That is definitely a violation of rights. They are not dogs. They do not need to be micro chipped.
I think Government officials need to be micro chipped, so we can tell if they are doing the job that we vote them into office to do.

A lot of watermen are crooks anyway , if you ain't doing something wrong then don't worry about the GPS.

It wouldn't be a horrible thing to have this as a voluntary program though. Being GPS tracked has the benefit of them being able to find you if you're in distress, something that would be extremely helpful in a boat. Though mandatory tracking is bad...
Commercial fishing boats engaged in many types of fisheries in federal waters already have transponders and have had them for several years. As soon as you leave the dock uncle sam wants to know what fisheries you're engaged in that trip. I could but, will not bore you with the details as to just how invasive this program is.
Maryland has always thought it can do whatever it wants with no repercussions.
The mentality of I'm not doing anything wrong so I don't care is dumb.
If you're not doing anything wrong, why would you have to prove it?
If you go along voluntarily, then you allow them to get their foot in the door. Expect them to do more after that.
