"Dear Mr. Albero,

I am emailing you the enclosed pictures as a last resort. The dog featured here, albeit blurry because I was in a moving car, has been the subject of numerous complaints to animal control (starting when he mauled my neighbor in summer 2007) but more recently because of his health. You can see his ribs and hips sticking out, and this morning I noticed a large sore on his right hip.

Animal Control has done absolutely nothing to help this dog. There are two more dogs at this house, which is also under investigation/fix-up order from Neighborhood Services. You can probably see the bright green sticker next to the door in one of the pictures. One dog is kept in a kennel outside, and one is in a small crate inside the house.. They are rarely fed - usually by neighbors who just throw food at them because nobody will go near them.

My hope is, if you would post these pictures, or get some better ones, then maybe something will be done. (but don't go near him, because he has a history of attacking anyone but the owner) It is not the dog's fault that he is vicious - that is the result of a lifetime of abuse & neglect - but he needs help.

"Hi Joe,

I have put a call in to City Animal Control...officer gets in this morning at 11:00 and hopefully he will call me first thing. I will get details of this situation and see what is going on...if the answers are not satisfactory then I will contact their supervisor. We are unable to go into the city limits unless asked for assistance. I agree with you 100% that something needs to be done ASAP. I will let you know what I find out. Please keep this between us for now. Thanks.

The Kentucky dogs are doing great! They are getting shots, ears cleaned, nails clipped...
a regular day at the spa! And so far 6 have been tested for heartworms, lyme and erlichia and all are negative! I'll talk to you this afternoon."

some people are just absolutely amazing...I don't know who these people are that live at this house...one thing is for sure...they need to be the ones treated the way there treating those dogs...whoever these people are I hope they are exposed and made to feel like the worthless individuals they ARE!!

Another case of the Salibury Police Department not doing their jobs. Yes the Animal Control officers fall Allan Webster. This residence has had numerous complaints about the dogs. They are sick and have no food or water. Just ride by there an look at the ribs on that dog.

I know the picture is blurry, but that looks like a festering sore on the right hip of that poor dog.

The other night it was 3 degrees outside and it has been extremely cold the last couple of weeks so why is those poor dogs outside in this freezing weather.

Enlarge the picture and you will see numerous code violations on the house and the property itself. Why isn't Code Compliance doing their jobs.

That property is a typical example of what this city has turned into under the thrown of Queen Dinglebarrie.

That is extremely disgusting. I am moving out of this city SOON!

These are the kind of people that I would like to put behind a car and drag them a few feet to make sure they have road rash on their butt just like this poor animal. Then I want to chain them up outside for a month and starve them so they see how it feels. I hope they remove the animals. I hate dogs on chains. If you can't take care of them properly then don't get them.

12:54 - Neighborhood Services just inspected last week - they have to give him time to fix the problems.

The house is owned by some company, I think this guy has a rent-to-own deal with them.

12:52 - the dogs are there because they have food, water and shelter - at least whenever animal control decides to come out to investigate complaints. We have been told that the only way they will intervene is if the doghouses and food/water containers are not there when they look.

Maybe someone should call the HSUS...whats stopping them from going into the City?

I understand there are rules...but these animals are suffering..

Please Linda cant you take these dogs out of the terrible situation.

Its heartbreaking. The people should not be allowed to own animals.

The sad part about it is. The neighbors said they are afraid to go near them. That probably means they are not adoptable so the outlook for these poor animals doesnt look good. Stuff like this really pi..... oops ticks me off!

what a generic and emotionless reply! you make it sound like everything is ok just because the powers that be say so! SHEEP! the fact is here we have someone that lives in this neighborhood and knows the deal, trying to do something about this. and you're just like... nevermind... you probably work for the city. it just really makes me mad how some people treat their animals. and this neighborhood has a lot of it. i know! i live in it too!

Wow, 4:01...considering that I am the one who originally emailed Joe, I think your statement about my "generic and emotionless reply" was unwarranted. If you had done more than skim my earlier post, you would have noticed that I said "we" (as in the neighbors) and knew some things that most people wouldn't - such as the NSCC inspection.

You also might have noticed the sarcasm, such as "at least whenever animal control decides to come out to investigate complaints".

Guess I should have spelled it out for you (**sarcasm**)

It's no wonder this dog isn't being well taken care of, he can't see him! I'm sure he's there for the protection but come on people.

Goes to show you once again just how well the Salisbury Animal Control is being run. The WHS cannot come into the City and do something about this but do tell me, after all the calls that have gone into Animal Control about this dog, do YOU think they even know the owner is BLIND?

Yes Joe, animal control knows very well that Mr. Wright is blind. So does NSCC, I think that may be one reason why they have gone so easy on him for so long. I also heard rumors that he used to work for the city...had forgotten that he ran for office last time!

His house has also been the focus of many drug investigations because of his "nephew" or some such relative - every time the boy gets out of jail we have to ask the police to keep an eye on that corner because the dealing starts up again.

4:56 - The green sticker on the house shows NSCC condemned the house. That doesn't seem like they are taking it easy on him.

I hadn't gotten close enough to the house to read the sticker, just knew that it meant something was finally happening...was just told a few minutes ago that he has 30 days to move.

Yes, the house is condemned NOW...but we've been complaining about it for years. NSCC went easy on him for many years - the conditions in that house did not happen overnight. There were even several times that the fire department/EMS couldn't get inside to take him to the hospital because of the junk and rotten floors.

Wow, that IS where Keith Wright lives. He did run for council in 2007. He has some fella who assists him.

(Reminds me of when Bubba didn't want phone in's by council members because he felt seeing the body language was important. Imagine if Keith Wright had gotten on council. Nice comment, Bubba.)

I feel sorry for both Mr. Wright and the dog. He seemed like a nice enough guy in the last election. The property information is above. Whoever Americor Financial is, don't they ever check on their property. If they did wouldn't they offer some assistance to the resident and the pet under the circumstances or is it easier to collect your money and turn a blind eye (pardon the punn)?

maybe the community could go help him to get his house back to a liveable condition. You could use some Obamas economic stimulus to help rebuild the house.

Tell me who has the right to take
this dog out of these circumstances?? The Cty just passed some news laws, are they
in affect as yet?? I had understood they were not untill next summer. I think there is nothing that can be done as to keeping an animal out in the freezing weather as yet. Would someone, Ms Lugo perhaps , let
people know what the laws are &
who does one go to to have them
enforced. They tried to get this
County to make stricter laws, & I
don't think they have done their
job . It is about time people
stepped up to have a stop put to
this kind of inhumane treatment of
animals & not strict enough laws
to back up this kind of treatment!! We should all write
our congressman, senators & such to
make people accountable. Till then
abuse will prevail!!!! So, people , What are you going to do? They don't have a voice---
WE HAVE TO DO THAT FOR THEM!!!!!

This is the same man that ran for the District 2 seat with Comegys last election. It's a wonder he didn't get elected, by the looks of the house he would be able to run the city just like Bubba and Shamey does.

That is not true. Know the facts before you post. You are speculating on hearsay. Also check out the court case listing for the owner, you will see previous action has been taken.

If animal control does nothing,heres a thought:
Do a property search online (assessments and taxation) to determine the owner or owners of this property.If it is indeed a rental,contact the owner.Odds are that the tenants are not even permitted to own A dog,much less multiple dogs,including one with a history of attacking people.Thats a liability to the landlords pocket,he or she will no doubt call animal authorities to remove the animals.
