BREAKING NEWS: Salisbury Bypass Closed (3-3-19)

Salisbury FD is on an MVC for the past hour on the Rt 13 bypass south of Rt. 50. All of Salisbury's ambulances and E16-1, Eng 2, Truck 1, Rescue 1, Deputy Chief 1, Trooper 4, A Fruitland ambulance and a Parsonsburg ambulance. 

The Rt 13 bypass is shut down and a patient has a tire iron impaled all the way through his abdomen. The Go Team out of Baltimore has been called and being flown in with a 35 minute ETA.

At approximately 1128 Wicomico County 911 dispatched Station 1 and Station 1 EMS for an MVC at Ocean Gateway and the Rt. 13 Bypass.

At approximately 1130 Truck 1, PM A1, Assistant Chief 1 and Engine 2 is responding. Central advises them that they have 3 cars and 4 patients and possibly 1 patient with an impalement. One of the officers requests only 1 additional ambulance. No one requests the rescue truck for the Impaled Patient. That is Basic EMT 101. What a bunch of inexperienced idiots. You will see this patient ends up suffering longer than he has to.

One of the first ambulance crews finally requests to Upgrade to rescue at 1136 hours.
Engine 2 arrives on scene and tells everyone where the accident is. 22A establishes command at 1136 hours.
AC 1 on location assuming command at 1137(Doug Parker acting as an assistant chief)
E16-1 is somewhere out and about and tells Central they are en route to Station 16 to get the rescue truck.
At 1138 someone is requesting another ambulance.
Rescue 16 responds with Deputy Chief 2 and 4 at 1139 hours.

Engine 16-1 is still responding to the Station to pick up the Rescue Truck.

Bypass Command requesting Trooper 4, Advise them that they have a patient with a tire iron all the way through their abdomen.
Engine 16-1 turns around and is now enroute to the scene at 1140.
Wicomico 911 dispatching Station 6 Parsonsburg for an additional ambo at 11 41.
Command asks Central to alert the Volunteers in Salisbury for stand by crews at 1141 hours.
Central dispatching Stations 1, 2, 16 for standby crews at their stations. She forgot that there were no volunteers at Station 1.
EMT Mathews from Parsonsburg advising the call is covered at 1142.
Now Bypass Command is requesting a 4th ambulance at 1143. Why didn't someone request 4 ambulances when Central told them there were 4 patients in the beginning?? Poor leadership from the fire officers and the paramedics at the Salisbury Fire Department. Why didn't Central dispatch 4 ambulances when she knew there were 4 patients with at least one patient in serious condition? What do you say Mr. Culver?

Engine 16-1 is requesting the best access to the scene and two different people are telling him where to go. at 1143. So much for the Incident Command System!!
Central to Bypass Command Troop 4 is en route with a 7 minute ETA at 1144. So that should put Trooper 4 at the scene at 1151 hours. 23 minutes after the initial dispatch?
PM B16 is responding at 1145
Deputy Chief 1(Darrin Scott) to PM B16 what is your route of travel? I thought Doug Parker was in Command??
PM A6 responding from Station 16 at 1146.
"Command to E16-1 need to switch your crew one for line and one for victim in red car. at 1146 hours"
"Central to Command you have A6 and B16 responding at 1147"
"E16-1 arriving at 1147" Twenty minutes after the initial call and they weren't even dispatched and now no one to cover the city. Wow.
"Trooper 4 to command have a 3 minute ETA. Who is our ground contact." Command to trooper 4 you can park over there in the sand. If you don't like that we can land you on the bypass." That clearly went over Dougy's head.
"Command to Central Requesting the Go Team at 1150." 22 minutes after the initial call.

Rescue 16 commanded by Deputy Chief 2 didn't have enough sense to tell Central when they arrived on scene and that is a requirement for legal records.

Command made that request 17 minutes ago and Central forgot to do their Response Checks as required by Protocol. Why didn't Central do a check after 4 minutes like they are REQUIRED to? Central now re-alerts Stations 1, 2, and 16 for a standby crew. That should have been 4 response checks now and two of them should have been for the next due fire company responses. Central screwed that dispatch Protocol up big time.

Station 5 EMS and 16 Fire crew is dispatched for seizures in the area of Outten Brothers. at 1201 PM. PM A5 responds at 1201 for a Delta Call. But no stand by crew for the Medical Assist from Salisbury??
"Bypass Command to Central give me an additional ambulance" at 1202 PM. Why didn't he call for EMS stand by crews in the beginning? Now the patients have to wait a longer time than necessary. What happened to their tired mantra about it's better to have more fire trucks and more people than needed and you can always turn them back if you don't? I guess that only applies when they are chasing ambulance calls with fire trucks! P!ss Poor Leadership again from the Salisbury Fire Department. Jake Day you need to resign for not hiring a real fire chief that knows how to run the Fire and EMS in this City!
Central dispatches Station 3 EMS to assist Salisbury on an MVC with rescue South bound Salisbury Bypass South of Ocean Gateway at 1203PM. PM 3 responds at 1204 PM

Deputy Chief 1 to Central have we ever gotten a standby crew from the volunteers? Wait Darrin?? I thought that Doug Parker was in Command again?? So much for utilizing the Incident Command System in the City of Salisbury which is Standard Operating Procedure in Salisbury which could result in being written up without pay and/or being terminated. Central said "That's negative, I haven't heard back from the volunteers." DC 1 says "give me and engine and an ambulance from the closest station." Someone from Station 16 gets on the radio and says "We have 2 people waiting for the 3 one to get the engine out to the Outten Brothers call for the Medical Assist." Central tells DC 1 and he says Ok, but still give me and engine and an ambulance. at 1209." Central you were told 28 minutes ago to get Stand by crews from the volunteers and you failed to act again. This Dispatcher at Wicomico Central should be fired and so should her supervisors including the Director of Emergency Services.

"Central to Eng. 16 I'm going to need you to divert I have an MVC." OH MY GOD Central, What happened to the Delta Call Medical Assist which they were initially dispatched on!! It was a High Priority Call and you are not allowed to dispatch to a lower priority call!! Do you damn job and dispatch second due for any outstanding calls like you are required to do!!
"Command to Deputy Chief 2." Someone says "he doesn't have a radio." "Ok, tell him that we have the Go Team en route with a 30 min ETA." "Ok, keep them en route but we may cancel them." at 1212 pm. Where did Command get that information? Why didn't Deputy Chief Jimmy Gladwell have a radio on him during this incident? He has one assigned to him personally and there are multiple radios on the Rescue Truck which he is in command of. He too needs to be written up.
Central finally dispatches Station 16 and Station 5 for a reported MVC at Rt. 13 and North Blvd. Finally 4 minutes after telling Engine 16-1 to divert. Another failure for Central. Eng. 16 responds to that at 1213 hrs.

PM 3 from Fruitland advises they are approaching the scene at 1214.

PM B5 tells Central they are transporting an Over Dose patient, not a seizure patient and to advise City PD that they left their car in the intersection. Central screwed that dispatch up also by not getting enough information. Why was this dispatcher not given enough help and why was she not doing her job properly? Where were her supervisors and where was the Director and Deputy Director of Emergency Services?
PM B16 to Command PRMC is trying to get a total of pts. Command advises possibly 5 at 1215 hours. Why didn't Central ask Command the total number of patients for a major incident like this as required? Why didn't Dougy Parker or Darrin Scott get that information to advise Central and PRMC so there are enough doctors and staff available to handle this Mass Casualty Incident(MCI).

Station 74 Fire and EMS dispatched for one engine and one ambulance to stand by at St. 16 in Salisbury. FINALLY she dispatches a standby crew. at 1216 PM Finally!
Eng 16 on location FF Townsend(Cherry Cheeks) has North Blvd Command. 1216 PM.
PM B5 arrives at PRMC at 1217.
PM A5 responding to the MVC at Rt. 13 and North Blvd. at 1217.
"Central to Bypass Command the Go Team has about a 35 minute ETA???" at 1219 hours. Wait I thought Dougy said they had a 30 minute ETA 7 minutes ago at 1212 hours?
Central re-alerts Station 74 EMS 1219
"Bypass Command to Central the extrication is complete and packaging the patient" at 1220 hours.

PM B6 at PRMC at 1221 hours. This accident happened almost an hour ago.
Eng. 74-3 responding at 1221.
Central to Dep. Chief 1 EMS Salisbury. Eng. 74-3 and Amb. A74 is in route to stand by at this time.
A5 on the scene at 12 26.
North Blvd Command under control and staffing A5 with a PM at 1231.
North Blvd Command is terminated and Eng 16 is en route to PRMC at 1236 hours.
Eng 74-3 out at Station 16 at 1237 hours. Keep in mind that Command asked Central to backfill the stations with volunteers at 1141 hours. After nearly an hour the first standby engine crew arrives in Salisbury. This is unacceptable and someone needs to be fired over this.

1 Patient is family. He heard 1st responder call for 3 ambulances, for him & his 2 friends, immediately. The driver of the car that hit them was up & about & refused medical attention.

PM A3 arrived at PRMC at 1238 hours.
"Bypass Command to Central. Trooper 4 has the patient and en route to the hospital" at 1239 hours. "Also the Rt. 13 Bypass is shut down." Keep in mind that patient on the helicopter has been on the scene for over an hour and 10 minutes.
"Central to Bypass command? Is Trooper for going straight to Shock Trauma?" Command advises that is correct with one of their paramedics on board at 1242 hours. Way to go Acting Chief Dougy Parker. Why didn't you tell them that information in the beginning?? Horrible job of Acting! Poor leadership in Salisbury. Keep in mind that patient has already been on the scene for over an hour and 10 minutes and then another 30 minutes in the air to Shock Trauma in Baltimore. This Patient will have another 5 to 10 minute transfer time for helicopter to Emergency Room. This patient has already used up his Golden Hour and more than likely 2 hours before he hits the operating room.
"Deputy Chief 1 to Engine Driver. It's going to be better if you come up here." at 1245.
"Central to PM 74, just confirming, are you at Station 16?" "Not yet" at 1247 hours.
"B16 to Bypass Command, PRMC is inquiring is there anymore patients at the scene." "Negative." "Ok, Thank you" at 1249 hours.
Rescue 16 is returning and available at 1303 hours.

How the heck do you have a 3 car collision on the BYPASS??? It's a four lane highway with a wide median. Impaled by a tire iron? Road rage? I commute on that highway twice a day. It is a controlled access highway. Today is sunny and no precipitation. No ice, visibility unlimited. What the heck? I definitely wont to hear more about how some irresponsible idiot caused that.

Oh Lord! Doug Parker is the same "Acting Assistant Chief" who let the apartments burn down at the bad fire at North Park Gardens apartments a couple of weeks ago on February 10th. Some people posted some colorful Comments about Dougy on that fire. You think John Tull would have learned from that incident that Parker isn't qualified or capable.

The only way to get promoted in the Salisbury Fire Department is to Kiss some major Butt or be a likable guy. I know Doug is likable but that doesn't equate to qualified or capable. Darrin Scott probably gave him the answers to the Lieutenants exam like he has done to others.

No, the Go Team is a specialized group of surgeons who respond to wrecks, industrial accidents, etc. PRMC doesn’t employ the trauma surgeons, and while they have some talented trauma surgeons, they don’t have the training that the Go Team has.

Didn't you know that that County is required to provide the appropriate fire and EMS for the citizens and visitors of Wicomico County? Didn't you know that Culver signed the Fire Service Agreement with Jake Day and the City?

Four patients as you said and one serious requires 4 ambulances. Funny how it ended up being 5 or 6 ambulances and 1 helicopter. She SCREWED UP by not dispatching the appropriate amount of resources needed for this MCI.

If there were 4 minor fender benders then you dispatchers would have dispatch 4 different ambulances. If you are that stupid as a dispatcher I hope you are not working in Wicomico County.

A dog was in the roadway and vehicles had stopped and slowed down and the lady driver did not stop and hit the white vehicle from behind at a high rate of speed. I just don’t understand how you can’t see all the vehicles stopping In front of you unless you are distracted by something. Sad thing about it the lady that hit the three victims from the car did not even come up and make sure they were ok or anything stayed back walking around talking on her cell phone. Makes you wonder what distracted her in the first place.

Half of you don't even know what the hell you're talking about… Probably 95% of you have never had training as an EMT, paramedic or an EMS dispatcher. I challenge you to sit and do their job and then open your mouth.
As far as SALISBURY and their crews???? Some of the spoken ones are at Delmar fire department as well… Same :::: different day

From family of victim: Several cars were already completely stopped on the road, blocking both lanes, in attempt to avoid hitting / catch a dog running loose on bypass. (Which we have also witnessed several times before!) The driver of rear ended car saw these stopped cars and the dog upon entering from ramp, so approached slowly, then slowed to about 10 mph. That's when he was hit so hard his car was sent airborne, then landed in a ditch. He was knocked unconscious and into the back seat. Was able to get out when he came to. Friend 1 was helped out by medics. Friend 2 saw that he'd been impaled by lug wrench that came through seat from trunk after realizing he couldn't move. They were hit so hard, there's no way other driver was paying any attention. She was up walking around, yet never went over to check on those she hit. We appreciate the care & professionalism of all the first responders!

Earlier he was trying to dispatch Salisbury EMS to an ambulance call on Hobbs Road near Shavox Road but he was calling it Shuh Vax road. What a stupid idiot!!

What I would like to know is why the Hell did they promote Jimmy Gladwell to Deputy Chief and all he does is ride the Rescue Truck or the Tower Truck and a few occasions?

What the Hell does he do all day that his job is justified?

What the Hell does Darrin Scott do all day to justify his job?

What the Hell justifies having 2 paid Deputy Chiefs in Salisbury?

Station 16 volunteers...where are you ? Station 16 has a failure rate on volunteer response of 95% . You need to call them the day before the incident so they can schedule to be there, real volunteers...not ! Then they need to ask if they can respond because of their incompetence. Volunteers in salisbury is no more, it's just a club, hangout or place to sleep off a good drunk. The real volunteers have been run off by Day and Hoppes.

They call him “Bootsy”. He was named that after he accidentally jumped in my boots while gearing up for a fire. He was so short, he got stuck in my tall boots and we had to “rescue” him by picking him up and setting him down so that he could get out of real, adult sized boots. He wears kids clothes and shops at Baby Gap because he is a vertically challenged midget. True story.

Family: there were several cars stopped on bypass due to dog in roadway. This dog has been spotted several times in the bypass. After accident happened owners of said dog came up and got there dog and went home. Owners of the dog need some educating on how to keep there dog in there yard. White civic was slowed down to 5-10 miles per hour when worthy failed to stop and reended white civic sending them airborne. Three patients in white car. Worthy got out of her car and preceded to stand around talking on her cell phone not even checking on the person she hit. Lack of attention when driving and the dog caused this accident. The back and forth bickering about the fire dept and dispatch is uncalled for. Because when they need you they will be there for you. People need to grow up if you can do a better job than our first responders then maybe you should go to school get the training required and then apply and become a first responder until then shut your mouth and show some appreciation for them. There will be one day that you need them and you will be thankful they are there.

Yes he would, he’s as two faced as they come. You won’t get to turn all the way around and he’ll stick a knife in your back. All he does is gossip and goes from person to person and talks about everyone else that isn’t around. If you’re not from or affiliated with PGFD you’re worthless in his eyes. I’ve witnessed him slamming personnel on his own shift and then acting like best friends when they’re in the room. So yes, Bryan is totally capable of trying to discredit the rest of us. It’s amazing to read all the negative comments on here about the SFD. Certainly a ton of “armchair quarterbacks” with a lot of “keyboard warrior expertise” trying to pick apart the incident. Not just the incident, but personal attacks and vicious slander against specific members.
All of the negative comments seem to be a sad attempt to sling some mud, any old mud that can be made up, and see what sticks. Pretty sad and quite obviously the efforts of those who have some lingering anger with/about the department.
Could it be those same sad souls that sent themselves packing ? Those same ones that couldn’t step up, be a productive part of the department and actually serve their community?
Sorry folks, you put yourselves in that position and did this to yourselves, causing quite the rift in the Wicomico county fire service as you did it. You are now on the outside looking in, not one of those on the scene doing the job. Be resentful and hateful all you want. Just remember it’s you that put you there. So kindly be quiet about it now. Just relax and let those that step up continue to greatly do what you never could. Just quietly enjoy the view and let them shine.

They were just trying to get the story of what actually happened out there. Maybe you should be praying for her family. If the Sheriff's Office raided Records pad they would find thousands of dollars worth of old and new fire equipment from the Salisbury Fire Department. I donated some antique helmets and gear that my grandfather had and Mr. Records took it and it isn't on display at the "Museum" on Cypress Street. If it's not in that building then there must be another museum somewhere but where?? I'm told there is none but and to check at Mr. Records house or in his sheds.

Jake Day hated the volunteers from the start and that is why there are none around now. I'm surprised they still have Token Boy Lee Smith pretending he is a chief officer to appease the few vollies who are left. Has that clown ever commanded a real fire? Heck, has he ever commanded an incident?

You are correct, but you need to give credit to the other wannabe officers on the scene as well. You have Darrin Scott, Deputy Chief and Jimmie Gladwell, Deputy Chief on the scene who are supposed to have earned their rank, but they too didn't know what to do correctly on the scene. Darrin was ignoring the incident command system and Bootsy didn't even have a portable radio with him. What an idiot.

Since Darrin was hijacking the incident command system he should have taken command and handled the incident correctly, but this is the same guy who can't pass a basic multiple choice test without cheating. God have mercy on those idiots running the Fire Department.

There is no hatred for the local fire departments, just critical of the people ruining the local fire departments and mainly the paid fire department of Salisbury. The people who ran off the volunteer firemen.
