WASHINGTON - When unemployment is up and police officers are down, crime rates should follow. Or at least, that's what pop psychology might suggest.
"We've seen crime go down in many categories," says Thomas Manger, police chief in Montgomery County, "and we've lost 48 police officer positions in the last three years."
While noting fewer officers has not resulted in more crime, Manger says it has affected how they pursue cases.
"What it has done is limit our ability to react to those crime trends," he says.
