The 12 'others' may be provisional ballots that don't count till the voter's eligibility/residency is verified. Anyone who claims to be eligible to vote must be allowed to vote, but if there's a question or problem with their registration, etc, they vote on a provisional (paper) ballot that will only be counted if they are verified as eligible and didn't vote elsewhere.
