -- EPA managers and staffers must first ask themselves, “Does this action involve a topic that is likely to be of particular interest to or have particular impact upon minority, low-income, or indigenous populations, or tribes?”
If the answer is yes, the rule-writers must reach out to the affected minority and/or low-income communities. One section of the guide explains how EPA rule-writers may have to make “special efforts” to connect with people who may be uneducated or non-English-speaking.

Two of the three firms providing legal counsel to Rep. Charlie Rangel, D-N.Y., in his pending ethics cases are lobbying firms. In fact, one firm, Oldaker, Belair & Wittie, conducts much of Rangel's political fundraising, while operating four different lobby shops.
But who's ultimately paying Rangel's legal bills? Mostly corporate and union political action committees along with individual lobbyists. Over the past six months, PACs and lobbyists have accounted for a majority of the money Rangel's campaign has raised this year, not counting transfers from Rangel's other fundraising operations (more on them below).
In turn, Rangel funnels his campaign cash into his legal defense. In 2009, three-fourths of Rangel's $2.16 million in campaign spending went to legal fees. The House Ethics Committee allows campaign funds for legal fees that are not "primarily personal in nature, such as a matrimonial action, or could result in a direct personal benefit for the Member." Otherwise, legal fees are a legitimate use of campaign cash because "the protection of a Member's presumption of innocence in such actions is a valid political purpose," the guidelines state.
That means any politically savvy donor who cut a check in 2010 to Rangel's reelection knew the donation was, in part, a contribution to Rangel's legal defense.
PACs and lobbying firms have given more than $120,000 to Rangel in the past six months while individual lobbyists have chipped in another $28,000.
All of these companies and lobbyists are savvy enough to know they're funding Rangel's legal defense.
This is why politicians like Rangel benefit when K Street gains clout. Starting this week, we'll find out if K Street is powerful enough to save Rangel.

Former Israeli MK: Chopper Was Rehearsing 'Important' Distant Mission
In the wake of the tragic crash that claimed the lives of seven airmen, Israeli Air Force Col. (res.) Eliezer “Cheetah” Cohen hinted Tuesday at the reasons why IAF helicopters were training in the mountains of Romania.
"I do not want to speculate but I will let your imagination clock some extra hours,” Cohen told Benny Tucker of Arutz Sheva's Hebrew news service, who asked him what the IAF helicopters were doing in Romania. “Take the radius from Israel to Romania; take the altitude of the mountains; look around to find where there is a similar radius, and mountains of that height and even a bit higher – and you will find out what kind of training they were working on and why – and it is extremely important for the security of the State of Israel.”
"Were it not for the accident we would not know how much these crews are giving their heart and soul, training and working hard. The IAF and the entire IDF are preparing very well for what is about to come.”
Cohen, who was a Knesset member for Israel Our Home during his career, added that the cooperation between the IAF and other air forces is extremely beneficial to the pilots, who gain invaluable experience as they learn from and teach others. “Our young fellows, the lieutenants and majors, come back full of experience. With that in mind, the American Israeli Action Coalition (AIAC) kicked-off of its “Get out the Vote” campaign among Americans living in Israel for the November 2010 U.S. Congressional elections. AIAC held a press conference in Jerusalem.
AIAC Chairman Harvey Schwartz explained the initiative. "It is estimated that there are more than 100,000 potential American voters living in Israel. They have a right (and an obligation) to vote in – and can have a significant impact on -- the upcoming U.S. Congressional elections."
The congressional elections are viewed by many in Israel and America as a possible turning point which could swing the American government away from the policies of Barack Obama, who many say is anti-Israel. Scwatz insisted, though, that the AIAC campaign was not levelled against Obama. "This is most definitely not an anti-Obama campgain," he said emphatically. "This is a pro-American Israeli campaign."
AIAC plans to conduct a major campaign to register as many American voters living in Israel as possible to exercise their right to participate in the U.S. electoral process. "In these critical times," said Schwatz, "it is incumbent upon all Americans to vote for their choice of elected officials – and that includes the Americans living in Israel as well."

House GOP Helps Obama Fund War
Republicans came to President Obama's rescue Tuesday, providing him the votes needed for quick passage of a $59 billion emergency war-spending bill to fund his 30,000 Afghanistan troop surge.
The bill cleared the House by a vote of 308-114, or well more than the two-thirds needed under expedited rules. It now heads to Mr. Obama for his signature after House Democratic leaders acceded to the administration's demand for action and gave up their hopes of tacking on billions of dollars in new stimulus spending.
Republicans said the bill could have been passed two months ago but for Democrats' desire to add more domestic stimulus spending to the measure.

Sheriff Arpaio: I'll Jail Immigration Protesters
The sheriff of the most populous county in Arizona says he's "not going to put up with any civil disobedience" when the state's new immigration law takes effect.
Maricopa County Sheriff Joe Arpaio says that if protesters want to block his jail, he'll put them in it.

Sheriff Joe Arpaio, the controversial top cop in Maricopa County, Ariz., tells Newsmax he will jail any protesters who attempt to block his jail on Thursday when provisions of his state’s tough new immigration law take effect.
Arpaio also says it’s “great” if undocumented aliens react to the new law and his strict anti-illegal immigration agenda by moving back to Mexico or to the “sanctuary state” of California, and challenges President Barack Obama to invite him to the White House for a “wine summit” to discuss illegal immigration.
Arpaio, whose county includes most of the Phoenix metropolitan area, promotes himself as “America’s toughest sheriff.” He has limited county inmates to two meals a day, banned “sexually explicit material” in prison, reinstituted chain gangs, and set up a “tent city” as an extension of the Maricopa County Jail.
On Wednesday a judge blocked the most controversial sections of Arizona's new law and put them on hold. The law will still take effect on Thursday, but without some of the provisions that angered opponents — including sections that required officers to check a person's immigration status while enforcing other laws.
Nevertheless there are reports that opponents of the new law plan to block Arpaio’s jail on Thursday in an act of civil disobedience.
“There’s a rumor that they’re going to block our jails down the street,” Arpaio says in an exclusive Newsmax interview.
“You know what? They’re not going to block our jails. They’re going into the jail if they block our jail. I’m not going to succumb to these demonstrators keeping law enforcement from booking people in our jail. So we may have to take some action.”
Arpaio also vows to conduct a “crime suppression operation” on Thursday.
“This morning we raided another business and arrested five more illegal aliens with false identification. On Thursday we’re going to do our 17th crime suppression operation and go out with our volunteer posse and deputy sheriffs and catch criminals. We’ve done 16. “People say, why are you doing it on the day that the law may be put in effect? Well, should I wait? We’ve been enforcing the other state immigration laws and we’re still the only ones doing it. We’re going to continue doing our job.”

“You know what? They’re not going to block our jails. They’re going into the jail if they block our jail. I’m not going to succumb to these demonstrators keeping law enforcement from booking people in our jail. So we may have to take some action.”
Arpaio also vows to conduct a “crime suppression operation” on Thursday.
“This morning we raided another business and arrested five more illegal aliens with false identification. On Thursday we’re going to do our 17th crime suppression operation and go out with our volunteer posse and deputy sheriffs and catch criminals. We’ve done 16. Just by chance about two-thirds [of those arrested] happen to be here illegally.
“People say, why are you doing it on the day that the law may be put in effect? Well, should I wait? We’ve been enforcing the other state immigration laws and we’re still the only ones doing it. We’re going to continue doing our job.”

Voters Say Take Action Against Sanctuary Cities
A majority of likely voters say the federal government should take legal action against cities that provide safe havens to illegal immigrants and cut federal funds to so-called "sanctuary cities," a Rasmussen Reports survey shows.
The survey, released Tuesday, said 54 percent support legal action against sanctuary cities and 60 percent support withholding federal funds from the jurisdictions.
Critics of sanctuary cities say the Justice Department is acting unfairly by not pursuing such cities for breaking the law while taking legal action against Arizona for instituting state measures against illegal immigration.
"The federal government should be suing San Francisco, which has refused to cooperate with the federal government in enforcing immigration laws," said Corey Stewart, chairman of the Prince William (Va.) County Board of County Supervisors.
In 2007, Mr. Stewart was at the forefront of the issue, driving some of the county's toughest immigration laws.
"Our belief is that President Obama should be suing mayors [of sanctuary cities], not Arizona," said Maryland state Delegate Patrick L. McDonough, Baltimore County Republican.
Mr. McDonough said he plans to introduce two immigration laws during the next General Assembly session: one that calls for a state ban on sanctuary cities and another patterned after the Arizona law.

Obamacare Reversal? House 75% Of The Way There!
One of the biggest targets should the GOP regain control of either the U.S. House or Senate in November's elections, according to many polls, will be Obamacare, the president's plan that effectively nationalized the decision-making process for health-care issues.
But a little-reported move to begin demolition of the health-care system takeover already is pending in the House and has gained about three-quarters of the support it needs to repeal the law that demands citizens buy insurance or pay financial penalties.
As of last night, the discharge petition sponsored by Rep. Steve King, R-Iowa, had collected 162 signatures of the 218 it would need to advance – even in the face of continued opposition from Obamacare promoter House Speaker Nancy Pelosi.
Under the provisions of the discharge procedures in the House, such a move is required to have the support of 218 members, a majority, of the 435-member chamber before moving forward.
But since it requires a majority, it is virtually assured of approval once it reaches the point of being advanced.
King has told WND the entire GOP leadership team in the House is on board, as well as the full delegations from California and Texas. He's working on obtaining the last few GOP signatures before turning his attention to the Democrats.
The proposal states: "Pursuant to clause 2 of rule XV, I, Steve King of Iowa, move to discharge the Committees on Energy and Commerce, Ways and Means, Education and Labor, the Judiciary, Natural Resources, Rules, House Administration and Appropriations from the consideration of the bill (H.R. 4972) to repeal the Patient Protection and Affordable Care Act, which was referred to said committees on March 25, 2010, in support of which motion the undersigned Members of the House of Representatives affix their signatures."
Advocates say constituents need to call their representatives to tell them to get on board right away so that the petition is positioned to move forward whether or not the GOP becomes the majority in theHouse after the 2010 fall elections.

Protesters who gathered at the state Capitol and outside the U.S. Embassy in Mexico City cheered when they heard the news. The governor, the law's authors and anti-illegal immigration groups vowed to fight on.
"It's a temporary bump in the road," Gov. Jan Brewer said.
Judge Bolton will now have to decide a question as old as the nation itself: Does federal law trump state law? She indicated in her ruling that the federal government's case has a good chance at succeeding.

Dems Try To Campaign On Tea Party, GOP Link
With memories of last year's bitter town hall meetings still fresh, Democrats vowed on Wednesday to go on the offense during the August congressional recess and aggressively link Republicans with the conservative Tea Party movement.
Democratic leaders said the Republican Party had moved out of the mainstream to adopt Tea Party goals like privatizing the Social Security retirement program, extending tax breaks for the rich and abolishing some federal agencies.
They promised to paint November's election as a stark choice between moving ahead with a healthcare overhaul and tougher regulations on Wall Street, or backing a Republican Party that wants to repeal those initiatives.
"The Republican Party agenda has become the Tea Party agenda, and vice versa," Democratic Party Chairman Tim Kaine told reporters.
The Democrats have launched a website and advertisement detailing the "Republican Tea Party Contract on America," in a mock tribute to the "Contract with America" that helped Republicans sweep to power in Congress in 1994.
"As they attempt to re-brand and re-calibrate their election-year strategy yet again, Democrats forget that the problem isn't their message -- it's their big government policies," said Senator John Cornyn, chairman of the Republican Senate campaign committee.
Democratic Representative Debbie Wasserman Schultz said House members had discussed their message for the August break but were not worried about more town hall difficulties.

Public-Private $215 Million State Center Revitalization Gets Go Ahead
The Board of Public Works on Wednesday unanimously green-lighted work to begin on the $215 million first phase of a massive public-private partnership designed to revitalize central Baltimore, improve government office space and create jobs.
The revitalization of State Center project (rendering above) will give a boost to the ailing construction industry at a time when commercial development is hurting, and will cost state taxpayers little because of low interest rates and the risks borne by private developers.
Planning for the 28-acre area of outdated office buildings and surface parking lots next to Bolton Hill dates back to when Gov. Martin O’Malley, now chair of the Board of Public Works, was mayor of Baltimore.

CLINTON APPOINTED JUDGE BACKS ILLEGALS
In a shocking but not surprising ruling, US District Judge Susan Bolton today halted implementation of the main portions of the Arizona law enforcing the law against illegal aliens. WTOP reported that Bolton, appointed by former President Clinton (D), halted portions of the law including sections that required officers to check a person's immigration status while enforcing other laws.
The judge also delayed parts of the law that required immigrants to carry their papers at all times, and made it illegal for undocumented workers to solicit employment in public places, a move aimed at day laborers (good news!). In addition, the judge blocked officers from making warrantless arrests of suspected illegal immigrants.
"Requiring Arizona law enforcement officials and agencies to determine the immigration status of every person who is arrested burdens lawfully-present aliens because their liberty will be restricted while their status is checked," Bolton, a Clinton appointee, said in her decision.
AZ Governor Brewer is expected to appeal the decision of this lawless, open borders judge, so the battle for America is far from over!

OCPD URGES CITIZENS TO USE CROSSWALKS & DRIVERS TO BE ALERT OF PEDESTRIANS
On July 25, 2010, at approximately 1:23 am, Ocean City Police responded to a pedestrian involved crash at 21st Street and Philadelphia Avenue. The pedestrian failed to dross at a crosswalk and was struck by a vehicle traveling southbound. The pedestrian was flown to PRMC for treatment of his injuries. The investigation is on-going, and it is unknown whether alcohol was a factor.
The OCPD continues to urge citizens to use extra caution while crossing streets, as well as advises drivers to be alert for pedestrians crossing the roadways. For persons who are traveling on foot, bicycle, moped, scooter or cars, here are some important safety tips to remember:
• Cross the street at a marked crosswalk or intersection.
• Make eye contact with drivers when crossing busy intersections.
• Continue to watch for traffic the entire time you are in the crosswalk.
• It is illegal to wear headphones in both ears at the same time while operating any
vehicle.
• Vehicle operators need to be extremely vigilant while driving keeping consistently
aware of pedestrians, bicycles, scooters, mopeds and other cars.
• Allow plenty of time to stop or proceed through intersections.
• Pedestrians should only use crosswalks and not take unnecessary risks crossing busy
streets against traffic lights.

Action Clears the Way For Construction to Begin on State Center Redevelopment in Baltimore City
ANNAPOLIS, MD – Governor Martin O’Malley announced yesterday that by a unanimous, 3-0 vote the Board of Public Works approved long-term leases at two new office buildings to be built as part of the redevelopment of State Center in Baltimore City. The state commitment to lease office in the redevelopment provides the private sector development team with the ability to seek the private financing necessary to build the first phase of the project.
“The Board of Public works took a big step today in shaping Maryland’s future and bringing thousands of jobs to the heart of Baltimore City,” said Governor O’Malley. “The State Center project will revitalize an area in the heart of the City by mixing retail, residential and office space close to our transit stations and it will be done in a way that will connect, not divide, nine nearby communities. This kind of smart development will be a model for what we can do near other major transit stations throughout the state.”
The $215 million Phase One development at State Center will include two new office buildings and a parking garage. It will form a green, walkable community adjacent to Metro, Light Rail and MARC transit stations. Phase One will include 500,000 square feet of office space and 70,000 square feet of street-level retail space, including a grocery store that the has been a priority for the surrounding communities for years. Over the next 20 years this first phase of the State Center redevelopment will generate more than $200 million in state and city taxes and another $30 million in lease payments to the State of Maryland.
The entire State Center redevelopment, a five-phase, 15-year plan, will create 9,403 jobs during construction and 5,439 permanent, private-sector jobs when the project is complete. An additional 4,862 indirect and induced jobs will be added upon the project’s completion.

Missing Dog In Delmar
Today a family let their Black Lab out early in the morning and it somehow got out of the back yard. The Lab is 9 years old and has some gray on her chin. She goes by the name of Gracie. If you have seen this Lab, please contact Johnny Lane at 443-235-2001.
Lost Dog In Search Of Owner
Greetings Joe,
I just wanted to pass this along - because I know you hold the key to information getting out quickly - that there is a Chocolate Lab wandering the Camden area neighborhood. He's been on Middle Blvd. most of the day hanging around with a neighbor who was working outside. He told me that a jogger came by and the dog followed, so she said she would take him to her house and keep him in her yard... but a few hours later he was back with the man on Middle Blvd. I don't know if he got out of the fence or never got there in the first place... So I took a walk down South Blvd. and the dog followed me the entire way without being acknowledged (I wasn't calling or prodding the dog). He completed the walk with me and he left me again upon return to Middle.
If anyone is missing a Chocolate Lab - or perhaps the owner actually lives very close (on Middle or South Blvds.) please know that the dog is out wandering and will follow any passerby. Also, he will randomly run into traffic, so this seems to be a very unsafe situation. I've knocked on a few doors.
The dog appears to be older and walks with a slight limp. Red/Orange collar but no phone number.
I have no way to maintain the dog at my house, but I'm sure that if the owner were to walk around the North/Middle/South Blvd. blocks, the dog will probably be around... he seems to be quite content laying in the shade just hanging out. The neighbor gave him some water, and he doesn't care to venture too far from the bowl :-)

Delaware State Police early Wednesday July 28, 2010 responded to the Kings Creek Country Club development Rehoboth Beach Delaware for a disorderly person who had entered a residence illegally.
State Police advised around 2:00 a.m. Wednesday July 28, 2010 Thomas R. Leonardi and a 30 year old female acquaintance both from Wilmington Delaware were leaving Dewey Beach traveling to Kings Creek Country Club. The couple who had been out in Dewey earlier was heading to a residence on Eagle Way to meet up with persons they met early that evening.
While en route to Kings Creek Leonardi became violently angry and began beating the 30 year old female victim. Leonardi began slamming the victim’s head into the dashboard of the car they were in and also punching her about the head. At one point Leonardi grabbed the victim’s neck and began to choke her threatening he would kill her and leave the body in a corn field. The victim attempted to dial 911 however was unable to because Leonardi took it from her. The victim attempted to exit the vehicle however was restrained by Leonardi from do so.
Leonardi and the victim arrived in Kings Creek residence however were asked to leave because of the ongoing domestic. Leonardi who was driving along with the 30 year old victim drove away from the residence. Leonardi then stopped along the roadway a short distance away from the residence, exited the vehicle and walked back toward the residence. The 30 year old victim waited in the car until Leonardi returned a short time later with a purse and other items.
The saga continued as Leonardi again left the vehicle where he stopped at Eagle Way and Kings Creek Circle to an unknown location. The 30 year old victim got into the driver’s seat of the vehicle they were in and left Leonardi behind.
Around 4:10 a.m. State Police began receiving a number of 911 calls related to Leonardi being seen in the area. State Police were initially unsuccessful in locating Leonardi until the 30 year old victim received a call on her cell phone which was traced back to an Eagle Way residence. Troopers responded to the Eagle Way residence and located Leonardi inside. Leonardi illegally entered the residence while the victims were asleep. Leonardi was taken into custody without incident.
Leonardi during this incident entered a residence on Eagle Way, two vehicles and stole prescription medication, a purse, wallet, leatherman tool and a weather radio system. Leonardi was charged with the above offenses and remanded to Sussex Correctional Institute in lieu of $16,500 secured bond.
The 30 year old victim sustained swelling on her forehead, arm bruises and marks around her neck. It’s unknown whether the victim received medical treatment.
State Police aviation at one point was utilized in attempting to locate Leonardi.

As a judge weighs whether to halt Arizona's controversial immigration law, hundreds of Los Angeles union members and activists are planning a bus caravan to Phoenix on Thursday — the day the law is set to take effect.
More than 550 people plan to ride on 11 buses to Arizona to stage a protest and launch a partnership with Arizona groups to boost voter registration. During the one-day trip, sponsored by the Los Angeles County Federation of Labor, participants will meet with Phoenix Police Chief Jack Harris, march to the state Capitol and hold a vigil. The participants represent 32 unions.
SB 1070, signed into law by Gov. Jan Brewer in April and supported by a majority of Arizona residents, makes it a state crime to lack immigration documents and requires police to determine the immigration status of people they lawfully stop and subsequently suspect are in the country illegally.
"As Californians and Angelenos, we want to see how we can help not only defeat this specific law but also to help the Latino community be more active in the political process," said Maria Elena Durazo, executive secretary-treasurer of the labor federation. "Hopefully it will motivate some to go out and register to vote."

OCEAN CITY OFFERING $5000 REWARD FOR INFORMATION LEADING TO ARREST OF SUSPECT
On July 24, 2010 at approximately 2:15 a.m., Ocean City Police responded to 5401 Coastal Highway for a reported stabbing. Upon arrival, officers located one male victim, whose name is not being released at this time, lying in the parking lot.
Ocean City Police have recently identified the suspect involved in the stabbing that occurred in on July 24, 2010. Investigators have named Manuel Armando Escalante, Jr., 36, from Federalsburg, Maryland, as the suspect in the resort stabbing. Escalante Jr. is approximately 5’09” and 150 lbs, and should be considered armed and dangerous.
The OCPD has been actively searching for Escalante, Jr. since he was identified earlier this week. Police believe Escalante, Jr. is aware he is being sought and is avoiding capture. Police think he is somewhere on DELMARVA and may be staying with friends and/or associates.
The Ocean City Mayor and City Council is hereby offering up to $5,000.00 reward for information leading to the arrest of Escalante, Jr.

Youth Leadership Academy Luncheon
Mayor Jim Ireton announces his scheduled attendance at the 5th Annual Youth Leadership Academy at Caruther’s Hall Auditorium, tomorrow, Thursday, July 29, 1010. This year’s theme is “Navigating Success focusing on a GPS: Goals + Plans = Success.” The three day academy focuses on career planning, preparation, and possibilities for the future for these youth. Mayor Ireton will attend the academy for some games, ice breaker activities and then attend the luncheon at Salisbury University’s Commons to answer questions as a key leader in the community. Co-coordinator Dr. George Whitehead stated, “I am very impressed by the youth’s dedication and creativity and I’m delighted that Mayor Ireton will be attending tomorrow.” The Youth Leadership Academy was cited in the city’s successful application for the 2010 All-America City award.

Salisbury Police Department Press Releases
On July 27, 2010 at approximately 6:05 pm, Officers of the Salisbury Police received a call to respond to the area of Truitt St. and Benny St. for the report of a domestic disturbance. Upon arrival the officers observed the below listed suspects involved in a physical altercation in the street. Officers separated the suspects and found that both suspects had been involved in a domestic type argument that escalated into the altercation. During the altercation each suspect struck the other numerous times in the facial area and suspect # 1 destroyed suspect #2’s cellular telephone. Both suspects had minor injuries that did not require medical attention.

On July 27, 2010 at approximately 9:10 pm, Officers of the Salisbury Police received a call to respond to the Holiday Inn hotel for the report of subjects trespassing. Upon arrival the officers met with hotel management who advised that he had found the below listed suspects in a room without authorization. The manager advised that both suspects had fled from the hotel on foot and provided a description to the officers. The suspects were found approximately one (1) block away and were taken into custody. Suspect # 2 was found to be in possession of a quantity of suspected marijuana. In addition, a routine records check of suspect # 1 revealed that he was wanted on an outstanding Baltimore County District Court Bench Warrant.

MR. CORNBROOKS: OPEN YOUR EYES!
The Daily Times recently published commentary by Salisbury attorney Ernest Cornbrooks on the quality of candidates running for local office this year. He finds them to be a pitiful lot of “career politicians,” which he apparently considers lower in esteem than even lawyers, and “those who want power and control.” He claims that there are few exceptions, but does not identify anyone by name.
Perhaps he is not aware of the candidacy of Michael James, Joseph Ollinger, Matt Maciarello, the late Sam Vincent, Bob Culver, Matt Holloway, David Goslee, John Baker, Tom Taylor, David Cowall, Seth Mitchell and John Phoebus, to name some of those seeking office who have never held one. And there are those who have but hardly are “career politicians”, such as John Cannon, Bob Caldwell, Mike Lewis, Joe Holloway, Gail Bartkovich, and Stevie Prettyman, among others.
Mr. Cornbrooks reiterates, as “best advice”, old and trite put downs of the citizens who run for and serve in public office, which he attributes to local luminaries now deceased, but which have been in the public domain for decades if not a century or longer. Those are followed by his sly assertion that candidates who prevail in the election process “probably have character flaws which disqualify them from holding the offices they seek.”
He concludes by suggesting several reasons why “we don’t have higher quality candidates” without mentioning the character assassination that they get from persons such as Mr. Cornbrooks himself, who seems to relish in trashing those who run for or hold a local office by his rhetorical invective and innuendo that the Daily Times also appears to relish.
We have recently interviewed many of the local candidates and find them to be public-spirited and motivated to serve the public interest. We invite Mr. Cornbrooks to watch those proceedings, which are and will continue to be posted on this blog. If he is too busy writing rants and tirades about the current candidates to do that, perhaps he could discuss in the Daily Times the faults or “character flaws” that he finds in those candidates named above, for starters, and tell the public which of them wants or craves “power and control”.

Gore Interviewed By Police
(CNN) – The Portland Police Bureau interviewed former Vice President Al Gore last week in connection with a re-opened investigation into charges he attempted to sexually assault a massage therapist, CNN affiliate KATU reports.
Citing a law enforcement source, KATU reports the former vice president sat down with investigators while he was in San Francisco last Thursday to answer questions about the charges.
In a statement to CNN, Gore spokeswoman Kalee Krieder said, "Our office has no comment as the process is ongoing."

Defense Can't Account For $8.7 Billion
The Defense Department is unable to account for $8.7 billion of the $9.1 billion in Development Fund for Iraq monies in received for reconstruction in Iraq. This according to a study published today by the Special Inspector General for Iraq Reconstruction.
"This situation occurred because most DoD organizations receiving DFI (Development Fund for Iraq) funds did not establish the required Department of the Treasury accounts and no DoD organization was designated as the executive agent for managing the use of DFI funds," the report states.
The Special Inspector General for Iraq Reconstruction (SIGIR) finds that only one Defense organization actually set up the accounts required by the Treasury.
"The breakdown in controls left the funds vulnerable to inappropriate uses and undetected loss," SIGIR says.

National Report On State Budgets Says Maryland Economic Recovery On Track
A new national report on state budgets highlights Maryland as one of the more promising examples of economic recovery, but like most states, Maryland is still facing big budget gaps as federal stimulus dollars dry up.
Maryland’s revenues are running ahead of projections across the board for fiscal 2010, according to a report released by the National Conference of State Legislatures, looking at the budgets in all 50 states.
The good news, however, is misleading. Warren Deschenaux, director of the Legislature’s Office of Policy Analysis, said that back when the FY 2010 budget was being considered, a 5% across-the-board decrease in revenues was projected. “It looks like we only declined about 3%, so we’re ahead of the estimate,” Deschenaux said. “If you look at the year as a whole, we are still taking in less than the year before.”

In the basement dining room of Le Mani In Pasta, a trattoria in central Rome, a young, glossy-eyed couple stare at each other across a table for two. They smile and blush over a private joke. There is no handholding or kissing, but they are clearly more than friends, even though they are both wearing dark shirts and the telltale white clerical collar.
For residents of Rome, the sight of courting priests is hardly an anomaly. The phenomenon is a well-known secret here, and one that was largely ignored until last weekend, when the Italian weekly magazine Panorama published a shocking exposé called “Le Notti Brave Dei Preti Gay,” or “Good Nights Out for Gay Priests.” Investigative journalist Carmelo Abbate spent 20 days undercover posing as the boyfriend of a man who ran in gay clerical circles, secretly videotaping the sexual escapades of three Rome-based priests. Abbate caught the priests on hidden camera dirty dancing at private parties and engaging in sex acts with male escorts on church property. He also caught them emerging from dark bedrooms in time to celebrate mass. In one postcoital scene, “Father Carlo” parades around seminaked, wearing only his clerical vestments. Abbate’s “date” even had sex with one of the priests to corroborate the story. “This is not about homosexuality,” Abbate, who is not gay, told NEWSWEEK. “This is about private vices and public virtues. This is about serious hypocrisy in the Catholic Church.”

One Year Ago Today
It was one year ago today, Mike Calpino stood in front of Frank Kratovil's Office where he hung/hanged Frank Kratovil in effigy. This image sparked national and world wide attention as the MSM and Bloggers simply stole the image and used it as if it were their own.Nevertheless, this is the same man who is attempting to run for a seat with the Wicomico County Council. While we have already reported City Council Members filing for Bankruptcy, this guys fiscal situation has to be one of the worst I have ever encountered.
Point Blank, this man does NOT pay his bills and sooner than later we'll expose his past public financial history. NOT the kind of guy you want making decisions of a multi million dollar budget, that's for sure.

Upping The Ante On Schools
Anyone who thought that Mayor Adrian Fenty would throttle back his version of school reform can forget the thought.
Last week, Schools Chancellor Michelle Rhee announced a new round of firings that rattled the school system again, 10 months after more than 275 teachers were fired in a controversial budget move.
Now we have a better alignment between how we are performing [for the children] and how we are evaluating our teachers, Rhee said in an interview with NBC4.
Asked if she thought the fast-paced reform efforts were too much for the city to handle, Rhee was her usually blunt self.
I think if you look at the way the District had performed for kids prior to the mayoral control, she said, I think anybody would say that theres no way you can move fast enough to make sure were putting a great teacher in front of every single child. We cant do that fast enough, in our opinion.
Another 550 or more teachers were rated minimally effective and face being fired next year if they dont improve. Those teachers will lose any step increases in their pay for the coming year.
On Fridays WAMU Politics Hour at noon, Washington Teachers Union general vice president Nathan Saunders agreed with an angry caller that there is a racial aspect to Rhees dismissal of the teacher workforce, which is majority African-American.

What A Day!
Ladies & Gentlemen, my apologies for the lack of Posts yesterday. If you'll recall, Tuesday's and Thursdays are the days in which I spend pretty much full time interviewing Candidates at 300 W. Main Street and yesterday was the busiest day we've experienced so far.
Only ONE Candidate didn't show up for his appointment but it worked out because we had an extra come in that wasn't scheduled. The interviews are just the beginning though. Now we have to take the time to load each interview onto a computer and then load them onto YouTube. After that we have to create each one into a Post and schedule them for the proper time and date and only then do we have a final product. Where I'm going is, there's still a LOT of work yet to do and a lot of sitting around waiting for each one of them to load, BORING!
I'm explaining this because in the end when you watch each video, many hours of work have gone into this project to deliver you 10 minutes worth of educational material. If you care about your district you'll take the time to watch these videos and get educated as to who may represent you best.
Again, I have to tell you, I absolutely learned a lot during these interviews, so anyone out there thinking they know it all, (like I did) I strongly suggest you listen to these interviews and become educated.
Now, what's interesting is how many Candidates who may have been a bit sceptical about doing an interview with Joe Albero have viewed what we have provided so far and have held a conversation with other candidates and learned, we're straight up. There are NO CURVE BALLS, no tricks up our sleeve and everyone serious about running for Office have placed a call to make an appointment for tomorrow/Thursday. This will be our FINAL day of interviews and considering we booked so many candidates very early into this, no one can use the excuse they weren't aware we were providing such a service.

Gibbs Suggests Climate Measures Could Be Added To Senate Bill
Climate measures could be added in conference to an energy bill the Senate will take up this week, according to the White House.
White House press secretary Robert Gibbs said he wouldn’t rule out adding some climate measures to the legislation in conference, assuming a scaled-down energy bill passes the Senate.
The measure in the Senate drops the language from the House dealing with climate change and carbon emissions. By dropping those controversial measures, Democrats hope they can pass a bill through the Senate before lawmakers leave for the August recess.
“I don’t think the bill is essentially dead for the year,” Gibbs said. “The House passed a very strong and very comprehensive energy bill last year. The Senate is going to take up a version that is more scaled down, but still has some important aspects, particularly dealing with how we deal with oil spills in the future.”
He added: “I don’t think that closes the door. Once a bill passes each house, it doesn’t close the door to having some sort of conference.”
President Obama said in a Rose Garden statement earlier Tuesday, after a meeting with bipartisan leadership of both the House and Senate, that he only supports the Senate bill as a beginning.
