Agency has poor record of collecting, monitoring benefits for poor

The head of the state office that collects child support acknowledged his agency has done a poor job collecting funds. Theodore Dallas, secretary of the Department of Human Resources, told a hearing in Annapolis Tuesday he will consider replacing employees to improve operations.
