GE's H80 turboprop engine, which has been in development for several years in the Czech Republic, is now certified by the FAA, the company said last week. The engine was certified by EASA in December. The engine's launch customer is the Thrush 510G agricultural aircraft. According to GE, the engine "combines the elegant, robust design of the M601 engine with GE's 3-D aerodynamic design techniques and advanced materials to create a more powerful, fuel-efficient, durable engine with no recurrent fuel-nozzle inspections and no hot-section inspection." The H80 also will power the Aircraft Industries L410 twin-engine commuter aircraft, built in the Czech Republic, which has been flying since 1969, with 1,100 units produced. The new H80 version of the L410 is expected to be certified later this year.
The H80 engine will feature an extended service life of 3,600 flight-hours or 6,600 cycles between overhauls, GE said. It will provide the option of a single- or dual-acting governor, allowing customers to have flexibility in propeller selection. GE Aviation said it expects to produce 70 of the H80 engines this year. The H80 is the first GE engine to be manufactured outside the U.S., and the first to get its initial certification from EASA.

Va. To Sell Naming Rights For Roads, Bridges
RICHMOND, Va. - Want to get your name on a Virginia road or bridge? You will be able to do it soon, for a price.
Legislation approved recently by the General Assembly allows the state to sell naming rights for roads and bridges.
Names that are vulgar, obscene or socially, racially or ethnically offensive are prohibited. Also barred are names that condone or encourage violence or that describe illegal activities or substances.
Naming rights could generate $27.3 million in revenue in the first five years. Over 20 years, the state could reap about $273 million to help pay for building and repairing roads, the Virginia Center for Transportation Innovation and Research estimates.

Court Rejects Voter Suppression Efforts
Almost 47 years to the day after a peaceful voting rights march in Selma, Alabama, ended in violence on the Edmund Pettus Bridge, a federal court in Philadelphia struck a major blow against modern day voter intimidation tactics.
Last Thursday, the U.S. Court of Appeals for the Third Circuit upheld a long-standing consent decree prohibiting the Republican National Committee (RNC) from engaging in underhanded campaign practices aimed at depressing voter turnout in communities of color. The consent decree, which arose out of a 1981 voting rights lawsuit against the RNC, bars the organization from using voter challengers, poll watchers, and vote caging plans to target and intimidate voters of color. It specifically precludes the RNC’s poll watchers from overstepping their role as election observers and prohibits them from asking voters for identification, filming or recording voters, and distributing literature about voter fraud penalties. After a federal district court denied the RNC’s request to dissolve the consent decree in 2009, the RNC appealed to the Third Circuit.
In unanimously rejecting the RNC’s appeal, the Third Circuit highlighted the continuing threat that voter intimidation poses to our election system. The court’s opinion described how poll watchers and poll challengers have the potential to disenfranchise lawful voters by causing delays, crowding, and confusion inside the polling place and creating a charged partisan atmosphere that can intimidate many new voters. Pakistani Parliament Demands End to US Drone Strikes
A Pakistani parliamentary commission demanded on Tuesday an end to American drone attacks inside the country as part of proposed new terms of engagement with the United States.
The demand could complicate efforts to rebuild U.S.-Pakistani ties that were all but severed by U.S. airstrikes in November along the Afghan border that killed 24 Pakistani soldiers. The attack also led to Pakistan's closure of NATO supply lines to Afghanistan.
The parliament commission suggested Tuesday that the supply lines would not be permanently cut, as many Pakistanis would like, though it did not explicitly link the issue of the drones and the border closure.

State Department to announce new search for Amelia Earhart's plane in Pacific
Secretary of State Hillary Rodham Clinton is wading into one of the 20th century's most enduring mysteries: the fate of American aviator Amelia Earhart, who went missing without a trace over the South Pacific 75 years ago.
Clinton will meet Tuesday with historians and scientists from The International Group for Historic Aircraft Recovery, which is launching a new search in June for the wreckage of Earhart's Lockheed Electra plane off the remote island of Nikumaroro, in what is now the Pacific nation of Kiribati. Earhart and her navigator Fred Noonan disappeared July 2, 1937, while flying from New Guinea to Howland Island. Searches at the time uncovered nothing.
The group believes Earhart and Noonan may have managed to land on the island, then known as Gardner Island, and survived for a short time. Other historians believe they crashed into the ocean. But conspiracy theories, including claims that they were U.S. government agents captured by the Japanese before World War II, abound despite having been largely debunked.

That followed a multi million dollar ad campaign against the very same stance. They planned to sell the future of old people living off dog food to the membership via a series of town hall meetings.
The backlash from the membership led to the purge of the policy chief John Rother, who was made a scapegoat.
The latest development, reported in the Huffington Post, shows the housecleaning didn’t go far enough. AARP members need to demand resignation of all directors who are behind this scheme, which is probably all of them. Protests at their homes might be necessary to rein in an board which is so insistently defying its members wishes and interests.

Chinese Hack Microsoft
Chinese hackers apparently have gained access to Microsoft problem details even before a company patch was released and security researchers are worried the leak came directly from Microsoft’s secured website.
It relates to the Microsoft Security Response Center, which states the Microsoft Active Protections Program is: “a program for security software providers. The program gives members a head start to reproduce the vulnerabilities and program [anti-hacking] tools in advance of Microsoft’s official security updates.”

Occupy groups have shifted the national debate on taxes and inequality, helped homeowners stay in their homes, forced major policy issues to the forefront of debate at the state and federal level, and gotten the attention of the institutions they’ve challenged most forcefully. With that in mind, ThinkProgress compiled a brief list of Occupy Wall Street’s accomplishments over its first six months:
Income Inequality: The 99 Percent movement refocused America’s political debate, forcing news outlets and eventually politicians to focus on rising income inequality. Move Your Money: On Bank Transfer Day, activists helped more than 40,000 Americans move their money from large banks to credit unions, and more than 650,000 switched to credit unions last October. Religious groups have taken up the cause as well, moving $55 million before Thanksgiving. This year, a San Francisco interfaith group moved $10 million from Wells Fargo and other groups marked Lent by moving more money from Wall Street. As a result, analysts say the nation’s 10 biggest banks could lose $185 billion in customer deposits this year “due to customer defections.”

North Arlington ghost: Construction worker quits after Margaret Febrey sighting
An eerie encounter recently brought work at a North Arlington construction site to a complete stop.
Two months ago, an old Victorian house sat on the site, but as crews began demolishing the property to build a new club house, one of the workers spotted a young girl inside of the building.

COUNTY EXECUTIVE POLLITT REQUESTS .1% INCREASE IN THE INCOME TAX RATE
The increase is a direct response to HB 1412 and SB 848 Maintenance of Effort Legislation
March 20, 2012 – County Executive Rick Pollitt, Director of Administration, Wayne Strausburg, and Director of Finance, Andy Mackel addressed the County Council today requesting an increase of the income tax rate from 3.1% to 3.2%. This increase is a direct result of pending school funding and maintenance of effort (MOE) legislation currently being reviewed in Annapolis.
The bills – HB 1412 and SB 848 – are of major concern to Wicomico County because it creates strict and harsh funding requirements that cannot be met without dramatic tax increases and/or severe cuts in core services. The legislation alters the reset of MOE retroactively and subjects the County to an increase in the MOE level for FY2013 in excess of $14.2 million above the current base (not including an additional $200,000 already required for FY2013). It also allows the state to intercept income tax revenue from counties that fail to make MOE and sends those funds directly to the state Board of Education. These punitive penalties would be unsustainable for the county.
"Wicomico County is being taken to task by the State for what is perceived as a failure to adequately support education funding,” said County Executive Pollitt, “While I do not quarrel with the basic concern, the impact of the proposed 'cure' far exceeds the nature of the disease. However, if we do not increase the income tax rate, the millions of dollars the State will confiscate could very well put us out of business."
Andy Mackel, in his presentation, outlined the services that would be in jeopardy without the .1% increase in the income tax rate. In order to reach $14.4 million, 100% of the budget for Corrections, States Attorney and the Circuit Court would need to be eliminated; or 79% of the budgets for both the Sheriff and Department of Corrections.
According to Mackel, no other combination of cuts in other county functions would come remotely close to equaling the amount.
Another provision in the bill that has already passed in the Senate, SB 848, allows counties that missed MOE in FY2012 and have a local income tax rate of 3.2%, to rebase at the 2012 level in FY2013 only. Wicomico County’s current income tax rate is 3.1%.
In order to allow Wicomico to retain the current FY2012 MOE base of $36.2 million and avoid the additional and recurring expense of $14.2 million, County Executive Pollitt has requested immediate action from the Council.
A decision is expected this week on HB 1412. Both bills were introduced as ‘emergency’ legislation. Therefore, they will take effect when enacted. Councilwoman Gail Bartkovich repeated Pollitt’s sentiment that the legislation was paramount to “blackmail.” The County Council, voted unanimously to accept Bill No. 2012-02, regarding an income tax increase, for first reading. More Data Centers Coming to Maryland
Beltsville-based AiNet is preparing to open a data center in Glen Burnie, setting it up for cross-state competition with traditional data center hotspot Ashburn.
Deepak Jain, the company’s president and founder, said the company plans to open by July the first phase of a 300,000-square-foot data center on 15 acres. The center will be housed in an existing building that used to be home to a Boscov’s department store.
The data center will be AiNet’s third — the first two are in Beltsville and Laurel — and Jain said it will fill a geographic gap in the company’s portfolio while also allowing it to accept companies whose needs previously outstripped AiNet’s capacity.
“We are building on a strategy where customers will be able to operate from each of our buildings interchangeably,” said Jain. The new center “lets us do some deals that we couldn’t do.”

5 Reasons Socialism Is Inferior To Capitalism

Saying that capitalism is better than socialism is like saying that winning a million dollars is better than being in a high impact car crash. In other words, if you have an open mind, a good grasp on human nature and economics, and a passing knowledge of world history, there's absolutely no question that capitalism is superior to socialism.
Unfortunately, this lesson has been lost on a lot of people because our school systems have become so mediocre, there are no pure capitalist and socialist systems, and there are a lot of people who promote socialism for reasons that have nothing to do with economics. Is it surprising, for example, that politicians prefer an economic system that concentrates power in their hands as opposed to a system that makes them less relevant? Would anyone be shocked to find out that there are people who like the idea of making money based on whom they know and where they put their campaign contributions as opposed to slugging it out in the free market?
So with all that in mind, it is worth explaining, once again, why capitalism is absolutely, undeniably, unquestionably superior to socialism.

Food Police: Bloomberg Bans Home-Cooked Meals for the Homeless

So says New York City Mayor Michael Bloomberg, who has banned private food contributions to homeless shelters because he's afraid they won't meet his exacting nutritional standards:
In conjunction with a mayoral task force and the Health Department, the Department of Homeless Services recently started enforcing new nutritional rules for food served at city shelters. Since DHS can’t assess the nutritional content of donated food, shelters have to turn away good Samaritans.
DHS Commissioner Seth Diamond says the ban on food donations is consistent with Mayor Bloomberg’s emphasis on improving nutrition for all New Yorkers. A new interagency document controls what can be served at facilities — dictating serving sizes as well as salt, fat and calorie contents, plus fiber minimums and condiment recommendations.

Chicken Debate Heats Up In Annapolis
ANNAPOLIS, Md. - Chicken coops aren't just for the farm anymore.
Raising chickens in the city is a practice that's becoming more common nationwide.
Annapolis Mayor Josh Cohen has proposed an ordinance to allow city residents to keep as many as five hens, but no roosters, on their properties.
"In Annapolis, and I think all across the country, there's a renewed push toward sustainability. And people want to know where their food comes from, and they want to support restaurants that source their food locally.
"And it also extends to our own backyards, where people are not only doing much more gardening themselves, but they want to do backyard chickens," Cohen says.

Annapolis Mayor Josh Cohen has proposed an ordinance to allow city residents to keep as many as five hens, but no roosters, on their properties.
"In Annapolis, and I think all across the country, there's a renewed push toward sustainability. And people want to know where their food comes from, and they want to support restaurants that source their food locally.
"And it also extends to our own backyards, where people are not only doing much more gardening themselves, but they want to do backyard chickens," Cohen says.

Fair? Married Father Charged for Offering Girls a Ride Home During IL Snowstorm
A married father of three has been charged with disorderly conduct after offering two girls a ride home during a snowstorm in suburban Chicago. Though he maintains that it is all a misunderstanding, he faces a $750 fine if convicted.
Rodney Peterson said that on March 2, after getting gas, “I just noticed these girls, that they had no umbrella, no coats or hood or something of that nature and I just felt like I should help.” He said he rolled down his window, asked if they needed a ride, and after one of the girls said “We’re OK,” he continued driving.
Peterson said he thought nothing of it until three days later, when the police came knocking. According to the CBS 2 report, Peterson listened in disbelief as he was told that the girls had reported their encounter, and he was being charged with disorderly conduct for alarming and disturbing the girls.
Police maintain that if Peterson was worried about the welfare of the girls, he should have called 911.

Dire finances leave Detroit stalled
Despite assurances from Clint Eastwood and Eminem, Detroit’s rebirth may be on hold, as the city is on a Greece-like track to run out of money before summer, and things are getting increasingly testy between the state’s Republican governor and the city’s Democratic mayor.

Statement On School Status For March 20
The decision not to delay the opening of school on Tuesday, March 20 was based on early morning weather conditions. While the Maryland School Assessment testing schedule for today would have been impacted by a fog delay, the MSA testing for students in grades 3-8 was not considered when deciding whether to delay the opening of schools. Had there been a delayed opening or even a closing on a testing day, the testing schedule would have been adjusted accordingly.
Knowing that there was a potential for fog on the Lower Shore this morning, Wicomico transportation staff began looking at conditions throughout Wicomico County at 4 a.m. At 5:15 a.m., when a decision had to be made on whether to delay the start of school, conditions were fairly clear throughout Wicomico, so no delay was recommended. (Had there been a delay, ParentLink calls to Wicomico school families would have been made around 5:30 a.m.) Buses were already on the road and some students and many staff were already on their way to school when the fog set in after 6 a.m. Based on the early morning weather conditions, there was no fog delay this morning for public schools in Wicomico, Worcester or Somerset.

BREAKING NEWS: WE TRIED TO WARN YOU WEEKS AGO...
At 10:00 this morning County Executive Rick Pollitt made a rare appearance in front of the County Council to propose emergency legislation to increase the County Income Tax Rate from 3.1% to 3.2% by April 17th.
Based on the information only Salisbury News delivered on House Bill 1412 your beloved Governor, Delegate Norm Conway and others are BLACKMAILING Counties throughout Maryland to meet Maintenance of Effort with the Board of Education OR in Wicomico County's case be fined $14,000,000.00, in which the state would remove the proper funding to fully finance the BOE by taking those funds immediately out of the County's income taxes.
Now, there's no guarantee that by raising the income tax rate to 3.2% that the state will accept those funds as they are saying the legislation is retroactive, but there's hope it will work.
According to Mr. Pollitt, (in which he is correct)"the timing is critical" Councilman Bob Culver said, "this is legislative blackmail."
Mr. Pollitt went on to say that he doesn't think there's any doubt this is heading to court. In other words, the County will more than likely have to sue the state. The state is proving, (once again) its power over each County, similar to the Highway User Tax Funds that the state robbed years ago from the County.
Again, Salisbury News was the very first in the state to break the news on this legislation and we warned you it was coming. Today simply proved we were not only right, unfortunately the County, (you taxpayers) WILL be forced into paying more income tax to fund the Board of Education.
Rick Pollitt stated at one point that this is what elected officials do. They support the Board of Education when they run for office and in some cases pay MORE money above and beyond maintenance of effort to show their support. However, Council President Joe Holloway immediately stated, that's what got us into this mess, because we paid too much into it and the state can see we CAN do it.
He went on to say this emergency legislation takes away any incentive to ever consider doing more for the BOE down the road.
County Executive Rick Pollitt closed with this statement. We can't meet the $14,000,000.00 without shutting down the Sheriff's Department.
Some have wondered if this increase includes a property tax increase. The answer to that is NO. This is strictly based on an increase to your income tax. In my honest opinion, better they go after your INCOME than try playing the game with your property tax. What I mean by that is, (to me, anyway) your property values aren't expected to go UP in many years and its easier for them to go after your income instead.
In closing, Bob Culver threw out a very interesting question. He said, If we were to dissolve the County Council and let the state take over, what would happen. Wayne Strausburg replied, a bankruptcy appointee would come in and evaluate the dealings of Wicomico County. In other words, the County would go bankrupt.

Mark Levin Dares Media Matters to Take Legal Action Against Him
On his Monday broadcast, syndicated conservative radio host Mark Levin offered his take on a Daily Caller report that tied Media Matters for America to the al-Jazeera network. TheDC reported that the organization’s foreign policy fellow MJ Rosenberg has made some ill-advised statements about the Jewish community and the United States.
Levin called on the Internal Revenue Service to review Media Matters’ tax status and called the organization, as he has often done in the past, a “criminal front group.”
“Media Matters is a key political operative entity for the Democrat Party and for this president,” Levin said. “I don’t care if it covers itself in the charitable, non-profit, non-partisan mode, part of the Internal Revenue Code. That’s for the IRS to sort out and the IRS ought to be looking at them, quite frankly, as I’ve said many, many times. That’s why I call them a ‘criminal front group.’”
Levin challenged Media Matters to take action against him for the moniker he has given the group, and said he would use a lawsuit as an opportunity to investigate the organization.

Public School Principal Declares Public Schools Helping to Destroy America’s Foundation
Conservatives and Christians have been saying for years that America’s public school system has been destroying our children and thus destroying America’s foundation. Most educators deny the charge and say they are doing their best to educate and prepare today’s youth to be tomorrow’s leaders.
However, one brave public school principal has finally seen the light and has come public with his accusations against the public school system and how it is negatively impacting the country.
Jeffery Wick, a principal in Bowling Green, Virginia has just published a new book, Public Education: The Final Solution in the Conquest of America’s Ideals, in which he urges America to get back to its greatness and Christian foundations. In speaking about the nation, Wick said,

If the pope called for the destruction of all the mosques in Europe, the uproar would be cataclysmic. Pundits would lambaste the church, the White House would rush out a statement of deep concern, and rioters in the Middle East would kill each other in their grief. But when the most influential leader in the Muslim world issues a fatwa to destroy Christian churches, the silence is deafening.
On March 12, Sheik Abdul Aziz bin Abdullah, the grand mufti of Saudi Arabia, declared that it is “necessary to destroy all the churches of the region.” The ruling came in response to a query from a Kuwaiti delegation over proposed legislation to prevent construction of churches in the emirate. The mufti based his decision on a story that on his deathbed, Muhammad declared, “There are not to be two religions in the [Arabian] Peninsula.” This passage has long been used to justify intolerance in the kingdom. Churches have always been banned in Saudi Arabia, and until recently Jews were not even allowed in the country. Those wishing to worship in the manner of their choosing must do so hidden away in private, and even then the morality police have been known to show up unexpectedly and halt proceedings.
US Government Spent At Least $945M On Advertising In 2010
Federal agencies spent at least $945 million on contracts for advertising services in fiscal year 2010, and that sum doesn't include all public communications expenditures in the agencies reviewed or even all of the executive branch, a congressional report out last week shows.
Congressional Research Service reported that the calculation was incomplete since the total sum may never be fully known.
"It is unclear how much the executive branch, let alone the federal government as a whole, spends on communications each year," the CRS report found.

Many of these tax increases fall on families making less than $250,000 — a direct violation of candidate Obama’s promise not to raise “any form” of taxes on these families. In less than a week, the third anniversary of Obamacare being signed into law will take place. The Supreme Court will be hearing oral arguments about the constitutionality of Obamacare next week.

AFP Story on Obama Daughter’s Mexico Trip Scrubbed From Internet
An AFP report that President Barack Obama’s 13-year-old daughter, Malia, is spending spring break in Oaxaca, Mexico appears to have been completely scrubbed from the Internet news sites that first reported it. Pictures have appeared in Mexican magazine Quién.com allegedly showing Malia visiting Oaxaca.
AFP, the French news agency, first reported around mid-day Monday that Malia Obama was vacationing in Mexico with 12 friends under the protection of 25 Secret Service agents and a number of local police officers.
The International Business Times reported that “the group arrived in Oaxaca on Saturday and reportedly visited the architectural site of Mitla.”
The Department of Public Safety, a Texas law enforcement agency, issued a warning on Tuesday against students celebrating their spring breaks in violence-torn Mexico. The Huffington Post reported that in February, the United States State Department “recommended that Americans avoid travel to all or parts of 14 or 31 Mexican states. It’s the widest travel advisory issued by the U.S. since Mexico stepped up its drug war in 2006.”
Since the story was first reported, it appears to have been scrubbed from a number of news outlets. The Huffington Post, International Business Times, The Australian, The Telegraph and Global Grind have all removed the article. US Census Covering Great Depression to be Released
It was a decade when tens of millions of people in the U.S. experienced mass unemployment and social upheaval as the nation clawed its way out of the Great Depression and rumblings of global war were heard from abroad.
Now, intimate details of 132 million people who lived through the 1930s will be disclosed as the U.S. government releases the 1940 census on April 2 to the public for the first time after 72 years of privacy protection lapses.
Access to the records will be free and open to anyone on the Internet _ but they will not be immediately name searchable.
Poison Prevention Week
Salisbury, MD — Just as children are active and quick, poison also acts fast. Every year, over 1.2 million children ages 5 and under are poisoned nationally, accounting for approximately 50% of calls reported to poison centers. Every year, the Maryland Poison Center reports approximately 60,000 calls ranging from poisoning emergencies to poison information requests and have approximately 38,000 poisonings and overdoses. In 2010, the center reported that Wicomico County accounted for 2.3% of human exposure calls. Out of the total 827 human exposures, 490 were ages 12 and under, and 625 of the total poisonings were unintentional. The top three common causes for exposures for children under 6 years old are: (1) analgesics (pain relievers), (2) cosmetics and personal care products, and (3) household cleaning products.
Common items such as medicines, personal care products, and household cleaners found in all areas of the home can put children and grandchildren at risk for poisoning. Airline Passengers May Get a Break on Electronics
The government is taking a tentative step toward making it easier for airlines to allow passengers to use personal electronic devices such as tablets, e-readers and music players during takeoffs and landings.
The Federal Aviation Administration said Monday it is "exploring ways to bring together all of the key stakeholders involved" _ including airlines, aircraft manufacturers, consumer electronics makers, and flight attendant unions _ to discuss whether there are practical ways to test devices to see if they are safe for passengers to use during critical phases of flight.
Technically, FAA rules already permit any airline to test specific makes and models to determine if they generate enough power that they could interfere with sensitive cockpit radios, navigation instruments and other critical equipment. But few airlines have done that kind of extensive testing because there are so many devices, and testing them all _ or even many _ isn't practical.

A Dangerous Verdict in New Jersey
New Jersey jury on Friday convicted a Rutgers freshman of “bias intimidation,” among several other charges. Dharum Ravi had set up a webcam in the dorm room he shared with Tyler Clementi, and then posted footage online of Clementi being intimate with another man. Three days later Clementi jumped to his death from the George Washington Bridge. Ravi faces up to ten years in prison or deportation to India.
This verdict promises to have malign effects beyond the problems of hate-speech laws already long recognized. Most important, it will make it easier for Muslim organizations to achieve in the United States what they have in Europe: criminalizing legitimate and fact-based criticism of Islam by disguising it as “hate speech,” thus enlisting our criminal justice system in the enforcement of shari’a-based blasphemy laws.

(CAMBRIDGE, MD) – The search is continuing for the suspect who was shot at after he apparently attempted to drive at a Cambridge police officer when he fled from a traffic stop early yesterday morning in Dorchester County.
The suspect is identified as Demetrice D. Demby, 39, of the 700-block of Douglas Street, Cambridge, Md. Maryland State Police Homicide Unit investigators have obtained an arrest warrant charging Demby with first degree assault, second degree assault, attempted first degree murder, attempted second degree murder and second degree assault upon a law enforcement officer.
The Maryland State Police State Apprehension Team is coordinating the search for Demby. They are being assisted by state troopers from barracks on the Eastern Shore, as well as allied law enforcement agencies, including the Cambridge Police Department. Lookouts have been broadcast to police departments throughout the region.
Anyone with information about Demby or his current location is urged to call police immediately. Persons with information should call the Cambridge Police Department at 410-228-3333, or the Maryland State Police Easton Barrack at 410-822-3101, or 911. Callers may remain anonymous.
Demby has been sought since he fled a traffic stop shortly after 12:30 a.m. yesterday in the 500-block of Leonards Lane, Cambridge, Md. Demby had been stopped in a 1995 Chevrolet truck by Cambridge Police Department officers for a traffic violation. The observations and investigation by officers during the stop led officers to request a K-9 unit to respond to scan the vehicle for possible drug violations.
While that scan was being conducted, Demby accelerated the truck and is believed to have driven directly at one of the officers in front of the truck. That officer, in fear for his life, fired his pistol at Demby. A second officer, fearing for the life of his fellow officer, also fired his pistol. The officer in front of the truck sustained injuries that required hospitalization, including a broken ankle.
Officers found Demby’s abandoned truck several blocks away. The truck had been struck by gunfire from the officers, but at this time it is not apparent that Demby was hit.
Cambridge Police Department Chief Kenneth Malik requested that the Maryland State Police Homicide Unit conduct the investigation into the police shooting. The investigation is continuing.

Republicans Want Bigger Cuts In 2013 Budget
House Republicans are releasing a 2013 budget plan today that could produce even bigger spending cuts. The plan is expected to reduce agency operating budgets below levels negotiated last summer. Many of the $19 billion in cuts would hit the departments of Education, Energy, and Housing and Urban Development. Republicans also wanted House committees to scrub programs for savings that could prevent $100 billion in automatic spending cuts next year. Those cuts are set to happen, because of Congress' failed attempt last year to agree on a deficit-reduction plan.

(Salisbury, MD) - National Kick Butts Day is a day of tobacco prevention where youth all across the country are encouraged to stand up, speak up, and seize control over tobacco. “This will be the 17th year we celebrate this event, and thousands of events will be held throughout the country,” said Jennifer Johnson, Tobacco Coordinator at the Wicomico County Health Department. “Teachers, parents, youth group leaders and friends can all help as we stand up in the fight against tobacco by educating our youth on the dangers of cigarette smoke and tobacco.”

State governments lack transparency and accountability to citizens and remain at high risk for corruption, according to a new study of all 50 statehouses. The state doing the best? New Jersey.
Not a single state received an A in the State Integrity Investigation ranking, a product of the Center for Public Integrity, Public Radio International and Global Integrity.

Location: 8700 block of Rum Ridge Road, Delmar, MD
Suspect: Jordan J. Kent, 42, Delmar, MD
Narrative: On 17 March 2012 at 1:50 PM, a deputy from the Wicomico County Sheriff’s Office responded to a reported theft of scrap metal in the 8700 block of Rum Ridge Road. Upon arrival, the deputy met with the property owner who advised that he caught a subject stealing old metal tractor parts valued at several hundred dollars. The property owner advised the suspect fled from the scene but the property owner was able to record the license plate number of the suspect’s vehicle. This led the deputy to Jordan Kent of Delmar, MD.
After an investigation during which Kent admitted to the theft, the deputy placed Kent under arrest. The deputy transported Kent to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Kent on Personal Recognizance.

Narrative: On 16 March 2012 at 9:57 PM, a deputy from the Wicomico County Sheriff’s Office responded to a reported physical altercation inside a residence in the 1700 block of Samuel lane in Salisbury. Upon arrival, the deputy learned that the resident, Bryan Reynolds became upset when he could not find his headphones which led to arguing between him and a 15 year old and 4 year old. During the incident Reynolds is accused of striking both of the juveniles which left signs of injury.
The deputy placed Reynolds under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Reynolds in the Detention Center in lieu of $20,000.00 bond.

Narrative: On 17 March 2011 beginning at 9:30 PM, the Wicomico County Sheriff’s Office coordinated a multi-jurisdictional DUI Enforcement Initiative. Personnel operated a stationary sobriety checkpoint along with dedicated patrol efforts seeking impaired drivers. During the operation, 427 vehicles passed through the checkpoint at southbound Salisbury Boulevard south of Dogwood Drive in Salisbury. An additional 56 vehicles were stopped by the roving units.

Salisbury Police Department Press Releases 3-20-12
Robert Maurice Polk 4th, 29yo of Salisbury, MD was arrested and charged with Possession with the Intent to Distribute Marihuana, Possession of Marihuana, Possession of Paraphernalia (4 counts).
On March 18, 2012 at approximately 2:20pm, officers were conducting a stop sign enforcement detail in the area of Zion Rd and Centre Rd. During this detail, officers observed a vehicle being operated by Polk fail to make a complete stop at the intersection. Polk was stopped in the area of Kiley Dr and advised of the reason for the traffic stop. During the contact with Polk, a strong smell of raw marihuana was detected. Polk was also extremely nervous during his contact with the officers.
Permission to search the vehicle was obtained from Polk. During the search, a large quantity of marihuana was seized. The amount seized was indicative of distribution. Polk was released to the custody of central booking.

Behind schedule and over budget — and still the U.N.’s Capital Master Plan (CMP) is getting high grades. “The first major renovation of the 60-year-old headquarters has been slowed by extra security measures,” the Associated Press reports, noting that “The final cost will be nearly $2 billion — about 4 percent over the original budget.” Still, the article leaves the general impression that the CMP has done a heckuva job of cost containment.
Really?
That 4 percent overrun amounts to real money — more than $80 million. But that’s chump change compared to the real stakes in this story.

The series of words and images is an excellent example of how such films can create a misleading impression, while skirting as close as possible to the edge of falsehood.
The sequence, in fact, evokes a famous story that candidate Obama told during the 2008 campaign—that his mother, Stanley Ann Dunham, fought with her insurer over whether her cancer was a pre-existing condition that disqualified her from coverage.
But the story was later called into question by Dunham’s biographer. The fact that Obama’s initial claim is not directly repeated suggests the filmmakers knew there was a problem with the campaign story, but they clearly wanted to keep some version of it in the film.

The way we approach homeland security has drastically changed since September 11, 2001. Perhaps the most lasting and lifesaving tribute we can give to those who died on 9/11 is to better prepare our State – and therefore our nation – for the possibility of another attack, and the inevitability of the next hurricane or tornado.
Last week, I joined together with members of our Cabinet, local law enforcement and emergency personnel for one of the many homeland security training exercises we host every year. We ran through a possible scenario and discussed how we would deploy resources, disseminate information to the public and work together with local and federal partners to assess, address and mitigate the situation. These drills are one of the many ways we’re working to prepare ourselves for emergency situations and make Maryland a national leader in homeland security.

Obama Raises $45 Million In February For Campaign
President Obama raised $45 million for his re-election bid in February, bringing his total to about $300 million for this election cycle, his campaign said Monday.
Obama increased fundraising efforts during the month, collecting nearly twice as much as the $23 million per month average he raised during the final three months of 2011 and more than the $29.1 million he raised in January. The money was spread among Obama's campaign, the Democratic party and two campaign funds.
Obama's campaign said nearly 350,000 people contributed in February, and the average donation was about $59 for the entire election cycle. Nearly 98 percent of the donations were $250 or less.
The fundraising reports were being filed ahead of a Tuesday campaign finance deadline for presidential campaigns.

Oprah Network Layoffs: OWN Lays Off 30 Employees, Aims to Restructure
LOS ANGELES (AP) - Oprah Winfrey's struggling television network, OWN, said Monday it is laying off one-fifth of its workers and restructuring its operations in New York and Los Angeles.
The decision to let 30 employees go is a "tough" one, but the economics of a start-up cable network didn't fit with OWN's cost structure, Winfrey said in a statement.

On March 15, 2012 at approximately 9:56pm, officers responded to the 900 block of Johnson St for a reported Armed Robbery of a cab driver.
On arrival, officers learned that the cab driver (victim) had responded to a residence in the 900 block of Johnson St to pick up a fare. When the victim stopped in front of the residence a black male entered into the vehicle, demanded money from the victim while holding a knife to his neck. The black male was able to steal an undetermined amount of U.S. Currency from the victim as well as the victim’s wallet and the keys to the cab. The victim was not injured.
On March 16, 2012 at approximately 10:08am, officers responded to the Family Dollar located at 1527 N Salisbury Blvd for a reported Armed Robbery.
On arrival, it was learned a black male had entered into the business brandishing a knife and demanding money from the cash register. The black male was wearing a distinctive white “hoodie”, a covering over his face, and a baseball style hat. As
the clerks were trying to obtain the currency for the black male, a customer entered into the store. The black male ordered the customer to leave which he did. Several seconds later, the customer drove his vehicle up to the business doors in an attempt to block the black male inside the business. The black male was able to struggle his way out the doors from the business, minus the money. The victims were not injured.
Detectives were able to obtain evidence that led them to a residence in the 600 block of Decatur Ave. Detectives were able to obtain a search and seizure warrant for the address. During this process, evidence was located linking a resident to both
Armed Robberies. James Lee Mikel Webb, 22yo of Salisbury, MD was arrested and charged with 2cts of Armed Robbery, 2 cts of Robbery, 1st & 2nd degree Assault, Reckless Endangerment, and Possession of a Deadly Weapon during the Commission of a Felony. Webb was released to the custody of Central Booking.

Dover Mortuary Whistleblower Update
The Office of Special Counsel found the tone for retaliation against whisteblowers at the Dover Mortuary came from the top. It blamed Air Force Col. Robert Edmonson, the former commander, for an atmosphere that led to prohibited personnel practices. The retaliation hit employees who protested the mishandling of slain servicemembers' remains. Edmonson has already been reprimanded. An Air Force statement said more action would come. The Office of Special Council's final report noted that corrective actions for the whistleblowers have been completed.
Chicago Cops Arrest Local Journalists: ‘Your First Amendment Rights Can Be Terminated’
Chicago police arrested WGN reporter Dan Ponce and WMAQ photographer Donte Williams Saturday, saying that they were “creating a scene” outside of Mount Sinai hospital.
The two were covering the fatal shooting of a six-year old girl and, though they were already across the street, the officer demanded they go another street over.
“F*** news affairs, I don’t care about news affairs. Forget news affairs,” he said.
When the journalists spoke to their rights, the officer replied, “Your first amendment rights can be terminated, if you’re creating a scene, or whatever. Your first amendment rights have limitations.”
After the journalists responded, “how have we created a scene? This is what we do for a living,” the officer replied, “Your presence is creating a scene.”

Don't Ask, Don't Tell Update
The Navy said repealing "Don't Ask, Don't Tell" has not hurt the force like some had expected. Chief of Naval Operations Admiral Jonathan Greenert said he hasn't seen a real difference since the policy ended last fall. Some people had worried letting gay and lesbian service members be open about their sexual preferences would hurt force cohesion. But Greenert said so far, so good, and that it was a non-story. He also said the change hasn't affected recruiting, and that the Navy is still making 100 percent of its goal. But the Navy isn't calling it a success story just yet. Greenert said leaders need to remain vigilant for any signs of trouble.

He married Karilyn Primeau in 2005 and soon they moved into a four-bedroom house near a clear Seattle lake. There's a big debate between the StormWatch7 meteorologists on the date of the "official" start to Spring. Some of us think it's the first day of March, which is the meteorological start to the season - when all of the weather and climate data for Spring begins. Regardless of your thoughts, the vernal equinox arrived earlier this morning at 1:14 AM. It's the earliest start to spring since 1896! One of the reasons for the early start to the season has to do with the leap year. If it wasn't a leap year, spring would start on March 21st. 2012-13 Calendar For Wicomico County Public Schools Approved
The Wicomico County Board of Education at its March meeting approved the calendar for the 2012-2013 school year, after gathering input and making minor changes to the version approved on 1st reading in February.
The approved calendar is posted at www.wcboe.org in the home page Spotlight.
The 2012-13 school year will begin Monday, Aug. 27 and end June 6, 2013. Students will be off Nov. 21-23 for the Thanksgiving break, Dec. 24-Jan. 1 for the winter holidays (schools close at the regular time Friday, Dec. 21 and reopen Jan. 2), and March 28-April 2 for the spring holidays. (In response to input, the spring holidays were shifted by one day to have three days of instruction each week, instead of two days one week and four days the next.) June 4, 5 and 6 will be half-days.
Schools will also be closed Sept. 3 (Labor Day), Oct. 19 (Maryland State Education Association Convention), Nov. 6 (General Election), Jan. 21 (Martin Luther King Jr. Birthday), Feb. 18 (Presidents’ Day) and May 27 (Memorial Day). Schools will be closed for students (but open for teachers) for professional days on Sept. 28, Nov. 5 (changed from Nov. 2 after input), and Jan. 22 and 23.
The 2013 commencement dates are as follows: May 21, Evening High School; May 28, James M. Bennett High; May 29, Parkside High; May 30, Mardela High; and May 31, Wicomico High.
