The Justice Department has filed a lawsuit against Alabama's new controversial immigration law, essentially fighting Alabama on grounds similar to its legal battle with Arizona over that state's controversial law.
In both cases, the Justice Department argues that the states are overstepping their authority by wading into something that is a strictly federal responsibility: immigration enforcement.

If its a federal obligation how come they are not enforcing it?
because there is no law requiring that they live up to their obligations. You must file a mandamus suit against them to force them to do it. Then they will have the justice department defend their inaction forever. Anyone filing such a suit would run out of money before it ever saw a courtroom. This is why we need to push the reset button.
