Question B on this year's ballot involves transfers of appropriations. The first part would require the executive to notify the council within 15 days if he or she transfers money within an agency or a department. The council approves the budget, and this would merely be a way for it to be informed if the executive finds it necessary to shift money around within a department's budget.
The second part of Question B would require council approval if the executive desires to transfer a depreciable asset, such as a vehicle or machinery, between departments. The asset must have a value over $15,000. The charter already requires that the executive seek council approval for a monetary transfer between departments. This question would close a loophole that allows assets to be transferred without council approval. If there is an emergency situation that calls for such a transfer, council approval would not be required.

Stupid, Stupid,Stupid. Let the exec be the exec. Council doesn't need that much involvement. Stop trying to run the government, that's why we voted to change to an exec form of government...

John Cannon isn't the only one that needs to go...maybe the WHOLE Council should go. I think the Council needs to re-visit their original intended purpose. It certainly was NOT to micro-manage our County EXECUTIVE that can actually do a fine job SOLO. This Council is constantly causing problems...ridiculous!
Wait wait even budget line transfers within a department? That is unrealistic. Some departments have state funding that already requires budget modifications to approved by the state if they have to get on the agenda for approval fro council it is a direct conflict and if vendors are not paid within the contractual obligation they can charge the county interest.
