WCSO Press Releases 4-3-12

Incident: Possession of Marijuana
Date of Incident: 1 April 2012
Location: 1300 block of Jersey Road, Salisbury, MD
Suspect: Jessica B. Scruggs, 32, Salisbury, MD

Narrative: On 1 April 2012
at 1:42 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by Jessica Scruggs of Salisbury for speeding. Upon making contact with Scruggs, the deputy was able to detect the odor of burnt marijuana emanating from within the passenger compartment of Scruggs’ vehicle which prompted the deputy to ask Scruggs to step from the vehicle. As she did, the deputy observed that Scruggs was cupping something in her hand in an attempt to hide it from the deputy.

As the deputy began to inquire what Scruggs was hiding, she tried to discard the object which led to the deputy retrieving it and identifying it as a marijuana cigarette.

The deputy placed Scruggs under arrest and transported her to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Scruggs on Personal Recognizance.

Suspect: Nicholas J. Galvin, 52, Berlin, MD

Narrative: On 30 M arch 2012
at 2:45 PM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by Nicholas Galvin of Berlin, MD for an equipment violation. While speaking with Galvin, the deputy observed that Galvin was visibly nervous about speaking to a law enforcement officer. That, coupled with the odor of marijuana emanating from the vehicle led the deputy to conduct a search. During the search, the deputy located marijuana and placed Galvin under arrest.

The deputy transported Galvin to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Galvin on Personal Recognizance.

That Scruggs scag had been arrested at least 30 times. What a loser!

I feel SO much safer now that the police have taken that "joint" off the street.....how much of the taxpayers money (some of which is MINE) was spent on the expense of getting that marijuana cigarette off the street? His salary, car expenses, processing costs, tow charges, attorney fees (you KNOW she's getting a public defender, at OUR expense, too), courtroom costs, etc. He would have been much smarter to just taken it and trashed it. And concentrated on some REAL crime. Picture the other cops talking about THEIR day --- "I stopped an assualt", "I caught a bank robber", "I broke up a theft ring", and then HE says -- "I got a joint off the street". Then the other cops fall to the ground in laughter.

Poor old man.equipment failure and nervousness equalled the smell of marijuana.I don't even smoke and get nervous when pulled. Food can always say they smell it even when none is there.its their way of searching with if without consent.and dont give consent then your five minute ticket turns into a twenty minute ticket.just enough time for a k9 to shiw and alert for something.

3:14...I hate to tell you (and I know its a surprise), but some of those "dirtbags" include the doctor you see, the teacher at the schools where your kids get taught, the lawyer you retain, the accountant who does your taxes, and yeah, the cop next door. And the President (several of them). Smoking a joint makes you a dirtbag? LOL! Better wake up. You've been dreaming too long....
