Incident: Unattended Children
Date of Incident: 18 November 2011
Location: 9000 block of Calvary Circle, Salisbury, MD
Suspect: Young Hee Kwon, 61, Salisbury, MD

Narrative: On 18 November 2011
at 3:56 PM, a deputy from the Wicomico County Sheriff’s Office responded to a report of unattended children at a residence in the 9000 block of Calvary Circle. Upon arrival, the deputy learned that a neighbor had seen a three year old child wandering around outside the residence wearing only pajamas without any shoes or socks. When the neighbor contacted the child, she observed the child was crying and was unable to open the door to enter the residence. Upon helping the three year old inside, a one year old sibling was also discovered inside, also unattended, and in distress.

There were no adults present. Investigation revealed that the grandmother, Young Hee Kwon, had to leave to run an errand so she locked the children inside the residence alone while she was gone.

The investigating deputy obtained a warrant for the arrest of Young, who did return prior to the deputy’s arrival for the initial call. That warrant was served the following day and Kwon was transported to the Central Booking Unit where she was processed and taken in front of a District Court Commissioner. After an initial appearance, the Commissioner detained Kwon in the Detention Center in lieu of $40,000.00 bond.

Incident: Robbery
Date of Incident: 19 November 2011
Location: 8500 block of Bi-State Blvd., Delmar, MD
Suspect: 1. Justin T. Marshall, 31, Salisbury, MD
2. Allen M. Doane, 24, Salisbury, MD

Narrative: On 19 November 2011
at 8:16 PM, deputies from the Wicomico County Sheriff’s Office responded for a reported strong-arm robbery in the 8500 block of Bi-State Blvd in Delmar, MD.

Investigating deputies learned a male victim was walking across a field heading towards the Gordy Tiger- Mart when he was accosted accosted by an individual he recognized as Justin Marshall. The victim advised that Marshall engaged in a verbal confrontation prior to attacking the victim, during which a second individual, identified as Allen Doane joined the fray and began assaulting the victim. During the
attack, the victim’s hat and sweatshirt were taken from him. The victim managed to get away from his attackers and run to the convenience store where he was able to summons help.

Responding deputies located Marshall and Doane hiding in a nearby apartment where they were both taken into custody. The victim’s property was located inside the apartment. Upon arrest, Marshall and Doane were transported to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After their initial appearance, both Marshall and Doane were detained in the Detention Center by the Commissioner in lieu if bonds of $100,000.00 and $75,000.00 respectively.

Incident: Hindering and Obstructing

Location: 8500 block of Bi-State Blvd., Delmar, MD
Suspect: Jena M. Taylor, 26, Delmar, MD

Narrative: On 19 November 2011
at 8:16 PM, deputies from the Wicomico County Sheriff’s Office responded for a reported strong-arm robbery in the 8500 block of Bi-State Blvd in Delmar, MD. During the subsequent investigation, deputies responded to a nearby apartment where the believed suspects were hiding. While trying to ascertain the whereabouts of the suspects at the apartment, the resident there, Jena M. Taylor, repeatedly tried to tell the deputies the suspects were not there and that she did not know where they were. The two suspects were ultimately located inside the apartment and it was determined that Taylor attempted to provide false information to the deputies in an attempt to keep the suspects from being apprehended.

Taylor was placed under arrest and transported to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Taylor on Personal Recognizance.

Incident: Disorderly Conduct
Date of Incident: 20 November 2011
Location: 600 block of Liberty Street, Salisbury, MD
Suspect: Devonte J. Baine, 18, Salisbury, MD

Narrative: On 20 November 2011
at 12:03 AM, a deputy from the Wicomico County Sheriff’s Office was assisting the city police with a large and disorderly crowd in the 600 block of Liberty Street. While attempting to disperse the crowd, one of the subjects, Devonte Baine, stood in the middle of the street refusing multiple requests to leave the area while instead arguing with law enforcement.

Baine eventually complied but spit on the window of a marked Wicomico County Sheriff’s cruiser as Baine walked past.

Baine was placed under arrest.

Baine was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, he was released by the Commissioner on Personal Recognizance.

Incident: Disorderly Conduct
Date of Incident: 20 November 2011
Location: 600 block of Liberty Street, Salisbury, MD
Suspect: Male Juvenile, 16, Salisbury, MD

Narrative: On 20 November 2011
at 12:03 AM, a deputy from the Wicomico County Sheriff’s Office was assisting the city police with a large and disorderly crowd in the 600 block of Liberty Street. While trying to clear the area of disorderly subjects, a deputy ordered a 16 year old juvenile to leave the area which he initially complied with. A few moments later, the same deputy was present while two city officers were trying to complete an arrest of two subjects at the scene. The same juvenile that had been ordered to clear the area came running towards the city officers in an apparent attempt to prevent the arrest. The deputy placed the juvenile under arrest and transported him to the Sheriff’s Office.

The juvenile was processed at the Sheriff’s Office where the deputy completed a juvenile referral that will be sent to the Department of Juvenile Services for adjudication. The juvenile was released to a guardian at the Sheriff’s Office.

Incident: Underage Possession of Alcohol

Location: 4500 block of Powell School Rd., Powellville, MD

Narrative: On 20 November 2011
at 1:40 AM, deputies were called to a residence in the 4500 block of Powell School Road for a reported loud party. Upon arrival the deputies discovered both alcohol and underage drinkers. The deputies issued citations to the subjects present for underage possession of alcohol. A total of fifteen underage subjects were charged.
