Councilman back at work to assist constituents Sussex
County Councilman Vance Phillips, R-Laurel, who suffered a severe spinal injury Oct. 30, rolled into council chambers in a wheelchair today, set to begin work again on Sussex County Council.
Phillips was injured when his ultra-light aircraft crashed on his solo flight near Lynchburg, Va.
