OK, here's the deal. If you use the Maryland Case Search link below it will take you to this guys criminal history. I have provided just a small example of what we're dealing with as a community. HOWEVER, as I rarely ever challenge the judicial system, I'm going to do so, two fold.
Number one, why did it take Joel Todd almost an entire year before he charged this guy with child pornography? BECAUSE ITS AN ELECTION YEAR! More importantly, (secondly) why are Judges these days NOT seeing the writing on the wall with these kind of criminals? We have experienced some of the most horrific crimes the Eastern Shore has ever seen, perhaps even in the history of America. Doctor Bradley in Delaware who allegedly raped hundreds of infants and young children and then Thomas Leggs who was released time and time again only to be arrested and charged with the murder of Sarah Foxwell.
Now I'm no Judge and I'm no States Attorney but I am raising a small child and scumbags like Kirt Greenburg need to be taken a whole lot more serious than they are as we have seen the end result of the judicial system not working for us. The system is clearly broken but I say, shame on Joel Todd for NOT charging this man IMMEDIATELY and waiting until election time to bring forth such a case. OUR children have been at risk for almost a year for his convenience.
Again, there's a criminal history that goes into a second page on this guy that clearly spells out the trouble he's seen with the law over many years. There's a pattern here and I personally believe it needs proper attention.

A good States Attorney would have filed charges within two to three months, not 11 months. There is no excuse for this delay, seriously.
I have spent some time on this matter, asked for several opinions and there's no question in my mind that Joel Todd is using this as a campaign tactic. WHO BETTER TO HANDLE SUCH A CASE, if you know what I mean. I'm also not too happy with his standing in front of the Court House on a video showing his support to Norm Conway. I've been wondering why Leggs' wasn't held without bail when he was charged with the burglary in Ocean City last year. The handwriting was on the wall that Leggs' perversions were exploding. He was getting undressed in front of the victim AND was already a convicted sexual offender for Heaven's Sake.
Or atleast $100.000 bail instead of a whooping $10,000. Then in a show of how "tough on crime" the Worcester County judicial system is, he was sentenced to the max (3 yrs) for 4th degree buglary. i for one have never liked the "innocent until proven guilty" theory. think of the damage that couldve been saved if they released information about bradley the first time or even the information on leggs. reasonably sane people understand that sometimes we have to MAKE SURE you are innocent until proven guilty.
Looks like the warrant for this guy was issued on 7/14 and served 2 days later. The 8/10 entry must be for when he was indicted by a grand jury.
Either way his bond was set at ONLY $25,000 FOR 30 COUNTS of child porn. What in the hell is up with that? Someone named "sheila greenburg" posted it on 7/17 and he was released. I'm suspecting that's his mother. She needs her head examined also!
Want the judges to start acting instead of downplaying? There should be a law enacted that if a judge releases a convicted child sex offender back into society with any thing less than the maximum sentence and the person reoffends the judge is also committed to prison for being an accessory to the crime.
Making excuses for any one that harms children is unacceptable. This is our country, our children, and our communities so why is it the judges and cry baby activists are the ones calling all the shots that jeopardize our families?

Anon 1:24 the judges aren't totally to blame although they do have the ultimate authority in imposing a sentence.
Alot of times plea deals and sentences are hammered out by the prosecutor and defense attorney before a trial even starts. If a prosecutor feels a defendant isn't given a severe enough punishment it's up to them to argue why.

This same situation is playing out in Wicomico and Somerset as well. These states attorneys get all hyped up at election time and want to act tough, but in reality they have sat back and plea bargained 90% of the cases for the last three years. If you look at these serious offenders, past, run in's with the law, you usually find that they have many charges that have been nolle posse or stet dockted. That is the SA's decision and has nothing to do with the judges. It never get in front of a judge because the SA is playing judge and jury. All three SA's need to be replaced in November and give some new blood a chance.
Our Judges should be elected by the People Instead of Appointed!!! They are throwing far tooooooo many cases out ! to !!!! We are Not Being Protected! Something has got to change----& soon!

Suprised to hear you complain about Judges. If you're not part of the solution, which you are extremely partial, you're part of the problem. Personally, that would keep me up at night. You without a doubt know how corrupt the system is and have been chosen and provided with the tools to do something about it. Hard to believe this man is only 45yrs old! He looks like he's in his 60's! He also looks like a terrorist on the watch list! What a sick man. I looked him up and he has charges for assault and battery and carrying deadly weapons, marijuana, etc. We need to rid the world of people like him.

The Sifrits exploits got more attention because it was "good Tv".No fewer than 3 prime time crime programs have aired about it and it gave alot of police and others face time.Child molesters and animal abusers arent as spectacular on the screen.What a shame this ass isnt in prison already.
Well I read this with great interest. I also had two residents who live on West Street contact me about this as well. They are concerned for the children of Berlin and wanted to bring this to my attention. I also am concerned because I have a son and, like others, don't want this monster out on the street anymore than the rest of you. However, that being said, I took it upon myself to contact the Worcester County State Attorney's office and ask "why?" I'm not a lawyer and quite frankly, I'm sure most people responding here are not either.
I was told that the State Attorney's Office does not make the charges...the police do. The computer with which these types of "individuals" use cannot merely be opened and view the garbage that is on there by the arresting officers. In order to make the case stick, it has to go to a forensics lab in Maryland which there is only one to service the whole state and Baltimore City. The police cannot charge the individual until this is run through the lab hence the long wait. Time...can be an enemy of the citizens abiding by the law and a friend of those who break it.
What this "individual" can be charged for is the crap that he sent to an FBI agent acting as a pervert. This is only one of the many ways they catch these people and justice can be more swift.
It stinks. I don't like it. But that is the system we have to work under now. Neither Joel nor any other State Attorney could change this and make it go faster. It just does not work that way.
