The Connection Between a Deer and Open Government

By Terry E. Cohen, Council Member

Friday, Salisbury Zoo Director Joel Hamilton provided an update on the “perruque-headed” deer about which so many citizens have expressed concern or puzzlement, or both. I’d like to thank Mr. Hamilton for his comprehensive report to the council. The 3-page report appears below this post in images you can click to enlarge and read.

I appreciate Mr. Hamilton’s responsiveness to this situation. It’s unfortunate that my efforts last year to have a simple conversation in order to be responsive to constituent concerns could not have been met with a similar prompt and constructive reaction from the administration and council leadership. After a conversation with Joe about this post I thought it proper to let everyone know just how Joe feels about the changes being made at the zoo under the direction of Mr. Hamilton. Joe highly commends Mr. Hamiltons willingness to share information openly. Joe could not express strongly enough, his appreciation for the effort Mr. Hamilton has put forth to date. It is not something we as a community have been used to during the tenure of Jim Rapp. In fact everything has been a secret, until now. The recent report of the Llama's death is a perfect example. We would have never seen any of that information prior to Mr. Hamilton. Well, not without filing an FOIA. As far as I know, no one asked for the information, it was offered, freely and openly. Now we're seeing timely responses to questions asked by councilmembers, without going through the mayors office. What a concept, open government, in Salisbury. The zoo is a great place to start, hopefully, the trend will continue and spread throughout other departments within the city. Could this be the beginning of Government in the Sunshine? The Zoo today, City Hall tomorrow? It could happen.

Ms. Cohen. Your passionate voice is being heard, and appreciated. I know you are fighting a tough battle, but please stay the course as many of us will jump in a foxhole with you anyday. Salisbury can, and will, do better.

I wouldn't hold my breath waiting for changes from THIS administration. Maybe we'll be smarter voters and elect a new group without so many secrets.

I suggest that they remove this animal from the zoo immediately. As a hunter I have seen this condtion before, however I am unaware if this condition causes suffering. If so, the humane thing to do is to put the animal down. I commend Mrs. Cohen's concern and her visions for the future. Enough said!

If anyone has questions about the deer situation or any other happenings at the zoo they can call and ask for Mr. Hamilton directly. I have found him to be honest and forth right in this matter and with other questions I asked. Why hear these accusations second hand and answers by people that assume to know the answer. Ask Mr. Hamilton directly and get off the negative. If all this bad talk energy was put to good talk the blog would be much better in my opinion. Negetive comments will help get things started but get off the boat when positive results are happening and that is what Mr. Hamilton and the zoo staff is doing.

Anon 4:15 what are you reading? This post was not negative in anyway, shape or form. On the contrary, it was one of the more positive things to happen in the city in a long time. Do you believe recognizing and commending someone for being honest and forthright is negative? If so, you have got to be an FOB.

4:15 p.m., you apparently have missed the saga that Ms. Cohen TRIED to just contact the zoo director last year and got slammed from the mayor.

She never said anything against Mr. Hamilton, or the zoo either for that matter. Her biggest complaint was the lack of responsiveness from the administration over the course of a year, NOT a problem with Mr. Hamilton.

Give Ms. Cohen AND Mr. Hamilton BOTH credit for handling things the right way.

The Barrie=Gary Team could learn a lot from them about how to do things in a constructive manner. All the Barrie=Gary Team show us is the way NOT to do things. Their "crush and control those who disagree" method of operating is scary, which is why so many of us remain anonymous.
