Its conforming. The people will see this and think it's a great idea without thinking about their rights quietly being taken. Most folks don't smoke. Still not a reason to infringe on a smokers rights.
11:10. I don't think this is in any way an effort to infringe on smokers rights. The right to smoke doesn't mean you have a right to litter. I am a smoker and if there is nowhere to immediately dispose of my butt, I put it out and hold onto it until I find a receptacle to dispose of it. Really no different than a non smoker shouldn't through their empty soda cups or food wrappers on the ground. Everyone is responsible for their litter.
It is not infringing on smokers rights to ask them to pick up their butts.
I smoke everyday and I don't find being asked not to drop unsightly butts all over the streets unreasonable at all. I don't do it now as a matter of fact I stump it out and put it back in the pack until I return home.
12:31, Maybe I should go back Downtown today and take pictures of each and every one of the signs they have placed on the Plaza. My point is, they are everywhere. Isn't it a shame that we have so many PIGS not only littering the streets but we have a Mayor who has to put up tons of signs littering the Plaza because the Police are too damned lazy to write a ticket and spread the word that you will be fined for littering. Oh, that's right, crime is DOWN in Salisbury. Shouldn't that mean they have time to walk the Plaza and ENFORCE a law?
maybe they should enforce the littering laws.

Infringing on smokers rights? Don't I have a right to breathe? Don't I have a right to walk around town or anywhere and not have to inhale your toxic fumes? Don't I have a right to walk through a business or your place of employment without having to inhale your polluted air?
You should be legally allowed to smoke anywhere you choose outdoors!

Here is a thought! A guy opens a bar and says I want to allow smokers only. Why can't he? Because the government says so? Its bs! Establishments should be allowed to identify and accommodate who they want as patrons. If a patron doesn't smoke and do sent want to be aroind it then go to a smoke free place.

I do agree that the signs can be just as ugly as the butts. Perhaps a middle ground somewhere can be reached. It would be similar to a "warning X fine for graffiti" on every wall to combat vandalism.
