You know those special cameras Chief Webster has been placing all over the City? You know, the high crime areas? Well, there's one right at One Plaza East at the end of the Downtown Plaza where the Police Chief and his S-T-A-L-K-E-R-S can keep an eye on people like you and me. Oh, and the criminals too, "Sorry about that Chief." (Remember Maxwell Smart)
Nevertheless, that camera can easily see who caused this damage, yet there's no Press Release on it? Come on Chief, tell us our hard earned money on these cameras was worth it, especially the locations you placed them in. You know, high crime like this exact example. Sarcasm intended.

how was the bench damaged? was it actually damaged from a crime or from legitimate use?

We'll never know how it was damaged if we have to depend on the police department or The Daily Times to tell us.
