TYPICAL Somerset county, nothing but Democrats down derrrr. Only county on the Shore that screws it all up

The 12 'others' may be provisional ballots that don't count till the voter's eligibility/residency is verified. Anyone who claims to be eligible to vote must be allowed to vote, but if there's a question or problem with their registration, etc, they vote on a provisional (paper) ballot that will only be counted if they are verified as eligible and didn't vote elsewhere.
