“The basic concept is simple,” she said. “Every non-incarcerated adult citizen gets a monthly check from the government. Other safety net programs are jettisoned to pay for the mincome, and poverty is eliminated.”

Eliminating all the safety net programs, and using this approach would eliminate a lot of fraud, red tape, and waste.

I don't think it's a good idea, but it's better than what we have now... and at least it's not JUST freeloaders getting OUR money... at least we get some of it back.
I believe that is already the case. Every year most americans get a "Welfare Check" from the Government we generally call it an Income Tax refund. But for most Americans it is actually a "Welfare Check" as it is a result of credits not taxes overpaid.
Had minimum wage kept up with real inflation since 1965 minimum wage would be at least $18/hour. Instead or raising the minimum wage much the government has kept wages low by giving citizens more and more money in the form of Credits and Entitlement programs.
She is just following the tenets of the "messiah" OB'.
