Mopeds and motor scooters may soon require titles filed with the Motor Vehicle Administration and their operators could be required to carry liability insurance.

There will be a lot of used mopeds and scooters for sale as the reason for them will cease to exist. Shops will go out of business over this money grab.

It is truly amazing that our state government can't stand the fact that they can't tax or regulate something that is beneficial to the average person.

Bicycles may be next, but then again, cycling is something of a rich or well off person's sport and thus maybe too influential .

Bicycles might be next. Maybe skateboards too. Anything to "generate revenue" (i.e. steal more from the taxpayers) for our bankrupt state.

THIS is how our "representatives" represent us. Spend every dime we'll have for the next several generations, without regard. Then look around to tax, fine, fee, and surcharge us for EVERYTHING, without regard. Then tell US (not themselves, who want for nothing and using the power they have, insure THAT) that we must cut back, accept less, do without, and "sacrifice". Take heart, there is a whole new group of charlatans and con artists who PROMISE they will "change things". And most of you argue among yourselves about which one of them is best for the job. Its like debating which one of the Three Stooges was the smartest. get back to me in a few years and tell me how YOUR guy changed ANYTHING. At the risk of getting on a list somewhere in D.C., I suggest open revolt. If not, the alternative is to let these out-of-touch egomanical thieves take everything you have.....

Good...the next time someone on a scooter hits my car I expect them to pay for it. And if my 12' jon boat with a little outboard motor must be registered with the DNR and pay a fee scooter owners should too. Now a non-motorized vehicle, like a bike or a canoe, should be exempt. IMHO. I never understood why you can zip around on a scooter without a helment but you are supposed to wear one riding a bike. Makes no sense.

The TAX assault on the scooter demographic is just as asinine as the the previous TAX assault on small boat owners like yourself. You didnt stand against it. You just grumbled and forked over the cash like a good little sheep standing at the cliff with a sore bottom.
Kinda like paying to park on streets you already paid to build and continue to pay to maintain.
So, the Government continues to assault our freedoms. If you want cheap transportation, be careful. You might be considered a terrorist threat.

Anonymous 8:10, You are exactly the problem with this country. You seem to think that the people using these scooters as toys. As 7:16 put it, most people that you see using scooters are going to or from their jobs or from the grocery store or wherever. Gas prices are through the roof and when someone makes $8 or $9 per hour, they just cannot afford it. When will the people that at least try by maintaining a job earn the respect they deserve. Also, as far as your mentality of "if I have to pay, he has to also" just plain stinks. I too have a small boat and a small motor and I think that it is ridiculous that I have to pay to put it in the water. Not to mention the fishing license and the hunting license and everything else under the sun. This government is literally nickle and diming us to death and is no friend of the working man. And to think....O'Mally won the last election by awful Ehrlich was by raising a few fees when he was gov...what a joke. /end rant

Imclain, Imclain, Imclain....you are right again. Open revolt is the only thing that will make any difference at all. All of this election nonsense only serves to appease the unknowing masses. The sheep who continue down the path to slaughter. I will not be wasting my time at the ballot box this election day. There is no possibility we will ever reverse the direction we are headed in. The financial crisis upon us isn't getting better but we can print enough money to make it look that way - for a while. No I intend to spen my valuable time preparing for what I know to be inevitable. I suspect you will be doing the same. L

8:54 well said! they are defeating the whole purpose of having a scotter! face it..they're embarrasing to ride as is! goin to put awhole lot of ppl out of work!scooter stores..factories..and all that! i can't beleive some want it to pass just because they have to with jon boats..they would rather the gov get it than their neighbors.. WOW.

They are motor vehicles, but they are drivin by people that are trying to cheat the system and don’t even understand driving laws , Many are dangerous, and need to pass a test just like I did even though it was on a small 125 yamaha.
The only person it hurts is the guy that tailers that big ugly purple sign around Salisbury only to make more money.

To ride a moped in MD you do need to have a license. And they do require at least a title transfer to own

Good! Scooters are motorized vehicles. They crash into a car or truck, they can cause a lot of damage. Whos insurance is going to pay?? Come on Joe. Dont fight the power all the time.

If my husband & I have to pay for insurance, tags, & wear helmets to operate our motorcycles, why don't the scooter operators?? Makes no sense, totally out of balance. Nearly all of these people that I see on a daily basis are riding in whatever lane they choose, in most cases impeding traffic, & showing no common sense or knowledge of rules of the road. Also, comparing scooters to bicycles is an apples to oranges comparison.

Some of these comments are just amazing. For those of you simple folks out there, if a dude....or a dudette driving a scooter damages your car, then said dude or dudette should pay for it. There are all sorts of systems already in place to facilitate this concept. The government does not need to further hinder the average joe.

yes bicycles, then because we use our legs for walking, they will be taxed. you know that's how this works.

because of the current liberal, rotten, obama economy; the citizens are resorting to more affordable transportation, so the "socialist state of maryland" with it's liberal, socialist, communist leanings see more ways to squeeze more money out of the worker bees.

don't you just love these "tax and spend" liberal democrats? have you had your fill of these numbskulls yet? what are you going to do about it in the future? are you just going to gripe and complain, or are you going to get off your butt and DO SOMETHING REAL TO MAKE A CHANGE?

I saw some people walking badly, they almost caused an accident, it was terrible. Maybe we should have walkers get insurance and a license to walk as well. Surely it's needed in OC where pedestrians are killed every year because of bad and/or drunk walking.

They have formed a committee to show just cause for this issue.
O'malley has appointed a judge from western MD to help with this. He said the revenue is needed and should pass with no problems.
They say it will take about two years of investigation and will employ another 200 people with the MVA , must have the ability to speak spanish.
However , I do believe they should concentrate on all the uninsured motorist on the road. Most are illegal mexicans.

As I have said before, it is outragious that someone is allowed to ride a motor vehicle without insurance. If you think I am wrong, stand in the street (or sidewalk) and let a moped with a 200# rider hit you at full speed (appx 35). Hope YOU have good insurance because you will be paying for your injuries. Anyone who cannot pay for insurance, will not be able to cough up $100,000 in cash to put you back together

I have had a problem with the scooters/ moped operators since day one. If it is motorized ( including bicycles with motors) then it should fall under the same rules as motorcycles. You should have to wear a helmet, tag it and insure it JUST LIKE WE DO. If you can't afford $150.00 year for insurance then get a bicycle. My motorcylce insurance is $200 a year for full coverage. I should not have to pay for you running into me because you are not required to have insurance. I should not have to pay for your health care or funeral because you screwed up.
Your moped/ scooter will reach speeds of 30mph or more so why should you not have to wear a helmet? If you smack your head on the ground, another vehicle or tree at 30mph it will most likely kill you the same as me on my Harley.
Matter of fact I think all people driving cars and trucks should have to wear helmets since its all about safety, right? I mean, there is just as much chance of you hitting your head inside a vehicle when your in an accident. Surely the govt. would not put a law in place for the sole purpose of generating revenue from the middle class families.

i also think they should pass the same test i did.
many of these people have no clue what they are doing and a menace to traffic

insurance on motorcycles is only @ 150 a year, scooter should be much less

Government keeps adding new laws when they don't enforce the laws we have. Scooters are not supposed to be allowed on RT's 13 and 50. The police continue to overlook cars that drive in the rain and fog with no lights, scooters on roads they don't belong.

How many people have gotten a ticket for using a cell phone while driving? It hasn't stopped.

I'm all for the use of scooters with gas prices so high.
My question is this: Are scooter operators supposed to follow the rules of the road for bicycles or for motor vehicles?

IMHO: If they are held to the driving rules of motor vehicles, then they should have to carry a license, tag and insurance as they are on the motorized portion of the road. If they are held to the rules of a bicycle, then they should be traveling in a bike lane or by bicycle rules and not require a license, tag or insurance.

Having your lights on in the rain with your windshield wipers going and cell phone violations are SECONDARY violations. You can't get stopped for either of them thanks to the General Assembly. So don't blame the police.

All you conspiracy theorists should get a life. I have a motorcycle license, wear a helmut and have insurance as prescribed by law. And then there are these idiots in traffic on scooters doing 30+ mph, no helmut, insurance or common sense. Although you can't legislate common sense you create rules that force them to be legally responsible for their actions.
