County To Review Current Dog Law Amid Concerns

SALISBURY – Wicomico County will reconsider its law regarding dogs as a current case involving two nuisance dogs has the officials questioning if the code is stringent enough.

At the last Wicomico County legislative meeting on Nov. 5, Wicomico residents Linda Bass and Heather Phiefer, who live in the area of Old Mill Branch Road, came before the County Council with ongoing complaints over two dogs in their neighborhood who they believe to be a safety hazard.


Bass had expressed her frustration over two dogs belonging to the same family that are not chained and run freely around the neighborhood. One of the dogs bit her husband but was not deemed dangerous because according to county code it did not break the skin.

what about cats? my stinkin neighbor's cats are always causing trouble in the neighborhood. Maybe I need to just take them out!

Define "causing trouble". Breaking and entering? Vandalism? Peeping Tom? Cat burglaring? Maybe you could simply ignore them and go on with your day. I am sure their "outdoor" life is harsher than anything you have ever experienced. I am sure there are better remedies than your horrific response.

the leash laws are rarely enforced and i know the darling dogs run loose in our neighborhood. not all of them, but quite a few.

in addition they are allowed to bark outside continually. not acceptable.

Part of the problem is that calling the Humane Society rarely results in any response. We have several dogs in our neighborhood that are let out the door and permitted to go wherever they choose. We love dogs and, in fact, have our own dogs, but would much prefer not to have to clean up after other dogs or have them drive our dogs crazy being in our yard. It is a lack of common courtesy to let your dogs run, not to mention laziness. If these people truly loved their animals, they wouldn't let them run and chance losing them to a variety of mishaps. It's also inconsiderate to others. I really hope something can be done to protect the animals that roam freely, and to enforce the leash laws!

I am always reminded of something Debbie Campbell always said you can have all the laws and rules on the books but if you don't enforce them you have nothing, this city is a joke! I and my neighbors have called about pit bulls in pens that bark all day and night. When you call for assistance the first thing you hear is do you want to meet with the owners, and then they don't want to hear your complaint when you refuse. The reason being we tried over and over with the owners they don't give a damn and will threaten you, and call the police on you for complaining! That is the truth of how bad it is!

I wonder if the same folks that let their dogs run free because they cannot be bothered to be responsible are also not bothering to get their dogs the proper shots to prevent diseases.

Response to 1:36 if it is after 4:00 pm or week-ends animal control doesn't come, the police dept does, and they just leave messages for animal control which do absolutely nothing.

What i have a problem with is people who even walk there leashed dogs down the street let the animal urinate and $#8t in neighbors yards and never pic it up .Is there a code for this in the county dog ordinance ?

8:07 poo is littering. pee is a non issue. You need a video or photo of the offender actually crapping, otherwise you would have to pay for a doggie poo dna test.

8:25 - by law you are not required to give your name. They are not suppose to put you in a confrontational position when the service is supposed to remain anonymous. When we tried to resolve a dog problem with a neighbor, I was told "next time let us handle it". Ok then get off your arse and handle it. The whole neighborhood called for months all summer long about 4 pit bulls running loose in the city and they did nothing about it.
You are 100% correct.
They do very little and I believe some of it is because of the way the laws are written that ties their hands the other part is simply laziness.
If he happens to ride by and in that 30 seconds does not see the dog lose, he deems it a non issue and it never gets resolved.

I agree with you. I live in Salisbury city limits and they breed like roaches around here. Don't leave your windows down in your car because they will jump in there pee all over the place. The also leave paw prints on your paint job.

When you see dogs running loose call the police. When they constantly bark call the police with the correct address. Every time you hear them bark keep calling the police and eventually the property will be flagged as a nuisance property and they can be charged appropriately in Salisbury.

I don't want someone elses dog peeing or pooping in my yard. It burns my grass and leaves bacteria and worm larvae. If your kids are running around in your yard barefoot they will get an infection such as a hookworm.

When dogs get in my yard after they are let to run free I capture them and take them to a friend of mine who is a waterman. Not sure what he does with them, but keeps asking me if I have anymore for him.

What about neighbors who let their dogs out and let them bark, and howl and they are outside with them but do nothing. Also, they will take off especially in summer and leave the dogs out to bark and howl for hours on end. It is disturbing to the neighbors, and the dogs exhaust themselves from excessive barking and howling. This is extremely disrespectful to the other neighbors who have to put up with the noise. The fault really is with the homeowner/dog owner not the dog(s). After all the animals are doing watch comes naturally to them. The respsonsibility and fault lies completely with the owners. They should be fined and heavily.

You can call all you want, they do nothing about it. It is not as simple as you state.
We have a barking dog 24/7. Neighbor has called continuously and they've done nothing, often not even showing up. They spoke to the owner a couple of times, and still, to date, barking dog.
We managed to get one pit bull corralled, after she spent the summer hanging at our home. We tried to keep her safe and off the streets as much as we could. Another one is still running free, for the last 6 months. Owners do not care and do not listen when and if animal control shows up.
The dogs end up being punished due to bad owners.
