A century ago sometimes young girls of 14-17 years of age were married to older men quite often. Now when women are supposed to be more worldly, mature and knowledgeable than ever before it has become a crime to have a relationship with a 17 y.o.

Yes, it is OK. The current American culture is about the only ones who have a problem with it. Even in todays world, it is culturally acceptable in most countries.
