Not even close.
The City of Salisbury is sitting on millions of dollars in reserve funds.
Council's screw-up on the WWTP meand they'll have to borrow but the loan will be repaid over many years because the State won't want to put the City into bankruptcy.
When the City gets sound compotent financial management & stops crying poverty we'll have taken the first step towards fixing things.
