Salisbury Police Department Press Releases

On February 25, 2009 at approximately 3:33 pm, Officers of the Salisbury Police Department arrested the below listed suspect on an outstanding arrest warrant that was obtained following an investigation that began in December of 2008. At that time, the Salisbury Police Community Action Team began investigating the below suspect following a motor vehicle stop that yielded a quantity of suspected heroin. As a result of the investigation, the Community Action Team executed a search and seizure warrant on the suspect’s residence and recovered a number of shotguns, handguns, a rifle, and additional suspected drugs and related paraphernalia.

ARRESTED: Michael Edward Outten, 26 years of age Salisbury, Maryland

CHARGES:
Possession of cds/paraphernalia
Possession of cds/administering equipment
Illegal possession of a regulated firearm (2 counts)

DISPOSITION: Released to Central Booking CC # 200800044079

On February 25, 2009 at approximately 8:35 pm, Officers of the Salisbury Police Department received a call to respond to the area of South Salisbury Boulevard for the report of an escaped juvenile. The officers were advised by a juvenile counselor that a juvenile had escaped from a substance abuse center while in the custody of the Potomac Ridge Behavioral Center. The officers canvassed the area and located the escaped juvenile hiding behind a business on Newton St. The juvenile was taken into custody without incident.

ARRESTED: Juvenile, 15 years of age Cambridge, Maryland

CHARGES: Second degree escape

DISPOSITION: Released to Juvenile Detention Center CC # 200900006206

On February 26, 2009 at approximately 3:22 am, Officers of the Salisbury Police Department received a call to respond to a residence on the six hundred (600) block of Truitt Street for the report of a domestic assault. Upon arrival the officers met with a female victim who advised that while in a motor vehicle with the below listed suspect she became involved in a verbal argument. The argument escalated and resulted in the suspect striking the victim in the face with his fist then choking her. As the officers took the suspect into custody for the assault, the suspect became combative and fought with the officers.

ARRESTED: Javon Lamonte Mills, 32 years of age Salisbury, Maryland

CHARGES:
First degree assault
Second degree assault
Resisting arrest
Obstructing and hindering an investigation
Reckless endangerment

DISPOSITION: Released to Central Booking CC # 200900006336

On February 25, 2009 at approximately 11:30 am, Officers of the Salisbury Police Department responded to a residence on University Terrace for the purpose of serving a Wicomico County District Court Bench Warrant. The officers made entry into the residence to make contact with wanted suspect # 1, listed below, and observed a quantity of suspected marijuana and several suspected marijuana smoking devices within the residence. Suspect # 1 and his room mate, below listed suspect # 2, were charged for possession of the drugs.

ARRESTED #1: Nichols Michael Urick, 19 years of age Salisbury, Maryland

CHARGES:
Possession of marijuana
Possession of cds/paraphernalia
Wicomico Co. District Court Bench Warrant-
Failure to appear in court for underage possession of alcohol

ARRESTED #2: Andrew Dimitrious Apostalou, 19 years of age Salisbury, Maryland

CHARGES:
Possession of marijuana
Possession of cds/paraphernalia

DISPOSITION: Released to Central Booking CC # 200900006233/200900006237

On February 25, 2009 at approximately 11:26 am, Officers of the Salisbury Police Department arrested the below listed suspect for a theft that occurred in January of 2008. The investigation of a theft complaint at that time revealed that the suspect took an amount of jewelry from a former room mate and sold the jewelry at a local jewelry store.

ARRESTED: Lindsay Marie Parker, 24 years of age Salisbury, Maryland

CHARGES: Theft (over $ 500)

DISPOSITION: Released to Central Booking CC # 200900002795

On February 26, 2009 at approximately 12:00 pm, Officers of the Salisbury Police Department received a call to respond to the parking lot of Harvard Manufacturing on Glen Avenue for the report of an assault. While responding, the officers observed the below listed suspect walking away from the area. As the officers attempted to make contact with the suspect, the suspect fled on foot into the wooded area of the Salisbury City Park. The officers pursued the suspect and caught the suspect after a lengthy foot chase on South Park Drive. The suspect was positively identified by the victim as the suspect, and was taken into custody. The victim advised the officers that the suspect had struck and kicked the victim several times during a domestic type argument in the parking lot of Harvard Manufacturing. The victim was transported to the Peninsula Regional Medical Center for treatment.

ARRESTED: Michael Anthony Johnson, Sr., 29 years of age Salisbury, Maryland

CHARGES:
First degree assault
Second degree assault
Reckless endangerment
Resisting arrest
Obstructing and hindering an investigation

If the Outten is related to the Outten's of Pocomoke one of his relatives was killed 20 years back or more for messing around with the stuff

Never was sure if it was a drug deal gone bad or somebody just robbed him took his drugs and killed him though

hes related to the outtens of outten brothers furniture....son or grandson of the owners i think. dont know if they are from pocomoke.

The CAT was not in on the traffic stop when Outten was pulled over. It was the patrol officer. CAT was in the room and just happened to look through the guys phone. The patrol officer already saw the phone and asked questions. CAT just typed the warrant. Give the patrol officers credit!
