Tips Lead To Arrest Of Flasher

Location: Shore Stop, 12984 South DuPont Highway, Felton, DE

Dates of Occurrence: Monday December 9, 2013 at approximately 11:38 a.m.

Victim:
51 year old female employee

Suspect:
Garland J. Citizen, 60, Felton, DE (Photo Attached)
Disorderly Conduct
Indecent Exposure 2nd

Arraigned at JP2 and committed to James T. Vaughn Correctional Center on $2,000.00 secured bond.

Resume:
Felton, DE- The Delaware State Police have arrested a Felton man after he entered a convenient store and exposed himself to a female employee.

The incident occurred on Monday December 9, 2013 around 11:38 a.m. when a black male subject entered the Shore Stop located at 12984 South DuPont Highway and purchased coffee and a paper. The subject then went to an area in the store where there are tables and sat. A few moments later, the 51 year old female employee noticed the male standing up and exposing his genitals. The black male then left the business in an unknown direction.

Surveillance photos were sent out over social media and news outlets which depicted the suspect. The investigating trooper received numerous tips which led to the arrest of Garland J. Citizen on Tuesday January 14, 2014. He was arrested at his residence and transported back to Troop 3 where he was arraigned at JP2 and later committed to JTVCC on $2,000.00 secured bond.
