2:33 PM: Good Point

Your life has hit bottom and you fail to consider registering as a sex offender as one of your primary goals. Aside from their SE status, they are little different from the street people that inhabit OC every year whose world belongings are stuffed into a 30 gallon yard waste bag.

We are not doing anything about the homeless so why don't we just embed the SE people with the chips that we use to track lost animals?

Does just arresting them for not completing some paperwork actually accomplish anything?

The military will take them.
