Figueroa is a Hispanic male, 35 years of age, 6'01” tall, 240 lbs., black hair and brown eyes. He may be in the Dover or Wilmington areas. (Photo attached)
Troopers have been unable to make contact with Figueroa to check on his welfare. Attempts to locate him have been unsuccessful and there is a real concern for his safety and welfare.
